BritanniaBeach&FurryCreekarea2017

Introduction TheSLRDEmergencyManagementProgramprovidesemergencymanagementservicestothe~5,000SLRDresidentsinthefourElectoralAreasandpartnerscloselywithmembermunicipalities.InadditiontotheEmergencyManagementProgram,theSLRDfundsand/oroperatesselectEmergencyServicesintheregionincluding:

• 9-1-1Services• DikinganddrainageinElectoralAreaD• FireandRescueServices• WildfireFuelManagementProgram.

MajoremergenciesanddisastersareontheincreaseinCanadaandworldwide.Disastereffectsmaybedirect(e.g.damagetohouse,lossofincome)orindirect(e.g.increasedinsurancepremiums,reducedairqualityduetosmokefromwildfireselsewhere).

AnumberofcommunitiesintheSLRDaregeographicallyisolatedfromtraditionalfirstresponderorganizationssuchasfire,policeandemergencymedicalservices.Communicationsandotherinfrastructuremaybelimitedorpronetooutages.Theeffectofthisgeographicalseparationisthatcommunitieswilllikelyleadtheirownresponse,makingcommunityknowledge,preparationandskillbuildingavitalaspectofemergencypreparednessandincreasingtheresilienceofthesecommunitiestoadverseevents.

ThepurposeofaCommunityRiskAssessment(CRA)istoguidepracticalstepsinpreparedness,response,recoveryandmitigationthatreduceboththelikelihoodofemergenciesandtheconsequenceswhendisastercannotbeavoided.Riskinformationalsoinformscommunityresidents,businessowners,andinstitutionmanagersofthehazardstoexpectandhowbesttoprepareforthem.Further,ACRAprovidesaplatformfromwhichtoadvancecommunity-levelemergencymanagementandevacuationpolicyandplanning.

ACommunityActionPlan(CAP)providesablueprintforcommunitiestoincreasetheirresiliencethroughincreasingskills,knowledgeandconnectedness–benefitingthecommunitybeforeamajoremergency,duringresponseandthroughtherecoveryprocess.

Community Overview

BritanniaBeach(BB),asmallsettlementof~300residentsandhosttotheBritanniaMineMuseum,lookssettogrowinthecomingyearstoapopulationofuptoafewthousand,withtwosubstantialdevelopmentproposalsbeforetheSLRDforconsideration.CurrentresidentialdevelopmentconsistsoffreeholdlotsextendingabovetheeasternsideofHighway99intoforestedCrownownedland.

FurryCreek(FC)isacommunityestablishedin1993withagolfcourseandcountryclubplusapermanentpopulationof~200residentsand130houses.FurryCreekiseffectivelybisectedintotwoneighbourhoodsbyHighway99.OnthewestsideandbesideHoweSoundisthe56-unitstratacommunityofOliversLanding,whileontheeastsideofthehighwayisthegolfcourseandavarietyofhousingdevelopmentextendingupintothehillsabovethehighwayandadjoiningforestedCrownland.

Thetwocommunitiesare~5kmfromeachotherandarewithinthefireprotectionzoneoftheBritanniaBeachVolunteerFireDepartment(BBVFD),alongwithPorteauCove,whichiscurrentlyarecreationuseonlyareapopularwithsummercampers.BothcommunitiesshareeasyaccesstoHighway99butalsothepotentialofbeingisolatedifthishighwaybecomesblockedtonorthandsouthofthecommunities.TheCNRailCorridorisadjacenttothehighwayandtransportsavarietyofmaterials.

Thecommunitiesareexposedtosomeinterfacefireriskduetothesurroundingforest,andtheproximityofbothamainhighwayandrailcorridorincreasesthepotentialforahazardousmaterialincidentorafireignitingfromaderailmentorvehicleaccident.ThereisalsothepotentialforahazardousmaterialincidentfromshipmovementsthroughHoweSound,orfromareleaseofpropanefromtheFortisBCstoragetanklocatedinFurryCreek.Thecommunitiesaredifferentiallyexposedtofloodandlandmovementhazards.OliversLandingisexposedtostormsurgefloodingduetoits’waterfrontlocation,whiletheresidencesonthelowerlevelsofBritanniaBeachareexposedtodebrisfloodandoutburstfloodhazardduetonaturalandmanmadetopographicalfeatures(fromhistoricalindustrialuse).Earthquakeisafurtherhazard,notspecificallytreatedhere,butemergencypreparednessmeasuresfortheotherthreehazardsareconsistentwiththoserequiredforearthquake.

TheMusterPointswillbeusedifevacuationisbybusorRCMPescortduetoroadconditions,ortoreceiveadditionalinformationorsupplies(e.g.bottledwater)beforeevacuating.

TypesofEvacuation

EvacuationAlert Thisisthetimetogetreadytoleave,puttingtogether‘grab

andgo’bagswithessentialsupplies,papersandprescriptions,andmakinganyotherarrangementstoleavethepropertywithallhouseholdmembersandpets.Residentsmayself-evacuate(voluntary)duringthistime,particularlyiftheyhavemobilityissuesorhealthconditionsthatmaymakeitdifficulttoevacuatequickly.Thisisalsothetimetomovelivestocktosaferareas.

