Jerusalem Children and Community Development Organization (JeCCDO) was established in 1985 as an indigenous humanitarian organization, in response to the needs of children who were left orphaned, displaced or lacked proper care and support due to the then famine. Renewing its commitment, JeCCDO is re-registered as an Ethiopian Residents’ Charity Organization under the new Charities and Societies Proclamation number 621/2009.

About the Event JeCCDO has employed child centred, family focused and community based development approach since 1996; and as of 2003, it has embarked on a new development strategy, i.e., partnership with CBOs. The very purpose of such partnership is to unleash and enhance the systemic, institutional, operational capacities of partner CBOs in order that they address the challenges of their respective communities.

As part of the capacity development efforts, JeCCDO encourages partner CBOs to join their hands and work together through CBOs’ Networking Forum in their respective operational area. Accordingly, six CBOs’ Networking Forum have so far been established in Bahir Dar, Bishoftu, Debre Birhan, Dire Dawa, Hawassa and Addis Ababa Cities. CBOs in other areas like Guraghe and Jimma are also working collaboratively in their respective localities. Working through such Networking Forum has enabled partner CBOs to share their experiences and also bring more CBOs to the development front. This has in turn increased their influencing role over local governance and development endeavors.

JeCCDO has proved that partnership with CBOs is key to ensure community ownership in local development endeavours, and thereby sustainability of development interventions. Thus far, JeCCDO has partnered with 143 CBOs operating in 22 towns across Oromia, Amhara, SNNPR, Ethiopia Somali, and Addis Ababa and Dire Dawa City Administrations. Through these partner CBOs, JeCCDO reaches about 850,000 beneficiaries annually.

With the aim of sustaining service delivery by partner CBOs and further promoting the approach at a wider scale, JeCCDO annually organizes CBOs’ Good Practice Day. Apart from sharing their good experiences, such event helps to create spirit of collaboration and cohesion among partner CBOs and with different stakeholders.

This year, the third CBOs’ Good Practice Day was colourfully celebrated with the motto ‘‘ Strengthening CBOs for Sustainable Local Development’’ in Bishoftu Town of Oromia Region on 29th June 2017. Participants of the event were representatives of partner CBOs , regional and local governments, CSOs, the donor community and members of the wider public. A total of 300 (90 Female) people drawn from these institutions took part in the event.

The Day was marked with exhibition, lesson sharing programme by two selected CBOs , recognition and award ceremony for well performing CBOs. Besides, partners’ witness on the work of JeCCDO was heard, and JeCCDO’s sustainable development model which is in the making was presented and discussed by participants. This publication, thus, presents the accounts of these key undertakings of the Day.

‘‘... JeCCDO has been the key development partner of Bishoftu City Administration for decades. In these times, we’ve witnessed that its interventions have had meaningful impact in fighting poverty in the City. JeCCDO’s partnership with CBOs has specially proved to be key to ensure community participation in the development process in the City. Besides, this state of the art Training Center

JeCCDO started working in partnership with CBOs since 2003. Such partnership has continued to garner more CBOs every year and the number of CBOs partnered with JeCCDO have now reached 143. Such partnership has been proved to be key to enhance local development. As the CBOs are largely led by volunteers, the approach has also promoted community participation and use of accumulated expertise of senior citizens…...

Owing to this, CBOs have increasingly assumed developmental roles. This has been great input to the government’s initiative on sustainable development as well. The purpose of today’s event is thus to publicize the good practice of these partner CBOs, and recognize their development contribution.……………’’

Exhibition was the first and the major part of the event. The aim of the exhibition was to enable partner CBOs showcase their development endeavours and key achievements to representatives of regional and local government bodies, Civil Society organisations (CSOs), donors, partners and the wider public.

In line with this, partner CBOs evidenced their development undertakings and successes with the help of visual aids, tangible business products and live witnesses by their beneficiaries. The following sub-sections summarize the spotlight of the major aspects of the exhibitions under the following aspects:

The ExhibitorsThe exhibition was organised by CBOs forum and networks operating in different regions of the country. These CBOs Networking Forum are established by JeCCDO so that they coordinate the development efforts of member CBOs and increase their influencing role on local development and governance issues.

Hence, partner CBOs operating in Bishoftu, Adama, Aje and Jimma Towns of Oromia region; Bahir Dar, Debre Markos, Nefas Mewucha, Debre Birhan , Debre Sina and Shewarobit Towns of Amhara region; Hawassa, Emdibir, Wolkite and Butajira Town of SNNP region; and Addis Ababa and Dire Dawa Cities took part in the exhibition represented by the following Networking Forum:

• Bishoftu Area CBOs’ Networking Forum: This embraces 33 partner CBOs operating in Bishoftu and Adama Towns of Oromia region. Member CBOs serve more than 45,000 people in their localities.

