EXECUTIVESUMMARY/INTRODUCTION

OverviewofPlanTheCoalition

TheKlickitat-LylecoalitionincludesactivemembersfromthesmalltownsofKlickitatandLylewhoarecombiningtheir

effortstoaddressthesharedproblemofalcoholandillegaldrugusebyyouthandadultsintheircommunities.Oncea

thrivingtimbercommunity,theynowexperiencehighratesofpoverty,addictionandbehavioralhealthissuessincethe

CampionMillclosedits’doorin1994.Communitymembersrankedbehavioralhealthandaddictionrecoveryservicesas

theirfirststeptooverallcommunitywellnessandgrowth.

Therearevibrant,engagedgroupswithinthecommunitywhocometogethertobuildtrails,kayak,promoterunning

eventsandcommunityfundraisingactivities.Thesemembersarereadytolearnaboutandaddresstheriskand

protectivefactorsassociatedwithsubstanceabuse.Theschoolsaretheheartofthesesmallcommunities.Schoolstaff

andadministrationarecommittedtothedevelopmentandwell-beingoftheirstudentsandhaveahistoryofactive

participationinextra-curricularactivitiesandcommunityeffortsonbehalfofstudentsandtheirfamilies.

Thecoalitionincludesrepresentativesfromourschools,schoolboards,youthpreventionclubs,PTOs,mentalhealthand

treatmentagencies,localbusinesses,HealthDepartment,ourCountyCommissionersoffice,localmedia,ourlocal

sheriff’sdepartment,FaithBasedOrganizations,andvariousvolunteergroupsinourcommunity.Allmembersare

concernedabouttheinvasionofalcoholanddruguseintotheircommunityandschools.Theyarecommittedtocreating

environmentalpolicies,increasinglawenforcement,providingeducationandservicestoyouthandfamiliesand

promotingcommunitybondingtoreducetherisksassociatedwithunderagedrinking,youthmarijuanauseandtobacco

use.Thecoalitionisdedicatedtoinclusionofallmembersofthecommunityincludingyouth,NativeAmerican,Hispanic,

elderlyandimpoverishedcitizens.

MissionCommunityleadersandconcernedcitizensofKlickitatandLylehavejoinedtogethertobuildahealthycommunitywithopportunitiesforyouth,familiesandallcitizenstothriveinanalcoholanddrug-freeenvironment.

GeographicareatobeservedKlickitatisasmallcommunityinapastoralsettingalongthebeautifulKlickitatRiver15milesnorthofStateHighway14

inthecountyofKlickitat.Ithasapopulationofapproximately365with20.5percentofitsresidentslivinginpoverty.

LylebordersKlickitattothesouthandsitsalongtheColumbiaRiverandStateHwy14.Ithasapopulationof510with

17%livinginpoverty.TheneighboringtownofDallesporttotheEastisincludedinLyle'sschooldistrictandhasa

populationof1185.Allcommunitiesinourserviceareaareunincorporated.

WithinthegeographicareaaretwoschoolDistricts:KlickitatSchoolDistrict,whichservesabout80elementary,middle

andhighschoolstudentsfromthetownofKlickitat,andLyleSchoolDistrictwhichservestheresidentsofLyle,

Dallesport,HighPrairie,Appleton,TimberValley,andMurdock.LyleSchoolDistrictservesapproximately250students

K-12.BothKlickitatandLyleSchoolDistrictsareintheEducationalSchoolDistrict112.

transportation,visibilityandavailabilityoflawenforcement,favorablenormstosubstanceuseandabuse,visibledrug

activity,youthreportingeasyaccesstoalcoholandmarijuana,perceptionbyyouthandmanyadultsthatalcoholand

marijuanausearenotharmful,lackofaccesstoservices,familymanagementissuesandpatternsofuse.