EvacuationOrder Mandatoryevacuationoccurswhenapopulationisordered

toleaveadefinedareaaccordingtoaformalwrittendocumentthatoutlinestheimpactareaandwhyanevacuationisnecessary.

Shelter-in-Place Essentially,aninstructiontothepublictostayinsidefor

safetyreasons.Itmayalsomean“sealtheroom”,i.e.takestepstostopoutsidesmokeorothercontaminantsfromenteringtheroom.

EvacuationRescind Formalnotificationthatitissafetoreturntotheevacuated

area.TheaffectedareamaystillbeunderanEvacuationAlertunderfurthernotice,ifthehazardstillpresentsathreat.

Flood

BritanniaBeach:ThefloodriskforBritanniaBeachisconcentratedinthelowerlyingareasadjacenttoHighway99,withpotentialfloodwatersoriginatingfromthesteepstreamsabovethisareaandtheremainingdamsleftoverfromtheminingera.Oftheoriginalsevendams,tworemainandaremaintainedbytheMinistryofForestsLandsandNaturalResourceDevelopmentOperationsandRuralDevelopment(MFLNRORD).Thesealsomaybedismantledinthefuture.Intermsofstreamflow,themainriskoffloodingcomesfromanoutburstfloodscenario,whereacollectionofwoodydebrisandrocksbecomelodgedinoneareabyhighstreamflows,formingabarrier.Thewaterpoolingbehindthebarriercanrapidlycausefloodingofpropertiesnearby,butthegreaterhazardisfromthevolumeofwateranddebrisreleasedsuddenlywhenthetemporarydamgivesway.IfthecurrentdevelopmentproposalforBrittanniaBeachproceeds,mitigationmeasureshavebeenproposedincludingprotectiveberms,raisedfoundationlevelsforbuildingsandageobruggdebrisfencetolowertheriskofahazardousdebrisbuildup.

EVACUATIONPROTOCOL:

Evacuateifdirectedbyfirstresponders(imminentthreat,tacticalevacuation),and/orifanevacuationorderisissuedbytheSLRDduetoconditionsbeingassessedasdangerousenoughtowarrantanevacuationofidentifiedproperties.FirstrespondersandtheSLRDwilltakeaconservativeapproachinassessingfloodriskevacuationtriggerpoints,toensureresidentsafety.

EvacuationAlertTriggerPoints:

AnevacuationalertwouldbetriggeredbyEnvironmentCanada,theRiverForecastCentreforecastingconditionsthattriggerafloodwatch,and/oronsiteobservationofthoseconditions.

occurring.FurryCreek(OliversLanding):Coastalstormsurgefloodingastheresultofasevereweathereventisthemainfloodriskinthiscommunity,alongwiththepotentialforanearthquake-driventsunamiwavetoreachanylowlyingcoastalcommunityinthisarea.EvacuationwouldbeviaHighway99tothenorthorsouth,dependingonthelocationofReception/Registrationcentressetupforevacuationassistance.

BritanniaBeachandFurryCreekhavedevelopedbelowandonsteepslopesbackingontoCrownownedforestedlandthathasanumberoffeedercreeksandstreamsthatultimatelyflowoutintoHoweSound.Theslopesabovedevelopmenthaveavariablelandslideriskdependingonvegetation,soilandrockgroundcomposition,slopegradientandmoisturecontent.Forexample,afireinaforestedareaaboveandawayfromthecommunitymaydestabilisepreviouslystablesoil,releasingwoodydebrisandsoildownslopeduringspringfreshetorahighvolumerainevent.

EVACUATIONPROTOCOL:

TriggerpointsforevacuationaretakenfromtheBCForestServiceWetWeatherSafetyGuidelines(rainfallandsnowmelt),provincialexpertsandconditionsatthetime.

EvacuationAlertTriggerPointassessmentincludes:

• Significantrainfallinlessthan24hours• Significantrainfall,plussnowmeltcalculations(seetable#1below)• Cumulativesignificantrainfallover>5days,withadditionalcontinuedrainforecast

BBandFCarelocatedinawildfireenvironment.Wildfiresdooccurandexclusionisnotachoice.Potentialignitionofaninterfacefireincludesalightningorhumancausedforestfire,astructuralfireinthecommunitythatspreadstothewildlandarea,ignitionrelatingtoatrainaccidentorsparking,andavehiclecollisionrelatedfireonhighway99thatspreads.

TheconsequencesofanInterfaceFireeventhavethepotentialtobesevereforpropertieslocatedinornearthehighlyforestedareas.Typically,firesburnupwardsandhencefiresthatigniteaboveandawayfromcommunitiesaremostlikelynottopresentadirectthreat.However,firesarehighlyvolatileandanumberofconditionscanaffectfirebehaviour.

