Columbia City Council Pre-Council Meeting Minutes – November 1 at 6:00 p.m. Conference Room 1A/1B – City Hall Council members present: Mayor McDavid, Paul Sturtz, Jason Thornhill, Gary Kespohl, Daryl Dudley, Laura Nauser and Barbara Hoppe Absent: None Mayor McDavid requested a work session to review the transmission line route alternatives. A work session was set for Monday, November 22, 6pm, Council Chambers. The work session will be televised on the city’s channel. Responsive Governance Initiative – City Manager’s Office The City Manager reviewed the major challenges, initiatives to enhance customer service, decrease unit cost and increase productivity. He also reviewed the top 3 priorities for the City and a list of staff/Council priorities for the next 4 months (see attached) FY2011 Federal Project List Paula Hertwig-Hopkins reviewed the federal project list for FY2011 (see attached) and requested Council feedback, including additions/deletions, to the proposed project list. City Manager Search Firm RFP The Council was provided the attached matrix outlining Council’s choices for City Manager Search Firm RFP’s. The City Manager reviewed a list of items he felt Council needed to consider in selecting which firms to interview. The Council will interview the following three firms on Monday, November 8, 6pm, Conference Room 1A: Affion Public, Neher & Associates, and Mercer Group. Council requested that each of the firms send the primary person responsible for handling the search process. Interviews will be scheduled in 50 minute increments (20 minute presentation: 30 minute question/discussion). Margrace Buckler will e-mail to Council a list of general questions to ask the consultant along with a link to the ICMA web site. Council asked the City Manager to create a list of items that the next City Manager will be faced with.

Council members present: Mayor McDavid, Paul Sturtz, Jason Thornhill,

Absent: None Mayor McDavid requested a work session to review the transmission line route alternatives. A work session was set for Monday, November 22, 6pm, Council Chambers. Regarding the November 22 work session, Toni Messina will issue a press release emphasizing a complete review of the project – obtain Council feedback. Notification letters should be mailed in an envelope with the city’s return address. When scheduling IP meetings, staff should take into consideration the availability of Council, particularly the ward the project is located in. Meeting adjourned at approximately 6:50 p.m.

City Manager's Office - Responsive Governance Initiative

• Continue to promote accountability and transparency in local government

• Board and Commission formal communication - added component to the City Manager'sProject Tracker System

• Foster productive working relationships between Mayor/Council, staff and citizens

Initiatives to Decrease Unit Cost

• 50% reduction in the CMO travel budget for FY2011 - look for best value training

• Staff food expenses have decreased due to Council's change in policy

• Decreased printing costs with increased focus on electronic distribution

• City facility energy saVings

Attached is the federal project list for the current year. I request that it becirculated to Council members for their feedback in the way of additions ordeletions as we begin the process of developing the FY 2011 Federal ProjectList.

This list Is also being circulated among city slaff and County for their input.Attached is the proposed timellne for the FY11 process.

On-going discussions with congressional staff indicate earmarks continue to notbe of Interest or a priority. However, by keeping city projects of high priorityvisible may lead to grant opportunllies and appropriate funding legislation withtheir assistance. Over the years; we have discovered that Identifying city/countyprojects and keeping our list fairly short fairs well for us when we make ourpresentations to the congressional delegation. It also gives us an opportunity toshare what the City Is working on.

I have also attached chart Appendix B: Earmarked Funds by Project,Department, Amount, Fiscal Year (5) which lists earmarks the Cily has receiveddUring FY2005-FY2009. The table was developed by our summer Intem as partof a greater report she developed entitled An Analysis ofFY2005·2009 GrantFunding for the City of Columbia.

We plan to Implement these new procedures effective January I, 2011 which is the same date the new IR5regulations become effective regarding predominately business use of cell phones.

Under the new procedures the city's annual cell phone costs should decrease significantly.

1. No City employee is pennitted to make personal long distance calls for which there areany charge or toll without the authorization of the Department Head, and the cost of anysuch long distance calls, if allowed, shall be reimbursed in full to the City by the,employee. Any calls of a personal nature shall be held to a minimum (both in length andoccurrence).

2. Department Directors may request cellular telephones for City employees whose jobduties require they maintain contact with citizens and/or other City employees. Toinitially request a cellular phone, a Cellular Telephone AuthoriZl!lion Request Form mustbe completed.
