A lovely surprise birthday party was organised by all her friends of the Friday Bingo Club which was held at the Village Hall.
I understand a good time was had by all with singing and dancing and that Edie was still on the dance floor late into the night.

MOS Community Speed Watch Group/100th Birthday
Those that have volunteered have all been registered passed a small test and have now been trained on how to use the equipment and how to be safe whilst doing the speed watch.
The parish council are now purchasing the speed gun and hi-vis jackets that the volunteers need to carry out this important role.
The picture above shows the first group of volunteers that have been trained by Sussex Police and training of additional volunteers can be done by the leader of this project Councillor Terry Claxton.

The purpose of this document is to share a current update with you, as a key partner, regarding the allocation and deployment of our Police Community Support Officers (PCSOs) across West Sussex, East Sussex and Brighton and Hove.
BACKGROUND / OVERVIEW
In 2016 a new enhanced PCSO role was introduced within Sussex which resulted in a more targeted and evidence based service being provided to our communities. This saw the role of the PCSOs deployed more flexibly, working together as problem solving teams and had an increased focus in crime and problem solving in the main policing hubs across the county drawing, staff away from local geographic ownership and bespoke engagement.
At the time when this new role was introduced it was combined with the need to make a reduction in the number of PCSOs we had across the force as part of the overall Local Policing Model (LPM).
The reduction of PCSO numbers in 2016 to 196 was viewed as minimum numbers with the model being carefully designed to be scalable. In short, ensuring its inherent flexibility being one of its greatest strengths, allowing us to respond quickly to changing circumstances.
Moving forward to early 2018, the force found itself to be in a position of investment due to the precept increase proposed by Police and Crime Commissioner Katy Bourne, to include an extra 100 PCSOs by March 2020. This gave the force a genuine opportunity to rethink its plans to enhance local policing.
The new precept uplift signalled an exciting step change - an opportunity to strengthen key areas of the force to meet increasing demand and new challenges, while adhering to our priorities: keeping people safe, protecting the vulnerable and responding to harm.
CHANGE
The way PCSOs will be deployed across Sussex will start to change from Monday 4 November.
The new way of working will give every PCSO responsibility for a defined geographic area and every community in Sussex will have a named PCSO over the coming months
PCSOs will be assigned a primary geographic area of responsibility, based on established Wards or Electoral Division boundaries. This decision complements on-going plans to strengthen local policing and also improve how the public can contact the police.
IMPORTANT INFORMATION
The new posts are being recruited throughout the financial year with intakes of 18 in July 2019, 36 in September 2019, and 72 training over two intakes in January and March 2020 under the PCSO apprenticeship scheme. This means that communities will start to see and feel a difference as these roles are deployed to strengthen local policing.
With natural attrition the force should achieve the target of 296
PCSOs by March 2020, though the last cohort will be in training and not deployable until the end of next summer.
The 100 new posts will be allocated according to the demand and severity data with local partners and councils updated with local contact details during the course of the roll out

Parish Council Update
nEw dEdiCatEd parish CounCil wEbsitE – The Parish Council have approved the setting up of a new dedicated Parish Council website. The current website is a shared service through West Sussex County Council and this will be closed once the new website is ready for release. There were four companies that provided a specification and costing as part of the process for deciding on which company to choose, the successful company has been contacted and we are in the process of providing to them the content requirements for the new website. We will be taking advice as to whether the current website address should change and discussions with the website provider will enable us to decide if any change should be made.
A small sub-committee of three people, namely Councillors Mrs Nicky Mills, Graham Jones and the Parish Clerk have been nominated to work on this project and over the coming months will be providing information for the website. No definite date has yet been set for when the new website will be released but through Middleton News, Notice Boards and Parish Council meetings and minutes information on its progress will be provided to residents.
The new website is to be for the community so that residents can engage with the Parish Council much easier than at present as seems to be the opinion of a number of residents. The new website will provide much more detail on what the parish offers and will include more information on community events.
appointmEnt of a nEw pCso – there is an article in this edition from Sussex Police with regard to the allocation and deployment of PCSO’s following additional funding to the Police through the parish precept (Council Tax). The Parish Council have been informed that the PCSO with responsibilities for Middleton-on-Sea parish is Natalie Shrimpton. At long last we have a PCSO who will be patrolling Middleton and Elmer, a start date has yet to be confirmed.
Consultation on ConCEssionary rail travEl for oldEr pEoplE – West Sussex
County Council is consulting on a proposed change to its concessionary travel scheme. There will be no changes to ‘free bus pass’ travel for older and disabled people in West Sussex. It is proposed that the County Council will no longer offer a free Senior Railcard as an alternative to the Older Person’s Bus Pass (Disabled Person’s Railcard will still be available to qualifying applicants).
Before any decision is made, West Sussex County Council are keen to gather feedback from passengers and others to help understand the impact of this change.