OureffortswillfocusonCoalitionDevelopment:Communityoutreachandengagement,coalitioncapacitybuilding;

PublicAwareness:Community&FamilyEducationEvents,Talk.TheyHearYoucampaign,regularmediamessaging;

LawsandNormsFavorabletoDrugUse:Supportlawenforcementpresence,SocialNormsMarketingcampaign,

supportandenhanceschooldistrictdrug&alcoholpolicyincludingtobaccopolicyenhancement;IncreasePerceptionofRisk:Provideevidence-basedprogramPositiveActionwithprovenoutcomesformentalhealthpromotionand

substanceabuseprevention,PartnerwithHealthDepartmenttoimplementSPORTPreventionandWellnessPlus,an

evidence-basedpreventionprogram;IncreaseCommitmenttoSchoolanddecreaseEarlyandPersistentAntisocialBehavior:Provideevidence-basedprogram,PositiveActionattheElementarySchool,supportcontinuationofSources

ofStrengthprogram,ourselectedSuicidePreventionprogramfocusedonpromotinghealthyactivitiesandbuildinga

PlantoimplementandevaluatethestrategiesandactivitiesThecoalitionExecutiveCommitteewillworkwiththeircoordinatortodevelopabudget,determinethetrainingand

curriculumneededtoimplementdirectserviceprogramsincludingPositiveAction,SPORT,andSourcesofStrength

whichwillbeprovidedbyschoolstaffandourPrevention/InterventionSpecialist.ProjectSuccesswillbeprovidedby

ESD112Prevention/InterventionSpecialist.TodetermineifperceptionsofriskarereducedafterthePositiveAction

programisimplementedwewillusetheevaluationtool'HealthyDecisionsforMiddleSchool'and'HealthyDecisionsfor

ElementarySchool',preandpostsurveysenteredintothePBPSreportingsystem.Wewillsurveyparticipantsofour

SPORTPreventionPlusandWellnessProgramandenterthisdataintoPBPStodetermineifthereisanincreaseinyouth

reportsofparticipationinhealthyactivitiesandhealthpromotinghabits.Wewilldevelopanevaluationplanforour

otherprogramsincludingmonitoringofHealthyYouthSurveydatabi-annually.

OurSheriffwillpartnerwithustoincreasevisibilityoflawenforcementandourcommunitywillbesurveyedannuallyto

assessimpactoftheseefforts.WewillalsomonitorHealthyYouthSurveydatameasuringperceptionsofLaw

Enforcementtoassessimpact.TheCoalitionmediasub-committeewillimplementthe'Talk,TheyHearYou'campaignin

additiontodevelopingasocialnormsmarketingcampaign.Impactoftheseeffortswillbeassessedduringourannual

communitysurvey.Schoolrepresentativeswillsupportourrevisedschoolalcoholanddrugpolicy.Thecoalitionwill

workwiththisschoolgrouptoincludetobaccointheirupdatedpolicy.Ouryouthsub-committee,TeensAgainstDrugs

AndAlcohol-TADAA!willparticipateinlocalandstatewidetrainingevents.TheNextDoorInc.willenterinpreand

postsurveydataintoPBPSalongwithattendanceformatchescreatedinLyleandKlickitat.

Includedinthisdocumentisanintroductionofourcoalition,its’developmentandourassessmentinformation.We

includeresultsfromtheHealthyYouthSurveysin2012and2014,CommunityRiskProfilesforKlickitatandLyle,the

resultsofaCommunity-widesurveydistributedin2014,keyinformantinterviewsandformalandinformaldiscussions

withcoalitionmembers.Thisdocumentincludesourplantobuildourcoalition,strengthenourcapacitytobeeffective

throughtrainingonpreventionissuesandstrategies,developpartnershipstosupportourefforts,educateourcitizens

ontheeffectsandconsequencesofsubstanceuseandworktochangecommunitynormsregardingsubstanceuseand

abuse.WewillbeculturallysensitiveinoureffortsandwillinsureinclusionoftheNativeAmericanandHispanic

communities,peoplelivinginpoverty,elderlycommunitymembersandyouthinplanning,implementingandevaluating

outcomesandefforts.

ORGANIZATIONALDEVELOPMENT(GETTINGSTARTED)

MissionStatementandKeyValues MissionStatement:

Weareacoalitiontobuildahealthycommunitywithopportunitiesforyouthandfamiliesofeverybackgroundtothriveinanalcoholanddrug-freeenvironment.

