Si Jesus Bacolod, 47 years old, ay street sweeper ng Barangay 38 Zone 5 ng Pasay City. Siya ay hu-

Noong October 14, Huwebes, du-mulog ang maluha-luhang si Jesus sa WANTED SA RADYO (WSR). Ayon sa kanyang sumbong, noong umaga ng araw ding iyon, habang siya ay nagwawa-lis, nakasagutan niya ang isang babae na nakikialam sa kanyang trabaho.

Hindi nagtagal, dumating ang isang lalaki na nagpakilalang asawa ng na-sabing babae. Ang lalaki ay si Benjie Gloria, Tae Kwon Do championship competitor at bodyguard ni Pasay City Mayor Antonino Calixto.

Nang makita ni Gloria si Jesus, agad niyang pinagsusuntok at pinagsisipa ito umano. Walang kakayahang lumaban ang isang payatot na street sweeper sa isang professional martial arts expert kaya tinanggap na lang ni Jesus ang mga ginawang pananakit sa kanya ni Gloria.

Nang makausap ng inyong SHOOT-ER si Gloria, bagamat itinanggi niyang binugbog niya si Jesus, sinabi niyang sinipa lang niya ito sa paa ng tatlong

beses dahil gusto lang daw niyang big-yan siya ng leksyon. Ngunit sa medical certificate na ipinakita ni Jesus sa WSR, lumilitaw na siya ay nagtamo ng mga pasa sa iba’t ibang parte ng kanyang katawan.

Sinabi pa ni Gloria na kung talagang binugbog niya si Jesus sana durog na raw ang mukha nito. Ayon pa rin kay Gloria, tinatangka raw kasi siyang hampasin ni Jesus ng walis kung kaya’t sinipa niya ito ng tatlong beses bilang pagdepensa sa sarili.

natin ang ating eleksyon. Kagaya sa Amerika halim-bawa, walang mga dumi sa kalye ng mga posters at mga tarpaulins, lahat kasi ng desisyon sa pagboto doon nakabase sa debate ng mga kandidato at sa track record ng mga tumatakbo.

Kasi sa debate nalalaman ang plano ng isang kandidato. Sa debate nalalaman ng mga botante ang pwedeng gawin ng kandidato para sa kanyang bayan.

Dito sa atin, mismo ngang mga kandidato noong nakaraang Presidential elections ayaw na halos dumalo sa mga debate. inisip marahil ng ilan sa kanila na walang kwenta at walang maitutulong ang mga debate. Kung sabagay, iba kasi ang kultura ng Pinoy.

Mas gusto natin nakakadaupang-palad ang mga kandidato at mas personal ang relasyon natin sa kanila. isa pa, parang dapat kasi laging pinaaalalahanan ang mga botante natin kaya naman pagkarami-raming mga tarpaulins ang nagkalat tuwing eleksyon.

Pero kailan nga ba natin maipagmamalaki ang ating mga eleksyon. Noong Linggo, isang kandidato pagka-Kapitan sa Malabon, binaril, pinatay, alas-syete ng umaga habang papauwi sya galing magsimba.

May nagsasabi na hindi naman sigurado kung tungkol sa eleksyon nga talaga ang motibo ng pagpatay pero ayaw maniwala ng marami, para sa kanila eleksyon kasi. Nakaka-pangilabot isipin na para sa ilan, natural sa mga eleksyon ang patayan, lalo sa lebel ng baranggay.

At usap-usapan na naman sa mga umpukan ang bilihan ng boto para sa halalan sa Baranggay sa Lunes, Oktubre 25. Magkano ang bigay ng kandidatong ito, kumpara sa kandidato sa kabila.

Kaya nga napag-usapan na rin minsan na huwag na lang na inihahalal ang mga opisyal ng baranggay gaya ng mga opisyal ng Sanguniang Kabataan (SK), i-appoint na lang daw ng Mayor.

Dahil ito sa korapsyon na nag-uugat daw sa baranggay. Kagaya ng batikos sa SK, hindi ako naniniwala na dapat i-abolish ang baranggay at SK elections dahil sa bintang na korapsyon.

Kung aalisin man ang eleksyong dito, sa mas maganda at issue-based na dahilan, hindi dahil sa bintang na korapsyon at vote-buying dahil mas malalim ang ugat ng sakit na ito na magagamot lang ng partisipasyon ng bawat isang botante.

