Sarina Community Christmas Celebration
Christmas for Everyone drop-in service
Australia Day celebrations at Finch Hatton
The Dudley Denny City Library (DDCL)
Event was held on Saturday 10 December. Approximately five hundred people attended the celebration, which included the lighting of the community Christmas tree.
The Community Programs team supported the Christmas for Everyone Committee who provided a drop-in service on 25 to 27 December. The service operated from the Salvation Army Hall with participants able to access food, takeaways, recreational facilities, referral to other agencies, support or simply a chat.
Valley District Youth Council supported the Valley District Australia Day Committee by organising and supervising children’s activities and “Aussie”-themed games, as well as performing 4 entertainment pieces at an event held at Finch Hatton Showgrounds.
The Dudley Denny City Library was opened in December and was an exciting period full of activity. The community has responded tremendously to the new library, with more than 22,000 people visiting the facility in its first few weeks of operation, with numerous new members being signed up
MECC & EVENTS Total event management software tool
The team have been working hard in January to get the venue ready for another busy year of events with the added workload of finishing a project to provide the staff a total event management software tool. This software upgrade will streamline the management of events at the MECC and offsite and make communication with our customers and hirers a better experience for all with an expected completion date of 30 March.

Australia Day awards night
Revised Council Connect Strategy
Strong video engagement on Facebook with Mayor’s Christmas-New Year video messages
Gala event with over 520 people attending, including 180 nominees. The event was well received by those who attended and put the spotlight on our community volunteers.
The strategy has been reviewed and changes made to further enhance the delivery of the information to the community. It includes a larger presence on the Daily Mercury website and a change in approach to the TV advertorials.
Two specially produced videos were widely viewed on council’s social media platforms. A specially produced video on the Senior Pets Adoption program proved popular.

River and Rain Alert Stations Project
Inspector General Emergency Management (IGEM) Report
This project has commenced. Grant funding from the Department of Infrastructure, Local Government and Planning of $384,000 has been received. This is 60% of the budget for the project.
The IGEM Report was tabled in Parliament with very positive comments about Mackay
HEALTH & REGULATORY SERVICES
Overgrown Properties Customer requests received relating to overgrown properties increased sharply by 32% in January compared to the previous month. In December 2016, 46 requests were received and this increased to 153 in January 2017. (This is in line with previous years because of increased rainfall and high temperatures.)

Workplace Health & Safety Summary
Fifteen incidents were reported during January. No lost time injuries or lost days were recorded in January.
For the 2016-17 year to date, there have been three lost time injuries recorded, with a total of six days lost.
Incidents and Injuries
Five injuries to MRC employees were reported in January:
• Three separate incidents of library staff being verbally abused by library customers.• A worker experienced a minor puncture wound when a car door blew shut against their leg.• A library worker received a cut to the finger while shelving books.
Other incidents included: • A worker tripping over in a carpark.• A vehicle incident, involving minor damage.
Seven incidents involved a member of the public slipping and / or falling including:
• A serious fall from height at Dudley Denny City Library, where the injured person suffered fractures.This incident has been investigated and a report produced for Workplace Health and SafetyQueensland.
• Other incidents resulted in minor injuries including cuts and grazes.
Each incident is investigated and appropriate corrective measures implemented, to reduce future risks.

Community Lifestyle
Community Programs The Community Programs team has relocated short term from the Gordon Street Administration building to 42 Wellington Street. Community Programs will ultimately relocate to the former City Library building following its refurbishment. • The $2 million Better Community Building Fund grant round closed on 29 January. Council received 48 Expressions of Interest, which will be assessed during February, after which successful applicants will be invited to submit detailed applications.
• The Sarina Neighbourhood Centre provides an office to enable Mackay based services to provide
outreach services to members of the Sarina Community. The room is well used with 30 bookings supporting 86 members of the community during this reporting period. This space is utilised by organisations such as Mackay Womens Centre, The Domestic Violence Resource Service, Centacare, Pathways and Child Safety. In addition the meeting room at the Centre is utilised on a regular basis by Max Employment and Work Connections.
• Fifteen members of the Valley District Youth Council worked with the Pioneer Valley Rotary Club to deliver the Valley District Christmas Fair. The event was well attended by members of the community.
• The Youth Development Officers, along with the Neighbourhood Centre Officer, are undertaking an
audit of policies and procedures to ensure all services comply with the Human Services Quality Framework. This is a requirement of the Department of Communities, Child Safety and Disability Services which provides funding for the services.
• The School Holiday program at the Sarina Youth Centre was well-attended by young people, and
involved a range of structured activities.
• Planning is underway for Mackay’s Got Talent 2017. The activity aims to provide a development opportunity for young emerging artists and performers. The finals will be held on Saturday 8 April to coincide with National Youth Week.
• The RAP Working Group has been reconstituted which consists of council employees and
management (both Indigenous and non-Indigenous), and external delegates, including Traditional Custodian representative. A Workshop has been scheduled with the Working Group to develop the next RAP. Reconciliation Australia will provide comment and review the draft RAP before providing their final endorsement.
• Assistance has been provided to a number of community organisations seeking to submit applications
to both the Community Grants and Better Community Building Fund programs.
• Feedback on the Queensland Government Strategy for Social Infrastructure was prepared and submitted.

