Exploration activities undertaken by mining companies, often carries misconception and misunderstanding in the community that the mining activities brings more damage and loss that the benefit. These perceptions arise and grew in the communities surround mining area. Until today, the energy and mineral sector in Indonesia always give great contribution in the regional development process. Not only in welfare, but it also could be seen from the Multiplier Effect that is created through the Community Development programs.

The Community Development program that was held by this company is form of Corporate Social Responsibility (CSR) which is also being implemented in order to prepare their life after mining / operation in the area and also the communities surround it. The same thing happened with PT Indo Tambangraya Megah Tbk (PT ITM Tbk), the company has implemented many activities together with the community that focused on ring 1 area.

One of the empowerment programs that is on try out to be developed in the future by the PT ITM’s subsidiaries is managing the potential used mining sites as a place to develop fisheries and agricultures. As for other form of activities that were to be developed are plantation, agriculture, livestock, also fishery development using ponds that was formed from the previous mining activities.

In order to participate the 13th Farmers and Fishermen National Week (PENAS) in 2011, one of PT ITM Tbk’s subsidiaries, PT Kitadin Embalut hosted the activities study tours or case study as part of their Community Development program. Besides that, PT Jorong Barutama Greston and PT Indominco Mandiri also participated in Expo PENAS that was held in Aji Imbut Stadium, Kutai Kartanegara. As for PT Trubaindo Coal Mining, they participated by registering some of their farmers to PENAS in PT Kitadin, PENAS is a form of comparative studies in agriculture and animal husbandry for the farmers.

My fellow friends and readers,

Working as a Community Development Officer (CDO) is a form of real devotion towards the community. Through CDO, the community surround the mining site should be able to achieve better living standard. Standing on the front fence that connected right through the community, CDO should be able to be a good listener, so we could capture and translate the community’s aspiration with the right development programs for them.

Being a good listener means being able to listen not just with our ears but using our heart, by doing that we could empathize better than anyone else. Empathy can be shown on how we act in our daily life. For example, being friendly and honoring our surround society, those could be small actions, but the fact is, both actions are perfect base in achieving perfect actions. By being thoughtful and care for each other we hope that the community will opened up towards us and believed in us to continue with the Community Development programs that have effective and sustainable impact.

The Community Development programs are created and made by, from and for the community, this was represented in the Community Consultative Committee. In other words, capturing the grassroots’ aspiration is the most fundamental thing we should do. Also for the CDO personnel that has very special and remarkable dedication to the programs and the community. So there are 3 things that the CDO needs to develop in their inner self; those are professionalism, discipline, and attitude.

I hope we continue in participating the CDO Forum and always giving chance to the whole CDO around Indonesia to share knowledge and experience. By doing that, I believe in the end we could increase our ability and it’s not impossible to achieve “The Best CDO of Coal Mining Company” in three years!

With high integrity, work not just with our body, but also with our heart and never stop learning, good results will definitely be achieve and it will soon be accepted as a social license in the society.

The 13th Farmers and Fishermen National Week (PENAS) in 2011 is a big event for agriculture that is held once in four years. This year, PENAS was being

held for 6 days in June 18th to 23rd located at Aji Imbut Stadium, Tenggarong Seberang, Kutai Kartanegara District. The activities that were implemented in PENAS were quite various, some of them are farmers’ consultation, farmers’ gathering, exhibitions and CSR EXPO, case study, farmers’ and fisherman’s business development and synchronizing the development programs of agriculture, marine and forestry. More than 30.000 farmers from all Indonesia and ASEAN participated in the event, that’s why Aki Imbut Stadium was packed during the PENAS opening event on June 18th 2011.

PT Kitadin Embalut, as one of the company that is located in Kutai Kartanegara District, also participated in some of the activities such as CSR Expo and farmers’ case study. On the CSR Expo activities, PT Kitadin Embalut together with other sites including the ones from ITM group tries to introduce best practice that has been implemented with the fostered communities, especially in agriculture, livestock and fishery, including the technology and its processed products.

As for the case study, PT Kitadin Embalut becomes one of the farmers’ location destinations, local farmers’ also foreign farmer. There are 3 types of location that could be visited by the farmers; they are the cage (fisheries), the development of elephant cassava and Integrated Farming System Location in Tenggarong Seberang Sub-District. These locations are the superior programs of PT Kitadin Embalut in doing better use of the former coal mining area. Many of the participants were very much interested in the development system or pattern that has been done, especially with the new variety that is being developed by the company, community and expert teams from the academic, which is Elephant Cassava. This was shown by the amount of participants that wants to bring and grow the seeds of this plant in their homeland.

TRAINING FOR MOTHERS ABOUT BREASTFEEDING

Exclusive and Early Initiation of Breastfeeding

Health is the most important human rights. Health is not only the government’s

responsibility but also the responsibility of all society elements. If the society is healthy, then the development of all fields could be achieved. For that, systematic and continuity efforts needed to be done.