Mataas pa rin ang aking pagtingin sa paraan ng pagpili natin ng ating mga lider, isang boto para sa tamang kandidato sa isang demokratikong paraan. Sa kabila ng lahat, hangad ko ang matiwasay na eleksyon sa Lunes.

Paulit-ulit at hindi ako magsasawang manawagan na iboto natin ang palagay natin ay karapat-dapat at tunay na makakapag-silbi sa baranggay at hindi yung mas cute ang mukha sa tarpaulin at mas malalim ang bulsa.

LiKE most parents, Al Hermogeno, 30, has no other dream but to see his children graduate from college, believing that education is the only way to uplift the family from poverty. However, his income as a water delivery man is barely enough for his family to survive on, making it impossible to even send his children to good schools.

For every five gallons of water he delivers to a household, Hermogeno earns only P5.00 ($0.11). He is lucky if his regular customers give him a tip. Late last year, his family was forced to live separately in order to survive. His wife Maricar, 28, and their youngest Maxene, five, left for Laguna because they could no longer pay for the room they were renting in Pasay City. The

eldest CJ, seven years old, followed his mother to Laguna after finishing the school year in March 2010.

“I work hard so that my children could finish schooling and hopefully graduate from college, even at a state university,” Hermogeno said in Filipino, adding that it is the only treasure that he could pass on to his children. However, the recent pro-nouncements of the Department of Education (DepEd) dashed Hermogeno’s dreams for his two children.

The DepEd is proposing to add two more years to the 10 year-basic education in the country, saying that it would ad-dress the deteriorating quality of Philippine education. The proposed educational reform, dubbed as K12, will supposedly equip its graduates with the necessary knowledge and skills to land a job.

Hermogeno said even college graduates are having a hard time finding a job. Most people he knows end up working in a profession that is not even related to their college degrees such as in call centers. Another proof of the country’s lack of job opportunities even for college graduates are the hundreds of Filipinos leaving for work abroad everyday.

“How much more for K12 graduates?” Hermogeno said.

K+12in a paper discussion dated Oct. 5, DepEd acknowledged

that the need to address the problems confronting Philippine education is “urgent and critical,” citing the low achievement scores of Filipino students, locally and internationally. They blamed it, however, to the “congested curriculum” of the 10-year basic education scheme and the “inadequate preparation of high school graduates for the world of work or entrepreneurship or higher education.”

With this, the DepEd is recommending an Enhanced K+12 Basic Education Program to train “productive and responsible citizens equipped with the essential competencies and skills for both lifelong learning and employment.”

The Philippines is facing an acute rice and corn shortage in the aftermath of super typhoon “Juan” that ravaged the Cagayan Valley region where one-third of the country’s supply come from.

Juan (International code name Megi), the most powerful typhoon to hit the country in four years, wreaked havoc during the peak of the harvest season in Cagayan and Isabela, where huge tracts of rice and corn crops were destroyed.

Initial estimates placed damages on rice crops alone at around 105,000 tons. The Department of Agriculture assessed that at least 10 percent of Ca-gayan Valley’s annual rice crop had been damaged, still far lower than the worst case scenario estimates of 230,000 tons.

The region supplies one third of the country’s grains requirement and 40 percent of Metro Ma-nila’s supply.

Government officials from Isabela even estimated that the Category 5 howler destroyed some 385,000 tons of rice and 46,400 tons of corn. Last year, the province accounted for 13.25 percent of rice output and 24.26 percent of corn production.

The National Food Authority (NFA) said the storm’s damage to crops could reach more than P1.5-billion in the province, the country’s second top rice producer.

NFA administrator Angelito Banayo said that in the worst-case scenario more than 1.8 million bags of palay in Isabela will likely be damaged. even NFA stocks in the province were not spared as 15,000 sacks of rice

in two of the agency’s warehouses were destroyed. Damages were estimated at P15-million.

Because of these anticipated supply shortfalls, the country, being the world's largest rice importer, may have to import more next year.

This runs counter to an original plan by the ag-riculture department to trim down rice importation from 2.4 million tons last year to only 1.5 million tons next year.

