Each Officer has prepared their own sections. BACKGROUND Monthly activity reports are provided to appraise Council of operational activities across the key portfolios. DISCUSSION COMMUNITY SERVICES (CSO) The Community Services Officer has carriage of disability services, community grants, seniors and community development activities. Disability Advisory Committee The Disability Advisory Committee (DAC) met on 20 June 2013. Key items discussed included Disability Awareness Week, the Nightcliff Fishing Platform and the change of Elected Member representation on the Committee. The Committee made special thanks for Alderman Allan Mitchell for his dedication and advocacy for people with disability over the past eight years. Disability Awareness Week (DAW) CSO chaired the third DAW 2013 Planning meeting in late June. DAW is a week dedicated to highlighting the achievements of people with disability and the positive contributions they make in local community life. This year’s theme is DiversAbility: Celebrating Diversity and Social Inclusion and will be celebrated from 2 to 8 September. The Committee has nominated seven Ambassadors for DAW 2013; Peter Mahony, Carolyn Preece, Karen Close, Graham Paine, David Nichols, Callum Bateman and Megan Bateman. The program of events includes; DAW Official Opening, community forum, Happiness and Wellbeing Market, Rehabilitation Services Open Day, Deckchair Cinema, CemeNTstars theatre performance, Art Exhibition, Bowerbird Festival, Sailability and Paralympic sporting event. The program will be confirmed and posters distributed to promote the week by July end. Seniors Month 2013 CSO and the Libraries Project Officer have finalised Council’s program of events for Seniors Month 2013 which will be celebrated throughout August. The program includes; swing dancing lessons, quilling, lawn bowls, e-books, painting with water colours, laughter yoga, social media lessons, basic computer lessons, Deckchair Cinema and photography lessons. Promotional items will be distributed at the same time as the Seniors Month Calendar from the NT Office of Senior Territorians which is anticipated to be the first week in July.

PAGE: 3 REPORT NUMBER: 13C0067 KH:es SUBJECT: COMMUNITY DEVELOPMENT TEAM UPDATE – JUNE 2013 RECHARGE Scheme The RECHARGE Scheme currently operates throughout Victoria and provides an opportunity for electric scooters and wheelchairs to be recharged at recharge stations whilst their users engage in community life. City of Darwin is participating as a pilot Council in the national program roll out. CSO has met with all Library Managers as Libraries will be the first venues to be set up as RECHARGE Points. As soon as the RECHARGE packs arrive the program will be ready to be launched which is expected to be mid July. YOUTH PROJECTS Youth Services facilitates involvement of young people in Council’s processes and decision making, creates and hosts youth exclusive events and activities in partnership with young people, hosts a Youth Services trainee position, advocates for the needs of young people and coordinates youth specific community information tools. Youth Advisory Group (YAG) The main items considered by YAG at the June meeting included:

- Findings from the Mission Australia Youth Survey 2012 - Launch Quarterly and the annual youth program of events - Proposed City of Darwin catering policy - Feedback on Youth Services promotional video draft - Quiz4Dili

Youth Strategy Review Youth Services have completed a progress review of Council’s Youth Strategy, 2009-2014. The compilation of the review is the subject of a separate report. GRIND Two GRIND members attended the Dalai Lama Australian Visit in Darwin on Saturday, 22nd June and had an opportunity to speak with his Holiness.

GRINDonline The Youth Services team in partnership with the current GRIND membership have undertaken a review to consider how the project might outreach to a broader range of participants. The parameters of the review will be the subject of a separate report to Council.

Comments were overall very positive. The final video will be available in time to launch at the Royal Darwin Show. The Gig Gear In June, the GIG GEAR was used by: Organisation Event Nursery and Garden Industry NT NT Garden Spectacular NT Environment Centre Music for Muckity St. Vincent de Paul Society CEO Sleep Out Launch@Bagot NAIDOC Week EVENTS & RESOURCES LAUNCH @ Bagot Council’s Community Events & Resource Officer and Healthy Darwin Coordinator have been working in Bagot for the last six weeks every Tuesday with a group of young people to contribute to the planning of LAUNCH @ Bagot.

LAUNCH @ Bagot is a community celebration for NAIDOC week created by the young people of the community. The young people selected the program, created lino prints to contribute to the poster design and are now skilling up on the use of sound equipment – the older crew (18 – 25 years) are learning to use the sound desk and PA, younger crew (12- 17years) are learning how to use microphones to MC, djing between bands and basic PA set up. A range of craft activities for children (5-12 years) will contribute to the design on the day. LAUNCH @ Bagot will be the culmination of this training, with the aim of young people being able to use their new skills and to celebrate with their community.

PAGE: 5 REPORT NUMBER: 13C0067 KH:es SUBJECT: COMMUNITY DEVELOPMENT TEAM UPDATE – JUNE 2013 As part of this event, a storytelling workshop/project with the small children in the community will occur. This project has been identified through the Fun Bus project who are working hard to engage more deeply with the community and have conversations with the new mums about the importance of play, reading and writing with little ones. Post July6, the focus will shift to the Darwin Festival with a number of anticipated outcomes:

A number of older young people (17 +years) will be employed to work and be mentored on the Bagot component of the festival program as part of the crew (Continued training in the lead up to the event will occur).

Continue to connect with the younger crew (10 – 16years) – running some workshops connected with the Walking Neighbourhood project that is part of the festival at Bagot..

Continue to build on the storytelling projects – weaving that into the Walking Neighbourhood stories – with the plan to create both a digital platform for the stories and an illustrated children’s book of the stories also as legacy items for the project.

LAUNCH Pop-up Gigs hit the suburbs LAUNCH Pop-up Gigs kicked off at Moil Park on 23 June at 3pm as part of MusicNT’s Original Recipe. It was a great afternoon of music, in perfect Darwin weather under the trees. The audience was a broad grab of the local community of Moil, as well as others who had come from other suburbs for the music.

All the artists played exceptionally well and the Darwin artists connected with the Perth artists to talk about potential tours together in the future. Two young people who had completed the Youth Events Training carried out the event and built on their front of house, technical and event management training.