The KIBBLA program (Kesehatan Ibu, Bayi Baru Lahir dan Anak/ Maternal, Newborn and Children’s Health) is a priority program in developing national health and as part of the Millennium Development Goals (MDG), which are reducing Maternal Mortality Rate (MMR) that has reached to 228/100.000 living birth to become 102/100.000 living birth in 2015.

Becoming a mother is a gift, a mother will experience pregnancy, giving birth, and nurturing their children and also giving them the right education. A mother is the main source in making a healthy and happy family. Off course that needs a full cooperation from the husband and the whole family. Because of that, it would be very wise if every mother and their family could acknowledge the importance of health.

At the Teluk Pandan Sub District, in Suka Rahmat Village to be precise, on Tuesday, June 7th 2011, were held a Training Class for Mothers located in Sub Health Center (Puskesmas Pembantu/Pustu) of Suka Rahmat Village. Mrs. Ernawaty as the head of Pustu said in her greetings that she is very grateful to PT Indominco Mandiri (PT IMM) and the local government that has been very supportive in this

Training Class for Mother Activity. Mr. A. Asri Syamsudin acted as the implementers of PT IMM’s Community Development health program, in his speech, he stated that this kind of activity is good to strengthened the cadres capacity to enrich Posyandu, and the most important thing is how to increase the health quality of expectant mother and breastfeeding mothers, because the health of the child started in the phase of pregnancy, if expectant mother is healthy then the child would likely to be healthy as well.

Mr. Edi Barakka as the Village Secretary, representing the Village’s Government, gives his appreciation for the cadre and the participants that are involved in this activity, the participants are hoped to give great amount of attention and understands the class’s material study, so they could increase their knowledge and they could also start spreading to other mothers surround them.

Acted as the facilitator of this training is Mrs. Siti Fatimah and Mrs.

Halimah, both of them are cadres from the Village’s Posyandu. Before this, they had received their own training, so the knowledge that they get, they passed it on to other mothers through this Mother Training Class activity.

This Mother Class is a study group that targeted the expectant mother, postpartum mothers and mothers with babies aged 0-10 months. In this training, one class consists of 10 mothers. This Mother Class meeting will be held every 2 weeks for 4 months, according to the training participants’ agreement. In this training, there will be 8 main study materials that are connected to the health service, those are:

1. Exclusive Breastfeeding and Early Initiation of Breastfeeding (IMD).

2. Giving birth in Health Facility.3. Always wash your hands with soap

and running water.4. Recognizing threat signs in

mothers.5. Recognizing threat signs in babies.6. The importance of children

immunization.7. Family planning after birth.8. Anemia and nutrition problems.

The participants received explanations about the benefits and understanding about exclusive breastfeeding for mothers and their babies, the also managed to practice how to breastfeed their baby the right way. The participants also had to work in a group where each group contains of 5 mothers and they were given assignment to arrange a couple of sentences about the benefits of exclusive breastfeeding for mothers and baby.

We hoped that the training could bring useful for the trained mothers and could also spread their knowledge to other mothers.

“WARUNG HIDUP”, EASY and USEFUL

On 9th and 10th of Mei 2011, PT Bharinto Ekatama Community Development

Department, implemented “Warung Hidup” program (green and clean program) at Besiq and Bermai Village, the event was attended by the village people, especially housewives. The purpose of this program is to increase the interest of Besiq and Bermai Village’s woman so they could spare time for planting. The program was also implemented in the spirit of Earth Day that was held in April 22nd, 2011. The program mostly contains of brief counseling about how to plant using polybags. Vegetables were picked to be used in the program because the planting techniques are easier and could be done even in small land area. This polybags media was picked as a solution for the Besiq and Bermai area in term of the heavy flood possibilities that frequently attacked the area and also to prevent pest animals such as pigs and chicken. In order to achieve maximum outcome, Bharinto gives training that comes with practice and detailed explanation about how to seeding the seeds, how to plant it, and maintenance, also distributing the see into polybags. The seeds that were given are tomato, chili, bitter melon, cucumber, eggplant and celery. The enthusiasm of the community were shown towards this program are quite high. This could be seen when one of the Community Development Officer, Dindin

Makinuddin started to practice seeding the seed. He practiced it started by providing places for seeding, and then he filled it with dirt that has been crumbled, after that he put 2 seeds into the dirt 1cm deep from the ground. The treatment that needs to be done is by splashing water to the dirt every morning and afternoon. After 3 weeks, when the seed already started to grow and produced leaf (about 2 leaves) then the plant should be moved to the polybags. One big size of polybags could be filled with 2 kinds of plants. In about 2 months, the plant will star growing big and needs to be

separated so they could grow better on their own. The main purpose of this program is to make Besiq and Bermai Village as a green village example. The benefits that were not less valuable is so that the village community would not have to face more hard times in getting vegetables for their daily needs. “With minimum funding and persistence, soon some of the plant should be able to be harvested and consumed.” (Rahma Dewi - CDO BE)

Empowerment Program

Jorong Community is Facing Mine Closure.

