During Roadcheck, CVSA- certified inspectors conduct compliance, enforcement, and educational initiatives targeted at various elements of motor carrier, vehicle, driver, and cargo safety and security. The Commercial Vehicle Safety Alliance’s (CVSA) annual

inspection blitz, Roadcheck, is the largest targeted

enforcement program on commercial vehicles in the world.

Roadcheck 2014 is being held June 3-5. During this 72-

hour period, an average of 1,000 trucks or buses will

be inspected every hour from Canada to Mexico. Each

year, approximately 10,000 CVSA-certified local, state,

provincial, and federal inspectors at 1,500 locations across

North America perform the truck and bus inspections.

Is your fleet ready? The simple answer should be yes however last year, one in five vehicles were placed out of service during Roadcheck. Below are some of the results from Roadcheck 2013:

� 73,023 inspections were conducted

� 1,471 motor coaches were inspected

� Of the Level I inspections conducted in Canada and the U.S., 24.1 percent were found with Out-of-Service (OOS) violations

� Cargo securement-related violations represented 11.7 percent of all OOS violations

� 49.6 percent of vehicle OOS violations were related to brake adjustment and other brake system violations

� The driver out-of-service rate was 4.3 percent

� 899 seat belt violations issued

With approximately half of the vehicle out-of-service violations attributed to brakes, it is recommended that fleets focus on their brake system maintenance during scheduled maintenance periods.

Here are some tips to keep your vehicles and drivers operating safely and efficiently throughout the year:

Be sure your drivers are properly trained on how to conduct thorough pre- and post-trip inspections. � If it can move, it is not secure regardless of the type of vehicle it is transported on or in.

Brakes Tires and Rims Suspension � Check for missing, nonfunctioning, loose,

contaminated, or cracked parts

� Ensure the air system maintains air pressure between 90 and 100 psi

� Inspect required brake system warning devices, such as ABS malfunction lamps and low air pressure warning devices

� Test for proper brake function prior to departure

� Check tires for proper inflation and tread depth

� Inspect tread and sidewalls for bulges, cuts or other defects

� Look for cracked or bent rims

� Loose or missing lug nuts

� Identify damaged or deflated air bags

� Look for cracked, shifted or missing leaf springs

� Inspect for loose or damaged spring hangers

Fuel and Exhaust Systems Lighting Cargo Securement Windshield Wipers and Washer Fluid

� Ensure fuel tank is securely mounted

� Verify fuel cap gasket is in place and the cap is tightened

� Look for evidence of fuel leaks

� Verify exhaust system is securely mounted

� Look for possible exhaust leaks around clamps and seams

� Check fuel level is adequate prior to departure

� Inspect all lighting devices for proper operation

� Clean headlights and taillights for proper visibility

� Check and verify all cargo is secured from relative movement

� Inspect cargo securement devices for serviceability

� Ensure cargo doors are closed and properly secured

� Check washer fluid level reservoir level

� Verify wiper motor and fluid pump are operational

� Inspect wiper blades for serviceability

Verify that your drivers and dispatchers understand what to do if a defect is found.

Hold your drivers accountable for failure to inspect and report vehicle defects.

Periodically review driver vehicle inspections—are defects being identified? Are repairs made timely?

Review maintenance protocols: � Are scheduled maintenance intervals adequate for your fleet? � Ensure your maintenance vendors are qualified to perform work on your equipment.

Verify mechanics meet the requirements found in part 396 of the FMCSR.

Educate dispatchers, load planners, and maintenance personnel in the Federal Motor Carrier Safety Regulations and their roles in maintaining a safe and compliant fleet.

Sound preventive maintenance practices, driver and mechanic training, effective DVIR processes, and accountability for nonconformance will provide you and your drivers the comfort of knowing that Roadcheck 2014 is just like any other 72 hours on the highway.