• Jimma Town CBOs: JeCCDO works with three CBOs in Jimma Town. Debre Mewi’e Medhanealem Meredaja Iddir and Development Association, exhibited programme successes representing two other CBOs

• Addis Ababa City CBOs Networking Forum: Five CBOs operating in Addis Ababa City have partnered with JeCCDO. Of these, three CBOs operate in Kirkos Sub-City, one in Ayer Tena and one in Addis Ketema Sub-city exhibited.

• Bahir Dar Area CBOs Networking Forum: The Forum is an umbrella for 13 CBOs operating in Bahir Dar, Debre Markos, and Nefas Mewucha towns.

• Dire Dawa CBOs Networking Forum: The Forum represents 24 CBOs operating in Dire Dawa City and the vicinity. In the exhibition, the work of four selected CBOs was displayed.

• Hawassa Area CBOs’ Networking Forum: This represents more than 32 CBOs operating in Hawassa City and the neighbouring towns.

• Debre Birhan Area CBOs Forum: This represents 33 CBOs operating in Debre Birhan town and the surrounding areas.

In addition to the above CBOs Networking Forum, JeCCDO Opportunity for Change Training Centre (JOCTC), which is meant to be centre of excellence for CBOs’ capacity development trainings displayed its past and on-going efforts in developing the capacity of partner CBOs.

Debre Mewi’e Medhanealem CBO is one of the most active and exemplary CBOs in Jimma Town, Oromia Region. One of the key success factor of the CBO lies in its resource mobilization capacity. The CBO mobilise resources for its development activities from various sources. The first source is community contribution. According to the CBO leader, the CBO has a total member of more than 557, and every member contributes 3 birr per month which adds an annual income of 20,000 Birr from the community only, and this directly goes to support OVC. The other and innovative source is that the CBO collects used materials from local government offices and business persons, recycled them and generate income. For example, the CBO has recently generated Birr about 130,000 (5,652 USD) from such used items, and invested it to construct early childhood education centre in their locality. The other IGAs run by the CBO which include, houses, shops, cafeteria, etc. also generate considerable income for the CBO. Besides, the CBO regularly develop project proposal and mobilize funds from potential donors.Owing to the above efforts, the CBO has generated 470,804 Birr (20,470 USD) last year alone. According to one of the CBO leaders, all this success is mainly attributed to the capacity developed by JeCCDO. He agrees this may not be enough to address the issue. However, he adds, ‘‘as much as extreme poverty is prevalent in the Town, so there is the potential to generate abundant resources from local sources to tackle it’’.

One Person for One Elderly: The Good Practice of Fana Children and Community Development Association (FCCDA)Fana Children and Community Development Association is one of active member of Bahir Dar Area CBOs’ forum. It is one of the first CBOs to partner with JeCCDO. The area where the CBO works is home to destitute people including elderly.

Seven years back, the CBO came to know that there were many elderly who lost their children

to HIV/AIDS and other cases, and live at the mercy of their neighbours. Some of them were even at the verge of death due to lack of basic need and deteriorating health condition. Hence, the CBO initiated a ‘’One person for one elderly’’ program whereby volunteer individuals support the subsistence cost of such elderly people.

Accordingly, 160 individuals responded positively to the CBO’s initiative and 160 elderly people who were in a critical condition were identified and assigned to the volunteering individuals. Such practice has sustained for the last seven years. This has further strengthened the culture of helping one another.

According to Ato Dagnachew Derso, representative of the CBO, same practice is to be scaled up to support other vulnerable groups as well. He added that FCCDA currently generates up to 660,000 Birr of income per annum from its IGAs, community contribution and funds from partners. This has been made possible mainly for the fact JeCCDO successfully built their capacity. So, the credit goes to JeCCDO and its partners.

The Role of ’’Addis Ketema Sub-City Kebele 10/11/12/13 and 15 “Yehitsanatena Wotatoch Tikat Tekelakay Meredaja Iddir” in Fighting GBVAlmaz Alemu (pseudo-name), 11, lives with her mother in the slum part of Addis ketema Sub-City, commonly called ‘Merkato’. The life of Almaz’s family was impoverished one, but this was not the only challenge for Almaz and her family. From her birth, Almaz is a hearing impaired child and so does her mother. This has made their lives worse.

The meagre income of the family comes from selling roasted barley locally called ‘kollo’. Her mother prepare the kollo and Almaz bears the responsibility of selling it by moving in the different groceries even through night. One day, while Almaz selling kollo was raped by someone whom she doesn’t know. For lack of awareness and fearing the repercussion, Almaz didn’t disclose the case to anyone including her mother.