“You have to provide food. What else could we do?" said Maura Lizarondo, assistant director of the Bureau of Agricultural Statistics, an attached agency of the DA.

Although northern Luzon is regularly struck by strong typhoons, the timing of Juan was crucial because it coincided with the biggest of the four harvests annually, the official bewailed.

“That's the way it is with agriculture. even if you put in all the inputs like irrigation and fertilizer, it is still very dependent on the weather," Lizarondo pointed out.

Juan, made landfall last Monday with winds of at least 250 kph (155 mph), sweeping away electric and telecommunication facilities as it passed by. It rendered the provinces of Isabela and Cagayan isolated with repair works expected to be completed in a number of days or even weeks.

The national disaster agency put the death toll at 10, a low tally for such a strong typhoon in the country. This could be attributed to the adequate preparations made for the typhoon’s onslaught.

Rice, corn supply shortage looms

exACTLY a week after jacking up fuel pump prices, the local oil firms imposed another round of price adjustments past midnight Tuesday.

Oil giants Pilipinas Shell and Petron Corp. hiked their gasoline prices by 50 centavos a liter and kerosene by another 25 centavos a liter at 12:01 a.m. while Chevron Philippines (formerly Caltex) made a similar move at 6 a.m.

But the so-called “Big 3” did not announce any movement for the prices of diesel.

Independent oil player eastern Petroleum said that they would match the gas and kerosene price adjustments around noon.

Big and small oil firms imposed hefty price increases of P1.25 a liter on gasoline and kerosene as well as P1 a liter on diesel last October 12. Last week, the same oil firms added 50 centavos a liter on gasoline prices and another 25 centavos a liter on prices of both kerosene and diesel.

The latest hike raised the average retail price of gasoline (unleaded) and kerosene in Metro Manila to P44 and P43.50 per liter, respec-tively. Diesel, which is unchanged, stood at an average retail price of P34 per liter.

New round of oil price hike

PreSIDeNT Aquino will continue to fill up positions to be vacated by government officials who are not Career executive Service Officers (CESO) despite a standing status quo ante order issued by the Supreme Court (SC) last week.

executive secretary Paquito Ochoa, Jr. yesterday announced that Malacanang will go on with the appointments and will not be derailed by the SC order against the implementation of executive Order No. 2 on the office of the National Commission on Muslim Filipinos (NCMF).

The temporary restraining or-der (TrO) of the tribunal, Ochoa explained, covers only one post and not all the so-called “midnight appointments” made by the previ-ous administration.

“Let’s take the action of the (SC) in the proper context… the TrO was issued only in the case of the NCMF). So the TrO only applies to that case and does not cover everybody,” he stressed.

The SC issued the resolution last week in response to a petition filed by Bai Omera Dianalan-Lucman, who was named com-missioner of the NCMF- with the rank of Cabinet secretary- by

former President Arroyo during the election ban.

According to Ochoa, the pro-cess of designating replacements for non-CeSO appointees of the past government under eO 2 remains uninterrupted.

“Many of them have already been reappointed and some have already been terminated from the service. So this is a continuing process,” he further explained.

eO 2, which was issued by the president following his assump-tion to office, revoked the appoint-ments made by his predecessor two months before the national elections in May.

The order applied to officials appointed on or after March 11, appointed before March 11 but took their oaths and assumed office after the date, or designated during the 45-day ban provided in the Omnibus election Code.

This was followed by a memo-randum circular, which extended the appointment of non-career government officials occupying CeSO positions until Oct. 31 or until their resignations have been accepted or their respective re-placements have been named, to ensure the uninterrupted services to the public.

Palace defies TRO on ‘midnight’ appointments

DePArTMeNT of Justice (DOJ) Sec. Leila de Lima yesterday said the arrest of the suspects in the Bar examination blast that injured nearly 50 people in Manila last month is imminent.

This developed as the official dis-closed that they have already gathered enough witnesses to pin down the perpetrators and that agents of the National Bureau of Investigation (NBI) are hot on the suspects’ trail.

“There are witnesses who saw the perpetrators. There are enough witnesses already. The target now is really on how to track down the suspect or suspects,” de Lima told a news conference.

As this developed, the NBI has released an artist's sketch of one of the suspects in the post-Bar exam explo-sion. Copies of it were released to the media yesterday afternoon.