The next LAUNCH Pop-up Gig will take over the Darwin Show on 26 – 27 July, 6:00pm – 8:30pm with a line-up of talented local young artists, including solo performances by local song bird Abbey Rose, homemade beats and words by Col Infinity and indie melodies by Josh Goodrem and his guitar. Household names Skarlett with their pop punk favourites and Indica Sunrise’s alternative original rock will also feature. The gig will finish in time for the fireworks with the Rambutan Jam Band. After that LAUNCH will again pop up on Dinah Beach Oval in Stuart Park on 30 August from 4:00pm – 8:00pm with a Friday night program to kick the weekend off. The program includes Papau New Guinea born NGAIIRE eclectic sonic roots sounds with her three piece back band. Before going solo NGAIIRE was part of Australian darling’s Blue King Brown. Swimming ‘s R&B-inspired, minimal, spacious and heartfelt tunes also join the line up with Abbey Rose’s solo folky blues lyrics and Col Infinitiy’s stories backed up by homemade beats. ARTS & CULTURAL DEVELOPMENT Arts and Cultural Development Advisory Committee (ACDAC) The Committee held its third meeting for the year on 13 June 2013. The Committee has requested that Advisory Committee Training be scheduled in October or November 2013 in consultation with Council’s other advisory committees to skill build. Community Art Space Between 17 June – 2 July 2013, the Community Art Space hosted “Hot Shots”, an annual exhibition of music photography coordinated by Music NT. Council previously hosted the “Hot Shots” exhibition in 2011. Around 50 people attended the exhibition launch held on Monday 17 June at the Civic Centre. From 18 July – 9 August 2013 the Space will feature an exhibition of art created as part of the 2013 Darwin Recycled Art Festival. A reception will be held on Thursday 18 July, 5 pm – 7 pm at the Civic Centre featuring live music by local band The Groupie Funkers and celebrating the work of the Shoal Bay Artists in Residence.

PAGE: 7 REPORT NUMBER: 13C0067 KH:es SUBJECT: COMMUNITY DEVELOPMENT TEAM UPDATE – JUNE 2013 From 12 – 31 August, Council will host an exhibition, “Mel-waywa (Eyes Seeing): Reflections on Country”, featuring works by the students of Yirrkala School, who will visit Darwin after the Garma festival. Many of the Yirrkala students have family in Darwin (or boarding at Kormilda College) who will be invited to attend the exhibition. A launch is scheduled for Friday 16 August, 5 – 6 pm. Street Art A permit system for street art is being developed in consultation with local artists. A report on this matter is being prepared for Council’s consideration including a list of Council infrastructure identified as potential legal art spaces. Recycled Art Festival 2013 The 2013 Darwin Recycled Art Festival will be held 15-20 July 2013 at the Shoal Bay Waste Management Facility, based within the Council demountable onsite, with materials provided by NT Recycling Solutions who are supporting the event inkind. Five local Artists in Residence will create new work and deliver workshops and performances at Shoal Bay over the week, with activities including shoemaking, paper and printmaking, aerosol art, digital sound sampling and interactive theatre. Melbourne artist Ash Keating has been commissioned to create a temporary installation work on site as well as contributing to a Temporary Public Art Workshop for local artists, to be held on Friday 19 July at Casuarina Library. The Festival has received Regional Arts Funding from the Federal government (through Arts NT) and is being delivered in partnership with NT Recycling Solutions, Charles Darwin University, Darwin Community Arts and Darwin Visual Arts Association. The program is online at: http://www.darwin.nt.gov.au/play/arts-and-cultural-services/recycled-art-festival Poster Facilities in The Mall A double-sided lockable poster noticeboard was installed under the shade structure at the Knuckey Street end of The Mall in early June 2013, and is being managed by Music NT as per agreed Guidelines. The option to install a further noticeboard at the Bennett Street end of The Mall will be informed by usage of the current noticeboards. Five Year Arts Plan Following consultation with the arts sector in March/April 2013 through a public forum and online survey, internal consultation for the Five Year Arts Plan will be undertaken in June/July 2013. The draft Plan will be presented for review by ACDAC in September with a final draft due for presentation to Council in October. Civic Park Cultural Usage Plan Council has endorsed the Civic Park Cultural Usage Plan as a framework to guide the future development of Civic Park as a cultural venue. Stakeholders will be invited to meet and discuss the Plan and how it may start to be implemented within current budget allocations. National Local Government Cultural Forum The first meeting of the National Local Government Cultural Forum was held in Canberra on 19 June 2013 for Forum members to meet and discuss the proposed Terms of Reference. Council’s Arts and Cultural Development Officer joined the

The Forum was initiated in 2012 when the independent organisation Cultural Development Network (based at RMIT University, Melbourne), entered into a three year agreement with the Australia Council to establish a national network to support and develop the local government arts sector. It is proposed that the Forum will meet twice per year in 2013, 2014 and 2015. The next meeting is scheduled for 15-16 October 2013 in Perth with items for discussion including the National Arts and Cultural Accord, the role of national peak arts organisations, local government data and cultural indicators, the management of arts infrastructure by local government, and case studies demonstrating best practice. Public Art Temporary Public Art Program – Further consultation with artists selected for Council’s newly established Temporary Public Art Program is being undertaken to finalise the project details, schedule and budget. The projects will then be announced. East Point Reserve Entry Statement – Concept designs have been received for this public art opportunity and will be presented to Council in July 2013. HMS Beagle Ship Bell Chime – Three composers were invited to create new musical works for the Bell Chime in 2013. A new composition by Queensland composer Samuel Dickenson has been added to the regular program of the Bell Chime. Cultural Village Poles – An appropriate location for installation of ten carved wooden poles held in custodianship by Council for the Cultural Village of the NT Association (now defunct) continues to be sought. Pirriyangua Pukemani Memorial (Mindil Beach) – Consultant Felicity Green has submitted a report on the condition and options for maintenance of the Pirriyangua Pukemani Memorial at Mindil Beach. A separate report on this matter is being prepared for Council, following consultation with the Arts and Cultural Development Advisory Committee. Eye of the Explorer (Bicentennial Park) – Artist Techy Masero has submitted a report on the condition and options for maintenance of the Eye of the Explorer memorial in Bicentennial Park (cnr Daly St / The Esplanade). A separate report on this matter is being prepared for Council, following consultation with ACDAC. FAMILY & CHILDREN’S SERVICES The Family & Children’s Services Coordinator (FCSC) manages Council’s Community and Child Care Centres, the Fun Bus, Fun in the Parks, special projects and facilitates the school civics program. Civic Visits A short film and resources are being produced to provide Civics program participants with some key facts and figures pertinent to local government, City of Darwin, its role, decision making processes and community participation avenues. The new resources have been rebranded and have been crafted by a former YAG and GRIND