EVACUATIONPROTOCOL

AttheEvacuationAlertstage:

• Residentswithmobilityorchronichealthissuesmaychoosetovoluntarilyevacuatetoensuretheirsafetyandcontinuityofcare.Iftheychoosetostayatthistime,theyshouldcontacttheSLRDEmergencyProgramstafftodiscusstheirsituationand/ormakearrangementswithaneighboriftheydonothaveavehicle,andtheirprimaryhealthcareproviderifevacuationismedicallycomplicated(e.g.dialysis,oxygentanks).

• Allotherresidentsshouldmakepreparationstoleave,ensuringthattheyhaveaplanforthesafeevacuationofallpeopleandpets,gatheressentialdocuments,medicinesandnecessitiesoffood,clothingandotheritems.

AttheEvacuationOrderstage:

• AtthedirectionofBCWildfireService,RCMPorotherauthorizedfirstresponders,residentswillevacuateaccordingtotheevacuationroutedirectionsgiven.

• Allresidentsmustleave,ensuringthatallpeopleandpetsintheirhouseholdsafelyevacuate,andtakingthepreviouslygatheredessentialdocuments,medicines,necessitiesoffood,clothingandotheritems.Iftheseitemshavenotbeengatheredinadvance,theremaybenotimetotakeanythingatthetimeofevacuation.

• EmergencySupportServices(ESS)willbeprovidedtothoseevacuated,includingemergencyaccommodationifrequired.

Hazardous Materials

BBandFCarelocatedalongsidethemainarterialroadthroughtheSea-to-SkyCorridor(Highway99)andthemainrailcorridor.Avarietyofhazardousmaterialsaretransportedby

roadandrail,andfuelspillsarepossiblefrombothofthesesources,withtheconsequentialriskoffire.

Dependingonthesubstancereleasedanditslocation,shelteringinplacemaybetheonlyviableoption.

TheconsequencesofaHazardousMaterialsspillarelikelytobehighlyvariable,dependingonthesubstance,proximity,volume,timeofdayandspeedofnotificationtoresidents.

EVACUATIONPROTOCOL:

AtthedirectionofVancouverCoastalHealth,MinistryofEnvironmentofficialsorfirstresponders,residentswillShelterinPlaceorEvacuatedependingonthehazardoussubstanceinvolved.Intheeventofevacuation,EmergencySupportServices(ESS)willbeprovidedtothoseevacuated,includingemergencyaccommodationifrequired.

FurryCreek(OliversLanding):

InthespecificcaseofaleakfromtheFortisBCpropanestoragetanklocatednearthiscommunity,awaterbasedevacuationislikelyifanevacuationisrecommendedbytheMinistryofEnvironmentSpillResponseteamand/orresultingfromFortisBCriskassessment.PropanegasstaysnearthegroundandwilltraveldownhilltowardsHoweSound,directlyaffectingOliversLanding,andcompromisingaroadbasedevacuationduetothetanklocation.AwaterevacuationfromthedockatOliversLandingwouldbeassistedbytheCanadianCoastguardandpotentiallyMarineSearchandRescueandadditionalmarinevesselstofacilitatethefastestpossibleevacuationofthecommunity.

EVACUATIONPROTOCOL:

Remaininthe‘Stop/Cover/Hold’positionuntilshakingstops.Ifyouareable,shelterinplaceuntildownedpowerlinesareconfirmedbyfirstrespondersorBCHydroasnolongerhazardous.Ifyoufeelyourhouseisunsafe,includingifyousmellgas,exitthebuildingimmediately.Ifemergencyassistanceisrequired,call9-1-1.Ifanearthquakerelatedgeneralevacuationisrequired,followtheinstructionsoffirstrespondersandofficialinformationfromtheSLRD.ThroughRapidDamageAssessmentbytrainedteams,individualresidencesmaybeassessedasunsafe,inwhichcaseevacuationwillberequired.EmergencySupportServices(ESS)willbeprovidedtothoseevacuated,includingemergencyaccommodation,foodandclothingifrequired.

• EstablishaNeighbourhoodEmergencyTeam(NET)ineachcommunity,withmemberswhohavecompletedacriminalrecordcheck(freeforvolunteersandrequiredinordertobeplacedinmanyvolunteerrolesduringdisasterresponse).TheSLRDcansupporttheNETthroughtraininginbasicemergencypreparedness,evacuationnotification,recoveryconsiderationsandotherrelevanttopicsthatfacilitateatwo-wayknowledgeexchangeoflocalgovernmentemergencyprocessesandcommunitycapacitybuilding.TheSLRDcanalsoconnectcommunitiestofundingwhenitisavailable(e.g.FireSmart)andmaysponsoratrainingsessionbyanexternalproviderformultiplecommunitiesifbudgetisavailableandthereissufficientdemand.NETteammemberswouldbeutilisedinadisasterresponseasqualifiedvolunteersunderthedirectionoftherelevantagency.ThesizeoftheNET,itsorganizationandtheleveloftrainingisatthediscretionofthecommunityandisindependentoftheSLRD.
