Sacramento River Watershed General Order –
March 2014
1. Farm Evaluations 2. Nitrogen
Management Plans 3. Sediment and
Erosion Control Plan
Demonstrate farming operations are protective of surface water quality
Monitor and report exceedances of water quality objectives
Implement Management Plan when two exceedances, in a 3 year period, occur of any water quality parameter
Comply with Basin Plan Amendments and TMDLs
where irrigated agriculture “causes or contributes” to water quality exceedances
Colusa Glenn Subwatershed Program
Established 501(c)6 non-profit ◦ 5 member Board of Directors to represent and
advocate for Members
Main Contracts with: ◦ Glenn County RCD since 2007 for outreach
and management plan requirements (acts as Subwatershed Coordinator) ◦ Sacramento Valley Water Quality Coalition
(SVWQC) for monitoring and program management
# Members in CGSP: 1,600 +/- # Acres in CGSP: 290,000 +/- Irrigated Agriculture ◦ “Commercial” Agriculture ◦ Potential for surface or sub-surface runoff
From irrigation From rainfall
Managed Wetlands Dairy
Partially covered by dairy program for “wet manure” However, required to be in this program for non-manure / ”dry manure”
Wild Rice (not conventional rice) California Rice Commission has separate program
Management Plans to address exceedances ◦ Survey growers regarding management practices ◦ Communicate with growers regarding
exceedances and educate/encourage best management practices (BMPs) ◦ Continued monitoring ◦ Report to Regional Board efforts and results
Management Plans are an ongoing program Good Stewardship by Farmers!
“Management Practices Implementation and Performance Goals: Ceriodaphnia Toxicity and Chlorpyrifos in Walker Creek”
Educate growers-newsletters, surveys, workshops (all mandatory)
Cost sharing obtained for growers to implement best management practices
No Chlorpyrifos exceedances in over 4 years
Regional Board deemed Management Plan complete
Outreach will continue to growers
Encourage growers to continue using Best Management Practices (BMPs) for ALL applications
Cost-Share Opportunities for Growers & MP Implementation
