Jim Ziemnik, Director – Lorain County Metro Parks stated this discussion started in 2013 with ODOT and there are 2 United States bike routes that run through Lorain County and they need to get resolutions for the jurisdiction of support.

Commissioner Kokoski said she attended an NRAC meeting and had further discussion with the Parks, need to get billboards. She said a lot of these bicyclists’ bikes cost more than a car and they are enthusiasts

Commissioner Lundy thanked Mr. Ziemnik and his discussion with the 4 lakefront communities that this will help as wellFollowing resolution was adopted:

WHEREAS, bicycle tourism is a growing industry in North America, contributing $47 billion a year to the economies of communities that provide facilities for such tourists; and

WHEREAS, the American Association of State Highway and Transportation Officials (AASHTO) has designated a series of corridors crossing Ohio to be developed as various US Bicycle Routes; and

WHEREAS, the Ohio Department of Transportation has designated a series of corridors crossing Ohio to be developed as various State Bicycle Routes; and

WHEREAS, the Ohio Department of Transportation is supportive of AASHTO designated bicycle routes through Ohio, subject to ongoing collaboration with affected jurisdictions to inventory, analyze, and designate specific facilities the routes will traverse, and

WHEREAS, the Lorain County Board of Commissioners and the Adventure Cycling Association, with the cooperation of the Ohio Department of Transportation and other stakeholders, have proposed specific routes to be designated as various US and State Bike Routes, a map of which is herein incorporated into this resolution by reference, and

WHEREAS, we have investigated the proposed route and found it to be a suitable route, and desire that the route be designated so that it can be mapped and signed, thereby promoting bicycle tourism in our area; and

WHEREAS, we acknowledge the route may change over time because new facilities are being constructed that are more suitable for bicyclists.

NOW THEREFORE BE IT FURTHER RESOLVED, Bike routes through Lorain County are USBR30, USBR 130 (formerly USBR 30A), & USBR 136 (formerly USBR 36A) to include such areas of; Wakeman that parallels US20 heads east to Green Road and goes to North Coast Inland Trail heading towards Kipton and Oberlin to Elyria. USBR30 then leaves North Coast Inland Trail through Elyria east to North Ridgeville on US20 to Case Road/Otten Road/Avalon Drive/Stoney Ridge to Mills Road into Cuyahoga County. Also USBR 130, fka USBR 30A parallels the shoreline of Lake Erie and passes through Vermilion, Lorain, Sheffield Lake, and Avon Lake.

BE IT RESOLVED, that the Lorain County Board of Commissioners hereby expresses its approval and support for the development for the development of various State and US Bike Routes, and requests that the appropriate officials see to it that the route is officially designated by AASHTO. Once the Route is approved by AASHTO, there may be efforts to publicize the route via internet maps, incorporating the Route on local maps, etc. Tourism agencies may be involved in these efforts.

In the matter of requesting the Lorain County Auditor )pursuant to Ohio Revised Code Section 5705.19 (LL) and)5705.191 under 307.45 (A)(7) to certify to the Lorain )County Board of Commissioners the total current tax )valuation of the County and the dollar amount of revenue) July 11, 2018that would be generated for five (5) years for the county )crime/drug lab with .040 and .080 mills additional for the )entire territory of the county of Lorain County, Ohio )

Commissioner Kalo asked Mr. Cordes to discussion the crime labMr. Cordes said there is a previous small levy that does support the lab but the department suffers in staffing and new equipment. The

department continues to struggle with these issues and all the new drugs that enter the county. If you have a urine specimen there needs to be 1 male and 1 female on staff, there are only 3 people in this department and they also need a permanent home rather than the basement of this building. He stated that the building on Broad Street where Adult Probation is would be a great location. He said this request is just to get a valuation of what monies could be brought in if the voters support.

Commissioner Kokoski said there have been a lot of new drugs/opiates that have surfaced in the county since the last time this request was made

Commissioner Kalo said this levy ties in with the next one. We need to know what the drugs are in the county and then we also need a place to help these people

Commissioner Lundy said this is a community concern there are so many different shapes and forms of drugs daily and the lab is an important in this county for all law enforcement

Mr. Cordes said the mill request that is on the agenda is incorrect this is the amount of money needed for the center. He said with Medicaid expansion expiring there is a need.

Commissioner Lundy said ADAS and LCADA have received capital funding for Recovery One Center and the county has given $200,000. There is a serious problem in our county that will not go away and our country is irresponsible in getting rid of Medicaid expansion it is just a political popularity not good government. He stated this request is to get the valuation of number and it’s a moral responsibility to take care of all

Mr. Cordes said this levy would also help with match funds just like airport and transitCommissioner Kokoski said there is no other place in this county to help people and the recovery teams have had several discussions and

this is the missing link for people to go. She knows from experience and took her son to Wellington Police Department to get into the link program, let’s get real. A facility is needed because when someone says they need help, you need to get them help because you never know if tomorrow will be here.

Clerk asked about the mills. Board stated .15, .20. .25 and .30 mills request.Clerk stated Prosecutor Innes had suggestions on the name of levy being ADAS. Mr. Cordes said a lot of people have dual diagnosis.

