GUIDELINES AND RULES OF CONDUCT
Government College Kottayam is our college, the campus is our
home. Apart from your parents, the teachers are the most concerned about
you and your future.
1. Class hours are from 10 am to 4 pm. Be in time for classes. Additionalclasses or other programms may be arranged from 9 am to 10 am or 4pm to 5.30 pm as and when required, and it is mandatory for the stu-dents to attend.
2. Be clean and modest in dress, decent and polite in language and cour-teous in behaviour.
3. Show respect to your elders and teachers.
4. Public property is our property. Damage done to it is a nationaloffence.
5. Do your best to preserve a peaceful, academic atmosphere in thecampus.
6. Maintain a calm atmosphere in the campus, especially duringworking hours. Smoking and chewing are banned in the campus.
7. Do not bring mobile phone to the campus.
8. Do not disfigure the college furniture, walls, doors or windows withdrawings, engravings or by sticking posters. Do not tamper with theelectrical and other installations.
9. Grievances, if any, shall be taken to the Principal through yourrepresentatives, or in person.
10. Seek permisison to the teacher before entering or leaving a class insession.
11. If classes are free during any period, engage yourself in meaningfulco-curricular activities.
12. You can address students in the classroom, or any gathering in thecampus, only with the permisison of the Principal.
13. Students have to wear the college ID card whenever they are present inthe campus.

A BRIEF HISTORY OF THE COLLEGE
1972, August College started functioning in a building of Government
Polytechnic, Nattakom. Courses offered:
Pre degree - Group I, II and III
Degree - B.A. Politics, Economics and B.Sc. Mathematics
1972 October 27 College formally inaugurated by Sri. C. Achutha Menon,
Hon. Chief Minister of Kerala.
1974 March Pre degree classes shifted to the semi permanent
building constructed in the campus.
1976 March Foundation stone laid for ‘A’ Block.
1976 June B.Sc. Geology started.
1977 June B.Com. and Pre-degree Group IV started.
1978 June ‘A’ Block completed. Degree classes and office shifted to
the building.
1979 August Shift-system introduced to Pre-degree courses.
1980 February ‘A’ Block formally inaugurated by Shri. Baby John,
Hon. Minister for Education.

NCC NAVAL WING
In our college, a naval NCC sub-unit of 5 (K) Naval NCC Unit,
Changanacherry is functioning actively with its routine parade drills and other
activities like observation of environment year, Gandhi Jayanthi, Independence
Day, Republic day, Aids day etc. The unit has a trained ANO and the sanctioned
strength is 50. The enrollment is opened to boys and girls. Every year our
cadets are attending Trekking Camps, National Integration Camps, Pre-Republic
Day Camps, Annual Training Camps, Ship attachment training, Sailing
Expedition, Nau- Sainik Camps and the various leadership camps and training.
EDUSAT
The college is equipped with a well-set EDUSAT satellite interactive
class room. The EDUSAT programme of Government of India is aimed to assist
the conventional class room teaching in educational institutions by bringing
latest information through satellite enabled interactive classes, delivered by
the experts in various subjects. The programme brings great opportunity to the
students to attend the classes of those who are specialized on particular topics,
and to interact directly with them to clear the queries. EDUSAT classes are
conducted regularly on Thursdays. Dr. Ajay K. K., Assistant Professor of Geology
is the nodal officer and Dr. Lyjo K. Joseph, Assistant Professor of Physics and
Prof. Shibin Philip, Assistant Professor of Economics, are the convenors of
various programmes.
RUSA
Rashtriya Uchchatar Shiksha Abhiyan under the ministry of Human
Resource is the new funding agency for catering the needs of higher education
sector in India.Financial assistance for Institutional development such as
academic reforms, infrastructural development,students amenities improvement
,administrative reforms etc- are taken care of by the RUSA through the state
Higher Education Council.The College has submitted proposals for its over all
development to the RUSA as per the direction of Kerala State Higher Education
Council.The proposals are drafted by the RUSA coordination committee and is
approved by the council.The institutional coordinator of RUSA is Sri.Jacob
George,Associate Professor of Physics and is assisted by five nodal officers for
monitoring the implementation of the sanctioned proposals.Also there is an 8