RiskandprotectivefactorresearchframeworkwhichsupporttheCoalition'sgoalsCommonriskandprotectivefactorsexistformanymentalhealthandsubstanceuseproblems.Goodpreventionfocuses

onthesecommonriskfactorsthatcanbealtered.Forexample,familyconflict,lowschoolattendanceandpoorsocial

skillsincreasetheriskforconductdisordersanddepression,whichinturnincreasetheriskforadolescentsubstance

abuse,delinquencyandviolence.Protectivefactorssuchasstrongfamilybonds,socialskills,opportunitiesforschool

success,andinvolvementincommunityactivitiescanfosterresilienceandmitigatetheinfluenceofriskfactors.

ThisStrategicPreventionFrameworkisafive-stepprocessknowntopromoteyouthdevelopment,reducerisk-taking

behaviors,buildassetsandresilience,andpreventproblembehaviorsacrossthelifespan.Itisacircularprocessandwe

willreturntothesefivestepsagainandagain

StrategicPreventionFrameworkprocesswhichsupportsthecoalition'splanningprocess

1. Profilepopulationneeds,resources,andreadinesstoaddresstheproblemsandgapsinservicedelivery:

Ascommunitieswemustaccuratelyassessoursubstanceabuse-relatedproblemsusingriskdataprovidedbythe

Stateaswellasotherlocaldata.Theriskdataidentifiesthemagnitudeoftheproblemtobeaddressed,wherethe

problemisgreatest,andriskandprotectivefactorsassociatedwiththeproblem.Ourcommunitiesmustalso

assessassetsandresources,gapsinservicesandcapacityandreadinesstoact.

2. Mobilizeand/orbuildcapacitytoaddressneeds:

Thecoalition'sroleistoengagestakeholdersinthecommunitytoplanandimplementsuccessfulprevention

activitiesthatwillbesustainedovertime.Keytasksmayincludeconveningleadersandstakeholders;building

coalitions;trainingcommunitystakeholders,coalitions,andserviceproviders;organizingagencynetworks;

leveragingresources;andengagingstakeholderstohelpsustaintheactivities.

3. DevelopaComprehensiveStrategicPlan:

Thecoalitionwilldevelopastrategicplanthatarticulatesnotonlyavisionforthepreventionactivities,butalso

strategiesfororganizingandimplementingpreventionefforts.Thestrategicplanisbasedondocumentedneeds,

buildsonidentifiedresources/strengths,setsmeasurableobjectivesandincludestheperformancemeasuresand

baselinedataagainstwhichprogresswillbemonitored.Planswillbeadjustedastheresultofongoingneeds

assessmentandmonitoringactivities.Sustainabilitywillbeconsideredthroughouteachstepofplanningand

implementationandleadtothecreationofalong-termstrategytosustainpolicies,programsandpractices.

4. Implementevidence-basedpreventionprogramsandinfrastructuredevelopmentactivities:

Thecoalitionandlocalstakeholderswillusethefindingsofourneedsassessmentstoguideselectionand

implementationofpolicies,programsandpracticesproventobeeffectiveinresearchsettingsandcommunities.

Communityimplementerswillensurethatculturallycompetentadaptationsaremadewithoutsacrificingthecore

elementsoftheprogram.Wewillselectatleast75%ofourprogramsfromtheExcellenceinPreventionprograms

listedontheAthenawebsite.

5. Monitorprocess,evaluateeffectiveness,sustaineffectiveprograms/activities,andimproveorreplacethosethat

fail:

Thecoalitionwillconductongoingmonitoringandevaluationtodeterminewhetherornottheoutcomesdesired

areachievedandtoassessprogrameffectivenessandservicedeliveryquality.Performancedatawillbeprovided

tomonitor,evaluate,sustainandimprovetheStrategicPreventionFrameworkactivities.

CoalitionStructureandOrganization

OrganizationalStructureandhowitsupportscoalitionmemberstoaccomplishtheworkofthecoalitionTheKlickitat-LyleAgainstSubstanceAbuseCoalition(KLASAC)isagroupofcommunitymembersinitssecondyear.

