Stakeholders left comments on current health services, suggestions for areas of improvement, and what projects that they would like to see when the Master Plan is completed. Supervisor Mark Ridley-Thomas said, “In less than three months we will be walking through Phase I of the Master Plan process and we are not stopping there. WHaT iS a maSTeR Plan?A Master Plan is a comprehensive long range plan that guides future growth and development of a defined community or region. The document consists of a vision statement, set of goals, and planning and design principles. The Master Plan also includes analysis and a set of recommendations to help direct future decision-making that will impact the community’s future population, economy, transportation, community facilities, urban design, and relevant land uses. it is based on existing development, physical characteristics, and social and economic conditions along with stakeholder and community input.
a master Plan is a vision. it is not a regulatory document, therefore, the plan’s recommendations are intended to guide, not prescribe development or land use changes on private properties.

wHErE iS THE maSTeR Plan STUdy aRea?
The Master Plan study area is located in Los Angeles County within the willowbrook Community Services district; bounded by the City of Los Angeles to the north; the cities of Lynwood and Compton to the east and south; and the west rancho dominquez Community Services district to the west.
The primary focus of this Master Plan is the future growth and development of Zone 1, the 42 acre MLK Jr. Medical Center Campus.
To promote the concept of healthy community and better support and strengthen the Medical Center Campus vision, the Master Plan will also need to take into account the activities, uses, and connectivity of Zone 2, the 54 acre Education and research Zone, and Zone 3, the 28 acre gateway Zone (currently a mix of transit-oriented retail uses and activities).

The master Plan process includes four key phases: 1. discovery; 2. Analysis; 3. Options; and 4. Preferred Final Master Plan.
1. discoveryThe primary purpose of this phase is to identify project stakeholders’ and the community’s vision for the project along with the most pressing issues/priorities that need to be addressed in the Master Plan. This phase includes stakeholder interviews, baseline data collection (existing conditions), and the first of four Community Open Houses.
2. analysisduring this phase of the project, community issues and priorities along with the existing conditions data collected during the discovery Phase will be analyzed. Findings from this analysis will be presented at the second Community Open House as emerging planning and design principles and concepts.
3. optionsBased on the Community Open Houses, stakeholder interviews and community feedback, the County and consultant team will prepare a set of Master Plan options rooted in the emerging planning and design principles and the concepts developed in Phase 2. These options will be the focus of the third Community Open House.
4. Preferred final master Planusing stakeholder and community feedback regarding the plan options, the County and the consultant team will recommend a final preferred Master Plan. This plan will be reviewed during the fourth Community Open House.
wHAT iS THE PRoceSS foR THe maSTeR Plan?
HOw iS commUniTy oUTReacH inTegRaTed inTo THe PRoceSS?Community and Stakeholder feedback is a critical part of the master planning process. input received during the Community Open Houses and stakeholder interviews will help develop a greater understanding of past issues, current conditions, and the desires of future development. Three additional Community Open Houses will take place during each of the three remaining phases: Analysis, Options, and Preferred Final Master Plan.
Community information and education are key elements of the planning process as well. during each phase of work, project emails and webpage information will be posted to keep all communities of interest up to speed and current with the Master Plan development process.

Projects are underway in the planning area that significantly contribute to the community’s health care and wellness. These projects are located on the MLK Jr. Medical Center Campus as well as in other Zones of the Master Plan area and include:
Renovated inpatient Tower The existing trauma building will be renovated and converted into the inpatient Tower and include such services as the intensive Care unit (iCu), Emergency room, Operating rooms, and imaging services. The current pediatric acute care and medical records buildings will be fully renovated and converted to provide hospital reception and other supportive services.
macc/ ancillary Building The proposed new MACC/ Ancillary Building is approximately 130, 000 square feet (sf) with an additional 20,000 sf for ancillary services. The North and South Support Buildings will be renovated to house the support services for the new MACC, such as receiving/holding, materials and waste management, linen, and biomedical engineering services. The project will also include site utility infrastructure upgrades, site parking and landscape.
South Health clinic The project is an approximately 30,000 square foot, two-story building with related site improvement work, a pedestrian walkway and required parking for a minimum of 72 spaces.
augustus Hawkins mental Health center improvements to the utility infrastructure as well as American disability Act (AdA) compliance upgrades are scheduled to occur at the Mental Health Center.

The master Plan area is located in South Los Angeles, within the County of Los Angeles. The Master Plan study area includes the MLK Jr. Medical Center Campus, located at 12021 South wilmington Avenue, the Education/research Zone (Zone 2), and the gateway Zone (Zone3). Zones 2 and 3 are bounded by the 105 Freeway to the north, the Metro Blue Line to the east, 120th Street to the south, and Compton Avenue to the west.
The Master Plan area is accessible by both private and public transportation, with direct access from the 105 Freeway and Metro Blue and green lines. The mlK Jr. medical center campus is part of the County-wide health system and located approximately half way between the two other County facilities, LAC-uSC Hospital and Harbor-uCLA Hospital.

PaRKS & oPen SPaceThere are currently 19 parks that serve the greater willowbrook area. george washington Carver Park is the only open space that is within a 10-minute walk from the Master Plan area. The park provides outdoor sport courts and fields, a community room, picnic area, and a pool.

The Master Plan study area is primarily a mix of commercial and residential zones that include businesses and homes. The predominate Neighborhood Business (C-2) zone is occupied by the MLK Jr. Medical Center Campus, Charles drew university, Lincoln Elementary and the King drew Magnet High School of Medicine and Science. The surrounding neighborhood is largely comprised of a mix of Single Family (r-1) and Two Family residential (r-2).
The Master Plan study area is serviced by a mix of private and public transportation options. The rosa Parks Metro Station, connecting the Blue and green lines, provides a vital link to the Master Plan area. The MLK Jr. Medical Center Campus can be accessed from both wilmington Avenue and from 119th Street, where ample surface and structured parking can be found. Numerous bus lines from multiple jurisdictions serve the Master Plan Area.

Land ownership within the Master Plan study area is shared between public, institutional, and private entities. The two largest land owners within the Master Plan study area are the County of Los Angeles (MLK Jr. Medical Center Campus and adjacent clinics) and the willowbrook Center Partnership (Kenneth Hahn Plaza). Private residences and educational institutions comprise the vast majority of the remaining land area.