UGC CELL
UGC cell of the college acts as the offical unit for implementing UGC
schemes and programmes effectively. Prof. Jacob George is the co-ordinator of
the UGC cell. As a part of its activities, in this academic year, three programmes
are running in the college, which are the NET/SET coaching, Remedial coaching
and Coaching programme for entry into service. The programmes will be
continued in the coming academic years as well.
COMMUNITY COLLEGE PROGRAMME
As a part of the skill development programme of the Govt.of
India,Ministry of Human Resources Development (MHRD) has implemented
community College programme all over the country.In arts and science
Colleges,this programme is being done by University Grants Commission.
Under this scheme ,the Government College Kottayam is conducting
an Advanced Diploma Course in Printing Technology.The duration of this job
oriented course is two years, which comprises four semesters.Eligibility for
admission is a pass in plus two or equivalent. Aptitude in printing industry is
preferable.SC/ST/OBC and PWD students are eligible for reservation as per
Govt.rules.Students from printing industry will be given weightage for admission.
Monthly scholarship of Rs.1000/- will be given to all students, on the basis of
satisfactory attendance.
Each semester consists of theory papers and workshops.Theory
papers are designed to make the students familiar with various printing process
and other related things.It also aims professional and personal developments.
Workshop training helps the students to do the real printing works. It also enable
one to handle various situations in the process.
The industry partner(Skill knowledge provider) of the course is the
Kerala Printers Association,Kottayam.Classsses started on 5September 2014.
The Principal is the head of the Community College.He is assisted by

FEE CONCESSIONS & SCHOLARSHIPS
1. Fee concession for SC/ST/OEC students
Students belonging to SC, ST and OEC catagories are eligible for full
fee concession. They are eligible for stipend.
2. Educational concession under Kumara Pillai Commission Report
(KPCR)
Students, irrespective of caste or community, are eligible for fee
concession, depending on the aggregate annual income of their parents.
The annual income should be below Rs. 42,000/- in the case of
postgraduate programmes and below Rs. 25,000/- for undergraduate
programmes.
3. Stipend for children of fishermen
Children of fishermen are eligible for stipend from the Department of
Fisheries.
4. Kerala State Scholarship:- Awarded by the Director of Collegiate
Education, in the order of merit and means, from among the
applicants. The scholarship is renewable based on the progress and
conduct of the student and marks obtained by him/her in the
examinations (a minimum of 45 percent marks to be secured.)
5. Scholarships for proficiency in sports - Awarded by the Director of
Collegiate Education, to the first year students in each class, who have
distnguished themselves by participating in International, National,
Inter University, State Championships or Inter-Zonal-Collegiate
Competitions.
6. Suvarna Jubilee Merit Scholarship for undergraduate or
postgraduate students. It is awarded to a first year student at
graduate or post graduate departments with 50% or higher marks in an
aptitude test.

ATTENDANCE AND LEAVE
1. Attendance will be marked at the beginning of each period. Absence for one
period will be treated as absence for half a day.
2. If leave is required for a single period, application may be submitted to the
HOD through the teacher concerned.
3. Students absenting themselves from class without leave, for more than 10
continuous days, will have their names removed from the rolls. They may be
readmitted at the discretion of the Principal, in which case they will have to
pay the readmission-fee and all other fees due.
4. Application for leave of absence should be submitted to the Principal through
the teacher-in-charge and HOD.
5. The certificate of attendance and progress, required by the University, for
presentation to a University Examination, will not be granted if (a) the
student has attended only less than 75% of the total number of working
days of the semester, (b) the Principal is not satisfied with the student’s
progress and conduct.

CHOICE BASED CREDIT AND SEMESTER SYSTEM (CBCSS)

A separate minimum of D grade for both internal and external
evaluations are required for a pass in the course. A student has to conduct torequired number of seminars and submit the required number of assignmentsduring each semester.
The Higher Education Council, Government of Kerala has taken the
initiative to reformulate the undergraduate syllabi by introducing choice based
credit and semester system. This is to cope with the internationally followed
curricula and mode of evaluation.
Evaluation
There shall be two parts for evaluation:
(i) Internal or In- Semester Examination or Continuous Assessment
(ii) External or End- Semester Examination.
The weightage for the Internal and External examinations shall be in
the ratio 1:3. Both evaluations shall be done using Direct Grading system based
on a 5- point scale as given below