TheCoalitionhasformedforthefollowingpurposes:

#1:Reducesubstanceabuseamongyouthandadultsbyidentifyingandreducingtheriskfactorsthatcontributeto

substanceabuseandstrengtheningthefactorsthatprotectyouthfromsubstanceabuse.Substancestobeaddressed

include,butnotlimitedto,arealcohol,marijuana,andtobacco.

#2:Serveasaforumthatwillpromotecollaborationamongmultiplesectorsoflocalcommunities.

#3:Developand/oradoptmultiplepreventionstrategiestoaddresstheproblemofsubstanceabuseinthe

Klickitat-Lylearea

OurfirstorganizationalprioritywastoincludebalancedrepresentationfromboththeKlickitatandLylecommunities.

MembershipintheCoalitionisopentoanypersonororganizationintheKlickitat-Lyleareathatwishestoparticipate

in developing and implementing strategies to reduce substance abuse in Klickitat and Lyle. To ensure a broad

crosssectionoflocalcommunityrepresentation,ataminimum,thefollowingsectorsoftheKlickitat-Lyleareawillbe

represented:

Youth(under18),Parents,Businesscommunity,Media,Schools,Youth-servingorganizations,Lawenforcement

agencies,Religiousorfraternalorganizations,Civicorvolunteergroups,Healthcareprofessionals,State,localor

tribalgovernmentalagencies,otherorganizationsinvolvedinreducingsubstanceabuse.

Thecoalitionincludesagrowingnumberofmembersfromthecommunities,includingtheKlickitatDrugAwareness

Team,theESD112,ComprehensiveMentalHealth,membersforbothofourSchoolDistricts,TheSkamania-Klickitat

CommunityNetwork,theOldLyleElementarySchoolSupporters,ourPublicHealthDepartment,Programsfor

PeacefulLiving,CanyonMarketBusinessOwner,CountyCommissioners,LawEnforcementandAdultProbation.

Thecoalition'sExecutiveCommitteecurrentlyhas5membersincludingaChairperson,Vice-Chairperson,Secretary,

KlickitatRepresentative,andLyleRepresentative.Theboardisthevotingbodyofthecoalition,doesstrategic

planning,establishespolicyandcreatescommitteeassignments.Asacommitteetheyassuretheactionplanis

progressingandmonitortheplanbudget.ThedutiesofeachpositionaredescribedinAppendix5.

The Executive Committee has agreed tomeetmonthlywith the coalition coordinator to create the full coalition

agenda, review theprogressof implementing the strategies inourplanandprovideadviceandassistancewhen

problemsarise.ElectionofofficersoccursannuallyinMarch.Officersmaysucceedthemselvesforamaximumoftwo

terms.Atermisdefinedastwoyears.

TheDataAssessmentWorkgroupincludesourPrevention/InterventionSpecialist,CoalitionCoordinator,localHealthBoardRepresentative,ChairpersonfortheKlickitatCountyDrugAwarenessTeam,andCommunityLiaison

fortheLyleSchoolDistrict.Thisgroupworkedtogethertodeterminewhatdatatogather,thenwentthroughthe

processoflookingatthedata,basedontheguidelinessetoutbyDBHR.Thisprocessledtotheidentificationof

keyareasofconcern,ourinterveningvariables,andidentifyinglocalconditionsandcontributingfactors.The

Committeethencamebacktothecoalitionwithkeyfindingstoconsiderstrategiesandaplanforimplementation.

TheDataAssessmentWorkgroupresultswerepresentedattheMay,2015CoalitionMeeting,sharingthedatawe

hadevaluated.Theinitialinformationtodevelopourlogicmodelwaspresentedandtimeallowedfordiscussion

andinputincludingthefollowingidentifiedproblembehaviorsandinterveningvariables:Ouryoutharedrinking

andusingmarijuana;youthareusingatschool;Youthareexperiencingdepressionandanxietyandconsidering

suicide.Interveningvariablesarefavorableattitudestowarddrinkingandmarijuanause/lowperceptionofharm,

nolegalconsequencesorperceptionoflawenforcementpresence,communitydisorganization,lowcommitment

toschool;familymanagementproblems.

