    1 Introduction

    1.1 About WCDMA BTS site commissioning

    This document describes how to commission Flexi Lite WCDMA BTS sites using theCommissioning wizard in the BTS Site Manager software.

    This document provides instructions on how to proceed with manual commissioningwhen there is no commissioning file available, for template commissioning and plannedcommissioning with a commissioning file, and for reconfiguration of the alreadycommissioned site. In addition there are chapters describing testing of the site after commissioning.

    Nokia Siemens Networks recommends that the user has the relevant knowledge of base

    station systems and equipment. Pay careful attention to all warnings and cautions.These instructions are based on the assumption that the user knows how to use basiccomputer software. At least the following actions are needed: installing SW, uninstallingSW and changing the IP address in the PC.

    w NOTICE : Only properly trained and authorised personnel may performinstallation, commissioning, or maintenance operations on anyNokia Siemens Networks base transceiver station (BTS).

    Screenshots included are representations and should be considered as examples only.The current release of the BTS Site Manager software may differ slightly from the shotsdepicted. Also, different BTS configurations reflect the views in the Commissioningwizard accordingly.

    1.2 Introduction to WCDMA BTS site commissioning

    Generic commissioning tasks

    Commissioning is a sequence of tasks, such as visual checks and inspections,parameter and SW configurations, tests and reporting, to ensure that the stand-aloneequipment in question has been properly installed, has no faulty modules and is readyfor integration.

    The generic commissioning steps can be seen in the following Commissioning overview figure. The details of each step depend on the equipment and version in question andcan be found in the relevant documentation.

    g The autoconnection procedure starts automatically when the BTS is starting upand initializes transport connections to the upper network elements. During theautoconnection procedure, the transport part for online changes is disabled.

    Autoconnection procedure is stopped when a full configuration file is sent to theBTS and activated

    To get all the BTS capacity and features in use, required licenses need to bedownloaded to the BTS from Nokia Siemens Networks NetAct™. For more informationon licenses, see the License Management document.

    Visual checks and inspection

    The first part of the visual check is done before powering on the BTS site at the power system. When all is proven to be OK, the 'Power on' check is done and the LED status isverified. The equipment is checked visually to see that there are no fatal installationerrors, which might lead to equipment damage during the power on.

    The following items are checked:

    • the grounding• power cabling and supply voltage• other cables and fibres• LED status during power up• TX/RX/antenna connector torque check

    Local SW download

    This step contains all the actions required to update and/or download SW to theequipment or to the PC for managing the equipment at the site. The exact order in thestep sequence is equipment-specific and thus might take place after some self tests.

    Parameter setup

    This contains all the actions required to set up the parameters for commissioning and for integration. Parameters might include software parameters fed in manually or as a file.The equipment specific product documentation describes the details. Some of theparameters need to be given during the test step.

    Note that when a parameter is not mentioned in a commissioning instruction, the

    parameter should be left at its default value even though it might be possible to changeit.

    Commissioning tests

    This contains the key tests that need to be carried out to ensure the basic functionality of the equipment in question. Some of the tests are activated automatically, some of themare run as a part of the Commissioning wizard and some might need to be activatedseparately. Some of the tests are optional and are run for diagnostic purposes if there isa reason to suspect the functionality. Typical tests and measurements:

    • external alarm and control tests• site tests• site support system alarms shown at the BTS• RF max power measurement (optional test)

    Some of the functional tests need more parameters than are available during thecommissioning and thus can be run only after the network element has been integratedand it is able to get the rest of the parameters from the RNC.

    Troubleshooting

    The purpose of troubleshooting is to rectify the problems found by analysing the testresults and perhaps running some further tests to identify the cause of the problem.Information about troubleshooting hints and optional tests can be found in the equipmentspecific documentation. To avoid double work, it is essential to be aware of the current

    known problems. The Technical Notes (TN), List of Generic Faults and maintenancepackages need to be studied from time to time for latest information about knownproblems and work-around solutions.