Overall, the Jorong area consists of 1 (one) Sub District: Jorong and 6 (six) villages: Swarangan, Karangrejo, Jorong, Asam-Asam, Batalang and Simpang Empat

Sungai Baru. The total population that was recorded in 2006 in Jorong Sub-District was 23.276 people. 64% are the Bajar natives’ tribe, 27% are Javanese, and 9% of them come from other ethnics (Sunda, Bugis, Batak and Thionghoa). The growth of the population is classified as average growth, 1,1% every year with a population density about 37 people/Km2. (assessment resource of social laboratory, 2006)

From the above condition, one of the big challenges from the Community Development program is to increase the economy program as sustainable program until the mining closure. The Community Development program was planed based by a couple of social studies that was done by the local and national universities towards the area potential and the local community’s culture involving the Community Consultative Committee.

Besides that, in the preparation towards the mining closure POKJA SOSEK (Social Economy Work Group) that comes from the government, community, and company was formed for the purpose to prepare sustainable program. POKJA it self has manage discuss to determined the plan of the mine closure program. In the preparation phase, PT Jorong Barutama Greston have had its own strategic phase in implementing the community development in facing the mine closure, that is operational phase, closing phase.

This determination of program strategy that has been discussed in the Socio-Economic Working Group (POKJA SOSEK) is routine program determination which is charity, the empowerment that has continuity and sustainable initiative development that gives full support towards the government’s initiative program. The strategies above are preparatory process of delegation program of community development project towards the government or the institution. In line with the local/community product development, Jorong has planned a location for the community products so the product could be shown and the place should be a place to do transaction.

Also doing selection for local businessman that is called local trading group. This local trading group has implemented some activities in preparing the strategies, such as; product innovations, increasing the transactions by applying business assistance methodology, market visits, workshop discussion and dialogue participatory.

With high commitment from the community, government and company then the mining closure plan is hoped to run well in the future, at least according to plan. Keep up the spirit! Using the motto “Do by Heart”.

“ITM for Education” is one of the Corporate Social Responsibility (CSR) programs that were implemented by PT Indo Tambangraya Megah Tbk (PT ITM Tbk). On this occasion, the event becomes the responsibility of PT ITM Tbk’s Corporate Communication (CC) Department, held in May, that is 26th-28th of May 2011 at PT Kitadin Embalut, Kutai Kartanegara. For the first time, the workshop involves the employees of PT Kitadin Embalut. The participation of the employees were a program “Volunteer Action”, the purpose is to expand the knowledge and the ability of the teachers and volunteers teachers in giving their education towards children. Looking from that, PT ITM Tbk has manage one program that is “Internal Volunteer”, as a part of “Volunteer Action” and involving the employee of PT ITM Tbk and its subsidiary, in order to implement the CSR program that was mentioned before.

PT Kitadin Embalut is the first site, where the employees participated in giving information and it was presented in theatrical form. Before visiting some of the school in the villages around PT Kitadin Embalut mining site, the employees are equipped with knowledge about how to act and how to perform in bringing the stories adapted from “Adventure in Coal Mine” book. Later, the employees will play a part from the book. The activity that was done in 3 (three) days, is hoped not to be the last activity, and soon there will be more activities alike. Noticed that the PT Kitadin Embalut is the first site that has been able to implement the “internal Volunteer” program, that is an activity which involves the community from the site itself. The employees were very interactive and full of spirits in practicing everything that has been thought by the Kids Science Club (KSC), represented by Ita and Arif.

The peak of the activity above was done in June, the workshop participants performed in front of hundreds Elementary School students in Ring II mining area of PT Kitadin Embalut. By that, it is hoped that the program could be followed by other PT ITM Tbk subsidiary, so it could prove that CSR program does not only lays on the hand of the company, but also involve by bigger groups, so the surround company and the community could cooperate together in achieving better result, not only for today but also for the future.

In commemorating Environment Day, on 1st to 5th of June 2011, the Ministry of Environment implemented the Indonesian Environment Week (PLI) located

at Senayan east parking lot. This activity were always commemorated every year, the purpose is to continue in running the environmental conservation campaign. This year, the theme is “Forest is the Foundation of Life”

This year, the Indonesian Environment Day was held at an open space using big tent in order to save energy and so we can have a closer feeling to nature. The exhibition was joined by 180 participants that came from private sector, local and international NGO’s, local and central government agencies.

