Although Ihe repon concluded Ihat persons from predominant ly non-English speaking countries are under-represented in the Armed Services relative to thei r proport ion in the civilian population. the exlent of this under· representation is reduced among the more recent entrants to the Defence FOKe.

This suggests that the Defence Force .s either more open now to mmorily groups than in the past. or that the Armed Services. as a profession. arc auracting a wider range of people.

SELF-ASSESSMENT 43. Under self assessment Returns are IlOl ge~raIly subjected 10 techni_ cal scrut iny by the ATO before an assessment is made. The main emphasis is on posI-.sseument checking. such IS:

a. Specific matching of income items;

b. COTfCspondence re ... iews. w~reby you may be ISked to forward documentary evidence to support a deduction claimed;

c. Audi ts. whereby an auditor from the A TO will ~erify the accuracy of your Return , and examine all documentary e ... idence that supports your claims.

In ... iew of the above procedures it is strongly recommended that you retain all your documentary evidence _ receipts andlor in ... oices _ in a

safe location. Details concerning the retention of n:cords are contained in the TAX PAC K.

44. If you lose you r o riginal Group Certificate. you should contact Defcnce Force Pay Accounting Centre ( OEFPAC) direct regarding a copy and any other documentation which will need to be supplied to the ATO.

45. Should you consider there to be either an error on or an omission from your Group Certificate. you should contaCt DEFPAC and requcst a pro-forma to be issued to correct the appropriate information.

REQUESTS FOR RULINGS FROMTHEATO 46. For the 1993 and subsequent years you can 00 longer include a -'request for ruling" with your Return .

If you are uncertain as to the tax treatment of a particular transaction yoo should in the first instance see if the answer can be fouod in TAX PAC Of possibly in other n:putable taxation publications. If the answer is still not avail able you ShOuld contact the ··Enquiries" section of your local ATO and seek thei r advice.

If. as a consequence of these enquiries you are still uncertain you may seck a Private Ruling from the ATO. An "Application for a Private Ruling form is available from the ATO and this shoold be completed and submined to the ATO at which you nonnally lodge your Return . II is not essential that the application be made on the official form but if it is not you must supply all Ihe information n:lating to the transaction 50 that the A TO can form an opinion as to the correct laJIalion treatment.

Applications for Private Ru lings arc NOT to be included with your Income Till Return.

If the completion of your Income Tax Return depends upon the outcome of the Pri ... ate Ruling request you should assume that the ATO will pro\'ide a ruling which is favourable to you. For e.xample, if you are ull5ure about whether an expense of5 200 is an allowable deduction you should claim the 5 200 as a deduction in your Return. Your assessmenl notice will be processed and issued on that basis.

If. subsequently the ATO pro~ides an anslll'er to your ruling request that is IlOl favourable to you. (tMt is the S 200 is not an allowable deduc_ tion). yoor assessment will be lITk'nded by tbe ATO. You will recei~e an amended assessment notice that may require yoo to pay an additional amount of tax so as to n:nect the COrt'CCI treatment of the 5 200 experut!.

There will NOT be any penalty IJU. applied by the A TO in these situa_ tions but you may be required to pay an amount of in terest for the period that you ha~e had the benefit of the extra tax refund (if. in fact. a refund had been received) as a ~onsequence of claiming the $ 200 deduction. This interest payment can be claimed lIS an income tax deduction in the following year. (Note that this only applies to 1993 and future Income Tax Returns).

TIle ATO has stressed that Applications for Pri ... ate Rulings should only be made where you are uncen.ain as to the COl"Tect taxation treatment of a transaction .

For example, yoo might incur a $ 200 expense for purchasing a ci ... ilian sports jacket and ini tia lly belie ... e thaI this should be an al lowable deduc· tion because the ADF requires its members to be ..... ell dressed when pr0-

ceeding on leave:. Your subsequent enquiries in such a case ..... ill enable you to oonc:lude that this IS a private expense and therefore is not an allowable deduction. In such a situation !here is 00 uncertainty and you should no! claim the 5 200 IS a deduction in your Return and oor should yoo mate applkation for a Pri va1t! Ru ling.

Recruiter commended

Gone are the days of pressing the King's Shilling into the palm of an unsuspeding candidate to get him to join the pride of the neet.

Today's recruiting process has changed a tot. Who remembers the recruiting process of years ago? Can you tell the difference between a piece of string and

wire? You can? The "Grecnie" is for you. And that applicant who identified the front end of the ship two out of three times, male him a QMG!

Today's process still involves a medical. a banery of apti tude tests, an interview with the Psych and finally an interview with a Recruiting Officer.

After weighing up all the dossier infonnation and conducting an in-depth interv iew it is the Recruiting Officer who finally makes the decision whether the candidate has got what it Ulkes to be pan of me R eel.