Todevelopandimplementstrategiesworkgroupsaremadeupofcoalitionmembers.Theworkgroupsfocuson

developingrealisticplanstoimplementourselectedprogramsandstrategies.Theseworkgroupactionplansare

presentedtothefullCoalitionfordiscussion.FinaldecisionsaremadebyourExecutiveCommittee.Ourcurrent

operatingworkgroupsaretheExecutiveCommittee,ourSchoolConnectionsWorkgroup,whoselectpreventionprogramstobeimplementedintheschoolsandcoordinatelogisticsforvariousactivitiesofourYouthGroup,

TADAA!.ThisgroupincludesJeffWolfanger,Prevention/InterventionSpecialist,YvetteSchultz,KlickitatSchool

AthleticDirector,LauraBales,KlickitatSchoolCounselor,LisaKindler–LyleSchoolCounselor,andJulieLarson–Lyle

SchoolEngagementSpecialist;TeensAgainstDrugsAndAlcohol(TADAA!)adrugandalcohol-preventiongroupwithleadersfrombothKlickitatandLyleMiddleandHighSchools.TADAA!developsprojectstoeducatethestudent

bodyontheeffectsofsubstanceabuseandpromotehealthyactivitiesintheircommunity.LawEnforcementWorkgroupincludesSheriffBobSonger,ChiefCriminalDeputy,MikeKalio,LarryBarker,Adult

ProbationDirector,CarlCoolidge–localbusinessowner,representativesfromComprehensiveMentalHealthand

representativesfromtheWashingtonStateLiquorControlBoard.Thisgrouppreparesmediainformationonthe

consequencesofprovidingalcoholormarijuanatominors,therisksinvolvedinunderagedrinkingandmarijuana

relationshipwithbuildingadministrators;Providesbuildingstafftrainingannually;Attendstaffmeetings,andideally

Asourcoalitioncontinuesleadershiprolesareemerging,wearebecomingmoreorganizedandseeingeffectsfromour

initialefforts.Membersarebecomingmorefamiliarwiththepreventionframeworkofcoalitionworkandwillplanregular

community-wideeventsineachtowntomaintainongoingcommunicationthegeneralpublicregardingcoalitionstrategies

andprogressandinviteparticipationfrominterestedcitizens.Wewillcontinueoureffortstoincludecitizensnotaffiliated

withaparticularsectororpartneragency.Wecollectcontactsfrominterestedpeoplethroughouttheyearwhowantto

learnmoreaboutthecoalitionandouroutreachgroupwillcontactthemtodiscusscoalitioninvolvementonanongoing

basis.

MaintainingInvolvement/EngagingMembersWeunderstandthatmeaningfulparticipationiskeytokeepingmembersengaged.Ourinitialcoalitiondevelopmentwas

focusedontheinitialstagesofthestrategicplanningframeworkincludingassessingneeds,capacitybuilding,andaction

plandevelopment.Coalitionmeetingsarestructuredtoprovideampleopportunitiesformemberstogetengaged,

providefeedbackandexpresstheirinterests.Ourinitialworkgroupsweredevelopedaroundassessingandcreatingour

strategicplanandbudget.Wenowhaveworkgroupsforeventplanningandcommunityoutreach,TADAA!Leadership,

SchoolConnections,LawEnforcementPartnerships,andMediaAwareness.Beyondcoalitionmeetings,trainingswillbe

offeredtorespondtoneedsidentifiedbymembersontheirmembersurveyformandthroughongoingdiscussionswith

ourExecutiveCommittee.Coalitionmemberswillhavetheopportunitytoattendconferencesandtrainings.Wewill

lookforCEUcreditsinourselectedtrainingstoassisttheprofessionaldevelopmentofourmembers.Workgroup

Recruitment

Coalitionmembershaveknowledgeofthepopulationintheircommunityandhavetheprimaryresponsibilityof

recruitingnewmemberstoensurediversesectorrepresentation.One-on-oneinvitationsthrough'coffeemeets'with

membersisapopularrecruitingmethod.Thecoalitioncoordinatorandmembershaveknowledgeofagencyor

organizationrepresentativesfromsectorsnotpresentinthecommunityandsharetheresponsibilityofrecruiting

representationfromcountywideagenciesororganizations.TheCoalitionCoordinatorandcoalitionpartnersmayassist

inmakingpresentationsandotheroutreacheffortssuchasattendingcommunitymeetingsandevents,mediareleases,

socialmediacampaigns,etc.Annually,self-selectedcoalitionmemberswillformanominatingcommitteetoreview

existingmembershipandsuggestadditionaloutreachifneeded.Committeememberswillcompleteanorientationthat

populationinourdemographicareaofserviceisWhite,2%isAsian,4%isHispanicand3%isNativeAmerican.Theage

compositionforthesameareasis20%65yearsandover,29%50-64years,26%25-49years,6%18-24years,6%10to