There needs to be a detox, stay and some mental health services provided and the recovery team has been in discussion with NORD. There is no other place like this is Ohio.

Commissioner Kokoski said district wide is good and Mr. Cordes said to add mental health at this time.Following resolution was adopted:

BE IT RESOLVED, by the Board of Commissioners of Lorain County, Ohio, we hereby amend Res #17-489, adopted July 26, 2017 awarding corridor redevelopment planning contract to Vita Nuova LLC to execute the U.S EPA Brownfield Area-Wide Planning Grant.

FURTHER BE IT RESOLVED, the award for Brownfield Area-Wide Planning Contract to Vita Nuova LLC will increase in amount of $5,000 and not to exceed $185,000. The increase is because of additional work identified by working through the Expression of Interest process and addressing high speed internet connectivity which was not a part of the original grant but we have identified as a key asset. U.S EPA FY2017 Brownfield Area-Wide Planning Grant Funds in the amount not to exceed $185,000.00 will be provided for this project are available from account 3416.3416.100.116.07.6200.6218.3416 (Contract Services).

Commissioner Kalo said Village of Wellington recycling grant for the park structure will go great in their park and getting ready for their bicentennial event. Mr. Cordes said we are breaking out these grants to show the communities what they will be getting rather than bulking all them together and approving the bulk amount. Commissioner Kalo said these grants are based on recycling in their community.

a.20 RESOLUTION NO. 18-452

The County Commissioners of the County of Lorain, Ohio met in regular session this date with the following members present:

Commissioner Kalo offered the following resolution and moved its adoption.

A RESOLUTION AUTHORIZING THE EXECUTION OF AMENDMENT NO. 3 TO AN AGREEMENT OF SUBLEASE WITH RESPECT TO LORAIN COUNTY DETENTION HOME

WHEREAS, the Board of County Commissioners of the County of Lorain (the "Board") has previously entered into an Agreement of Sublease (the "Original Sublease", and as supplemented and amended from time to time, the "Sublease"), with the Ohio Department of Youth Services (the "Department") concerning the Lorain County Detention Home (the "Project"); and

WHEREAS, in view of an additional appropriation for the Project for improvements of the facility, the Board and the Department wish to enter into an Amendment No. 3 to Agreement of Sublease (the "3rd Amendment"), in order to amend the description of the Project contained in Exhibit A to the Sublease.

NOW, THEREFORE, BE IT RESOLVED, that two or more members of the Board are authorized and directed to execute and deliver, in the name and on behalf of County, the 3rd Amendment between the Board and the Department, in substantially the form submitted to and now on file with the Board which is hereby approved, with such changes therein not inconsistent with this resolution as may be approved by such members of the Board. The approval of such changes by said members of the Board shall be conclusively evidenced by the execution of the third Amendment by such members of the Board; and

FURTHER RESOLVED, that each member of the Board is each separately authorized to take any and all actions and to execute such certificates and other instruments as may be necessary or appropriate in order to effect the intent of these resolutions; and

FURTHER RESOLVED, that it is found and determined that all formal actions of this Board concerning and relating to the adoption of this resolution were taken in an open meeting of this Board, and that all deliberations of this Board and of any of its committees that resulted in those formal actions, were in meetings open to the public, in compliance with all legal requirements, including Section 121.22 of the Ohio Revised Code; and

FURTHER RESOLVED, that this resolution shall take effect and be in force immediately upon its adoption and, to the extent inconsistent therewith, supersedes any prior resolution of this Board.

In the matter of Instructing the Clerk to advertise Notice )to Contractors for the Lorain County Engineer’s Office ) Pitts Road Bridge #0187 Replacement Project, Wellington ) July 11, 2018Township, Lorain County, Ohio. )

WHEREAS, the Lorain County Engineer by letter dated July 6, 2018 submitted the following:“Plans and specifications have been prepared and approved for the Pitts Rd Bridge No. 0187 Replacement project. The project includes

the replacement of a deteriorated pony truss bridge on Pitts Rd with a new precast concrete box beam bridge on new reinforced concrete abutments.

Construction activities also includes minor roadway work on either side of the new bridge. This project is being proposed due to the condition of the existing structure.

The estimated construction cost is $705,636.61. The County Engineers Association of Ohio (CEAO) will be contributing 95% of the project costs. The balance of the project funding will be provided by the Lorain County Engineer through the Engineer's MVGT funds.