Fun Bus The Fun Bus continues to provide high quality mobile play group services for children 0 to 5 years, their parents and carers. Diara Croker and Shannon Lowes successfully completed their 12 months Children's Services traineeship. On 20 May, Shannon and Diara attended their Graduation Ceremony at Batchelor Institute of Indigenous Tertiary Education which was a huge

achievement by both the trainees and the staff involved in mentoring the young women. As of the 1 July, Shannon will be employed with Council for a 4 month project, engaging Aboriginal and Culturally & Linguistically Diverse families and Diara is has been employed for 12 month grant funded project to mentor the three new Children’s Services Trainees. Most recently, Janilee Carson commenced as the new trainee in June. Both the short term Fun Bus engagement and trainee mentoring projects are grant funded. Fun in the Parks Council’s Fun in the Parks is a school holiday program focused on primary school aged children. The program operates from 10am to 12.30pm every Monday, Wednesday and Friday of school holidays. The June / July four week school holiday program began on June 24. The holiday program has collaborated with Corrugated Iron Youth Arts Snap It Up program, Territory Child Care Group, Krazy Koala, Wild Thingz Animal Training & Encounter and Aly de Groot. The June 2nd event saw Fun in the Park’s provide face painters at Council’s Malak Community Event at Holzerland Park. In kind Support The Fun and Games In-kind Support program supported five community events during June; Tropical Garden Spectacular, St Johns College – community event,

SISTER CITIES PROGRAM Walkways In response to a request from the Wagaman Residents Committee, a mural upgrade was undertaken in Walkway 81 (Trower Road to Amsterdam Circuit, Wagaman). Local artist, David Collins worked with the students of Wagaman Primary School to develop a new and invigorated design. Students participated in the painting of the mural 12 – 13 June.

International Relations Sister Cities Networking Luncheon Forum 1st Lt Savannah Moyer, Public Affairs Officer of the US Marines Rotational was the guest speaker for the June Sister Cities Networking Luncheon Forum held 4 June, 12:30 – 1:30pm in the Function Area. Lt Moyer spoke about the Marines Community Engagement Program and the need to continually build relationships, mutual respect and understanding between diverse communities. The next Sister Cities Networking Luncheon Forum will be held Tuesday 1 October.

Approximately 10 Sister City volunteers assisted with registering entries, lantern folding demonstrations, lantern judging and assisting entrants light and float their lanterns. The event was well attended and provided an opportunity for the Sister City volunteers to network with Darwin’s multicultural community. Anchorage The Anchorage Sister City Community Committee met 26 June 2013. The Committee revisited their key projects for the 2012/13 budget. The Committee discussed the professional skills exchange, community Halloween event and art exchange project. Ambon SMA Negeri 5 Ambon has selected two students and one teacher to undertake a short study trip to Darwin. The students and teacher will be hosted by Kormilda College 6 – 27 August. Exchange details are in the process of being finalised. The students and teacher will attend a welcome reception with the Lord Mayor 7 August 2013. A sub-Committee has been formed to discuss plans for the Ambon Night which will be held 15 August 2013. The sub-Committee have begun planning Council’s contribution to the event. Dili Planning is underway for the 10 year anniversary celebrations of the Dili and Darwin relationship. The event will be held in late September. Details are still unconfirmed but it is envisioned that this will include a delegation from Dili, a half day workshop and planning session on the Sister City relationship and a Lord Mayoral reception. In response to these plans, the Committee is also recommending a follow up visit to Dili. Haikou Council supported the Multicultural Dancing Night held 7 June 2013. The event was well attended. Evaluation of Council’s involvement with the Lao Ou memorial is currently in progress. Kalymnos Council hosted an information stall and interactive display at Glenti 8 – 9 June 2013. The display attracted many visitors and some media coverage on The Scoop, Southern Cross TV: https://www.facebook.com/#!/photo.php?v=622274767784098 RECREATION Swimming Pools Casuarina Pool was closed on Monday June 3 for scheduled maintenance. Scope of works included emptying the main pool to repair a leak in the expansion joints, repair &/or replace broken tiles in pool and along the wave drain, maintenance to the men’s and women’s amenities, the repair of light towers and grounds maintenance.

The pool reopened on schedule on Saturday June 22. Parap and Nightcliff Pool have both been open throughout this period. Parap Pool is scheduled for closure for maintenance July 22 – August 9. Nightcliff Pool’s maintenance requirements do not necessitate the main pool to be drained so the venue will remain open throughout its maintenance program. The Recreation & Open Space Co-ordinator met with the Pools Contractor and a more robust attendance data collection process will be undertaken. This will allow the pools’ figures to encompass multi-use/semi-annual/annual pass card holders, participants in swimming lessons and carnivals and after-hours user groups such as Royal Lifesaving and Water Polo. Ovals The Gardens Oval Master Plan tender closed on June 13. Ten tenders were received and assessed by the Recreation Manager and Recreation & Open Space Co-ordinator. Mode Design was awarded the project and has been provided Council resource material to commence the research phase. Playgrounds The consultation process for the installation of a new playground in Latrobe Park, Bayview closed on June 26. A letter and factsheet were sent to residents in the area. Following a review of the responses an amended design is proceeding in consideration of requests to maintain the existing free play area, utilise the current or future shading and locate the playground equipment with minimal impact on the privacy of adjoining properties. Anula Exercise Equipment The consultation process for the installation of some outdoor exercise equipment next to Anula Oval has commenced. A letter and factsheet have been sent to residents in the area, with the consultation process closing July 12. The exercise equipment will appeal to residents who are keen to make use of Council’s open spaces and who like to be active. The design includes two static and two dynamic pieces of exercise equipment which incorporate and encourage cardiovascular activity, flexibility and core strength. The equipment will be fitted with information panels for instructions of use.

(Above and right: excerpts from the Factsheet) The location has been chosen to make use of shared paths, existing shade and lighting, and close proximity to amenities, children’s play equipment and water bubbler. Two extra trees will be planted next to the equipment to further enhance the shade. Jingili Water Gardens Skate Park Following a decision to redevelop the skate park, potential designs for a new facility were sought based on the available budget of $133K. The designs included civil and landscape works, lighting, furniture and a prefabricated steel skate element. Discussions were held with community stakeholders and industry consultants who identified key concerns with the design. Following further consultation an application is now being prepared to secure additional funding through the Regional Development Australia Fund to increase the budget to $250K for design and construction of a neighbourhood skate park facility. HEALTHY DARWIN Healthy Darwin Healthy Darwin continues to support low income earners to access programs and activities that support healthy eating and physical activity. June saw member numbers reach 480 with many continuing to take advantage of the weekly classes and education workshops. A total of 26 weekly group classes continue to run daily throughout the Dry season with the exception of the Casuarina aqua classes which will be having a break and returning in September. Work has continued within the Healthy Darwin special groups program with weekly women’s group sessions run at Bagot and the refugee HEAL program is continuing in partnership with CDU. Cooking and Gardening in the Tropics The 6 week cooking and gardening program continued during June at the Lakeside Drive Community Garden. The course was held at both the garden and the Alawa Primary School kitchen on alternate occasions. The course focussed on building skills around growing and eating local produce. Activities included seed propagation, natural pest control and making flavour bases from all natural ingredients. A total of 21 members attended the program. Participants were enthusiastic and asked many questions over the duration of the course.