    Based on the experience and HW repair statistics about the cause of the faults onemajor group is 'no fault found'. To minimize unnecessary shipping, spare waiting and 'nofault found' reports, it is essential to double-check the suspected module one more timebefore sending it to repair.

    Once the module is suspected and the replacement seems to rectify the problem, theoriginal suspected module needs to be tried once more. In many cases the actual reasonwhich rectified the problem is power off/on-reset or plug off/push in reset.

    When the module is really suspected or proven faulty, the appropriate error reportattached with possible log or test report files is filled. The following information needs tobe clearly available in the report:

    • site and equipment identification• Flexi Lite BTS identification• based on which test the Flexi Lite BTS was suspected faulty• what parameters were used• what other tests failed• what was the error/fault message/alarm number • what was the used SW version• responsible engineer (report filled by) and contact info

    In case of module replacement the site inventory need to be updated.

    Bar code reading and site inventory

    To be able to trace a given module based on the serial number or the version number, itis important to collect and keep the information about the module version and serialnumbers up to date. The most advanced modules and their SW versions support theelectronic serial and version number detection and recording. Some less advanced andpassive modules do not necessarily have this feature and those modules need to bescanned. Most of the modules installed on the BTS have a set of extra serial and versionnumber labels, which must be attached to the BTS cabinet door or in the inventory formin the site folder during the installation. During the bar code reading also these labelsneed to be scanned.

    Reporting

    The most important part of the commissioning is the reporting. Without relevant reportsthe equipment can be considered not commissioned. The purpose of reporting is to keeptrack of the latest status of the equipment and the work done. Some new equipmentsupports features where the reports are automatically updated to the main database inthe NetAct™ system, some need a few manual steps, and some reports need to besaved/printed manually. Typical reports are:

    • commissioning report produced by the Commissioning wizard of WCDMA BTS Site

    • snapshot file saved by WCDMA BTS Site Manager • site inventory report• delivery reclamation for missing items

    • failure report for Flexi Lite BTS• failure report for each new problem• site deficiency report for outstanding problems• site progress report

    Some of the reports might be used as a technical appendix for a site acceptancedocument.

    1 Download the BTS Site Manager installation file.

    Save the file on your PC.

    2 If you have BTS Site Manager running on your PC, close it before starting theinstallation.

    3 Double-click the file to start the installation.

    The following page opens.

    4 Click Next, read and accept the terms of the licence agreement.

    5 Click Next.

    Define the location where to install the BTS Site Manager. If you have earlier versions of the BTS Site Manager on your PC, you need to remove the installedversions before you can change the location.

    It is not required to remove earlier versions of the BTS Site Manager when a newversion is installed. The correct BTS Site Manager version is selected automaticallywhen the connection to the BTS is established.

    If the installation of the BTS Manager is unsuccessful, use the Clean Installationoption to remove all BTS Site Manager versions from your PC and start theinstallation again.

    6 Click Next and inspect the summary information for the installation procedure.

    7 Click Next.

    The BTS Site Manager installer installs the software to the specified location.

    8 Click Finish.

    The BTS Site Manager installer closes and you can use the BTS Site Manager (seeLaunching BTS Site Manager ).

    3 Launching BTS Site Manager Before you start

    Make sure the following conditions are fulfilled:

    • If the PC is connected to the Flexi Lite BTS LMP port, specify your PC's networksettings to match the following settings:

    – IP address: 192.168.255.130 – Subnet mask: 255.255.255.0.

    • If you want to establish a connection to the BTS site locally, connect the PC to theLMP port on the Flexi Lite BTS using a twisted pair Ethernet cable with an RJ-45connector. In a remote connection, the connection is established via DCN network.

    g Check if actEthernetSec parameter allows local connection.

    g Note that one BTS can connect with only one BTS Site Manager at the sametime.

    g It is not advised to change Windows Date and Time settings after launchingBTS Site Manager or establishing a connection to BTS. Date and Time changemight lead to BTS Site Manager and a BTS crash.

