Promoting the av~ilability of decent, affordable housing for all Americans is one of the President's primary gonls, and he's been pleased with the progress that has been made since 1981 in getting interest rates down and increasing our Nation's stock of multi-family housing units.
The enactm~nt of the first free - standing housing bill in this Administration is a fitting capstono to these efforts . Making the FHA's insuring authorities permanent means that homebuyers will no longer be threatened with temporary program shutdowns. The President also regards the permanent authorization of housing vouchers for low-income families and the Fair Housing Initiatives Program as key steps forward .
Your association has my thanks for helping to transform this bill from a potential budget buster that would have r e versed important housing policy reforms into a fiscally responsible bill that actually advances the reform process .

We appreciate your taking time to comment on the State Department videotape briefing "Democracy in Central America." You said it did not support the President's policies in Central America and un<lercuts the Resistance. I would like you to know, however, that the videotape was carefully prepared under both White House and St~te Department guidance, and was designed to explain the Administration's overnll policy in the rapidly changing political climate in the region.
Th~ Administration believes the Nicaraguan Resistance is essential to producing the necessary pressure to bring about a democratic opening in Nicaragua and an end to the regional security threat posed by the Sandinistas. The President also supports the current negotiations and the Guatemala peace process as a parallel method of reaching the same objectives. Six months ago, a videotape on U.S. policy might have put more exclusive emphasis on the Resistance's role in bringing about this change. Now, the Adr!linistration' s position on the diplomatic track must be explained as well.
We believe the State Department videotape accurately rcf lects current U.S. policy toward Ctlntral America. It shows that Nicaragua is the only Central American country that remains a communist dictatorship. It depicts the Sc:mdinistas engaged in a massive military buildup. It explains how the other Central American countries have been held hostage to Sandinista aggression . Dut it does not propose a solution . To discuss short-ter.n strategy would make the videotape a dated product ancl would allow litt l e room for the kinds of debn.te the videotape was meant to introduce.
At this time neither the White House nor the State Department has plans to withdraw the videotape. Again, we appreciate your consideration in providing your comments to us.
