SCP - 2015
Visakhapatnam Smart City
Honorable CM’s Vision for the State
“Technology is making real time governance possible”
Taking another step in leveraging technology for maximum governance,
the state have launched an integrated Command & Contol Center (CCC).
The CCC, which primarily serves as an e-government centre, will also serve
as a disaster management centre, housing several departments, including
APPCB, Revenue, Tourism & Police among others, and respond in a
coordinated manner during an emergency. It will eventually include more
services.
“This is our first step towards integrating all services in the state and monitoring
their delivery. The State of the art centralized CCC is a governance-transformation
initiative that will soon enable far-reaching benefits to the community.”

PAN CITY INITIATIVE
E-Governance + Disaster and
Emergency Management
What is smart today may not be smart tomorrow…
TIME AND PLACE SPECIFIC ‘SMART’ SOLUTIONS
Pan City - Project
Taking into account the global concern on climate change and climate
resiliency our approach gives due consideration to ‘Resiliency’ in a city such
that climate related challenges are adequately addressed in order to minimize
the loss of life and damage to city infrastructure.
Health and Wellbeing of ‘PEOPLE’ has been given due importance.
In order that extreme climate events do not disrupt the lives of the Citizens
due to failure of service delivery, Vizag Smart City Pan-City proposal focuses
on
‘Disaster Management & preparedness + E-Governance’.
Do more with less
Visakhapatnam Smart City
With a view to enable an intelligent, data driven and people centric smart city, the PAN
City proposal of Vishakhapatnam is a single proposal that combines effective e-
governance with enhanced disaster management system.
• ICT-enabled Central Command & Communication Center capable of
communicating with other city systems such as early warning systems, emergency
response forces, utilities (energy, water and sewage SCADA systems),
transportation, city surveillance, citizen engagement platform.
The benefits of the solution will be measured from two perspectives: • In times of disaster: The solution will improve the response time, coordination
amongst various agencies and faster restoration of services post disaster.
• In day-to-day non-emergency scenarios: The solution will improve the response
time of GVMC officials towards citizen complaints, which in turn will lead to
citizens using the system more frequently.
Pan City - Project
Draft Vision for Vizag CCC
To improve citizen service delivery through seamless
integration and proactive monitoring of department
services, and to provide Common Operating Picture
(COP) to GVMC and participating agencies within the
Visakhapatanam District, respond effectively to
disasters, manage crisis situations in a collaborative
manner, improve public safety, and protect property.
Visakhapatnam Smart City
Mission of CCC
In Disaster Situation
• To provide for accurate early warnings to all
stakeholders and ensure their effective
dissemination
• To forecast impact of disasters and help
mobilize resources upfront, evacuate
people from high impact areas and in turn
minimize casualties and service outage
during disasters.
• Carry out competent Emergency
Operations Management
• To improve the response time, coordination
amongst various agencies during disaster
and faster restoration of services post
disaster.
• Improve community/citizen understanding
of risks in order to enhance their resilience
in the face of disaster
In Normal Situation
• Enable better functioning of city
administration in daily operations
• Improve response time towards
citizen complaints, which in turn will
lead to citizens delight and
satisfaction
• Enable various channels/online tools
for citizen interactions with civic
administration for issue reporting and
resolution
• Enable better inter-agency
coordination, within various
administrative bodies to improve
service delivery and governance
transparency