    1 Start BTS Site Manager by clicking the icon on your desktop.The Task Selection view opens.

    2 If you want to establish a local connection, select the Local option from the IPAddress list.

    3 If you want to establish a remote connection, define the IP address of theremote BTS.

    g A remote connection works in an Management Plane address.It is not possible to establish a remote connection via BTS IP.

    4 Enter the User name and Password.

    The default user name is Nemuadmin and the default password nemuuser .

    Using web interface, local user account information can be reset to factory defaults(Nemuadmin/nemuuser) via local connection.

    5 Click Connect.

    The progress of the operation is displayed in the Task Selection view.

    If multiple versions of BTS Site Manager are installed on the PC, the appropriateBTS Site Manager version is selected automatically.

    If the BTS Software is incompatible with the BTS Site Manager, the upgrade of theBTS Software is required. Otherwise a compatible version of BTS Site Manager needs to be installed.

    If you receive a message with the text “Incompatible software version”, click the“Update SW” button in order to proceed with the software update.

    Note that the update installation package and new installation package will be savedin different locations. The update installation package will be saved in the samefolder with the existing BTS Site Manager.

    5 Updating BTS Site SoftwarePurpose

    The software for the transmission sub-module is included in the software package for theBTS site and cannot be upgraded separately. Software upgrade can either be performedmanually for each BTS using BTS Site Manager, or automatically via the NetworkManagement System (NetAct).

    Updating the Flexi Lite BTS software is optional. It should be performed only if the BTSdoes not have the required software version.

    In the Update SW to BTS Site dialog box you can update new software to the BTS site.This procedure does not download those application files existing in the Flexi LiteWCDMA BTS or Flexi Transport sub-module that have the same version information.You can view the current SW versions in the Site Information dialog box by choosing

    the Software → SW Versions menu item.

    g If the BTS site has a connection to Nokia Siemens Networks NetAct™, theNetAct will manage the BTS site SW (that is, checks the SW version and, if it isdifferent than the SW in the NetAct database, downloads new SW in the BTSsite).

    g Please note that in order to perform update of BTS Site Software, port 13062must be opened to use on the PC connected to the BTS.

    1 Launch BTS Site Manager.

    The Select Build Descriptor dialog box opens.

    Locate and select the master file (TargetBD.xml or SW package zip file), and click theOpen button. If you select the zip file, the files will be decompressed when you clickOpen . The new SW version is displayed in the Update SW to BTS Site dialog box.

    4 Select the Activate SW After Update check box to enable the activation of thenew software in accordance with SW updating.

    Note that if you do not want to activate the new software at the same time withdownloading it, you can leave the option unchecked, and the SW is downloaded tothe BTS site in the background only. To activate the SW later with the Activate SWAfter Update option selected, you have to perform the SW update again.

    5 Click the Update button.

    The Update button is enabled if a valid master file has been selected.

    6 Manual Commissioning

    6.1 Starting Manual CommissioningPurpose

    If no commissioning file is available, Flexi Lite WCDMA BTS site has to becommissioned manually.

    The Flexi Lite WCDMA BTS is commissioned with the Commissioning wizard in BTSSite Manager. Commissioning can be started when the modules are in 'Initialised' state.

    The wizard features Back , Next , Cancel and Help buttons for navigating. The Next buttonconfirms the entered parameters and brings up the following page in eachcommissioning line. The Back button reverses to the previous page in the wizard. TheCancel button cancels all the entered parameters and closes the wizard. The Help buttondisplays a context sensitive help topic for each page.

    g At the moment the Commissioning wizard supports English alphabet only.Please remember this when entering text in the parameter fields.

    You need to fill in the fields displayed with a yellow star. Those parameters aremandatory.

    Please note that the screenshots in this document show different configurations.