The suspect was described as a 20 to 25-year-old male, medium built,

about 5‘6” to 5‘7”in height, and weighs between 60 to 65 kg.

The details relased by the bureau also provided clues that the suspect wore “long pants, maong; T-shirt, dark polo and low cut sneakers.”

De Lima, however, did not give further details so as not to jeopardize the ongoing operations of the NBI.

“Let’s hope that something signifi-cant happens within the day with respect to that case. They (agents) are now looking for them,” de Lima said.

The justice chief also said she deferred to an ongoing probe by the Supreme Court into the incident. The tribunal has formed a special com-mittee headed by Associate Justice Martin Villarama, Jr. to investigate the blast.

The Villarama committee was sup-posed to wrap up its investigation on Oct. 15 but has requested for an exten-sion of another week because of “latest developments and strong leads.”

SINGING sensation Justin Bieber has been caught up in an assault investigation in his native Canada after allegedly attacking a 12-year-old in a laser tag venue.

Officials at the Royal Canadian Mounted Police have confirmed they are investigating an alleged assault on a young customer at the Richmond, British

Columbia gamers hang-out, but they have refused to confirm reports the alleged attacker was Bieber.

The Canadian Broadcasting Corporation is reporting that the owner of the laser tag facility told them Bieber was thrown out of his establishment on Friday night after the incident.

A spokesman for the Royal Canadian Mounted Police tells news show Entertainment Tonight, "There were minimal injuries, and we are still in the early stages of this investigation.

OUR Lady of Fatima University (OLFU) shines more than ever in the field of research as Mr. Ryan Pagente, RN, MAN and Michael Joseph Diño, RN, MAN, won the Best International Oral Research Presentation Award for their paper entitled “The Art and Science of Task Delegation in Critical Care: The Common Praxis among Junior and Senior Filipino Nurses” in the 7th Congress of the World Council of Critical Care Nurses Foundation (WCCF) last October 5-6, 2010 at the Diamond Hotel.

The event gathered the best research undertakings in the field of critical care nursing. The final papers presented were from the Philippines, Korea, and Slovenia. Among the judges were Dr. Ruth Kleinpell, Director for Clinical Research at Rush University Medical Center in USA, Dr. Gordon Speed, Associate Charge Nurse at Dunedin Hospital in New Zealand, and Dr. Yann- Fen Chao, professor from the Taipei Medical University College of Nursing.

“It was a very vigorous presentation. The last two days were spent practicing for the 15-minute presentation and preparing for the question and answer,” Pagente said. Diño, Nursing Research Coordinator, was the co- author and research adviser of Pagente. “The success of our research paper was because of the passion of the adviser and eagerness of the researcher,” Diño added.

Their paper “The Art and Science of Task Delegation in Critical Care: The Common Praxis among Junior and Senior Filipino Nurses,” revolves around the study of identifying and benchmarking task delegation among senior and junior nurses in critical care settings. The study is also meritorious in surfacing the ‘essences’ of task delegation among nurses through the conceptualized ‘Iceberg Model’ and 6 Cs of task delegation: completion, competency, command, clarity, control and comfort. To support their research, Pagente and Diño interviewed respondents from various hospitals in Metro Manila.

OLFU has also won several research awards including the International Environment Research Award at the International Conference for Higher Education Research last May.

RBC, the publish-ers of Our Daily Bread, has a volunteer program called Service Partners that gives people the opportunity to donate their skills and time—helping us accomplish our mission “to make the life-changing wisdom of the Bible understandable and accessible to all.”

Some of the Service Partners are well past retirement age. Despite the aches, pains, and limi-tations of advancing age, they show up regularly and serve cheerfully at a variety of tasks. In 2009, they completed 100,000 hours in service since the program’s inception. They just keep going and going—not unlike the famous pink bunny.

Their example is a reminder that there is no “use by” date on our earthly lives. Scripture doesn’t designate a retirement age for believers. But there is an end product for our service—one unrelated to age. In describing the results of the efforts of “pastors and teachers,” Paul says their purpose is to equip “the saints for the work of ministry” (Eph. 4:12). And that “work of ministry,” which is the job of all believers, can lead to “the unity of the faith and of the knowledge of the Son of God” (v.13). This task should “keep us going” for the rest of our lives.

