Since August 19, the Government of Venezuela declared the State of Constitutional Exception in 23 municipalities. Since the implementation of these measures, at least 23,738 returnees and deportees have arrived in Norte de Santander, Arauca, La Guajira and Vichada. A total of 1,714 are registered as deported to Colombia at border crossings. In addition, 22,024 Colombian have returned due to fear of deportation.1 Since September 23, the official returnees registry is closed.*
