Sir,
The CLCS is please to invite quotation for the supply of grocery items for student mess for the financial year 2020-2021. Interested supplier holding valid trade license may submit quotation on or before 31st August at 2:30 PM. The bid should be accompanied by earnest money of Nu. 20000/- in favor of the President of CLCS. The tender will be opened on the same day of submission at 2: 00 PM in presence of bidder’s representative who may choose to attend the opening.

1. The Bidder(s) may quote for any or all the items under this invitation. Each item shall be evaluated.
2. The Bidder(s) Shall submit one original of the price quotation with the Form of bid and
clearly marked ORGINAL. In addition, the bidder(s) should also submit one copy
marked as envelop as required by PRR 2008 clause 1.7.2 and address to and delivered at
the following address

3. The deadlines for receipt of your quotation(s) by the purchaser at the indicated address
is: Date:31st August, 2020 at 2.30 Pm and open on same day at 2:30 PM.
4. The lowest evaluated bidder is required to deposit lump sum of nu.50000 (Fifty
Thousand) only as security deposit in the form of cash warrant, cheque, demand draft or
unconditional Bank Guarantee Valid not less than 6 months from the date of bid
submission.
5. Item wise evaluation will be done to determine the lowest bidder for each item and the
work will be awarded accordingly.
6. The bid should be accompanied by earnest money of Nu. 20000 (Twenty thousand) in
the form of demand draft, Cheque,or unconditional Bank Guarantee in favor of President
of the College. (Refundable to unsuccessful bidders within one week of time after bid
opening)
7. Any Bid accompanied by EMD shall be treated as non-responsive.
8. Quotation by fax or by electronic means (are not) acceptable.
9. PRICE: all price shall be quoted in Ngultrum. The quoted price shall be inclusive of all
related cost including taxes, duties, transportation and other levies to the final place of
delivery. The final place of delivery is: The College of Language and Culture Studies,
Taktse Trongsa. The award will be made to the bidder who is offering the lowest
evaluated price that meets the specifications.
10. The quotation(s) will be opened in the presence of bidder’s representative who choose to
attend at the specified venue and time.

11. The purchaser is not bound to accept the lowest bid and reserves the right to accept or
reject any or all the bids without assigning any reason whatsoever.
12. The bidder whose bid is accepted will be notified of the award of contract by the
purchaser prior to expiration of the quotation validity period. The terms of the accepted
offer shall be incorporated in the supply order.
13. The Validity of contract award is till 30th June, 2021 but purchaser reserve full right to
terminate the contract before the completion of contract depending upon the performance
of supplier.
14. If the Supplier fails to supply the goods on time, the management has full right to deduct
the money from his/her security deposit or terminate the contract.
15. The payment for the supply of goods shell be released to the supplier within thirty days
after the date of the acceptance certificate for the respective delivery issued by the
purchaser.
16. The Successful bidder is also requires to sign written agreement with the purchaser.
17. The supplier should inspect the expiry date of the goods at the time of supply.
18. The supply of goods shall be completed within the given period of time from the date of
issue of the supply order.
19. The supply of goods shall be carried out only with the issuance of supply order by the
purchaser.
20. Any goods found defective should be replaced immediately. If the supplier fails to
replace, the purchaser shall have deducted from their payment.
21. The Supplier should have sealed and signed in all the pages of the tender documents.
22. During the time of quotation, you are asked to bring your goods sample.

a. A duly completed and signed priced quotation as per the schedule of items and the price
Quotation.
b. A valid Trade License.
c. A Valid Tax Clearance certificated.
