Room reservations need to be made on-line with the Vail Marriott. Special Room Rates are good until room block is full or the September 19th deadline date. You must present your District’s tax- exempt certificate at time of check-in/out and pay by District check or District credit card for sales tax exemption. Valet parking is available at $15/night at the Vail Marriott or there is Complimentary Parking in Lionshead Village (a short 5-10 minute walk). Directions to the Complimentary Parking in Lionshead Village: Take the Vail exit, on the

round-about take the first quarter turn right onto South Frontage Road West, follow this towards the Vail Marriot, look for the blue parking structure signs for Lionshead Village.

There is a free in-town bus that stops in front of the parking structure and their next stop is the Marriot. Exit the structure on the mountain side at ground level for the bus stop.

If you want to walk there is a walking path. The access for the path is off the Frontage Road. Cross the street from the parking structure follow the path past the Starbucks, go left (towards the mountain) and the path will lead you to the back door of the Marriot.

SUBJECT: 22nd Annual CASBO Fall Conference

CASBO will be holding its 22nd Annual Fall Conference at Vail Marriott, October 10-12, 2018. The activities

will begin on Wednesday October 10th with an optional full day pre-conference workshops: "School District

Accounting". In addition, there will be two half day workshops on the GFOA Budget program and Next Level

Leadership. The official kickoff for the conference will be the “Welcome Hospitality Reception” by our

Associate Partners where you can interact with our active and associate membership in a casual setting.

The value of the 22nd Annual CASBO Fall Conference can’t be beat! This conference has 9.5 hours of direct

professional development in sessions targeted at improving your effectiveness within your job, as well as

numerous opportunities to network with your peers from across the state who are dealing with the same fiscal

and operational challenges. Be a hero and discover a great new idea from another CASBO member to bring

back to your district that saves money, improves a process or adds a needed service to your organization.

School District budgets are tight yet professional learning opportunities are important now more than

ever. Consider the following ideas to help bring down the costs:

• Share a room. The hotel rates in 2018 are an extremely good value. You’ll be so busy attending

sessions, breakouts, and social activities that you’ll hardly be in your room anyway! Check out page 2

for booking information.

• Need to attend to district matters? Marriott Rewards members they will receive free Wi-Fi in the

lobby and guest rooms. In addition, free Wi-Fi will be available in the conference meeting rooms to all.

• Be creative on possible funding sources. Consider possible sponsors within your District or vendors.

• Use the Park-n-Ride and Carpool to Vail. There are many locations to meet and share a ride with

your colleagues. If you live in the Denver metro area, you can also drive up for the day and save on

lodging costs.

Small Districts and Charter Schools: Focuses on financial, budgetary, public relations, and the legal issues that affect small districts and charter schools where one individual has many areas of responsibility.

monitoring practices in school districts. Through a combination of lecture and classroom discussion,

participants will learn the concepts of closing out the fiscal year, property tax calculations, Data

Pipeline, School Finance Formula, budgets and budget monitoring as it pertains to school districts.

This course is appropriate for anyone interested in school district accounting or looking for a short

accounting refresher. No previous accounting background is required.

Description: The Boulder Valley School District embarked on a project to capture information

on all the district's programs and initiatives to better inform district leadership and the budgeting

Valley School District 's program inventory project.

Description: USDA Districts must establish a Meal Charge policy for students that defines

2018- 601 School Finance Panel Discussion

Description: The CDE will be giving updates in several different disciplines. This session will be a

panel presentation/discussion in the areas of school finance, school nutrition, grants fiscal management,

school auditing and school transportation. There will be time for a Q & A session.

2018-602 Uniform Grant Guidance: How UNC implemented the new guidelines and lessons

learned one-year post-implementation

Speaker(s): Cristal Swain, Assistant Legal Counsel and Chief Procurement Officer, University of

Northern Colorado.

Description: UNC chose to implement fully the Uniform Grant Guidance ("UGG"), including the

new procurement guidelines, on July 1, 2017. In this session, we will discuss some of the

requirements of the UGG, what steps UNC took to ensure compliance, how UNC trained its end

users, and the feedback UNC received from its external auditors.

2018-603 Managing ADA Compliance

Description: This training will help to simplify the process of becoming ADA compliant by

providing a stepped approach to understanding physical barrier removal

2018-604 Overview of Bond Issuance and Changing Rules and the Role of the CFO

Description: This session will provide an overview of the bond issuance process, including

legal requirements, timeline, rating presentation, financing progression, bond pricing, and

Description: The BEST program has been a great tool for Districts to get funding assistance for

capital projects. Come and hear the latest and greatest info on, changes to the program, updates

on what is needed in your request and priorities for the program. This is an excellent time to

start planning your grant application as the application window opens in the fall and closes at

the end of January. There will be time for a Q & A session.

Description: Keeping up with GASB standards is vital to a successful audit. The past few

years have not been easy for state and local government finance staffs. There are several new

GASB pronouncements that are just now taking effect and many that are coming soon. This

session will review GASB Statements 83-87 as well as reviewing the complexities of GASB

Statement 75.

Description: Driving Operational Success for the District while ensuring Federal and State

Compliance. USDA has become very serious on how Districts treat their Fund 21 and School

Districts are getting fiscal action against them for mismanagement and non-compliance. This

action has been up to withholding all of the federal reimbursement until the School District

comes into compliance — can your School Districts afford that to happen?