The walk commenced at the Community Orchard and continued through the Rapid Creek catchment area. Approximately 20 walkers were guided by two members of the Parks team and a local Larrakia guide. Attendees learned about traditional uses of the land, historical information and plant species. The walk was finished off with a delicious morning tea of damper, local bush jams and fruit tea. Community Advisory Group The first Healthy Darwin Community Advisory Group was held on June 20 in Malak between 2.30-5pm. The first part of the session was held in Holzerland Park, an informal space to get to know each other, introduce concepts and play a few team building games. The second part of the session was held at Malak Community Centre where participants created the rules for the Group, explored existing community assets and participated in open discussion about our community, history and ‘what is great about where we live’. There were 7 participants who contributed in a positive way with great community spirit. The Community Advisory Group will be an integral part of engagement for the Health and Wellbeing Strategy and are available for consultation on a wide variety of topics that may fit under a ‘Healthy Communities’ banner. World Refugee Day Soccer World Cup Competition To celebrate World Refugee Day, the Healthy Darwin team organised the City of Darwin Melaleuca Football Cup in conjunction with Melaleuca Refugee Centre and Football Federation NT. A total of 6 teams (with a total of about 70 players) participated in the 7-a-side event on the grounds of Jingili Water Gardens. Players participated from countries around the world including Timor-Leste, Afghanistan, Pakistan, Iran, African nations and Nepal. The crowd was electric with whistles, vuvuzelas and inflatable hands. The winners of the Football Cup, Pak Hazara / Timorese FC appeared on ABC TV evening news as part of the coverage of the World Refugee Day event at Jingili Water Gardens. The winner’s trophy and medals were presented by the acting Lord Mayor Allan Mitchell on the day. Work Experience Students Two Kormilda College students were hosted for a week’s work experience with the Healthy Darwin and Recreation team. The students took part in some program planning, site visits and attended the Bagot women’s group activity. Bike Skills Sessions Two cycling skills sessions were held at Nightcliff Middle School oval to help participants build their bike handling skills. Skills included slow-riding, braking, weaving and cornering, shoulder checks and riding in close proximity. All the participants said they gained many new skills and more confidence from the courses. PAGE: 2 REPORT NUMBER: 13C0069 TW:rg SUBJECT: REGULATORY SERVICES UPDATE JUNE 2013 BACKGROUND This report provides details of actions undertaken by Regulatory Services in responding to the regulation of public areas, the ongoing implementation of the Value Improvement Program and animal management. DISCUSSION Fireworks (Territory Day Celebrations) Preparation for “Fireworks at Mindil Beach” was completed the week prior to the event with 16 Regulatory staff rostered on to assist with crowd control, prevention of the introduction of fireworks into the restricted area and detection for breaches of the By-Laws. Police and Rangers were briefed on inspection points in the restricted area, communications and strategies for the night. Rangers monitored the workload of Parks staff (Traffic Control) and provided additional support in traffic management during peak periods. An estimated 6000 people, mostly families with young children, attended the Mindil Beach area for the event. The restricted area fireworks zone resulted in no incidents of discharging fireworks on the beach or in the restricted area on the night. Four (4) persons were spoken to by Rangers and a further 6 by Police who were directed to the non-restricted area. Rangers found two lost children, one who was reunited with family and the other was taken to Police and later reunited with a grateful family. The Animal Management Team responded to calls from the Communications Officer and Southern Cross Security on the night. The Rangers attended a total of 7 calls for assistance. Four dogs were returned to their owners on the night, using microchip information, with three having to be conveyed to the pound, two of which have since been collected by their owners. On Tuesday morning Rangers received a further four calls relating to dogs found the night before and all were return to the owners with Council’s assistance of identification. (Fence inspections were carried out when animals were return by Rangers). The night was without incident and a number of comments from the community reflected positively on the work of Rangers and Police. Court Hearing Council received notification in April that a parking matter would be contested in Court and that the defendant was determined to have an opportunity to test the evidence and processes of Council’s Parking Rangers before a Magistrate. The matter was prepared and a summons to appear was issued and served on the defendant to attend the Darwin Court of Summary Jurisdiction for mention on the 3rd June 2013. Council and the defendant were directed by the Court to examine the

The Court was informed of the change of plea and the Court directed that the defendant pay the outstanding fine and costs. CBD Parking Regular patrols of the area bounded by Knuckey, Smith, Cavenagh and Searcy Streets have resulted in consistent infringements for varying parking offences. Building site tradesmen continue to receive a significant proportion parking infringements for ignoring the parking regulations. Regulatory Services staff have met with site managers of building projects in the area and explained that breaches of the parking regulations will be enforced and specifically that the use of loading bays as parking bays for non-commercial vehicles. Traffic Management Plans (TMP) have been reviewed and traffic control officers have been advised over the parking of their vehicles which are themselves subject to the Northern Territory Traffic Regulations. Rangers have issued a total of fifty three infringements for parking for longer than indicated and expired or invalid tickets. Council officers are seeking a meeting with Builders and their representative organisations to promote the Northern Territory Traffic Regulations/Australian Rules and the Council’s role in enforcement of those Regulations and the Rules. Suburban Parking Rangers continued to monitor and regulate Dick Ward Drive and Progress Drive for illegally parked vehicles on the footpath/nature strip. The Suburban Rangers also focussed on regulated parking enforcement (on request) in the Casuarina Village Shopping Centre car park. General Rangers actioned notices for abandoned vehicles, long grass, litter complaints and a full range of By-Law offences. Public Places The aim of the public places program is to minimise breaches of By-Law 103, in particular persons camping/sleeping in public places and the obstruction of public facilities. This month large groups of indigenous persons began congregating in park land opposite Daisy Yarmirr Hostel. Rangers worked with Police from Casuarina Station and over a period of several visits.