    Before you start

    All parameters needed to configure the BTS site are determined at the network planningstage. It is essential that the input values match the expected values in the network plan.Do not select the values randomly. For more information on commissioning parameters,see the Flexi Lite BTS WCDMA Parameters Excel and Flexi Lite BTS Transport ModuleParameters Excel in WCDMA RAN Operating Documentation, Parameters in NOLS PIC.

    1 Choose the View → Click the Commissioning button on the View Bar or choose the Commissioning menu item.

    The Commissioning - Introduction page opens.

    This page is shown when the TRS or the BTS Site option was selected in theCommissioning - Introduction page. If you selected the BTS option, continue toDefining BTS settings .

    1 Enter the name of the BTS site in the Name field.

    2 Enter the location in the Location field (optional).

    3 Enter the description of the element in the Description field (optional).

    g The BTS identifier has to be defined according to an agreed value, which isusually determined at the network planning stage. You should not assign anarbitrary value for this parameter.

    5 Define the IP addresses:

    g Note that Real Tilt is unavailable in Flexi Lite BTS WCDMA, thereforechanging the Real Tilt (RET1) IP address will not bring any effect.

Itmeasures the VSWR, that is, the reflected RF power of the BTS TX antenna branch.This integrated HW-based functionality is enabled by a specific SW licence.

    g Local cell identifiers are determined at the network planning stage. It is essentialthat the value input matches the expected value in the radio network plan. Youshould not select the values arbitrarily.

    g Output power is regulated (Min and Max) up to Antenna connectors as per thesetting. Additional gain added in integrated (6-9 dBi) or external antenna needs,is to be used when local regulation is taken into account.

    1 Define the cell id for the first cell in the Local Cells list.

    2 Assign the antennas of radio modules to the local cell by selecting theappropriate check boxes.

    The Flexi Lite BTS can house a maximum of 4cells.Tx/Rx usage shall be defined separately for each antenna. Valid cell must contain atleast one Tx and one Rx resources. Proper Tx/Rx usage is important when selectingthe sector configuration types.

    3 Define the MIMO settings.

    If the configuration supports MIMO, select the MIMO type from the dropdown list.

    4 Select the Virtual antenna mapping in use checkbox.

    If the configuration supports VAM, you might select the Virtual antenna mapping in

    use checkbox.

    5 Select the carrier power for the local cell from the Carrier Power list.

    When the Tx antenna is used for the local cell with the maximum carrier power (thedefault carrier power for the local cell), it is not possible to create another local cellfrom the same Tx antenna. If the same Tx antenna is used for two or more localcells, a proportional part of the carrier power (a half - in case of 2 cells) has to beselected for the local cell.

    g If MIMO or VAM is selected to be in use, the commissioned carrier power,for example 10 W, is valid for both Txs, which means that the cell outputpower is set to 10 W.

    When creating more than two cells from the Antenna RF Module ANT1 and ANT3 or from FRx ANT1 and FRy ANT1, take into account that the power of the PA is notexceeded. The rule for a local cell setting is that the first and third local cell created incommissioning use the same PA. Therefore, the power of the 1st and the 3rd localcell must not exceed the maximum power capability of RF Modules. The same rule isvalid also for the 2nd and the 4th local cell.

    g Assymetric power configurations is possible. This means that within one cellwith two carriers different power level can be assigned to each carrier.

    6 Click the New Cell button and repeat the procedure for each local cell you wantto define.

    The New Cell button is enabled if the settings for the previously defined local cell arevalid. Number of local cells, that might be created, depends on the HW configuration.

    7 If you want to delete a local cell, select the local cell from the list and clickDelete.

    8 Click the Next button.

    The Next button is enabled if you have created at least one local cell and thesettings for all defined local cells are valid.

    1 Select the RNC type by clicking the appropriate option: Nokia SiemensNetworks or Other.

    If you select the Nokia Siemens Networks option, the RNC settings are received fromthe Nokia Siemens Networks RNC and you do not need to define the LCR Parameters (Cell range, RACH capacity, Expiration time) and Gradual ShutdownProcedure .

