T o facilita te these essentials in the p resen t w ar, o rders from the Sur­geon G eneral, d a te d Ju ly 5, 1917, d irec ted the C om m anding O fficer a t F o rt O g le tho rpe to p roceed as soon as prac ticab le to organize an evacuation hospital. O ne w eek later, u n d er Special O rd e r No. 47, issued b y C olonel Page, the hos­p ita l cam e into being.

F o r years evacuation hospitals have existed on p ap er, b u t th is is the first tim e one has ev er been fo rm ed in the U n ited S ta tes A rm y. M uch u ncerta in ty existed concern ing its duties an d position a t the front.

T hese units have been know n in the British A rm y in th e p re s­en t w ar as casualty clearing sta­tions. T h e U nited S ta tes in p la n ­ning its hosp ita l cam paign , con­sidered the w ork o f these organizations o f such im portance th a t it d ec id ed to m obilize tw o evacuation hospita ls fo r each division.

T hese units will b e loca ted betw een the field an d base h o s­pitals, an d will be on the line o f com m unication b eh in d the first line o f advance . W h en ev er possib le the evacuation hospitals will be q u arte red in tow ns an d villages, w here su itab le bu ild ings m ay be found . H ere tem p o ra ry care will be tak en o f p a tien ts so severely w ounded th a t the ir rem oval to the base is d eem ed adv isab le , and

trea tm en t will b e given to those w hose sp eed y recovery is ex­pected , o r those w ho can n o t stan d tran sp o rta tio n to the rear.

W h en ev er possible, the evacuation hosp ita ls will be situated near a ra ilro ad term inus, an d in such cases, if in rural districts, will be q u arte red in tents. In connection w ith b a ttle service, th e ir func­tion is sim ilar to th a t of field hospitals, w hich they supp lem en t o r relieve. T hey a re m ore e lab o ra te ly fitted ou t th an field hospitals, including equ ipm ent fo r th ree such field units. C onsequently , w hen the field hosp ita ls advance, all m ate ria ls an d supplies in use w ith pa tien ts m ay b e left w ith them , an d th e field hosp ita l equipm ent co m p le ted from th e supplies b ro u g h t b y the evacuation hospital. Each evacuation hospita l will b e equ ipped to care for 432 patien ts.

T h e personnel of an evacuation hosp ita l is com posed o f sixteen m edical officers, including a lieu tenan t colonel in com m and , a m ajo r w ho is th e op era tin g surgeon, tw o assistan t opera ting sur­geons, an d a d ju ta n t an d a q uarterm aster. T h ere are 28 non-com - m isioned officers, eight o f w hom are sergeants first class, ten acting cooks a n d 8 4 8 privates, of w h o m 98 a re w ard a tten d an ts .

P ro b ab ly the psychological effect of the w o rd “ first” has been the ch ief fac to r in giving the first evacuation hosp ita l its co m m en d ­able esprit de corps. T h e priv ilege o f belonging to the first unit o f its »kind ever estab lished b y the G overnm ent, has stirred b o th officers an d m en to p u t fo rth the ir best efforts, an d has m ad e them esthusiastic on d rill g round an d in lecture room . A d e te rm ina tion to b eco m e efficient in the sho rtest possible tim e has been n o tice­able since the estab lishm ent o f the com pany.

T h e enlisted m en w ere carefu lly selected from the F irst, S econd an d T h ird C om panies of R ecru it C am p on Ju ly 1 2. A s a result the -evacuation hospita l unit is a well balanced organ iza tion w ith a personnel above the average intelligence. have a tten d ed high schools, academ ies a n d n o rm al schools. T w en ­ty-one a re high school g radua tes and tw elve received d ip lom as from colleges and universities.

T he unit includes a law yer; a sh o rt s to ry w riter, several new s­paperm en and ad v ertis ing solicitors, te n licensed pharm acists, 34 clerks, tw o chem ists, several farm ers, te n chauffeurs and 3 4 m e­chanics and m achinists, several m erchan ts , m ed ical an d d en ta l stu ­d en ts and an ac to r o f prom inence.

E vacuation H o sp ita l No. 1 is o fficered b y em inen t physicians and surgeons w ho answ ered th e P re s id en t’s ca ll in th e N ation ’s g rea t crisis, an d sacrificed w ith o u t co m p la in t th e ir p ractices and social position a t h o m e fo r a rd u o u s la b o r in th e field.

Few o f the en listed m en h av e seen p rev io u s service in m ilitary organizations, an d th e large m a jo rity g av e up goo d salaries a n d ex ­cellent p rospects fo r ad v an cem en t b y enlisting . B ut in sp ite o f the sacrifice, the m en o f th e ev acu a tio n h o sp ita l a re en te ring in to the

w ork assigned them w ith vim, and w ith the one ideal to m ake— the E vacuation H ospita l, No. 1, the best organization o f its k ind and a m odel fo r o ther units.

T ra in ing is intensive. F rom R eveille to R etrea t, the m en, with tim e off fo r mess, a re busy drilling o r a ttend ing lectures and quiz, w ith special instruction in anatom y, hygiene and cam p sanitation. T h e ins tructors a re the officers w ho, by their enthusiasm , hold the close a tten tion of the ir pupils, an d inspire them to g reater efforts in becom ing efficient fo r the g reat responsibilities, th a t eventually will fall upon the ir shoulders on th e battlefie lds of Europe.

T he E vacuation H ospital, satisfied w ith the progress m ade and confiden t o f its ability to accom plish w hatever it m ay be assigned to do, is p u tting fo rth every effort to qualify soon fo r the o rd e r tha t w ill e leva te it from the p resen t train ing cam p stage, and send it fo rth to b e a r its share of the N ation’s bu rden in the g reat w orld struggle.

T h e San itary C orps follow s us d ay an d night, in p riv a te an d in public. In cities, san itary defec ts are rem ed ied an d co v ered by

statu tes and laws, so tha t it is easier for p eop le to be clean th an not, b u t in cam p life, and in the field, conditions of living a re prim ­itive, an d w ith m asses of m en gathered together, there is im perative need fo r com peten t sanatarians.

W hen th e national crisis cam e th ree m onths ago, tro o p s w ere again gath ered a t C hickam auga P ark , the scene of the trag ed y of *98. T h e task of p reventing the recurrence o f this trag ed y w as en tru sted to C olonel Page, O rganizer an d C o m m an d an t o f the M edical T rain ing Cam p, an d he has successfully m et all difficulties. H e believes th a t instead of en trusting cam p san ita tion to un tra ined m en an d perm itting them to m aster its principles, there should be a b o d y o f experts, schooled in the a rt of p ractical sanitation, to teach this a r t an d a t the sam e tim e to co rrec t existing san itary defects. T hus o ld m istakes m ight be avo ided , and new prob lem s solved.

Beside the instruction fo r the officers, the enlisted m en of the com pany a re given special train ing in. d idactic an d prac tica l san ita­tion, so th a t th ey m ay becom e non-com m issioned officers as soon as the ir ability is dem onstra ted .
