I wish to thank Congress for continuing to respond to the COVID-19 pandemic with swift, strong and bipartisan actions. This outbreak is having a devastating impact on our vulnerable communities across America, and we are seeing firsthand that COVID-19 is worsening the effects of hunger and poverty around the globe.
While I was pleased to see the passage of recent legislation to provide aid and economic relief during this devastating emergency, I was disappointed that this legislation did not include an increase in Supplemental Nutrition Assistance Program (SNAP, formerly food stamps) benefits. I strongly urge you to address this oversight and immediately boost SNAP maximum benefits by 15 percent to ensure the most vulnerable populations in the United States have access to the resources they need during this outbreak.
SNAP is vital in supporting the most vulnerable, but also has a strong economic impact as every $1 increase in SNAP benefits generates more than $1.50 in economic activity. Additionally, USDA estimates that $1 billion in new SNAP benefits issued during a recession raises GDP by $1.54 billion and supports 13,560 jobs. During this pandemic we should ensure vulnerable people who are hit the hardest do not fall between the cracks of society.
I ask that you fully fund and support the Pandemic Supplemental Nutrition Assistance Program (P-SNAP) as you continue efforts on future stimulus packages. More broadly, I ask that you include enough funding to assist all those hit by this crisis here at home and abroad. God calls on us to care for the "least among us." I hope that Congress follows His commandment in drafting this legislation.