    2 If you selected the RNC Type Other, define the following settings:

    • Usage of Gradual Shutdown Procedure and, if it is used, Shutdown Steps andShutdown Window.

    6.18 Defining WCDMA Carrier Candidates and Local CellGroups

    Purpose

    In the Commissioning - WCDMA Carrier Candidates and Local Cell Group Settingspage you can define WCDMA carrier frequencies for local cells and assign local cellsand baseband allocation for local cell groups. The allowed UTRAN Absolute RadioFrequency Channel Number (UARFCN) values for frequency bands are displayed belowthe Carrier Candidate table.

    WCDMA carrier candidates are determined at the network planning stage. It is essentialthat the value input matches the expected value in the radio network plan. You shouldnot select the values arbitrarily.

    The Equipment view displays the selected local cell and the radio module assigned to it

    highlighted.

    PIC licenses handling

    PIC licenses can be modified online, but a BTS restart is required for themodifications to be taken into use.

    When the PIC license is turned off due to some reason, or when it hasexpired, the PIC feature will be still running until the BTS is restarted.

    Parallel Interference Cancellation (PIC)

    Select the PIC pool from the drop-down list in the PIC pool column. PIC

    pooling requires a license.

    Select the checkboxes for HSDPA 16 QAM support and HSDPA Proportional Fair Resource Packet (PFRP) scheduler if you want BTS Site Managers to raise faultswhen the license for one of these features is missing or expired.

    2 Set the HSDPA capacity sets.

    With the HSDPA capacity set settings you might define the number of HSDPAlicenses which are to be available in the BTS. Based on this information, requiredamount of HSDPA licenses are downloaded to the BTS form NetAct.

    You might define up to 3 different BTS processing sets. Set 2 and set 3 licensesoverride set 1 licenses.

    3 Set the HSDPA Iub Delay Threshold Values.

    Select the checkboxes for the features you want to take in use. Enter also the UPHThreshold value if User Equipment Power Headroom (UPH) Filtering In Use isselected .

    If we consider the Happy Bit Ratio to be an indication on how well the BTS is able toserve UEs, that is to make them happy, then the UE transmission power limitationswould interfere with the calculation. UPH Threshold parameter is used to filter thepower limitation situations from the Happy Bit Ratio calculation. BTS discards theHappy Bits, that are reported to it, when the reported UPH value is below theconfigured threshold. If no UPH filtering is needed, then this parameter value shouldbe set to 0.

    7 Define the HSUPA capacity sets.

    With the HSUPA capacity set settings you might define the number of HSUPAlicenses which are to be available in the BTS. Based on that information, requiredamount of HSUPA licenses is downloaded to the BTS from NetAct.

    8 Click the Next button.

    6.22 Defining HSPA Quality of Service SettingsPurpose

    In the Commissioning - HSPA Quality of Service Settings page you can configure thesettings for HSPA Quality of Service.

    6.27 Saving Commissioning ReportPurpose

    In the Commissioning - Commissioning Report page you can save the commissioningreport in a file on the PC. The report contains the parameters entered duringcommissioning, test results of the executed tests and list of active alarms if there aresuch alarms.

    The report is split in the sublevels, which you can expand or collapse by clicking the

    arrow. You can expand all levels at the same time by clicking the button or collapse

    all levels by clicking the button. You can view the contents of the report by scrollingdown the list.

    The report is an ASCII text file that you can open and check with any text editor.

    Expected outcome

    You can check the status from the Status bar of the BTS Site Manager main window. If the commissioning was successful, the status bar should display 'Commissioned' or 'On

    Air' when exiting the wizard.

    After the successful commissioning, there should be no Commissioning parameter mismatch alarms shown in the Alarms view .

    Further information

    Typically the network configuration is stored on individual module serial number level toenable fast and efficient search in the network, in case such information is needed. Oneof the entry points for this data is after commissioning.