Patrols are carried out at the most popular areas such as Mindil Beach, East Point, Darwin Waterfront and all the CBD Council controlled car parks. 147 infringements were issued for camping in a public place. Backpacker numbers are increasing with the dry season weather. Public Place Rangers continued to work closely with Police providing feedback and reports of areas and persons of interest within the municipality. Regulatory Services was contacted by the newly appointed Sergeant of the NT Police Public Order Unit seeking a meeting to discuss current issues relating to unlawful behaviours, improved communication processes and joint activities in addressing anti-social behaviour, illegal camping and drinking in public places. Joint operations are scheduled for early morning inspections of foreshore areas in coming the weeks. Waterfront Precinct Upon request two Rangers continued to regulate parking at the Waterfront Precinct during the week and at weekends. The Precinct was also patrolled in the early mornings for breaches of By-Law 103 Camping/Sleeping in a Public Place. Weekend Markets Rapid Creek, Parap and Nightcliff Markets continued to be patrolled every weekend. Patrol hours are between 9.00am and 1.00pm on Saturdays and Sundays. Events and Road Closures During June 2013 there were no major road closures. Animal Management Reports from Council Parks Staff showed increased wild dog activity at East Point. A Wild Dog Program was implemented with the assistance of a contractor, National Parks and Wildlife Service and collated information from staff to help track the movements of wild dog activity in the area. To date, the program has been successful with the removal of two wild dogs in the East Point Reserve. Council has also received complaints from the public about a lone male wild dog frequenting the Malak, Wulagi and Karama areas in the northern suburbs. On the 5 July the dog was seen by residents carrying a small white dead dog off in its mouth and disappeared into bushland at Leanyer. Rangers are actively patrolling the area in an attempt to catch the offending animal and to make dog owners who are exercising their pets aware of the possible presence of the animal. As the animal poses a risk to other animals and possibly persons the Animal Management Team Leader is currently examining options to remove the animal from the area in the

Consultation, regarding the immediate removal of any wild dog in the area is currently being undertaken with Parks and Wildlife and NT Police. Council received complaints during June of medium level attacks by dogs on other dogs and one dog attack on a person. As a result of those attacks several owners have received fines and surrendered their dogs to Council. Pound activity was steady through June with 30 cats impounded. The majority of those cats were ‘feral’ with 1 cat returned to its owner and 5 being re-homed through the PAWS program. Dog numbers were also consistent with 58 animals being impounded, 27 of those were returned to owners and 14 were found new homes through the PAWS program. Council Registration Officers are currently visiting properties in the northern suburbs encouraging compliance with animal registration and licensing By-Laws. Registration figures were steady during June with Council records indicated that 470 dogs were registered, 285 of those are new registrations. The total number of dogs registered at present is 7123 of which 5346 are de-sexed animals. Cat registration figures also increased during June with 80 registrations recorded, 66 of those are new registrations. The total number of registered cats at present is 967, of those 945 are de-sexed animals. This is encouraging and reflects positively on Council’s reduced registration rebate policy for de-sexed animals. Barking dog nuisance complaints totalled 54 for the month of June coincides with seasonal increase in this type of complaint at this time of the year. The resolution to barking complaints is often time consuming and in many cases complicated by the fact that animal behaviour alters with changed circumstances in the animal’s environment. The issuing of infringements is but one method that is applied to seek compliance and is only used after all alternative attempts have been exhausted. Current procedures work towards timely resolution of the complaint and focus on encouraging a cooperative approach by pet owners and persons who reside in the immediate area. In extreme cases of non-compliance and continual disruption to the peace and enjoyment of others the matter can be escalated to having the dog declared a level three under By-Law 55(d)(1). However such a declaration is conditional on the owner being found guilty of an offence under By-Law 71. Animal Management is currently undertaking a review of the Barking Dog/Nuisance Dog procedures in an effort to improve outcomes to these types of complaints. There were a number complaints received regarding dogs being walked off leads and defecating in public areas. Static patrols were conducted by Council Rangers in areas such as Bayview Haven, Fannie Bay and Nightcliff Foreshore with the aim of educating owners of their responsibilities under the Animal Management By-Laws. Several cautions were issued. Additional Animal Management staff are assigned to respond to these complaints. Education

PAGE: 6 REPORT NUMBER: 13C0069 TW:rg SUBJECT: REGULATORY SERVICES UPDATE JUNE 2013 Council’s Animal Management Team held an exhibitors stall at the Darwin Pet Expo Rotary Hall, Winnellie Showgrounds on Sunday 2nd June from 9am till 2pm. The Lord Mayor officially opened the event and spent some time with the Animal Management Team talking to members of the public. General feedback received from both the exhibitors and the public was that the event has a huge success. Over 5000 people attended compared to 3000 in the previous year. The public were encouraged to bring their own pets to the event and the organisers thanked the City of Darwin for their support in helping to promote the Expo. A more interactive and customer focused approach is being coordinated for Council’s display area at the Royal Darwin Show. The Show commences on the 25th July till the 27th July. It is envisaged that Animal Management can be showcased to members of the general public using a fresh and contemporary approach covering all aspects of responsible pet ownership. PAGE: 2 REPORT NUMBER: 13P0006 KC:md SUBJECT: LIBRARIES INFORMATION UPDATE FOR JUNE 2013 BACKGROUND The purpose of this report is to provide a report detailing events and comments relating to City of Darwin Libraries. DISCUSSION The City Library is extending its opening hours during the Darwin Festival and will be open Monday to Friday, 9am to 7pm and Saturday 9am to 12 noon. A program of family friendly activities has been planned. All activities will be held at Civic Square, outside the City Library, between 5.30 and 6.30pm unless otherwise stated. Friday 9 August Face painting in the Library. Tuesday 13 August Wiggle your hips in our Hula Hooping Workshop. Wednesday 14 August Have BIG Fun with our BIG Games including Snakes and Ladders, Connect 4 and lots more. Thursday 15 August Story time with Lilli Pang, a dramatic and passionate storyteller. Friday 16 August Life is a circus! Have a go at juggling, diabolos, poi and other great circus toys with Fairy Jill. Tuesday 20 August Enjoy a puppet show and create your own puppets. Wednesday 21 August Visit our Fun in the Parks team for art and craft, ball games, large gym shapes, and much more. Thursday 22 August Join in a music making workshop. Friday 23 August Get up close and personal with native wildlife, take photos and ask questions with animal handlers, Wild Thingz. FE Technologies have been engaged to implement Radio Frequency Identification (RFID) at the City Library. The work will include tagging all the libraries’ collections with RFID tags, self-checkout and self-check-in stations at the City Library. Minor works will be undertaken at the entrance and the circulation desk will be replaced at the City Library.

