A LOCAL APPROPRIATION BILL FOR AN ACT FOR THE FIRST SENATORIAL DISTRICT
To appropriate Two Million US Dollars ($2,000,000.00) specifically allotted to the First Senatorial District under Public Law No. 18-56; and for other purposes.
BE IT ENACTED BY THE FIRST SENATORIAL DISTRICT DELEGATION PURSUANT TO CHAPTER 4, DIVISION 1, TITLE 1 OF THE COMMONWEALTH CODE:
1 SECTION 1. FINDINGS AND PURPOSE.
2 The purpose of this Act is to appropriate funds specifically allotted to the First
3 Senatorial District under Public Law No. 18-56.
4 SECTION 2. APPROPRIATION.
5 Notwithstanding any provision, statutes, laws or regulations to the contrary, the Rota
6 Legislative Delegation hereby appropriates the amount of Two Million US Dollars
7 ($2,000,000.00) of the funds allotted to the First Senatorial District under Public Law 18-56 is
8 hereby appropriated as follows:
9 a. $1,540, 000. 00 for the payment of the twenty five percent (25%) retirement cut
10 restoration for the retirees and surviving beneficiaries of the First Senatorial District residing
11 on Rota and outside of Rota. The Secretary of Finance shall be the expenditure authority.

b. $250,000.00 for municipal employment by the Office of the Mayor of Rota.
The Mayor of Rota shall be the expenditure authority.
c. $50,000 for the Saipan and Northern Islands Legislative Delegation (SNILD) as
payment of the amount owed the SNILD. The Secretary of Finance shall transfer this amount
to the appropriate SNILD account.
d. $100,000.00 for operations of the Office of the Mayor of Rota. The Mayor of
Rota shall be the expenditure authority.
e. $11,500.00 for the payment of parts and repair of the Rota DPS vehicles;
namely, Ford Ranger License Plate No. ACO 179, Chevrolet Trail Blazer License Plate No.
10 39-41, Ford Explorer License Plate No. 34-44, and Ford Explorer License Plate No. 38-70.
11 The Mayor of Rota shall be the expenditure authority.

f. $5,000.00 to purchase and install an automatic sliding door at the entrance of
the Rota Aging Center. The Mayor of Rota shall be the expenditure authority.
g. $15,000.00 to cover the costs for the 2016 Little League District Tournament in
Tinian. The Rota President of the Little League Association shall be the expenditure authority.
The funds under this subsection shall not be reprogrammed and the expenditure of the funds
shall be reported to the Rota Legislative Delegation within 30 days after the tournament is
completed.
h. $4,000.00 for the Rota Division of Sports and Recreation to purchase sports
20 equipment. The Rota Resident Director of DCCA shall be the expenditure authority.
21 1. $5,000.00 for the Luta Soil and Water Conservation (LSWC) under the
22 expenditure authority of the LSWC Chairperson.

$8,000.00 for the Flame Tree event under the expenditure authority of Ms.
Lucille Ayuyu, Arts Coordinator.
k. $5,000.00 for the Rota Municipal Scholarship (RMS) under the expenditure
authority of the Chairperson of the RMS.
l. $1,000.00 each for the Dr. Rita H. Inos High School and the Sinapalo
Elementary School to purchase a portable public announcement system. The expenditure
authority shall be the respective principal of each school.
m. $2,000.00 for the Mes Man Amko activity under the expenditure authority of
Ms. Valerie Apatang.
n. $2,000.00 for the Rota Medical Referral Office in Saipan for lubrication and
fuel under the expenditure authority of Ms. Joann Santos.
SECTION 3. EXPENDITURE AUTHORITY.
The expenditure authority of the funds appropriated under this Act shall be m
accordance with the expenditure authorities provided under Section 2.
SECTION 4. SEVERABILITY.
If any provision of this Act or the application of any such provision to any person or
circumstance should be held invalid by a court of competent jurisdiction, the remainder of this
Act or the application of its provisions to persons or circumstances other than those to which it
1 is held invalid shall not be affected thereby.
20 SECTION 5. SAVINGS CLAUSE.
21 This Act and any repealer contained herein shall not be construed as affecting any
22 existing right acquired under contract or acquired under statutes repealed or under any rule,

1 regulation or order adopted under the statutes. Repeaters contained in this Act shall not affect
any proceeding instituted under or pursuant to prior law. The enactment of the Act shall not
have the effect of terminating, or in any way modifying, any liability, civil or criminal, which
shall already be in existence on the date this Act becomes effective.
SECTION 6. EFFECTIVE DATE.
This Act shall take effect upon its approval by the Governor or its becoming law
without such approval.