The evaluation of each course shall contain two parts:
i) Internal or in-Semester Assessment (ISA)
ii) External or End- Semester Assessment (ESA)
The inetrnal to external assessment ratio shall be 1:4, for both courses
with or without practical. There shall be a maximum of 80 marks for external
evalution and maximum of 20 marks for internal evalution. For all courses
(theory & paractical), grades are given on a 07-point scale based on the total
percentage of marks. (ISA+ESA) as given below:

College library started functioning soon after the inauguration of the
college in 1972. The college authority provides adequate funds for the library
and hence we were able to add more titles to the stock every year. There are 12
Newspapers and 35 periodicals both in English and Malayalam subscribed to
the library. There are 6 department libraries in addition to the general library.
The library is partially automated using the library management software SOUL
(Software for University Libraries) developed by INFLBNET. Books are classified
using the Dewey decimal classification scheme.
Now the college is a member of the N-List Project (National Library
and Information Services Infrastructure for scholarly contents) of INFLIBNET. It
provides access to e-resources to scholarly contents) at INFLIBNET centre.
The authorized users can now access e-resources and down loan articles
required by them from the publisher’s website. We can access more than 4000
e journals and 75000 d-books.
We have a total collection of 44353. Books are purchased once in a
year using the state plan fund. Purchase of books using UGC fund is done as
and when fund as allotted. Periodicals are subscribed by the general library as
per the guide lines of the library advisory committee. Journals are purchased
by the P.G. departments and the list is normally prepared by the respective
heads of departments. Books purchased using the funds from the SC/ST
coaching scheme are also kept separately is the library. We have a good
reference collection. We gives special importance to the collection of reference
books for competitive examinators.

1. The library is open from 9.30 am. to 4.30 pm. on all working days
without a lunch break 12.15 to 1 pm. Open access system is followed
in the library.
2. Students coming to the library should produce their identity cards to
the library staff on demand.
3. Personal belongings of students are to be kept at the entrance before
entering the library.
4. Strict silence should be maintained in the library.
5. Books are issued for a period of 14 days. It can be reamined for a
further period 14 days. After thats a time of ReI per day per book will
be charged.
6. 5 books are issued to P.G. students and 3 books are issued to U.G.
students.
7. Books damaged or lost must be replaced or three times of the book
value should be paid by the borrower.
8. Books will be issued from 10 am to 4 pm students / staff should
verify that the books are not damaged before they borrow its.
9. Books taken out of the library may be recalled at any time.

FOSTERING LINKAGES IN ACADEMIC INNOVATION AND RESEARCH
It is a new initiative of the Department of Higher Education of theGovernment of Kerala, implemented in government colleges, to train the facultymembers in teaching-learning and research to contribute to the overalldevelopment of the higher education system of the state.
Newly joined faculty with a minimum of 20 years of remaining service arecovered in the first phase of FLAIR. The membership is voluntary in natureand the motivation for the faculty members to join the program includes thereward structure it offers along with long term career growth opportunities.Highly performing faculty members will be recognised as FLAIR Professorsand Scientists. Academic and research grants will be given on the basis of theperformance of the faculty members.

The Scholar Support Programme, part of the ‘New Initiatives in HigherEducation’ initiated by the Department of Higher Education, Govt. of Keralaaims at imparting additional support to students in curricular areas of weakness.
The programme also extends personalized additional support to students inchosen subjects of the curriculum which are challenging to them and are to beidentified through a systematic result analysis. As part of the SSP programme,

The mentoring scheme is planned to identify theopportunities available for the scholars, the areas suitable for them, themanner in which the scholar should proceed to achieve them, and to evolveways by which they can be acquired.
The college council selected 15 internal mentors (IM) from variousdepartments conduct the programme successfully. Total 90 students areenrolled in the programme at present.

ADDITIONAL SKILL ACQUISITION PROGRAMME (ASAP)
The objective of the programme is to enhance additional skills for theemployability of the students who are studying in under graduate programmesby providing them with skills required for the industry. ASAP intends toenhance the skill development of Kerala’s youth at a rapid pace by bringingin new skill courses. ASAP equips the students with industry relevant skills.The students can choose courses in different areas, depending on theiraptitude. The students are given training in skill courses in such a way thatthe student’s skill-sets match that of the world’s best. The main skill coursesare in IT/ITES, Automobile, Banking & Finance, Hospitality, Retail, Telecom,Logistics, Media and Entertainment, Electronics Sector, Gem & Jewelleryand Construction sectors. In total, ASAP is offering 92 skill courses to impartskill training to the young populace of the state.