PAGE: 3 REPORT NUMBER: 13P0006 KC:md SUBJECT: LIBRARIES INFORMATION UPDATE FOR JUNE 2013 Extra staff has been allocated to the City Library from Casuarina to cope with the extra traffic in the library during the dry season. Work is being undertaken in the City Library workroom for the installation of new desks and an upgrade of the cabling. Deleted books are still being sent to community based organisations. A library customer has used the deleted books to set up a small library at the mine site where he works. A library customer nominated the Karama Library for Excellence in Customer Service for the Australian Business Quality Awards. We have since been advised that we won a Gold Award. A certificate of recognition has been forwarded to the Karama Library. The Libraries have applied for a Digital Enterprise - Virtual advisor program grant from the Department of Broadband, Communications and the Digital Economy. The total amount is for $400k over 3 years. The objective of the program is to provide Indigenous Australians, small to medium Indigenous owned and operated enterprises, and not-for profit organisations located in regional, rural and remote areas of Australia with training to help them improve their online presence and take advantage of the NBN. If successful, The City of Darwin will partner with other Northern Territory Government service providers and local business to deliver training, using digital resources and online tools, to Indigenous Australians in remote communities in the Northern Territory. The Nightcliff Library closed between 11-22 June for refurbishment. The interior walls were painted throughout the library, workroom and office and also the two toilets. The public computers were relocated and new cabling work was also carried out. We moved the shelving and changed the children’s area to the other side away from the automatic doors and closer to the public toilet. The new paint instantly gave the library a fresh new look and we have managed to balance the library’s physical space a little better while also gaining some more floor space. Most customers have given us positive feedback on the changes. Programs and Events Seniors Month – All of August The program has been finalised and the brochures and posters are progressing well with Mike from Lime Juice. We will not release the program until the NT Government calendar is available. It is expected to be available in early July. NAIDOC Week – 7-14 July Nungalinya College have provided us with their stunning banners for the week which have been displayed at all the libraries.

Activities for 5 to 12 year olds include Artasaurus and awesome Roam with Dinosaurs with the CSIRO. Vocal looping with musical misfit Larry T Hill will be showing participants how to create a kaleidoscope of sounds using their voices and a looping app. Once again this year The Amazing Drumming Monkeys will be singing, dancing, telling jokes and performing their special magic. Movies will be shown at Karama Library every Wednesday at 11am and at Casuarina Library on Thursdays at 2pm. For young adults (12 to 18 years), Customise Your Facebook Cover, a photo editing session where they will be able to personalise their Facebook banner, is being offered. A full report on the activities will be in the July report. The Birch Carroll & Coyle and Event Cinemas colouring in competition went well this month. This has given some of our families the chance to go to the cinemas and watch the great family movie “Epic”. Judging for the Young Territory Author Awards has begun. The judges for this year’s YTA Awards are: Hayley Bawden (Northern Territory Library), Alderman Kate Worden, Alderman Rebecca Want de Rowe and Lisa Ban (City of Darwin Libraries). The entries will be judged in the following age groups: under 8 years of age, 9 to 12 years of age, 13 to 15 years of age and 16 to 18 years of age. Judges will also meet in August to select a winner in each age group, an overall winner, two encouragement / highly commended entries from each age group, and a best entry from each of these regions Palmerston, Katherine, Tennant Creek, Alice Springs and Nhulunbuy. for Multi Purpose Taxis back to 1300mm. The response was tabled and indicated that following further consultation with key stakeholders a decision was made to return the length dimension to the national standard of 1300mm to provide a better balance between the taxi industry and passenger requirements, as well as bringing the NT back in line with the majority of jurisdictions.

6. ACCESS ACTION LIST

6.1. Footpath Access in Beroona Court, Karama Construction of the new footpath in Beroona Court is complete, photos were tabled. The footpath provides safe access for an 11 year old boy who is wheelchair reliant. Previously there was no footpath in the Court and the boy had to travel on the road.

7. GENERAL BUSINESS

7.1. Swimming Pool Sling Hoist, Change Table and Ceiling Hoist Council endorsed the recommendation by DAC to install the swimming pool hoist, change table and ceiling hoist at the Casuarina Swimming Pool. The Committee provided contact information for Occupational Therapists to consult with regarding the equipment selection, this will be progressed by Council staff.

7.2. Nightcliff Fishing Platform Update NTG have installed new locks at the platform which are covered by a metal box with the aim of deterring vandalism. However, they are still being broken. NTG are trying to come up with another solution. David Cash explained that the locks are being broken because people like to use the fold down benches while they are fishing. He suggested that a solution might be to install permanent benches in between the fold down benches for people to use who don’t have key access. The benches would be installed on the outside of the railing so they wouldn’t interfere with wheelchair or scooter access. Action: A letter be sent to NT Government suggesting that permanent benches be installed to deter vandalism of the locks on the fold down benches.

7.3. RECHARGE Scheme The resource sheets for the RECHARGE Scheme have been finalised and as soon as the stickers arrive the Scheme is ready to be launched, this is expected to be early July. Each of Council’s Libraries will be the first places to be set up as RECHARGE points.

7.4. Disability Awareness Week 2013 The planning for Disability Awareness week is progressing well. The Planning Committee is meeting monthly and there are 11 events planned at this stage. The dates are from the 2 to 8 September and the theme is DiversAbility: Celebrating Diversity and Social Inclusion. There are seven

Ambassadors who will assist in different ways in the lead up and during the week.

9. OTHER BUSINESS 9.1. Elected Member Representative

Alderman Allan Mitchell explained that each year the Elected Members re-nominate for Council’s various Advisory Committees. Alderman Jeanette Anictomatis has been appointed for the next one year term as the Elected Member representative on DAC from the 1 July 2013 to 30 June 2014. Alderman Robyn Lesley has been appointed as the alternate Elected Member representative. Allan expressed his thanks to the Committee and acknowledged the value and excellent outcomes it achieves. Members expressed their thanks to Allan for his contribution and dedication to the Committee. Action: A letter be sent to Alderman Mitchell thanking him for his contribution to the Disability Advisory Committee.

DISCUSSION The main issues for discussion at the June 2013, meeting of the Youth Advisory Group was the findings of the National Mission Australia Youth Survey 2012 and a comprehensive review of the implementation of Council’s Youth Strategy, 2009 – 2014, Loud and Clear. NATIONAL MISSION AUSTRALIA YOUTH SURVEY 2013 The annual National Mission Australia Youth Survey findings were tabled. The survey has been conducted each year since 2002 and is the largest youth survey of its type in Australia. The results assist with the development of youth services, guide policy makers and provide insights on youth views and opinions on key issues.

Of note in the Survey findings were the data relevant to the Northern Territory. One of the key concerns for young people nationally and in the NT was school and study problems. The survey results also identified alcohol and drugs as the most important nation-wide issue.

Members discussed possible strategies to address the school and study problems item identified by young people and suggested the Career Educators Association of the Northern Territory (CEANT) may be able to play a role in responding to anxiety issues often felt by young people in relation to study and exam pressures. Other youth focussed mental health services available locally also play valuable roles in providing strategies for young people.