But the process doesn't stop there. all candidates who are considered accep\.ilble are placed in an order of merit for mat panicular position and only the most competitive or best candidate is finally selected.

It is in this area of applicant selection that Warrant Officer ETC5 Gabby Hayes has excelled and has set the standard for others to follow.

WO Hayes has been lauded for his efforts as the Assistant Naval Recruiting Officer in Brisbane, with an ACPERS HQADF commendation for his absolu te dedication and pursuit of excellence in the field of applicant selection for the RAN.

Oh, and by the way if yOll are mil: happy with the standard of recruits in the system. Gabby is now hiding down soum in NAVCOMSTA some-where. Congratulations Gabby!

RAN NSW Tasar titles

Navy sailors have dominated the 1993 NSW Tasar cham pionship to regain the title they last won in 1991.

Since the Service adopted the Tasar dinghy in 1983. Navy members have won lhe litle six times.

This year Martin Linsley. crewI'd by Graeme Edwards. dominated the fleet of 57 entries from NSW. the ACf and Victoria.

They sailed fast and were consistently sound tactically to achieve three firsts. a seeond and an eighth place.

Second overall in the five-race regatta were Stewart Shimeld and Mark Lubbock with placings of 10. fifth. first. second and fifth.

Relative newcomers to Navy racing. Andrew Self crewed by J. Heath. also did well to finish 12th overall (44. eighth. 18. eighth. 20) whi le strong team support was provided by Darren Knights and Marty Lang (51). Mark Brown (56) and Apprentices Rodney Bleasdale and Stephen Petith (57).

The championship. held at the NSW Sport and I{ecreauon camp at Point Wolstoncroft on Lake Macquarie. was also well supported by a military team from ADFA.

l1Jc: cadets were unable to regain the team handicap trophy they won the previous two years.

It went to Canberra's YMCA Sailing Club. ADFA finished fourth behind Balmoral SC and the Navy

team.

Navy's sailing season continues into the winter months.

Next is the Navy Invitation Team Racing Championship. which has become one of Australia's largest and most competitive sail ing events. Then. in August a team travels to Darwin to contest the National Tasar Championships.

SILVER FOR BOB Bob C hapman :,as rep

resented NSW at the Australian Veterans' Athle tics Championships fini sh ing with a silver medal in the 5000 metres..

The championships were held at the Ol ympic Springfields, Adelaide. and Ihe conditions were tough for distance runners with a temperature of aboul 27·C and a 101 of humidity.

II was apparently quite unusual for Adelaide.

Bob is fro m the Royal Navy and is in Australia on an exchange posting.

He is curre ntly OIC Fundamentals School at HMAS NIRIMBA but as the establishment runs down towards closure he will be moving to Naval Support Command Headquarters in

Bob Chapman.

the Remington building. Bob is apparently looking

forward to running round the parks of Sydney.

He is a very experienced athlete.

He represented o n the crack and at cross country for combined Services and Devon in the UK and was the RN athletics team cap· tain prior to moving "down under".

Navy pipped in ACT Rules

,

The Canbe r ra Aussie Rules inter-Service series ror 1993 has tJe.cn run and won with RAA F the vic.. ~

It was the first time RAAF has won the series in Canberra.

In fact, it was the RAArs first win in any series in well over a decade.

The final was rought out between Navy and the Airmen in good conditions at Harman Oval.

The Blue Orchids wenl into the gam e sl ight favourites, having accounted for the Anny by better then 80 points two weeks earlier.

AnDy had previously forfeited to the Navy.

l1Jc: first quarter was a nip and tuck affa ir with the sailors leading by !he bearest of margins at the short break.

The RAAF came back to lead by 10 points at oranges.

Allan Conway. making his debut as an inter-Service C(lach. found the right button to press and the sailors came OUt firing in the third stanza.

RAAF defended vigorously though. holding the sailors to a point at the final break.

The lead see-sawed throughout the final quarter and it was anybody's game right up to !he last few minutes.

In the dying moments a couple of umpiring decisions went the RAAF's way and it fini shed the better by 13 points.

In Darwin. the game kicks on through the dry season with Combined Services hav ing los t only the one game sofar.

The boys are very confi. dent of making i t to the finals this month.

Also played in Darwin was a round-robin competition between the locals and the n eet units v isiting for Kakadu One.

Teams contest ing were from TORRENS. SUC· CESS. SWAN. CODNAWARRA and a Super Rules team.

The scores haven 't been fo rwarded but I believe TORRENS was so upset at losing to the ~old guys" they challenged for a rematch a few days later and the Super Rules boys triumphed again.

At Nowra the Demons have been decimated since last year's grand final win.

Sixteen of that team's players are no longer avail. able to ALBATROSS.

Adam Harris' ability. si ze and experience are sorely """,,,

Yours in sport, Graham Thurstans.
