Welcome to the first virtual public exhibition about the proposed regeneration of DBP. This event follows a series of engagement sessions and comes following a successful ballot in May 2019 which 75.6% of residents voted in favour of the regeneration with a 90.5% turnout. Following this result, we are now moving towards submitting a planning application to Barnet Council.

Resident Brochures and Webinars

Home Group and Hill delivered two webinars in May and June 2020 to all residents at DBP on Green and Public Spaces, and Design and Materials. These were held online as we wanted to ensure we continued our engagement programme during lockdown despite restrictions in holding large scale events.

Residents had the opportunity to outline their preferences on the above topics from a range of options through feedback brochures prior to the sessions. The findings were discussed in the webinars.

How will the feedback be incorporated?

We have reviewed the feedback from webinars and have made resident preferences prominent themes in the design of the new estate, where possible.

The Masterplan board, Public Realm and Green Spaces board on this virtual exhibition will provide more detail on these items.

DBP RESIDENT ENGAGEMENT

Engagement to date

Home Group and Hill have run an extensive programme of engagement from 2017 with our residents from DBP with an opportunity to feed into the proposals.

These events include:

• 176 residents attended our 4 design workshops

• 4 information events have given our residents the opportunity to let us know what they like and dislike about DBP

• More than 100 of our residents have joined one of our 4 bus trips to visit other estates

• More than 150 residents have attended our 20 monthly coffee mornings

• Countless one-to-one conversations with our residents through email, face-to-face, letter or phone

Height and Design

There will be a range of houses and flats across the new estate so there will be varying heights. Homes will range from 2 to 9 storeys depending on their type.

The design of the estate is to be composed of a selection of materials, predominately brick. Following Webinars with existing residents, the brick colours have been selected to create distinct character areas throughout the new neighbourhood which will be complemented by the design of the balconies, windows and doors, along with the new spaces we are creating between buildings. These building components allow for a consistent appearance across the estate, whilst also allowing the design to respond to the differing context within the site and nearby.

The final number of homes will be locked down in September at our final public exhibition. The mix of affordable homes is slightly different to that stated in landlord offer document as a result of the change in housing need of some existing residents. In order to accommodate these changes, we’ve had to amend the proposals. The proposed revised number of homes is shown below:

Phase 1 temporary moves

As you know, there is a need for some residents to move away from the estate temporarily until their new home is built.

Home Group will be speaking with residents whose current home is in Phase 1 of the demolition programme on a one-to-one basis from October 2020. The regeneration team will be discussing residents requirements and the support Home Group will provide as part of the temporary move process.

Permanent moves

Home Group have been working with residents who expressed an interest in moving away from DBP permanently following the ballot. As residents move away permanently, and properties become empty on the estate, Home Group anticipates re-letting properties for on-site temporary moves, enabling some residents to stay on the estate until their new homes are built.

Parking

The parking strategy for the new estate must comply with both Barnet Council’s and the Mayor of London’s planning guidance.

• A total of 386 spaces on the new estate – this reflects Barnet requirement of 0.52 spaces per new home

• 180 spaces will be provided for returning residents (this covers every existing customer) and 206 for private sale

• A mix of on street, basement and podium parking spaces

• Secure cycle storage will also be provided across the estate

The current estate is covered by a Barnet Council implemented Controlled Parking Zone (CPZ).

This only applies to roads that are adopted by the council. We are reviewing our strategy for whether the roads are adopted in the new development, which will also need to be agreed by the council.

PUBLIC REALM AND GREEN SPACES

The feedback from the consultation event has helped to inform and develop the design of the public realm and green spaces.

The two central courtyards provide areas for people to sit, play and enjoy the seasonal delight of the planting areas. Spaces to sit in groups, or quiet spaces next to planted areas are provided in each courtyard as well as the new green East-West links to the nearby woodland area.

Response to Resident Feedback

In our feedback brochures, the most popular option for play equipment was climbing frames, so we are providing these in both courtyards, as well as other equipment for you to swing, balance and slide.

A new walking route will connect the main courtyard space with the woodland to the west, which will also include informal play trails and spaces to sit.

Planting providing seasonal colour will be included in the main courtyards, with woodland edge planting along the East-West links, which will help connect back to the woodland area. These were the two favoured planting types from the webinars and will provide variety throughout the year for residents to enjoy.

Key improvements on the new estate

Within the Landlord offer document, Home Group made several commitments to residents about the improvements we would make to the estate if they approved our proposals. A core part of this was to address the anti-social behaviour issues that kept recurring as a result of poor design.

By redesigning DBP we can help prevent anti-social behaviour in the future in the following ways:

Better use of the green spine

The Current Estate

The existing estate has a history of anti-social behaviour and we have made it our goal to address this issue as part of the new development.

This has been exacerbated by poor design with areas such as garages and alleyways out of sight from homes.
