In 2018, we supported 20,595 individuals and families toattain quality health care, housing and supportive services, opening doors from the trauma of homelessness to lasting stability and to becoming members of strong, diverse neighborhoods.

In this report, we highlight programs that combine housing and integrated services to meet the diverse needs of the people we serve.

Renaissance Downtown Lofts opened in June and is now home to 100 men and women who experienced homelessness for years. � is comprehensive Housing First program, funded through the Denver Social Impact Bond, demonstrated 92% housing stability at year’s end, as well as signi� cant reductions in expensive emergency services, detox, and law enforcement interventions.

Fort Lyon Supportive Residential Community, a unique partnership between the Coalition, the State of Colorado, and Bent County, celebrated its � fth anniversary in 2018. � is peer-led community provides critical recovery-oriented housing, educational and employment opportunities, and health services for individuals overcoming alcohol and substance use disorders.

In addition, continuing our commitment to build 500 homes by 2024, the Coalition broke ground on our 60-unit Veterans Renaissance Apartments at Fitzsimons, developed in partnership with the State of Colorado Department of Veterans A� airs. � e site is adjacent to other veteran services in Aurora, including the VA Medical Center, and will o� er a complement of supportive services speci� cally geared toward the needs of veterans.

Our work challenges us every day, and we couldn’t do it alone. We recognize the expertise and energy of our workforce who serve everyone with respect and compassion. We draw inspiration from the unwavering spirit and resilience of those we serve as they strive to overcome one of life’s most traumatic experiences. David and the other residents of Renaissance Downtown Lofts were highly visible on Denver’s streets: often arrested and jailed, frequently appearing in courts, using emergency medical services for chronic health problems, mental illness, and substance use disorders. For these individuals, the tragedy and cost of homelessness was shouldered by the entire community.

Renaissance Downtown Lofts is a nexus of comprehensive services for people who need the most help to maintain stability. With program sta� available on site and the Coalition’s full complement of services within walking distance, residents have easy access to medical and behavioral health care and extensive supportive services. Residents are also encouraged to participate in community-building activities to create a strong, interdependent neighborhood to support everyone’s long-term stability.

� is Housing First approach costs about $19,000 per individual annually to provide housing, health care, and supportive services, saving over half of the roughly $40,000 annual cost of emergency services, hospitalizations, detox, and law enforcement interventions.

David sees salvation more than cost savings. “I wouldn’t be where I am now without this help. I’m a new me: sober, in school, and wanting to be a better member of society. I just want to say ‘� ank you’ to everyone who made this possible.”14,154 PATIENTS

A threshold to new beginnings

« David moved into Renaissance Downtown Lofts in 2018 and is now working on long-term goals.

David is an artistic guy. His apartment at Renaissance Downtown Lofts is immaculate and decorated with framed photos of the Denver cityscape. On his refrigerator is a line drawing of the downtown Denver skyline and the words “� ank you Denver.”

Renaissance Downtown Lofts is more than just the building where he lives. When he unlocked the door to his new home in June 2018, he crossed the threshold into sobriety, stability, and community with the help of the Colorado Coalition for the Homeless and the Denver Social Impact Bond program.

Renaissance Downtown Lofts is the most innovative and e� ective housing model to date for people experiencing chronic homelessness in Denver. When the residence opened in June, we celebrated the power of public-private partnerships in ending homelessness and reducing the costs of homelessness for the entire community.

For individuals overcoming substance use disorders,

having the perspective and guidance of those who have “been there” can be one of the most powerful tools in

reaching recovery. Empathetic support is at the heart of the

Fort Lyon Supportive Residential Community, which celebrated

its � fth anniversary in 2018 with residents, community

members, partners, and Governor Hickenlooper.

Located on a 500-acre historic military base in Bent County, Fort Lyon provides respite and recovery, transitional housing, and supportive services to people from across Colorado who experience homelessness and have substance use disorders. Unique among drug and alcohol recovery programs is the role of residents in planning and operating the program, governing their community, performing many of the duties that keep the program operating, and supporting one another through program activities and transitions back to their home communities. Funded through a partnership between the State of Colorado, Bent County, and the Colorado Coalition for the Homeless, Fort Lyon o� ers a variety of recovery programs, on-site supportive services, opportunities through Otero Community College, and employment in nearby communities.

Residents returning to Denver connect to housing and continued supportive resources through the Coalition’s integrated care model, including health care, mental/behavioral health care, and vocational services. Many choose to move into supportive communities within Coalition properties like Renaissance at North Colorado Station. Others choose to continue their recovery work in other communities across the state, returning to work, family, and stable housing.

As part of the collaboration, the Colorado State Legislature commissioned an independent evaluation of Fort Lyon. � e evaluators found that Fort Lyon’s success rate in maintaining housing stability and recovery is signi� cantly greater than that of conventional drug and alcohol rehabilitation programs.

Lorrie, one of the � rst residents, knows that making the decision to go to Fort Lyon was her turning point. Today, she has sustained sobriety for � ve years and has completed training to become one of the Coalition’s Peer Specialists, using her experience to guide others struggling with homelessness and substance use. Recovery is very challenging, but Fort Lyon’s unique program built around peer support proves it is, indeed, possible.

Darrell Brown knows that a place to live is only part

of feeling at home.

Darrell’s family-owned business provides work force housing. Over his years in business, he has grown to understand that many low-wage workers struggle to maintain housing stability. Factors contributing to instability are not always economic; physical and mental health issues, job loss, and loss of a supportive community can destabilize a vulnerable person.

When a long-time resident began to have di� culty paying rent, Darrell knew the man was without other housing options. Darrell didn’t want to evict, so he looked for resources to help and learned of the Stout Street Health Center, part of the Colorado Coalition for the Homeless. Darrell connected the resident to the health center, where he received the services he needed to maintain years of stability.

Darrell learned more about the Coalition’s mission to create lasting solutions to homelessness. He’s seen how our expert and dedicated team provides a continuum of care that integrates health care, housing, and supportive services, all with individualized focus. He is impressed by how Coalition sta� tailor services to meet the needs of distinct groups, such as families, veterans, and youth. Darrell refers to this type of care as responding to “niches of need.”

As a Coalition Board member and generous donor, Darrell is an integral part of e� orts to create lasting solutions. “Each of us has the power to help our most vulnerable neighbors,” he says. “With more private support, we can bridge funding gaps and reach more of the people who need help.”

Darrell believes everyone should be interested in supporting the Coalition. “Homelessness is ripping apart the social fabric of the city. It’s morally right to help our community come together.”