    Depending on the requirements of the IM system where this information is stored, theremight be several options to collect the data. The most typical is to scan the modules witha bar code reader. Nokia Siemens Networks recommends a certain bar code reader HWand SW to enable more automated transfer of data to Nokia Siemens NetworksNetAct™. More information is available in the NetAct documentation Using Bar CodeScanner and Using Asset Manager documents.

    7 Performing Template CommissioningPurpose

    Template commissioning provides an option to commission network elements using apredefined template file. Since the same configurations are commonly used in severalnetwork elements, you can store a commissioning file and use it as a template file whencommissioning elements for example with a similar hardware configuration. This willsignificantly reduce the number of parameters that need to be configured, mainly onlysite specific parameters need to be changed - BTS name, id and IP address, for example. Site specific parameters are configured on the Site Properties and BTSproperties commissioning pages.

    All parameters needed to configure the BTS site are determined at the network planningstage. It is essential that the input values match the expected values in the network plan.For more information on commissioning parameters, see the Flexi Lite BTS WCDMAParameters Excel and Flexi Lite BTS Transport Module Parameters Excel in WCDMARAN Operating Documentation, Parameters in NOLS PIC.

    Commissioning can be started when modules are in 'Initialised' state.

    1 Choose the View → Commissioning menu item or click the Commissioningbutton on the View Bar.

    11 BTS Commissioning TroubleshootingIn the case of a failure in any part of the whole commissioning procedure, an alarm willappear in the Alarms view . The descriptions for various alarms and faults can be foundin the Flexi WCDMA Base Station Faults document and in the BTS Site Manager Online Help .

    You can check the cause of a failure from the commissioning reports. Check also theLED states of modules. After successful commissioning the LED state is stable green.

    The commissioning procedure may fail, for example, when:

    • autodetect feature did not find all modules in the BTS site• no connection to the BTS - check that the BTS is powered up - the LED on a power

    supply module is a good indicator • cabling is not connected correctly.

    You can use a snapshot file for troubleshooting purposes. The snapshot file contains thecurrent status of elements and BTS Site Manager: used HW configuration, logs, alarms,and HW and SW version information, for example. For more information on saving asnapshot file, see the Troubleshooting Flexi WCDMA Base Station document.

    You can view all site information in the Site Information dialog box by choosing theTools → Site Information menu item in BTS Site Manager.

    BTS Site Manager installation

    To set up and install the BTS Site Manager, see the instructions in Installing BTS SiteManager .

    To connect the PC to the BTS, see Launching BTS Site Manager .

    If the connection to the BTS is lost for some unexpected reason, it may take a fewminutes before the reconnection is established.

    13 Appendix B: Flexi License ManagementDetails

    13.1 General

    General

    In the WCDMA Flexi BTS there are several HW and SW related features controlled bymeans of License Keys (LK). License Keys are protected files which are stored in theWCDMA Flexi BTS and have the following properties:

    • They contain Feature information• They define the available capacity related feature

    • They are valid for a single System FSMx unit only

    License Keys for WCDMA Flexi BTS are always delivered via the Net Act LicenseManager and stored on the master system unit. The needed License Key capacities aretaken from NetAct dedicated Pool Licenses by the NetAct License Manager. In order todecouple the task of commissioning and HW replacement from the License Keydownload to BTS a so called “License Free Period” has been introduced.

    13.2 License Free Period

    All Flexi Lite BTS Units which are either new or coming from NSN repair do provide alicense Free Period of 14 days. During this time the WCDMA Flexi BTS can beconfigured independently of any license Keys. This makes new installations and FlexiLite BTS swaps independent from centrally performed license Key download activities.

    The license free period is basically a timer which starts to run after the Flexi Lite BTS hasbeen taken into use for the first time. The trigger for that timer to run is the initialreception of the SNTP signal (Simple Network Time Protocol). That time stamp is storedin the Flexi Lite BTS and available even if the Flexi Lite BTS is taken out of use duringthe license free period. If this Flexi Lite BTS is taken back into use at a later point in timethe license free period has expired and can’t be reset by customers.
