ExecutiveCommittee
1. TheExecutiveCommitteeshallbecomprisedof theChair,ViceChair,Secretary/Treasurer.OthermembersoftheCorporation'sBoardmaybeappointedbytheExecutiveCommittee.TheChairshallserveasChairoftheExecutiveCommittee.TheExecutiveCommitteeshall:

Item#4: RegionalandLocalPlans/WIOAPartnerMOURECOMMENDATIONThattheWDBapprovetheWorkforceInnovationandOpportunityAct(WIOA)RegionalandLocalPlans, including thePartnerMOU,whichhavebeendeveloped in conjunctionwith the StateWorkforceDevelopmentBoard,EmploymentDevelopmentDepartment(EDD),ImperialCountyWDB,andtheSanDiegoImperialCountyCommunityCollegeAssociation(SDICCA).ThisplanhasbeenprovisionallyapprovedbytheState.BACKGROUNDTheStateofCaliforniahasoutlinedthreepolicyobjectiveswhichthefourteenregionalplanningunits(RPU)acrossthestateandalllocalboardsmustfocusregionalandlocalplans.Thesepolicyobjectivesincludefostering“demand-drivenskillsattainment”,enablingupwardmobilityforallCalifornians,includingpopulationswithbarrierstoemployment,andaligning,coordinatingandintegratingprogramsandservices.SanDiegohasdevelopedasetofplanswhichaddressallthreeareas.Ourapproachisinformedbylabormarketinformation,andoureffortsincludedseekinginputfromboardandcommitteemembers,workinggroupswiththecommunitycollegesystem,closecoordinationwithImperialCounty WDB and an extensive public comment period on the documents themselves. Theresulting plans are centered on nine core tenets,whichwere discussed by theWDB and itscommitteesin2015and2016.1. Thelocalworkforcedevelopmentsystemismorethantheprogramswefund.Eachofthe
stakeholdersinoursystemmanageindividualprograms,infrastructureandinvestments.Weare working to connect these programs to create a more unified, integrated workforcedevelopmentsystemthatfocusesonimpact,notprogramrequirements.OneexampleofthisworkistheFliptheScriptinitiativewhichbringstogetheryoungadults,parents,employers,workforce professionals, service providers, educators, funders, communitymembers andelectedleadersto“cuttherate”and“halvethegap”ofdisconnectedyouthby2020.
2. Shared labormarket data. SDWP is collaboratingwith other Southern Borderworkforce
stakeholdersonsectorresearchandreports,creatingacommonvision/agreementonwhichsectors/occupationstoinvestin,reducingduplication,andaligningthedirectionofourjobtrainingandeducationinvestments.
3. Creating opportunity for ALL San Diegans. One example of expanding the definition ofworkforcedevelopmentistheestablishmentoftheCenterforLocalIncomeMobility(CLIMB)whichwillgenerateopportunitiestoinvestinfamiliesandchildreninSanDiegoCounty—theveryfrontendofourworkforcepipeline.
4. Human-centeredapproach to systemandservicedesign.Weareorganizingour services
around customer needs, not programmatic requirements.We have trained partners, thecommunity, and our own staff in human-centered design thinking and have receivedextensiverecognitionfromnationalaudiencesontheHCDapproachtorecruitingthrough

ourHiringatHappyHourprogramwhichbringsemployersandjobseekerstogetherinwholenewway.
5. Single entry point for business customers. SDWP is exploring a streamlined approach tobusinessserviceswhichisnotbasedonprogram(AJCCs,CONNECT2Careers,etc.)butfocusedonmeetingtheneedsofthebusinesscustomerquicklyandeffectively.
6. Increaseserviceaccesspoints.SanDiegohaslaunchedtwojobcentersinjails,oneattheEastMesaReentryFacility(ERMF)formenandthesecondattheLasColinasDetentionandReentryFacility (EMRF) forwomen.Additionally,wewere the recipientofagrant for theEnglish Language Learner (ELL) and refugee population and are establishing innovativemodelstoservethesegroupsthroughtheuseofcommunity-basedorganizationsandAdultEducation.
7. Commondefinitionofworkreadiness.SDWPunderstandsthatbusinesseswantawayto
measureandunderstandjobreadinessandessentialskillsinadditiontothetechnicalskills.Tobridgethegap,wearerollingoutnationallyrecognizedcareerreadinesstoolssuchastheACTNationalCareerReadinessCertificate(NCRC)andtheNationalRetailFoundation(NRF)Certification.WearealsoexploringtheuseofLaborMarketInformation(LMI)toolstoinforma“skills-first”approachtoworkreadiness.
