Colony West Property Owners Association Annual Meeting November 21, 2013 7:00 p.m. Wiley Greenbaum welcomed the Association membership and called the meeting to order at 7:00 p.m. (Confirm time Wiley) Board members attending: Carlos, Wiley, Jack, ??? Board members absent: x, x, Wiley informed membership that Marisa Elmquist resigned. Wiley thanked Marisa for her service, particularly for her work managing pool staff this past summer. Jana Wood was appointed to fulfill the remaining year of Marisa’s term. Neighborhood Newsletter Wiley has been looking for a volunteer to be dedicated to the newsletter in response to residents’ requests that the Association publish more issues of the neighborhood newsletter every year. Jana Wood will take over. Plans include making the newsletter selfsufficient by selling ads to neighborhood businesses, as well as bumping up the total number of issues to at least six – every other month. Swimming Pool Report Wiley reported that the neighborhood had a good swim year. There was a drop in complaints arising from the pool after the gate was installed. Colony West’s swim team, King Penguins, also had good year competitively. There is a leak in one of the bathrooms at the pool that has to be repaired before it can be opened. Additionally, the Association is investing in doing facelift on bathrooms.Tr Neighborhood Garden Project Wiley and Jack surveyed the plot, about 5 acres in the upper park as a prospective location for the neighborhood garden project similar to the one nearby in Sturbridge. Treasurer’s  Report  Is  attached  in  full  at  the  conclusion  of  the  minutes.    Open  Board  Positions  Tonight  need  to  vote  on  two  open  positions.  Wiley  is  running  for  another  term.      Jack  Canfield  Report    Jack  Canfield  reviewed  the  neighborhood  boundaries.

   We  currently  have  480  households  in  the  Association.  Jack  reported  that  we  came  together  as  neighborhood  in  May  to  defeat  Kum  ‘n’  Go  from  coming  to  neighborhood.  List  from  Jack.    Jack  reported  that  the  new  security  gate  contributed  to  drop  in  crime  in  neighborhood.    The  Garden  Club  is  recruiting  new  members.  Contact  Wiley  or  Jack  if  you  are  interested.        

         Jack  reported  on  the  neighborhood  events  for  2013.    Next  year  trying  for  band  for  Fourth  of  July  parade.              

       

Recent  improvements      

Our  neighborhood  is  one  of  a  few  in  the  city  that  now  has  a  ADA  lift  for  our  pool.

     Canfield  encouraged  residents  to  share  their  ideas  and  expectations.  He  posed  three  questions  all  residents  should  consider:  

1. Where  are  we  going?  2. How  do  we  get  there?  3. What  can  we  afford?

   Jack  is  going  to  receive  three  bids  on  resurfacing  tennis  court,  and  is  hoping  for  a  tennis  court  and  multipurpose  court  combined.  He  expects  estimates  to  be  about  $40,000.

Open  Board  Positions    Wiley  announced  the  open  positions.    Jim  Pitts  was  nominated  and  seconded.  Vote.    22  in  favor  none  opposed.  Wiley  appointed  Jana  Wood.    All  In  favor  and  none  opposed.    Miscellaneous  Items  and  Resident  Feedback  David  would  like  to  see  once  a  quarter  email.  Linda  O’donnel  likes  fence,  has  helped  with  loitering  and  issues.  she  would  like  to  see  an  occasional  dumpster  at  park.  A  voice  vote  resulted  in  favor  of  installing  a  flagpole  at  the  park.  If  lit,  doesn't  have  to  be  raised  and  lowered.  Eric  is  investigating  lighting  the  pole,  Last  newsletter  went  out  in  October.  Resident  pressed  being  impressed  with  collaboration  to  defeat  kum  n  go  reOning.  Resident  requested  ads  in  newsletter  to  thank  volunteers.  Resident  requested  the  treasurer  check  to  include  financial  statements  for  every  year  on  website.  We  have  welcome  committee.  Include  names  and  contact  info  for  requests  in  upcoming  newsletter  and  on  website.    Resident  interested  in  playground  improvements,  worried  about  slide  and  neighborhood  liability  for  unattended  kids.  Concerned  about  how  dated  equipment  is.  Slide  is  on  video  to  restrict  liability.  Parent  is  responsible  for  child's  liability.  Wiley  suggested  perhaps  we  should  post  wing  stating  kids  must  be  accompanied  by  adult  and  play  at  your  own  risk.  Wiley  pointed  out  that  we  also  need  look  furniture  for  the  swimming  pool.  Neighborhood  has  a  one  million  dollar  liability  policy.    The  meeting  was  adjourned  at  9:00  p.m.