After some time, Almaz got ill and went to medical centre for treatment. This time it became ev-ident that she was raped and she narrated the whole story to the nurses and her mother. But, her mother didn’t know what to do next, and remained silent. Fortunately, the news reached Kebele 10/11/12/13//15 Yehitsanatena Wotatoch Tikat Tekelakay Meredaja Iddir.

Then with the help of the Iddir, Almaz got further rehabilitation and psycho-social support. The offend-er was also identified, brought to court and received his punishment. Almaz’s case has given rise to more intervention for children with such disabilities by the CBO. Since then, the CBO has been working to raise community awareness on disability, women and children rights protection, and disabled chil-dren has also been supported at home and in their schools.

Good Practices from Partner CBOs (...ctnd)Creating Opportunities for Deprived Women: The Good Practice of Enibra CLAEnibra Cluster Level Association is one of active members of Hawassa CBOs’ Forum. The Association is a coalition of 10 women Self Help Groups (SHGs) who were first organized by JeCCDO to work on their economic cause. W/o Tayech, Chairperson of the CLA remembers that they were doing good in terms of changing their lives economically. However, the gender based violence that some members have been facing at home had forced them to work on such issues through their Association, she adds.

Inspired by their motive, JeCCDO has continued to capacitate the CLA to sustain its development engagement. According to the Chairperson, through partnership with JeCCDO, the CLA have been undertaken various development activities for the last seven years, and benefited hundreds of OVC and their guardians, unemployed youth, and elderly people. Of all, she proudly remember their success with regards to women and girls who were victim of gender based violence or deprived of their right. Owing to the CLA effort, hundreds of women who were confined at home with domestic chores have come out to the public space and become economically self-supportive. This has also benefitted their children.

The CLA which was once meant to serve own cause, now come to be active development actor. The work of Enibra CLA have been recognized by the local government and have been inspiring other CLAs to follow their path.

Good Practices from Partner CBOs (...ctnd)Income generating Activities by CBOs:Good Practice of Debre Birhan CBOs’ Networking ForumOne of the mission of Debre Birhan CBOs’ Forum is to strengthen the resource mobilization capacity of member CBOs. To this end, the CBOs’ Networking Forum organize experience sharing sessions and mount dialogue with the Town Admin-istration so that member CBOs can access working space and other supports.

Owing to such efforts, all member CBOs have established different IGAs and gen-erates regular income to run their development activities. According to the data from the Forum, member CBOs are engaged in cereal trade, kindergarten service, transport/ taxi service, bakery, dairy farm, stationary, business centre, forestry, shopping, renting, and public shower service. From these businesses, the CBOs generated 971, 469 Birr last year. The businesses have also created employment opportunity for 33 persons, mostly unemployed youth and elderly people. Current-ly member CBO’s have a total of 10 million Birr annual budget.

The above services are rendered to the public with reasonable price, and some of them like the kindergarten serves highly destitute children free of charge. Be-sides, the income from the businesses are being used to support more vulnerable community members in their respective localities. According to representative of the Networking Forum, member CBOs are now in a position to run development activities in a sustainable manner, even without support from JeCCDO. He says this has all made possible for their strong partnership with JeCCDO.

As of 2014, JeCCDO has adopted social enterprise approach as one of its sustainable development strategies.

As part of this, JeCCDO has established a well furnished training center, named as JeCCDO-Opportunity for Change Training Center (JOCTC). The Training center which was once institutional care center has now become center for CBOs’ capacity development .

The training center serves dual purpose for JeCCDO. First, it generates income that JeCCDO uses to sustain its development activities; and second, it has been center of excellence for CBOs’ capacity development Centre

JeCCDO plans to establish more social enterprises in its facilities in different towns. At the same time, it works to implant the model in its partner CBOs and beyond.

Debre Markos Iddiroch Hibretina Bego Adragot MahiberDebre Markos Iddiroch Hibretins Bego Adragot Mahiber (CBOs’ Union and Charity Association) was first established in the mid 1970s, but it was soon vanished due to the then government’s restrictive policy on community structures. It was re-established in 2014 with 11 founding iddirs. Currently, the number of member CBOs reached 46 and these CBOs represents a total of 10432 people.

The Union works to improve the lives of children, women, unemployed youth, disabled people, elderly people and PLWHA; and increase the participation of the community in local development. To achieve this purpose, the Union mobilize resources both in kind and cash from its members, local government and donors. With the help of JeCCDO, it

has established building material production center, photocopy, beauty salon and public shower. The income from these businesses is used to reach more vulnerable people.

