    Drowning Prevention Event on Saturday, July 13th

    : The USA Swimming Foundation is hold an eventat the Wardman Park Marriott with Olympic gold medalists Cullen Jones, Rowdy Gaines, and Mel Stewartto talk about the importance of youth learning to swim.     New Horizons for Systems of Care Training Institutes July 14 18th

    : The National TechnicalAssistance Center for Children's Mental Health at the Georgetown University Center for Child and HumanDevelopment is offering Training Institutes on local systems of care for children, adolescents, and youngadults with or at risk for mental health challenges and their families. The biennial Training Institutes areorganized in partnership with the Child, Adolescent and Family Branch of the federal Center for MentalHealth Services and The Annie E. Casey Foundation.     Annual Braille Rallye on Saturday, July 17th

    : Columbia Lighthouse for the Blind, in partnershipwith the MG Car Club of Greater Washington, will host the 48

    thAnnual Braille Rallye for children and

    adults who are visually impaired or blind. Children and adults will serve as navigators and will read largeprint or braille directions to the drivers of classic cars.     Councilmember David A. Catania, Chair of the Committee on Health, announces a Public Hearing on

    B18-127, the Blood Donation Expansion Act of 2009. The hearing will be Tuesday, July 6, 2010 at 2:00

    p.m. in Room 123 of the John Wilson Building, 1350 Pennsylvania Avenue, NW.

    The purpose of the hearing is to consider a bill that requires the Department of Health to issue rules

    allowing for the donation of blood by minors age sixteen (16) if they have the written consent of a parent

    or legal guardian and they meet all other health standards for blood donation.

    Testimony may be limited to 3 minutes per witness and 5 minutes for a panel of witnesses. Those

    wishing to testify should contact Ms. Jennifer Barry of the Committee on Health via email at

    [email protected] or phone at (202) 724-8170 and shall provide their names, contact information, and

    organizational affiliation, if any, by 12:00 p.m. on Thursday, July 1, 2010. Witnesses shall bring 15

    copies of their statement to the hearing.

    Members of the public may submit written testimony which will be made part of the official record.

    Copies of written statements should be submitted to Ms. Cynthia Brock-Smith, Secretary to the Council,

    Councilmember David A. Catania, Chair of the Committee on Health, and Councilmember Tommy

    Wells, Chair of the Committee on Human Services, announce a joint public oversight roundtable on youth

    mental health programs and strategies. The roundtable will be Thursday, July 8, 2010 at 10:00 a.m. inRoom 500 of the John Wilson Building, 1350 Pennsylvania Avenue, NW.

    On June 8, 2010, Councilmember Catania announced that the law firm of Nixon Peabody LLP would

    serve as special counsel to the Committee on Health in order to examine possible solutions to the

    Districts chronic problem of youth and adolescent violence. The firm was to study a wide range of

    proposals to address this issue, including the possibility of early, targeted mental health intervention,

    needed juvenile justice reforms, and increased accountability for parents and guardians. The purpose of

    this roundtable is to hear a preliminary report from Nixon Peabody about its findings.

    This roundtable will be open to the public; however, only invited witnesses will be permitted to provide

    oral statements. Members of the public may submit written testimony which will be made part of the

    official record. Copies of written statements should be submitted to Ms. Cynthia Brock-Smith, Secretary
