CONSERVATION LAND: Will the project involve the conversion of public parkland or other Article 97 public naturaresources to any purpose not in accordance with Article 97?

    Yes (Specify________________________________) No

Will it involve the release of any conservation restriction, preservation restriction, agricultural preservation

    restriction, or watershed preservation restriction?

    Yes (Specify_________________________________) No

RARE SPECIES: Does the project site include Estimated Habitat of Rare Species, Vernal Pools, Priority Sites ofRare Species, or Exemplary Natural Communities?

    Yes (Specify________________________________) No

HISTORICAL /ARCHAEOLOGICAL RESOURCES: Does the project site include any structure, site or districtlisted in the State Register of Historic Place or the inventory of Historic and Archaeological Assets of the

Commonwealth?Yes (Specify____________________) No (Findings from MA Historic Commission pending)

If yes, does the project involve any demolition or destruction of any listed or inventoried historic or archaeologicalresources?

    Yes (Specify________________________________) No

AREAS OF CRITICAL ENVIRONMENTAL CONCERN: Is the project in or adjacent to an Area of CriticalEnvironmental Concern?

    Yes (Specify_______________________________) No

PROJECT DESCRIPTION: The project description should include (a) a description of the project site,(b) a description of both on-site and off-site alternatives and the impacts associated with each alternative, and (c) potential on-site and off-site mitigation measures for each alternative (You may attach oneadditional page, if necessary.)

Information provided in this Environmental Notification Form pertains to impacts from the construction ofa new Bradford Street Pump Station (Pump Station Project) and the Coca-Cola facility expansion. Thereare two separate Project Sites; one at the Coca-Cola facility and one at the existing Bradford Street PumpStation site.

COCA-COLA FACILITY EXPANSIONa) Project Site Description:

Addition/ Renovation to the existing facility at 45 Industrial Dr. to add two new bottling lines withassociated equipment. All expansion will occur on current property. Addition of wastewaterpretreatment process required to meet local permit discharge limits.

    b) Alternatives:No feasible off-site alternatives for process lines. City wastewater treatment system is operating neardesign limits and cannot accommodate additional load, necessitating pretreatment. Therefore, wastewater required pretreatment on-site. Wastewater is too dilute to be feasible to haul off-site toalternate treatment.

    Classified - Internal use

    c) Mitigation:Facility has redesigned drainage and stormwater retention to accommodate expansion. Wastewaterpretreatment area replaces an asphalt area, no change to pervious area. No further mitigations measuresare required or feasible.

BRADFORD STREET PUMP STATION REPLACEMENTa) Project Site Description:

The purpose of the Bradford Street Pump Station Replacement Project is to expand the flowconveyance capacity of the existing wastewater pump station to accommodate the proposedexpansion of the Coca-Cola facility located in the Industrial Park of Northampton (see locus plan).Coca-Cola North Americas Northampton production facility is proposing an increase in the flow

discharge limit to their Industrial Wastewater Discharge Permit associated with a potential newproduct line that will increase its average daily flow from 350,000 gallons per day (GPD) to400,000 GPD, and increase their maximum daily flow from 400,000 GPD to 600,000 GPD.

The existing Bradford Street Pump Station, which receives and conveys flow discharged from theCoca-Cola production facility, is a wet well and dry pit configuration with duplex pumps in the drypit. The existing Bradford Street Pump Station does not have sufficient hydraulic capacity tohandle the proposed increased flows from the proposed expansion of the Coca-Cola facility.

After conducting an evaluation of alternatives, the replacement of the existing pump station witha new pump station with increased capacity at the existing site was recommended.

    b) Alternatives Analysis:Common to each alternative discussed below is a similar pump station configuration to thatshown in Exhibit 2. Three different site locations were evaluated for the new Bradford Streetpump station. Alternatives 2 and 3 include lengths of additional gravity sewer and force mainwhile Alternative 1 requires no additional length of sewer. The no-build alternative was notconsidered as it does not meet the programmatic requirements of the Project. Under the no-buildalternative, the existing Bradford Pump Station would remain as-is, risking failure in the nearfuture causing untreated industrial and residential wastewater SSOs.

Alternative #1 This is the preferred alternative as it is a replacement of the existing pumpstation at the existing site, shown in Exhibit 1, and would minimize environmental impacts to theland and the existing sewer system (least amount of new gravity sewer and force main requiredof the three alternatives). This alternative would also result in the least amount of increase innew impervious area.

Alternative #2 This alternative involves acquiring a small section of privately owned land andbuilding on the 40 Bradford Street parcel just to the north of the existing pump station. Thelocation of the pump station in this alternative is such that additional gravity sewer and forcemain would be required to extend those utilities from the current pump station site, therebyincreasing the total impact to land and sewer when compared with the preferred alternative. There would also be a greater amount of impervious surface created as the proposed site is

    undeveloped.

Alternative #3 This alternative includes construction of the new pump station within the City-owned roundabout on Industrial Drive within the Industrial Park. This alternative results in thegreatest amount of new gravity sewer, force main, land disturbance, new impervious surface andcost. Also, the new pump station would not replace the existing pump station, rather it wouldhandle only the flow from the Coca-Cola facility while the existing pump station will remain inservice and be rehabilitated to continue to handle the balance of the existing service flows.

    Classified - Internal use

    c) Mitigation:The preferred alternative will minimize environmental impacts by redeveloping the existing pumpstation site. Erosion and sedimentation controls including straw bales and filter fabric will be useto control stormwater runoff from the construction areas. Disturbed areas will be loamed andseeded following construction.