In its effort so far, the Union has changed the lives of thousands of vulnerable communities in the Town. The role of the Union in development is now well recognized by the Town Administration taken as a model for fellow CBOs in the Town.

Eniredada Iddiroch MahiberEniredada Iddiroch Mahiber (Iddirs Association) was established in 2007 with two founding member Iddirs operating in Adama Citys, Oromia Region. The number of member CBOs has reached 43 and these represent a total of 3000 people.

The Union mainly works to support vulnerable children, their guardians, women, unemployed youth and elderly people, and at the same time coordinates the development efforts of member CBOs.

The Union generates its income from donors like JeCCDO and owns butchery, public bus, computer center, mixer, photocopier, vibrator and pre-school. The income from these businesses is being used to support vulnerable communities in need.

So far, the Union has reached thousands of vulnerable communities living in Adama Town. The Union is known among other things for its tremendous work in resource mobilization and collaboration with the local government.

JeCCDO’s Development Model in the Making

As an adapting and learning organization, JeCCDO has passed through different phases of organizational development. JeCCDO, which started with institutional care and support program in 1985, has adopted reunification and reintegration in mid 1990s and at the same time started employing programmatic approach. As of 2003, it has shifted to community based development approaches and started working in partnership with CBOs. As of 2014, JeCCDO has implanted social enter-prize model as a sustainable development strategy.

During the past three decades, JeCCDO has had important lessons and best prac-tices worth sharing to development practitioners. Cognizant of this, it is working to develop workable development model that would serve other like minded CSOs and beyond.

As part of this, this session was held to debrief participants with the progress of the work and collect additional valuable data from participants. Accordingly, preliminary findings of the research was presented for plenary discussions on the agenda. JeCCDO’s initiative to develop its own development model was highly praised by participants.

Ato Azmeraw Techane, representative of BoFED of Amhara Regional State, has a presentation on the track record of JeCCDO in the region. The key notes from his presentation are extracted below:

‘‘……… I know JeCCDO for the last six years. I have been monitoring and evaluating JeCCDO’s various projects in Bahir Dar, Debre Birhan and Hamusit towns of the region. During these times, I have witnessed that JeCCDO is doing tremendous job in partnership with CBOs in various development spheres. Besides, JeCCDO’s intervention in WASH in Hamusit and Yiganda Town has been undertaken in partnership with the regional government. This project which intends to benefit about 80,000 population is now near completion. Such joint project is the first of its kind in the region, and is an epitome for a real GO-CSO partnership in the region. In addition, JeCCDO is one of the 11 CSOs which are especially allowed to intervene in social accountability program. This shows that JeCCDO is one of the credible CSOs to work on citizen’s right in the region…….

These all facts witnessed that JeCCDO is one of the true development partners of the regional government. Hence, on behalf of the Bureau, I would like to congratulate CBOs for their role in poverty reduction endeavour in the region and

thank JeCCDO and its donor for their partnership and support to such institutions. At the same time, I would like to assure you that my Bureau will continue supporting JeCCDO and its partner CBOs in their fight against poverty……….’’

Recognition of Well Performing Partner CBOs Award for Best Performing Partner CBOsIntroductory Note on the Award by Ato Mulugeta Gebru,Executive Director of JeCCDO ‘‘…….The very purpose of the award is to formally recognize the development con-tribution of partner CBOs and create sense of competition among partner CBOs. Such practice is also believed to draw more CBOs in to the development front. To serve this purpose, the selection was made by external advisory Committee and the competition was done in a transparent way. …’’

‘‘………JeCCDO started partnership with CBOs by working with community committees, and it is such experience that has progressively evolved in to partnership with CBOs. Thus far, JeCCDO has partnered with about 143 CBOs operating in 22 towns across the country…….

What is interesting is that JeCCDO’s partner-ship with CBOs does not in any way affect the CBOs’ original purpose of social service deliv-ery, rather reinforce it through capacitating the CBOs...…….

It is not only JeCCDO’s partnership with CBOs that make it pioneer in the field. JeCCDO has also owned a CBOs’ training centre which is the first of its kind in the country….….

From JeCCDO’s experience, working through and with such grass root level or-ganizations has been proved successful. JeCCDO, thus, believes partnership with CBOs would serve as a good development model and encourages other CSOs and governmental bodies to buy in its experience. The need for celebrating this CBOs’ Good Practice Day emanates from the same reason……...

Finally, I would like to congratulate all partner CBOs for your extraordinary achieve-ment and thank all government bodies and donors for all the support extended to JeCCDO and its partner. would also like to thank all JeCCDO staff for making this day a huge success.