n Plans for the revetment work were carried out using recycled breakwater timbers to prevent further damaging erosion to the banks. The banks behind the timbers were planted up with Evening Primrose, Foxgloves, Teazles and daffodils. In front of the revetments, coir rolls pre-planted with water loving plants were placed in position which over the summer have flourished enough to cover right up to the top of the timbers.
n Two interpretation boards were in place by the Spring and have been well received by locals and visitors alike. They are quite a feature on the green with one showing some of the flora and fauna to be found there and the other depicting the pond & green in days gone by.
n An additional seat, made from 100% recycled plastic milk bottles, has been placed overlooking the pond. Maintenance free it was a welcome acquisition and is very well used.
n A charming little floating duck house was made and donated in time for a female mallard to take up residence and hatch five ducklings. As soon as she moved out the moorhen moved in and successfully reared a couple of youngsters.
n An additional 2,500 bulbs were planted after the annual community leaf clearance and looked an absolute picture in the Spring.
n A very successful community fundraising morning was held on the Green in May. With plants, cakes and bric-a-brac stalls, a children’s quiz, a 50/50 game and steaming hot coffee and cake there was plenty to keep the crowds spending and socialising and is a must to be repeated again next year.
n Our tree surgeon carried our some more work for us with the aim of allowing a bit more light and late afternoon sunshine to the northern part of the green. Unfortunately this exposed a very old and rotten fence running along the north west boundary which with the landlords agreement had to be removed. Working with the landlord, plans are being made to replace it with a low native British hedge which will
ensure the peaceful ambiance of the pond and green is kept and provide berries and the like for birds and small mammals.
n A detailed assessment of the structural condition of the large Horse Chestnut that stands on the northern edge of the Green was carried out at the end of August. The tree which was damaged years ago by lightning was declared safe for the time being but deterioration within the upper part of the wound, means the tree will have to be subject to more frequent assessment of the decay in the stem in future. The next one will take place in three years time.
n Once again the pond dried out over the summer and the committee are desperate to increase the depth by removing the build up of silt. This should allow the pond to hold more water in times of prolonged rainfall for flood alleviation and hold the water for longer in the summer to allow the amphibians to complete their life-cycle in good time. We very much hope our application for funds from Operation Watershed, to enable this, will be approved.
n Our volunteer work parties have continued to be held every 4 weeks, more frequently when specific work is required, and this is now drawing in a number of additional volunteers from the community which is really great to see. On these occasions we are indebted to Don Faircloth for his guidance and leadership and for all the additional voluntary work he carries out cutting the grass, planting and clearing.
My thanks go to my fellow trustees for all their hard work and support, to Barry for taking over as Treasurer and Gillian for keeping our paperwork and the Charity website up to date.

OUR POND IS NOW APOND AGAIN!!
Following the Autumn rains, water levels are rising and the duck house is floating again. Plants around the pond edge continue to flourish and the coir rolls proved an unmitigated success, softening the revetment work which in itself has halted the worrying erosion of the banks.
We have erected a brush wood fence on our western boundary with the shops, to replace the close boarded fence which had become an eyesore. This is a medium term structure, as we intend planting a country hedge against it which might take a couple of years to grow into a suitable screen. The Landlord of the shops has agreed to contribute to the cost of this work.
Our Spring bulb planting has reached year 3 now, and a further 1,000 crocus bulbs have been planted on the western edge of Sea Lane to match those previously planted on the eastern edge. In all, excess of 3,500 crocus bulbs have now been planted. In addition a further 500 English daffodils,
500 English bluebells, 500 snowdrops and 500 eranthis will be planted once the annual leaf clearance has taken place on Saturday morning 7th December. These are being grown on in pots at the moment.
From early December we intend lighting up a part of the Pond and Green area with Christmas lights, and there will be a Carol Service on the evening of Friday 13th December at 5pm. You are most welcome to join us.
Our four weekly work parties will continue through the winter cutting back seasonal plants, and planting more English native plants for next Summer.

New Website/Changes to Household Waste Sites
From 1 December 2019 anyone using a West Sussex household waste recycling site (HWRS) will need to provide proof of residency in West Sussex. Access will be denied to the sites if proof of address is not shown or you live outside of West Sussex.
Acceptable forms of ID:
n Current driving licence (a photo card or paper licence will be accepted) - preferred option
n Council Tax bill - from the current Council Tax financial year
n Utility bill (gas, electric or water) - less than a year old
n TV licence less than a year old
n Letter from HMRC or the Home Office - less than a year old
Only original and printed paper copies are acceptable. Allowing the use of digital copies of documents was considered but it was felt that the potential issues, such as lack of internet connection, could result in traffic congestion.
Changes to the use ofHOUSEHOLD WASTE RECYCLING SITES
The Parish Council are in the process of setting up a new dedicated website and we would like you to be part of it.
There is already some information within Middleton News that you have agreed to be used but we require permission for your details to be used on the new website
If this is of interest and you would like to be included please contact the Parish Clerk so that we can agree with you what information can be provided.
The new website is expected to be released early in the New Year.

Middleton Sports Club is an inclusive vibrant club in the heat of the community encouraging everyone to get involved in sport and fitness. We also have a lively events calendar and offer social membership.
Our Club is a lovely venue for parties, events, celebrations and meetings. We hold a wedding licence and would be delighted to host your special occasion.
MSC is a non-profit registered Community Amateur Sports Club (CACS) and we constantly strive to make Middleton Sports Club as fully accessible as possible for all the community. As a family friendly club, we continue to welcome and encourage our local Juniors of all abilities in to sport.
In addition to Tennis, Bowls, Cricket, Hockey, Boccia, Squash and Racketball our club features a fully equipped gym and a dance studio offering various classes.
The MSC bar is a lively space to catch up with friends and our restaurant is a popular venue for Friday evening meals, lunches Wednesday to Saturday and delicious Sunday lunches (booking advised).
