Somewhere in there are newsletters and reminders on how the Colusa Glenn Subwatershed Program (CGSP) wants to help you meet requirements of the Irrigated Lands Regulatory Program (ILRP)/Order. One timely reminder is that all Members of the CGSP need to fill out a Nitrogen Management Plan Worksheet annually for the crops they grow. Information necessary to get together is the total amount of Nitrogen put on those crops from all sources, during the growing season. This information is kept on the farm and may be requested by the Regional Water Quality Control Board, Central Valley Region (Regional Board) if a compliance inspection of your operation is scheduled (more on compliance inspections inside). For some Members, this year will bring the additional challenge of filling out a “Certified” Nitrogen Management Plan Worksheet and - NEW - a Summary Report for the crops grown in the 2016 season. A package of information/ forms has been sent specifically to those Members that farm in High Vulnerability Areas (HVAs) as designated in the Sacramento Valley Water Quality Coalition’s (Coalition) Groundwater Quality Assessment Report (GAR). Within that package are detailed instructions on how reporting forms are to be filled out, a sheet of Frequently Asked Questions (FAQ’s) and a schedule of Open House events during the months of December and January to help Members who would like assistance. More information on these Open House events will also be provided at both the Colusa (Dec. 7) and Glenn (Dec. 6) County Grower Meetings as well as in the packet already, or to be, mailed to Members. Please feel free to contact us for more information by calling (530) 934-8036. ~ ** Reminder, not all Nitrogen Management Plan Worksheet Reporting needs to be Certified and a Summary Report submitted to us, only those in High Vulnerability Areas. As the growing and harvest season comes to a close for 2016, it’s time to gather up all the unread bills, reporting forms, etc... from the dashboard of your truck or the pile in your office. Somewhere in there are newsletters and reminders on how the Colusa Glenn Subwatershed Program (CGSP) wants to help you meet requirements of the Irrigated Lands Regulatory Program (ILRP)/Order. One timely reminder is that all Members of the CGSP need to fill out a Nitrogen Management Plan Worksheet annually for the crops they grow. Apply the RIGht RAte• Match supply with crop demand (all inputs -fertilizer, organic N, water, soil).

Apply at the RIGht tIMe• Apply coincident with crop demand and root uptake.

Apply in the RIGht PlACe• Ensure delivery to the active roots.• Minimize movement below root zone.

Use the RIGht SoURCe• The 4R’s are specific to every individual orchard/field and every year selecting the appropriate N source for the crop/irrigation management situation can lead to the greatest nitrogen use efficiency.

an #1: Management Practices Implementation and Performance Goals: Malathion in Lower Colusa Basin Drain Colusa CountyIn April 2013, this Management Plan was created due to multiple Malathion exceedances; March 2010, August 2011 and March 2013. Exceedance notices have been mailed and a workshop was held January 2014, including mandatory surveys. Colusa County growers with alfalfa and walnuts, aerial applicators, PCAs, and those who use this product were required to participate per MP requirements. Additional outreach occured in January 2015 and 2016 and will occur in January 2017. If all goes well and there are no more exceedances, we will request the Management Plan to be complete in calendar year 2017. ~

Applying the 4R’s

Principle...UNENROLLED PARCELS - Regional Board continues to issue administrative civil liability orders and fines to irrigated agricultural landowners that are not enrolled in a Coalition and/or do not have an individual permit and work directly with the Regional Board to meet the regulations. Ensure all irrigated Ag parcels are enrolled (does not include rice or dairy)! FAILURE TO SUBMIT REQUIRED REPORTS TO COALITIONS - Regional Board is starting to issue fines for failure to submit Farm Evaluations and Nitrogen Reporting requirements as mandated. These fines are in addition to our local fine policy.

COMPLIANCE INSPECTIONS - Regional Board is starting to conduct on-farm site inspections to verify that the ILRP/Order is being implemented at the field level and to ensure Members are meeting all of their requirements (e.g. reporting, accuracy of practice implementation, etc.). To date, Coalitions and Members have been given prior notice of the on-site inspection. However, we need to stress to you how important it is to keep copies of everything you submit to us....

Our recommendations:— Keep copies of everything!— Create a CGSP file folder and keep on-farm; put everything in there from your Membership Statement/Payment information to your Farm Evaluations, Nitrogen Management Plan Worksheets, Nitrogen Summary Reports (HVA only), Maps, Meetings you Attend with us presenting, etc. — Once or twice a year review your practices on-farm and be prepared to show them to Regional Board Inspectors (we will be with you if this should occur). — Remember only YOU are the expert on your farm operation, not us. — Be prepared at all times! We anticipate a 72 hour notice period only. ~