YOUTH STRATEGY IMPLEMENTATION REVIEW The Group completed a comprehensive review of the progress on the implementation of the City of Darwin Youth Strategy, 2009-2014. It was positive to note that many of the actions contained within the Strategy have been completed or are in progress. Worthy of note was the Members view that social media platforms have emerged as the most critical communication tool in youth engagement and communications. The group welcomed Amy Hetherington, Media Makers NT, who presented the first draft of the City of Darwin Youth Services promotional video. The overall feedback was positive. Further consultation with the Youth Services Team and Council staff will be undertaken before a revised version is presented to the group.

Council’s Events and Resources Officer, Britt Guy presented the Council endorsed Launch Youth Week Event Evaluation and 2013/2014 Programming Report for the information of the group and highlighted the Council decisions. Health Community Coordinator, Amber Herrmann, presented information about the Council’s proposed Healthy Catering Policy and invited feedback. 5.1 Mission Australia Youth Survey 2012 – Kay Pisel The findings from the 2012 Mission Australia Youth Survey were tabled for information. Nationally, one of the top issues of personal concern for young people was school and study problems. This was also shown to be an issue of concern for Northern Territory respondents. The report also identified that ‘alcohol and drugs’ was the most important national issue.

Actions identified from the discussion include:

• Investigate the role of Career Educators Association of the Northern Territory (CEANT) in responding to student anxiety and stress issues in view of the findings of the survey.

5.2 National Youth Week Program Report – Britt Guy Britt presented the Council endorsed Launch Youth Week Event Evaluation

and 2013/2014 Programming Report for the information of the group and highlighted the Council decisions:

- LAUNCH was endorsed as the official program title for Council’s Youth

Leisure and Events program. - 2013/2014 LAUNCH programming proposal was endorsed for

implementation in partnership with young people. - The event management skill building programs for young people will be

delivered biannually as part of the LAUNCH program. - A letter of thanks from the Lord Mayor will be provided to the 7 inaugural

Youth Events Coordinators and their industry mentors.

5.3 Launch Quarterly – Britt Guy An overview of LAUNCH Quarterly was presented for the information of the group. The publications will promote events and opportunities for young people with the format aligning with the LAUNCH@ DEC program.

5.4 Catering Policy – Amber Herrmann

Information about the Council’s proposed Healthy Catering Policy was provided and YAG feedback invited. Comment concurred with the healthy practices outlined and highlighted the need for the consideration of dietary conditions such as gluten and lactose intolerances in the policy.

5.5 Youth Services Promotional Video Draft – Amy Hetherington The first version of the Youth Services promotional video was presented for the group’s consideration. Overall, feedback was very positive. Constructive criticism did include: - Still images were quite dark - Faster sound transitions would enhance the natural progression of the

video - Some clips were not clear due to movement of images - First names only on captions preferred Further consultation with Council staff to occur before the final version is presented to YAG.

5.6 Australian Youth Forum – Jacara Egan

Jacara Egan, the Northern Territory representative on the Australian Youth Forum provided an overview of the Forum and the major projects being undertaken during her tenure. Jacara referred the group to the Mental Health Youth Survey on the Forum’s site and requested that participation.The link will be placed on the YAG Facebook page for ease of access.

5.7 Quiz4Dili, Annual Fundraiser – Kay Pisel It was proposed that an extra-ordinary meeting of the Youth Advisory Group be held during the July school break to commence planning for the YAG annual fundraiser, Quiz4Dili in support of the Action for Change Foundation. Meeting details will be provided via email and Facebook.

5.8 Youth Strategy Review – Kay Pisel The group completed the review of the progress of the City of Darwin Youth Strategy, 2009-2014. The compilation of the review is provided in the attached document, City of Darwin Youth Strategy, 2009-2014: a snapshot of progress and future actions, June 2013. The group recommended that a report be presented to Council detailing the completed outcomes of the strategy and the delivery of the remaining initiatives.

6. Other Business

Kay invited volunteers from YAG to provide a youth presence at the Royal Darwin Show on 24th to 26th July. Information will be distributed through email and on YAG Members Facebook page. The City of Anchorage is advertising a Summer Internship program. Applications are available from the Anchorage Council website.

DISCUSSION In 2000, City of Darwin established a quarterly print publication for young people, by young people. This project was highly successful in providing a voice for young people and held strong youth participation levels for several years. Over time numerous opportunities have evolved from GRIND for its participants. Several GRIND members have gone on to cadetships with media, study journalism and gain employment in the arts and graphic design.

In 2009, in line with focus area 2 goal 9 of the Youth Strategy, Loud and Clear, GRIND evolved from a print magazine to a website. This transition was recommended by the youth participants involved in the project at that time, and was also thought to be more environmentally friendly. GRIND continued to provide a positive outlet for a youth voice however, with the fast paced change of technology along with its ease of accessiblity, the project saw participant rates gradually lessen over the last couple of years as the appeal to be published became less unique. Currently, the project is activated by a small core group of young writing enthusiasts of about 16-20 young people. Since the website’s launch, significant technological developments have occurred. This includes the viral uptake of many social media tools such as Facebook, Instagram and Twitter, the introduction of various technological devices such as smart phones and tablets that require responsive website design, and the accompanying societal expectations that current technology provides greater interactivity and connectivity. Technological developments have also seen an exponential increase in self-publishing as the access to various platforms for this endeavour has increased. Young people are producing and publishing their work on their own sites rather than relying on dedicated projects such as GRIND. While GRIND continues to engage with a small group of young people, its engagement across the broader demographic indicates need for a review to ensure

A review of GRIND, utilising contemporary survey tools and focus groups, along with interviews undertaken by young people of their peers, will provide an opportunity to determine the most appealing and accessible platforms for youth engagement going forward. The review will also provide Council with insights as to the most popular tools for engagement with the youth community when undertaking broader community conversations. The review has been crafted in line with Council’s current Youth Strategy that positions young people to lead and guide the shaping (or otherwise) of the project in preparation for Council’s next Youth Strategy. Parameters for the review are presented in Attachment A: Youth Services GRIND Review Project Brief 2013. Given the length of time GRIND has been operational for, it is timely for a review to be undertaken as we near the end of the current period of implementation of Council’s Youth Strategy 2009-2014, and to position Youth Services to keep pace with technological change. Title: Youth Services GRIND Review Project Brief 2013

Objective: To provide Council’s Youth Services with a range of contemporary

approaches for youth engagement by:

(a) Reviewing GRIND, the online publication for young people in Darwin, to determine its reach in engagement of our local population.

(b) Identify the most appealing and relevant platform(s) to communicate with young people.