INTERNAL QUALITY ASSURANCE CELL (IQAC)
IQAC monitored and coordinated all the programmes related to thereaccreditation of the college by NAAC. For this, IQAC prepared anddistributed a proforma for preparingAnnual Quality Assurance Report(AQAR) for six years from 2008-09 to 2013-14, to all the departments,NCC, NSS and other organizations, in the college. A team constituted byIQAC collected, analysed and compiled the proforma and prepared AQAR.IQAC submitted AQAR to the NAAC on 16th January 2015, and started thepreparation of Self Study Report (SSR) to NAAC.
IQAC advocated, supported and guided faculty members to submit majorand minor research project proposals to various funding agencies andarranged for a preliminary scrutiny of the proposals.
IQAC published a newsletter describing the academic and co-curricularactivities of the college.
IQAC designed and installed an online feedback survey systemand collectedand analysed feedback from all students of the college.
IQAC is on the process of conducting an academic audit of the college,

The Department of Chemistry offers B.Sc. Chemistry (Vocational Model-II)with Industrial Chemistry as vocational subject, and Mathematics ascomplementary subject, for the students. The annual intake capacity of theprogramme is 24. The programme provides a healthy interface between Industryand Academics. The Department of Economics is as old as the College itself. The departmentbecame full-fledged with the introduction of M.A Course in Economics, in1981.
The college had the unique distinction in starting the first research centre
in Economics, among the colleges under Mahatma Gandhi University. During

for the award of Ph.D. The department has a well-equipped department library
with 5100 books and 15 journals. The department introduced internet facility

DEPARTMENT OF ENGLISH
The Department of English has contributed substantially to the growth
of Government College Kottayam, since its inception. The department offers
common courses for students of all streams and an undergraduate programme
in BA English language and literature. It was the long cherished dream of the
department came true when the undergraduate programme was started on
17th September 2012. The department focuses on the nurturing of social and
ethical values of these students, apart from developing their literary and
language skills.
The counselling class conducted on 26th February 2013, by Prof.
George P. Varkey, former head of the department, was highly effective. The two
national seminars conducted by the department in March 2013 and 2014,
provided the students with opportunities to bring out their organisational skills
and gave them insights into areas of literature outside their syllabus. Class
PTA’s were conducted in Februray 2014, July 2014 and December 2014.

Geology and B.Sc. Geology. An open course ‘Understanding the Earth’ is offered
for students of all streams, in the fifth semester of UG programme. The

equipments and facilities. Four faculty members have doctoral degree and are

DEPARTMENT OF PHYSICAL EDUCATION
The Department of Physical Education coordinates sports related activities
of the college. The department offers an open course “Physical Health and Life
Skills in Education”. It is a historic and innovative step in undergraduate
education.
A health club with modern amenities functions under the auspices of the
department of Physical Education, from the academic year 2011-12.
The Department conducted the following programmes
during the year 2014-15
1. World Cup Football -2014- Quiz Competition-12 July 2014
2. Men Kabadi Coaching camp- 17-09-2014 to 25-10-2014
3. Women Hockey Coaching Camp -6-10-2014 to 18-11-2014
College Football,Shuttle Badminton, hockey (women) ,Kabadi(men),
cricket (men),and athletic teams participated in the M.G.University Inter
Collegiate tournaments.

DEPARTMENT OF PHYSICS
The Department of Physics offers two academic programmes, M.Sc. Physics
and B. Sc. Physics. The department also offers complementary courses for
students of Mathematics and Geology streams. An open course, ‘Amateur
Astronomy’ is offered to students of all streams. The department has post
graduate and undergraduate laboratories with modern equipment and computer
labs with broadband connectivity and wi-fi access. A research lab also functions
in the department. Most of the faculty members are actively engaged in research
and the department regularly conducts seminars, workshops etc. The department
also conducts add-on courses and extension activities for students of this college
and nearby institutions.