• Council’s Multicultural CAMS Officer organised and ran an Australian South Sea Islander “Community Leadership” forum for young people in Innisfail on 6 December. As a result of the program, a discussion and support program will be developed to enable young people to be engaged and connected with their culture.
Sport & Recreation 18 meetings and events were held, highlights included:
• Facilitation of various meetings between sporting clubs to encourage sharing arrangements in an effort to ensure the long-term viability/sustainability of the clubs.
• Final preparations being made for the 2017 Sports Expo and Sign-on Day to be held at the Mackay
Entertainment and Convention Centre on Sunday 12 February. A record number of clubs have registered to take part and a range of sporting identities have signed up to support the event. The 2018 Commonwealth Games Mascot, Borobi, will be in attendance and the Office of Commonwealth Games will have a stand at the Expo.
• Supporting the organising committee of the Mackay Peaks Challenge as part of Bike Week 2017.
• The bike education program, Safety Circus, will be rolled out during 2017 to Year 3 students across
the region with the support of Mackay Police (Crime Prevention Unit) and council’s Sport and Recreation team.
Community Meetings / Events / Interagency Meetings. 114 meetings and events were held. Activities included:
• Planning is well underway to deliver a Community Strengthening Board Development Conference in conjunction with Rio Tinto and Sarina Bendigo Bank, to be held in venues across the region in March 2017.
• Nominations are now open for the 2017 Women Who Make Us Proud Awards to be held in Mackay
and Sarina. These awards, which will be held 8 and 9 March, align with International Women’s Day and Queensland Women’s Week.
• Supporting the Mackay and District Italian Association to plan and deliver an Italian Street party
scheduled for 29 April.
• Assisting and supporting the Chinese community with the planning and delivery of Chinese New Year celebrations to be held in February in the City Centre.
• As part of a commitment to sustainability, the Art Is In calendar of the Arts is no longer being printed.
The information is now distributed to the community via the Creative Mackay Facebook page. There has been a pleasing community response to this initiative, with 463 members regularly posting information.

Library Highlights
• Opening of the new Dudley Denny City Library (DDCL) and relocation of operations in December was an exciting period full of activity. The community has responded tremendously to the new library, with more than 22,000 people visiting the facility in its first few weeks of operation, with numerous new members being signed up
• The Heritage Collection has experienced an increase in research inquiries and a steady flow of visitors to the new space in DDCL.
• The delivery of additional children’s programs during the school holidays, which were well-attended.
Note: 5 library branches were closed for 10 days over Christmas/New Year, which has impacted YTD statistics. It is expected that KPIs will be achieved by year end following the opening of the DDCL.

Artspace Mackay
Current Exhibitions - Artspace Mackay • Gallery One – Copier Jam! A touring exhibition that showcases current zine, independent comic creators,
collectives and distributors from across Australia. The exhibition includes the publications alongside original art, layout pages, workings and a vending machine that distributes zines. Three local zine makers are included in the exhibition.
• Gallery Two A - Pet Portrait Project - The Pet Portrait Project is an Artspace Mackay community art project that is inspired by the love, humour, comfort and inspiration that is shared between a person and their pet. For this heart-warming venture, the gallery encouraged talented people in our region of all ages and backgrounds, from beginners to experienced artists, to make an artwork to pay tribute to their pets. The entry fee of $5 and the contents of the donation box have been donated to the Mackay branch of the RSPCA, a sum of more than $600.
• Gallery Two B - hosts Focus on the Collection with artworks by Wiradjuri artist Karla Dickens. Created from an intensely personal place, it is this authenticity that powers each work.
• Gallery Three - Very woofy – Noel McKenna - a selection of McKenna’s artist’s books, alongside the artist’s recent donation of fourteen works on paper.

Mackay Entertainment & Convention Centre and Events Overview • The MECC has had similar attendances to December / January 2016 on average. • The team have been working hard in January to get the venue ready for another busy year of events with
the added workload of finishing a project to provide the staff a total event management software tool. This software upgrade will streamline the management of events at the MECC and offsite and make communication with our customers and hires a better experience for all with an expected completion date of the 30th of March.
• The MECC Sales and Marketing team are working with Corporate Communications to get the new MECC web site ready to go “Live” on the first of February.
Business Events Development
• The staff are busy preparing for AIME 2017 in Melbourne in February. AIME is gathering of Business Events decision makers from across Australia and the Asia Pacific with approximately 4500 in attendance.
Festivals and Events
New Year’s Eve River Party Due to the changeable weather forecast, the New Year’s Eve event was relocated to the wet weather venue of the MECC two days before the event. Despite the change of venue, the early family-entertainment portion of the event was very well attended with over 1,500 people attending. This number declined after the 9pm fireworks with only several hundred people staying at the MECC through to midnight for the evening’s entertainment. We are currently working with the Economic Development team on the format of the 2017 event. Festival of Arts Programming for the 2017 Festival of Arts is being finalised, and work is starting on securing the required sponsorships for the events. We are currently waiting on the outcome of a Festival Australia grant, which is required to deliver one of the major events of this year’s program. The grant recipients are expected to be announced shortly. Easter Carnival Preparations for the 2017 Easter Carnival are now underway, with the event relocating back to Bluewater Quay this year so that we can also showcase the Pioneer River as part of this event. As well as the popular Easter Egg Hunt and children’s workshops, the events team is working on other items to showcase our river.