Background: In 2000, City of Darwin funded a print publication for young people. This project was highly successful in providing a voice for young people and a diversity of opportunities and attracted large numbers of youth participants for several years.

In 2009, in line with Focus area 2 Goal 9 of the Youth Strategy, Loud and Clear, GRIND evolved from a print magazine to an award-winning interactive website. GRIND continued to provide a positive outlet for youth culture and expression and has maintained a small and dedicated group of young people as the Editorial team.

Over time numerous opportunities have evolved from GRIND for its participants. Several GRIND members have gone on to cadetships with media, study journalism and gain employment in the arts and graphic design.

Since the website’s launch, significant technological developments have occurred. This includes the viral uptake of many social media tools, such as Facebook, Instagram and Twitter, the introduction of various technological devices such as smart phones and tablets that require responsive website design, and the emergence of apps as a key tool for information and interaction. Council endorse establishment of a pilot professional skills exchange scholarship that will include:

i. Exchange of a Darwin person to Anchorage ii. An open application process iii. Include one of the following key areas of interest: arts, culture,

D. THAT the Anchorage Sister City Community Committee recommends that

Council endorse the development of an emerging artists exhibition between Darwin and Anchorage.

$500 is allocated to the annual book donation and books are specifically gifted to schools/art groups that participated in the inaugural Anchorage and Darwin Art Exchange.

$2500 is allocated to the 2012 Anchorage and Darwin Art Exchange project. D. THAT the Anchorage Sister City Community Committee recommends that up to

$1000 is allocated to a Community Halloween Event in October 2011. DISCUSSION The Anchorage Sister City Community Committee met informally 29 May 2013. At this meeting the Committee received a briefing from Dr Rod Kennett, the Northern Territory recipient of a Fulbright Scholarship for 2013. Dr Kennett will be spending 6 months in Anchorage where he will undertake further study into Indigenous land and sea management. Dr Kennett wanted to make contact with the Sister City partners in Anchorage. The Committee would like to be kept up-to-date of Dr Kennett’s progress in Anchorage. Dr Kennett has been put in touch with all relevant Sister City contacts. The Anchorage Sister City Community Committee met 26 June 2013. The Committee revisited their key projects for the 2012/13 budget. The Committee discussed the professional skills exchange, community Halloween event and art exchange project. The Committee agreed on the following recommendations. Community Halloween Event Project Objective Celebrating culturally significant holidays from our Sister City and promoting the Sister City Program to the wider community. Background Halloween is celebrated each year in the United States of America with much fan fare and cheer. It is an event that involves all members of the community from young to old. In 2011 and 2012 Council supported the Australian American Association of the Northern Territory (AAANT) Halloween event. Both events were successfully run and well attended. In order to increase awareness of the event and

It will include, but not be limited to traditional foods, costumes, entertainment, lolly hunt and prizes for best dressed. The event is to be held in the CBD on Thursday 31 October. Emerging Artists Exhibition Project Objective Strengthen the sister city relationship between Darwin and Anchorage through arts and culture. To highlight the similarities between our arts and culture and to foster links between our respective arts communities. Background In 2011 and again in 2012 Darwin and Anchorage hosted a touring exhibition of student artwork submitted to the Anchorage and Darwin Community Art Exchange. The 2012 exchange built upon the strength of the 2011 exchange, expanding the number of schools involved and the attendance to the exhibition opening. The success of these two exchanges and a recent visit to the art exchange partners in Anchorage prompted discussions of expanding the exchange to include a greater diversity of community members in the program. In February Council endorsed a decision to undertake an Emerging Artists Exhibition. Project Plan Emerging artists from Darwin and Anchorage will be invited to submit artworks to an exhibition that will be held in Darwin and Anchorage. The exhibition will have a consistent theme and restrictions around what can and can’t be entered and quantity of items entered will be clearly defined to ensure it is cost effective to ship items and each gallery has the ability to display all items. There will be scope for the exhibition to include some sculpture and 3D items.

This includes $300 for entertainment, $300 for promotion and $900 for materials. This budget also assumes the event will be held at a City of Darwin venue which will not incur an additional cost. Emerging Artists Exhibition An estimated total budget of $2000 (from W1582/1/) is required for this project. This is based on the assumption that artworks are on paper or are digital and are cost effective to transport to and from Anchorage. 5. Presentation - Dr Rod Kennett, 2013 Fulbright Northern Territory Scholar Dr Kennett, an ecologist working with Indigenous Land and Sea Management, is the recipient of the 2013 NT Fulbright Scholarship. Dr Kennett will be travelling to Anchorage to undertake his scholarship in Indigenous Land and Sea Management. Dr Kennett will be hosted by The Nature Conservatory and will be in Anchorage for 6 months. Dr Kennett hopes to set up some long term exchanges between Indigenous Alaskans and Territorians. A key aspect of the Fulbright program is the Ambassadorial role required of the recipients and their duty to make connections in their chosen country. Dr Kennett would like to connect with the Sister City partners in Anchorage. The Committee wished Dr Kennett all the best for his endeavors in Anchorage and hope to keep in contact via email/ blog etc. Action: Letter of introduction for Dr Rodd Kennett be sent to the Mayor of Anchorage.

6.1 Action Plan 2012 – 2014 The Committee agreed on the projects it will support in 2013. Recommendation: THAT $1500 is allocated to a community Halloween event 31 October 2013. (Pearson/ Lesh) Carried Korin, Kate and Marie-Louise were nominated to the organizing committee for the Halloween event. Action: Hayley to coordinate first meeting for the Halloween organizing committee.

6.2 Professional Skills Exchange

The Committee agreed that further discussion is required on the terms of reference and timing of the project and how it is promoted.

Action: Chair to convene a sub-Committee to discuss the project further and bring a recommendation back to the Committee.

Lord Mayor advised Committee volunteers that their contribution is highly valued and that their work with the Sister Cities program is regarded nationally and internationally.

6.3 Art Exchange 2012

The Committee agreed on a preliminary budget for the Emerging Artists exhibition.

Recommendation: THAT $2000 is allocated to an Emerging Artists exhibition between Darwin and Anchorage.

6.4 Sister City Joint Events

7.2 Financial Update

The Committee has now committed the majority of the 2012/13 budget. Completed projects are: Halloween 2012 - $638, Harmony Day - $100. Committed funds: Halloween 2013 - $1500, Art Exchange - $2000. There is approximately $900 uncommitted.

7.3 Any Other Business

Angella Francis has resigned from the Committee. The Committee acknowledged Angela’s contribution to the Sister Cities program. A letter of thanks will be forwarded to Angela.

Action: Committee members to invite friends/ networks to apply to the current vacancy.
