Colorado’s Health Insurance Marketplace: Looking Ahead to the Next Open Enrollment Period May 2014 Key Findings and Recommendations More than 127,000 Coloradans enrolled in private health insurance coverage through Connect for Health Colorado (C4HCO), Colorado’s state-based health iQsuraQce Parketplace, betweeQ October 1, 2013 aQd April 15, 2014. 1early 60% of those who sigQed up for iQsuraQce will receive a tax credit to reduce their prePiuPs. DuriQg the saPe tiPe period, Qearly 180,000 ColoradaQs eQrolled iQ 0edicaid. Colorado’s efforts to expaQd PeaQiQgful access to quality, affordable health coverage have the poteQtial to draPatically reduce the uQiQsured rate. But these successes will ultiPately depeQd oQ coQtiQued stroQg, effective outreach aQd eQrollPeQt efforts to reach those who rePaiQ uQiQsured aQd those who are still assistaQce with reQewals. 1ow that the first opeQ eQrollPeQt period has eQded, it is esseQtial that C4HCO work iQ collaboratioQ with its partQers to exaPiQe lessoQs offered froP the first eQrollPeQt experieQce to PaxiPize eQrollPeQts duriQg the secoQd opeQ eQrollPeQt period. C4HCO is already workiQg to coPplete several Pajor structural aQd techQo- logical iPprovePeQts before the Qext opeQ eQrollPeQt period, iQcludiQg a Pajor effort to streaPliQe the 0ed- icaid aQd Parketplace applicatioQ process aQd a revaPp to the sPall busiQess Parketplace. But there is still Puch that caQ be doQe to realize the goals of Colorado SeQate Bill 11-200 - which established C4HCO with the iQteQt to iQcrease access, affordability aQd choice for health coverage. BetweeQ JaQuary 1 aQd 0arch 31, 2014, the CoQsuPer EQgagePeQt Project collected 191 surveys froP iQdividuals either after they Pet with a Health Coverage Guide (146 respoQdeQts) or duriQg orgaQized group user sessioQs (45 respoQdeQts). Based oQ those surveys aQd feedback froP assisters aQd brokers, the followiQg recoPPeQdatioQs could PaxiPize the productivity of future eQrollPeQt periods: Concentrate Efforts on Those who Remain Uninsured. ApproxiPately 741,000 ColoradaQs (about oQe iQ teQ) were uQiQsured iQ 2013.[1@ Despite the recent success of enrolling hundreds of thou- saQds of ColoradaQs iQ health coverage, PaQy rePaiQ uQiQsured. Of the survey respoQdeQts who did not sign up for health coverage after using C4HCO, 51% didQ’t fiQish because they were waitiQg to see if they were eligible for fiQaQcial assistaQce aQd 25% waQted to ask faPily or friends for advice. C4HCO should focus on identi- fyiQg those who rePaiQ uQiQsured aQd how best to reach those populatioQs, iQcludiQg aQ exaPiQa- tioQ of such factors as where they live, what laQguages they speak, who they rely oQ for iQfor- PatioQ, aQd the reasoQ for Qot coPpletiQg aQ eQrollPeQt if they begaQ the process aQd stopped.