At this time, the engineer’s office is respectfully requesting that the Board of Commissioners take the necessary action to authorize the Clerk to receive bids on this project. Copies of the legal notice, which is to run August 10th, 17th, and 24th, as well as the Resolution to advertise are attached. If you should have any questions, please feel free to contact the engineer’s office. Thank you for your cooperation in this matter.”;

NOW THEREFORE BE IT RESOLVED, by the Lorain County Board of Commissioners that based upon the Lorain County Engineer’s letter of request dated July 6, 2018 we do hereby instruct the Clerk to advertise Notice to Contractors for the Lorain County Engineer’s Office Pitts Road Bridge #0187 Replacement Project, Wellington Township, Lorain County, Ohio as follows:

NOTICE TO CONTRACTORSSealed proposals will be received until 2:00 P.M. on September 4, 2018 in the Lorain County Board of Commissioners, 4 th floor,

Purchasing Department, 226 Middle Avenue, Elyria, Ohio for the furnishing of all labor, material and equipment for the Pitts Road Bridge #0187 project in Wellington Township in accordance with plans and specifications prepared by the office of Ken Carney, Lorain County Engineer. The work includes the replacement and realignment of the existing bridge over Charlemont Creek and approximately 500 feet of approach work. All interested parties are welcome to attend the bid opening to be held immediately following the deadline, in the Lorain County Commissioners Public Hearing Room-D.

All materials and equipment must meet the specifications of the Ohio Department of Transportation and work performed shall be under the supervision of Lorain County Engineer. All contractors involved with this project will, to an extent practicable use Ohio products, materials, services and labor in implementation of this project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123 is required. Bidders must be listed on the ODOT pre-qualified list for Level 2 Bridge Construction.

Bidders must comply with the prevailing wage rates on Public Improvements in Lorain County, Ohio as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration, (614) 644-2239.

Official bid documents and specifications can be obtained at the office of the Lorain County Engineer, 247 Hadaway Street, Elyria, Ohio between the hours of 8:00 A.M. and 4:00 P.M., Monday through Friday. Only bids prepared on the official documents obtained by the County Engineer will be accepted. A $50.00 non-refundable deposit is required for each set of bidding documents. Bids must be accompanied by a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.

Each proposal shall contain the full name or names of persons and company submitting the proposal and shall be enclosed in a sealed envelope marked “Pitts Road Bridge #0187 ”. A non-refundable deposit of $50.00 is required for each set of bidding documents.

The Board of County Commissioners reserves the right to reject any and all proposals and to waive any informalities or irregularities if it is deemed in the best interest of Lorain County to do so. Any interpretation, correction or modification to the specifications desired shall be in writing to James R. Cordes, County Administrator, 226 Middle Avenue, Elyria, Ohio 44035, and must be received at least four (4) working days prior to the date of bid opening.

Winfield Farms Development LLC is the Subdivider. The County Prosecutor’s Office reviewed the Agreement, and approved its legal form.

I attached the Subdivider’s performance bond, title commitment, certificate of insurance, engineer’s estimate, and a reduced copy of the cover sheet of the approved engineering plans and specifications.

Please return one executed copy of the agreement to me, and I will forward it to Winfield Farms Development LLC. Thank you.”;

Mr. Cordes said under Solid Waste community grants these communities are awarded based on their recycling and they get the maximum. Commissioner Kalo said there are reports given to the Solid Waste Policy Committee

Mr. Cordes said the State has shifted again with Children & Families First Councils and service of early intervention has gone to Brite Beginnings, which is used for central intake and the locals still provide the services. He has requested the commissioners do a request for proposals

e. COMMISSIONERS REPORT

Commissioner Kokoski congratulated Ron’s daughter Ashley on the birth of her 2nd baby. Also congrats to Kim Kokoski on her marriage Saturday. Commissioner Kokoski said her and Mr. Cordes had discussions with the Recovery 1 team and NORD on the numbers for operations

Commissioner Kokoski attended her NRAC meeting and discussed with Metro Park Director on the bike routes. She said this bike route is a great thing in the county to spot lot areas and for bicycle enthusiasts.

Commissioner Kalo said the crime/drug lab is needed in the county.Commissioner Kalo said Solid Waste had a meeting yesterday and discussed the recycling center at Republic and how bags are not

recyclable they are getting stuck in the machines. Also no Styrofoam, pizza boxes, glass, etc. We will be doing a large scale education on recycling. People do try and they have been doing well but there are certain things that just cannot be recycled.

Teresa Shay, Elyria to Commissioners and elected officials. She is wondering if you develop empathy for people that need transportation. You have empathy for the heroin crisis because you Commissioner Lundy have a wife that counsels such and Commissioner Kokoski has family in crisis and Commissioner Kalo knows both of you. Your compassion and empathy brings money to those situations. Apparently her descriptions to people that need busses, trains or transportation just leaves jus cold, no help, no empathy no money for these situations. In a world that resolves around transportation you have come up short, what about the studies on the routes and sub routes. She has come to realize that you will never know what is needed because you have never walked miles in all sorts of weather to get places. When she was in a rural area she walked 1.5-3 miles to get a bus, in college and in life she has always had to walk. Now, like her car she is falling apart and has empathy for her and others and knows that there are others worse off than her, do you? We need to hire people that see a problem and solve this problem that you cannot and develop a full transportation system for the county. You don’t always ask permission for special monies for things you believe in. Hire someone who believes in transportation for the county and allocate that money. She was very upset the last time she was here and talking with someone in Oberlin telling them and a man was listening and told her to just keep trying, they hear you, referring to Commissioners and it turns out that it was Judge Januzzi. __________________(discussion was held on the above)