A BuSInESSMAn has filed charges against officers and members of the Liq-uefied Petroleum Gas Manufacturers As-sociation (LPGMA) for alleged monopoly and cartelization.

Federation of Philippine Industries chairman Jesus Arranza last Monday went to the Department of Justice in Manila where he formally lodged his complaint, against the operations of LPGMA which is “in restraint of trade or free competi-tion.”

“In practice, the respondents have banded together and associated themselves and, by their agreement and/or concerted action, have fixed the price of LPG in the market,” Arranza said in his affidavit.

named respondents in the case were Arnel Ty, Danilo Chua, Alison Sy, Rene Rosell, Ana Leah Castro, Ronnie Sevillana, Mar Dave Tang, Virginia Cid, Bonifacio Eleria, Orlando Reyes, Allan Ty, Sinforoso Pagunsan and Antonio del Rosario.

The group was charged for allegedly violating the Downstream Oil Industry Deregulation Act and the Revised Penal Code.

The respondents are presently incorpo-rators, major shareholders, directors and officers of LPGMA.

Arranza cited in his complaint Sec-tion 11 of the Oil Deregulation Law which defines cartelization as “any agreement, combination or concerted action by refin-

ers, importers and/or dealers, or their representatives, to fix prices, restrict outputs or divide markets, either by products or by areas, in restraint of trade or free competi-tion, including any contractual stipulation which prescribes pricing levels and profit margins.”

If found guilty, the offenders would be slapped with a penalty of three to seven years imprisonment and a fine ranging from P1-million to P2-million.

On the other hand, Arranza pointed to Article 186 of the Revised Penal Code that guards against monopolies and combina-tions in restraint of trade and with sanctions ranging from imprisonment and fines ranging from P200 to P6,000.

IT’S always best to take the train.The Department of Health (DoH) has

identified motorcycles and waveboards as the most dangerous two-wheeled rides in the country, owing to high accident rates.

DoH officials said that of the more than 6,000 injuries recorded in 55 hospitals nationwide from April to June this year, nearly 2,000 were caused by motorcycle accidents while 363 cases were due to waveboard-related incidents.

Most popular among young kids, a waveboard is a variant of the skateboard. It is mainly used for “street surfing” and

is composed of two pivoting platforms with wheels that can turn around com-pletely. A rider must twist back and forth and make a wave motion to make the platform move.

DoH data indicated that 83 percent of the victims of waveboard accidents were young boys.

In the uS, some cities have banned the use of waveboards because of the danger it poses to riders.

The national Electronic Injury Surveil-lance System (nEISS) of the DoH showed that motorcycle-related injuries accounted for 54 percent of the 2,015 vehicular-related

accidents recorded in the same period. The accidents involving tricycles but it accounted for only for 8.7 percent or 176 cases. Car-related injuries, meanwhile, accounted for 39 cases.

“All road users should take the neces-sary precautions, especially motorcycle riders,” health secretary Enrique Ona said in a statement.

The DoH chief also said the number of fall-related injuries also went up in the quar-terly monitor and attributed this trend to the rise in the number of waveboard-related injuries, in which 93 percent of the cases involved children below 15 years old.

THE chief of state weather agency, Philippine Atmospheric, Geophysical and Astronomical Ser-vices Administration (Pagasa), said yesterday that super typhoon “Juan” (international codename: Megi) could make a comeback after regaining strength over the South China Sea.

This possibility was due to the fact that Juan could not force its way into China because there were two weather systems in the vicinity of the mainland that were pushing back the Category 5 cyclone. The weather systems have caused Juan to go on “stand by” as it was being forced back from its northwesterly track.

Department of Science and Technology un-dersecretary Graciano Yumul, who is also Pagasa officer-in-charge, explained in Malacanang that because of this phenomenon, Juan had become a “quasi-stationary” cyclone.

“Is there a possibility that this typhoon would come back? There’s always this kind of possibility and this is the reason why every hour on the hour we are watching the typhoon,” Yumul said.

For six days in October of 2009, typhoon Pep-ing swept back and forth across northern Luzon. It crossed the island, stopped, went back the way it came and ravaged its affected provinces the second time around.

Peping also dumped huge amounts of rains that caused dam officials in Pangasinan to panic and prematurely release water from San Roque Dam. The move inundated some towns in the province.