In the event, PT Indo Tambangraya Megah Tbk (PT ITM Tbk) participated to show mining practice that is good for conservation and management for the surrounding environment. This was also a big chance for the company to show the company’s attention towards the environment surround its operational area.

The PT ITM Tbk stand uses special environmental friendly materials such as bamboo and used wooden boxes that were equipped with several posters tell about biodiversity in PT Bharinto Ekatama, synergy between

the environmental preservation with the community development and about the whole CSR programs. In this Indonesian Environment Week event, the stand of PT ITM Tbk won second place for best stand.

Hundreds of visitors came and filled the stand of PT ITM Tbk, this is because there are 100 seed to give away to the visitors, and the seeds were mangos’, durian’s, rambutan’s, citrus’ and guavas’. Besides that, there was also talk show about how to transform used items into good use by introducing “Green Habit” (household waste management).

One of the activities series held at the 13th Farmer and Fisherman National Week (PENAS) event in Kutai Kartanegara District is study case and

visiting to a couple agricultural locations also to the used mining lands. Asmirilda is in charge of the study case tour, explained about some of the locations that were visited by the participants of the 13th PENAS that were divided into three zone or three groups. On the fourth day of the 13th PENAS, on June 21st 2011, the participants were divided into three zone trips. First zone, they visited the fish cage and integrated farming in used mining land at PT Kitadin Embalut area. Second zone, visiting Balai Benih Hortikultura and integrated cow and palm in Samboja, and for the third zone, they visited the integrated Gaharu Wood and Vanili at pilot garden in Mulawarman University (UNMUL) and also rice milling that uses international technology. RPU (Rice Processing Unit).

The study tour participants were representative farmers from every province in Indonesia. The committee of this study tour gives each region a quota of 9 people, or about 300 people every zone. The purpose of this activity is to dig deeper data and information about the success of field programs and the success of the farmer and fisherman in East Kalimantan, so it can be spread to all of

the participants all around Indonesia.

From this visitation, the participants become aware that the former mine pit does not only have negative side but it can also be utilized as business fields in fishery and plantation, like what PT Kitadin Embalut have been doing. Besides processing used mining land as fish cages, the farmers also introduced by elephant cassava, this kind of cassava is an innovation result of agriculture technology that is economical and it has started to be developed by PT Kitadin Embalut and academic team from UNMUL at the used mining land. Many of the participants were interested in this elephant cassava that belongs to Prof, Ristono (the founder of Elephant Cassava), they were competing to gather as many information they could get about how to develop this kind of cassava, the participants interacted actively with the cassava farmers.

They also asked about the management of used mining land, agriculture and fisheries, also the integrated farming systems that are being developed by PT Kitadin Embalut. Many of the participants from Bangka Belitung who also owned many used mining lands were interested in coming to Kaltim again to learn more about developing used mining land in PT Kitadin Embalut.

On June 19th 2011, the farmers from ASEAN and Japan were doing study case at the fish cultivation and agriculture of elephant cassava in the used mining

land of PT Kitadin Embalut. The location of PT Kitadin Embalut Community Development program was one of the places for the 13th PENAS KTNA study case in Tenggarong. The fish cultivation coordinator, Ahsin Hamami explained that the used mining pond could be put into good use but it has to go through many phases until can be used as fish cultivation. By doing this, the mine closure could be a blessing to the surrounding community, not a disaster.

The group was greeted briefly by traditional dancing from the employees and surround community that were only women; they were also being entertained by the independent traditional music. Then the activity moved on to dialog in a lakeside cottage of fish, P4S bumi hijau lestari. The ASEAN farmers that comes from Vietnam, Laos, Malaysia and Japan exchange information with the fish farmers about the experience phase in utilizing ponds from used mining land, the mechanism of working together for the fish farming and the growth of P4S institution so the program could continue in the future. It was explained that the phase is quite long,

it started with normalization of water pH so it is worth for farming, stabilize the fish health, fish breeding, nurturing, growing, to the fish harvesting. The cooperation of PT Kitadin Embalut some of them are support by lending the lake area to be used, funding by giving seed fish, fish care and assistance in how to do fish cultivation, including opening access to the village market surround Tenggarong and Samarinda. The dialog was very interesting; it has to go through a translator that was provided by the national committee, Liason Officer of PENAS.

After the dialog, the group received souvenirs from PT Kitadin Embalut that was given by Hirung representative of community development officer to each of the country representatives. The souvenirs were in a form of yearly report of 2010 Community Development, leaflet about fishery and used mining land farming and also health facilities for the group’s children and family.

In the group there were also farmers from our own country (Indonesia) they are from Nusa Tenggara, Sulawesi and Papua. Other groups also come at the next day, such as group from some of the regents and heads of departments from some of the regions on June 20th 2011.