Corporate Communications and Marketing
Overview Media and promotion support was provided for the opening of the Dudley Denny City Library in December. The Library opened prior to Christmas and the team co-ordinated an afternoon outside broadcast with STARFM on Friday December 23, 2016.
A TV-Radio advertising campaign in collaboration with Economic Development has been developed to extensively promote the two council-funded football games, which are being held in February 2017. The campaign was launched immediately after Christmas to take advantage of the January summer sports period.
Work is progressing on the re-design of the MECC website and updating the MECC visual branding guide. This work is being done in-house, presenting a significant saving to council and the MECC.
Much of December and particularly January focussed on finalising Australia Day nominations and co-ordinating the gala awards night. Council received a record 180 nominations for the awards, with 539 people attending the event on January 25.
Council funded 10 community events on Australia Day and was well received in the community. A review of the events will be held in February to ascertain the extent of support and whether any changes are required for 2018.
Australia Day Citizenship Ceremony resulted in 89 new Aussie attending the event at the MECC on Australia Day. Philip Kemp, Yuibera Elder, provided the Welcome to Country and live entertainment was sourced to give it a special feel for the morning.
A review of Council Connect, council’s community information-communication strategy, resulted in some changes. These changes are designed to better inform the community during 2017.
Changes include expansion of the monthly print edition to now include better synergy with the Daily Mercury website on the day it is published. This enables the stories to be placed on the Mercury website as “local news” and includes one feature story. This will generate extra coverage for Council Connect
The Television section has been revamped and will be launched in February 2017. The 60 second production now features council staff, explaining their jobs and how they deliver services for the community.
A special Christmas video message from the Mayor was well received on social media. The video had 8,400 views with a reach of almost 25,000.
Feature story produced for the Local Government Annual Report. It featured the City Centre Revitalisation project and Dudley Denny City Library construction.

Emergency Management Overview The emergency management team and SES volunteers are continuing to reinforce the “Get Ready” message throughout the Mackay Community. This has been done through the use of social media and community events. Upcoming events include: Sports Expo, Star FM Cyclone Day and Chinese New Year. Two Cyclone Shelter training courses were conducted for council and Police staff. NDRRA training by the Queensland Reconstruction Authority was conducted for council staff. A joint Emergency Preparedness presentation to all Civil Operations crew (approximately 180 staff) was conducted over the December and January period. The presentations were conducted at Paget, Sarina, Mirani and Calen. Exercises Emergency Management (EM) staff attended Isaac Regional Council’s LDMG discussion exercise, Theresa Creek Dam failure. During this exercise two EM staff were evaluators for the exercise.

January 2017 Rain Event. LDMG was at Lean Forward. 500mm plus of rain fell with Sarina area most impacted. Self-evacuations of some homes occurred and Sarina Cultural Hall was opened as an evacuation shelter to receive displaced persons.
SES Activations
Missing person – Finch Hatton Gorge
Mirani Group was activated after a male person went missing on a family outing at Finch Hatton Gorge. The man later found his own way out.
Stranded four wheel drivers – Crediton State Forest
Mirani Group responded to a request from QPS to assist in the extrication and provision of welfare support to 5 people who became bogged while four wheel driving in the Crediton State Forest. The people had no supplies and one was suffering from a medical condition.
Rain & flood event – 2nd to 7th January
Mackay and Sarina Groups responded to 28 requests for assistance from the public during this period. The majority of calls were for the provision of sandbags and tarps, with one request to chainsaw a fallen tree that was blocking driveway access.
Wheel of Fire, Finch Hatton Gorge response
Mirani and Mackay Groups were activated to perform a vertical rescue and casualty handling operation after a person fell 4 metres at the Wheel of Fire swimming hole and suffered broken ribs and a broken leg. The SES was joined by personnel from Queensland Fire & Emergency Services, Queensland Police Service and Queensland Ambulance Service. The operation took 4 hours.
Missing person – Dumbleton Weir
Mackay Group responded to a request from QPS to perform a land search for a missing male at Dumbleton Weir. The missing person was found in a stable condition.

Education and Training Sessions Summary 2016 – No sessions for 2017 to date
Food safety training sessions are conducted for non-profit organisations and for food handlers at festivals and events. School education includes responsible pet ownership and dengue fever awareness. Customer Requests Throughout December, 2016, 518 requests for service were received, compared with 511 for December 2015. Throughout January, 2017, 609 requests for service were received, compared with 641 for January 2016. 79% were completed in nominated timeframes throughout this period. Health and Regulatory Services aim to complete 85% of requests for service within nominated timeframes, however, depending on the circumstances of each individual matter and the speed at which compliance can be achieved using compliance processes, timeframes for completion can be influenced.