14yearsand9%0to9yearsofage.

hasapopulationof510with17%livinginpoverty.TheneighboringtownofDallesporttotheEastisincludedinLyle's

schooldistrictandhasapopulationof1185.

Themainproblemsidentifiedbycoalitionmembersrelatedtoyouthandcommunitysubstanceabuseinclude:lackof

localservices,nopublictransportation,amajorityoflowincomeresidents,lawenforcementavailability,alcohol

availability,favorableattitudestosubstanceuseandabuse,poorfamilymanagement,andactivevisibledrugactivity,

use,anddistribution.Communitymembersreportthatpeoplewithaddictionswhoareamenabletotreatmentbut

cannotaccessservices.Membersexpresstheirconcernandfrustrationoverblatantalcohol/drugactivity,use,and

distributionandthelackofresponsefromlawenforcementandareconcernedaboutchildrenlivinginhomeswith

parentswhohavealcoholandotherdrugaddictions.

Ourcoalitionidentifiedthefollowingpriorityproblems:Underagetobaccouseincludinge-cigaretteuse,underage

drinking,underagemarijuanause,anemergingtrendinyouthhuffing,andmentalhealthissues.Thefollowing

inourcommunity,transportationbarriers,nolocalpolicedepartment,countySheriffservingalargegeographic

region,retailersaresellingtominors,youthstealingfromretailers,lackofclearandenforcedschoolpolicy,youth

thinkmostoftheirfriendsuse,lackofclearandconsistentconsequencesathome,lackofhealthyadultrole

models.

Duringoneofourinitialorientationsessionswediscussedtheimportanceofculturalinclusionthroughoutourplanning

process.Thefullmembershipeachsuggestedculturesfromtheirareasofinvolvementthatshouldbeincludedasour

commitmenttobeingculturallycompetent.TheculturallydiversepopulationsintheKlickitat-Lylecommunitieswere

agreeduponforinclusioninourprocessasbeingHispanic,NativeAmerican,Youth,low-incomeorimpoverishedand

ourseniorcitizens.

WeagreedtoseektheneedsoftheNativeAmericanandHispanicpopulationthroughoutreacheffortsinpartnership

withourschools.WewillprovidematerialsandrecordPublicServiceAnnouncementsinSpanishwhenweareable.To

accommodateyouthattendanceatourmeetingswewillscheduleourmeetingsintheeveningsafterschooland

practices.Wewillpublishourcoalitioninformationandeventsinlocal,freenewslettersandpostournoticesandflyers

atthelocalstoresandlaundro-matstoensureweareabletoreachcommunitymemberswhomaybelivinginpoverty.

Inaconcertedefforttoincludeyouthfromtheinitialstagesofcoalitiondevelopment,asub-groupofyouthleadership

membersformedwiththePIspecialist,theAthleticDirectorandaschoolcounselorfromeachschool.Thisgroup

selectsstudentsfromeachhighschoolforregistrationintheAnnualPreventionsummitandcoordinateslogisticstotake

eightstudentstothesummit.In2015sixofouryouthgroupmemberswereselectedtoattendtheSpringYouthForum

andwillcontinuetoparticipateinthiseventastheyareable.Youthwillbeinvitedtoandmadeawareofother

opportunitiesforleadershiptrainingastheybecomeavailable.

Culturalandlinguisticcompetenceisasetofcongruentbehaviors,attitudes,andpoliciesthatcometogetherina

system,agency,oramongprofessionalsthatenableseffectiveworkincross-culturalsituations.'Culture'refersto

integratedpatternsofhumanbehaviorthatincludethelanguage,thoughts,communications,actions,customs,beliefs,

Currently,oneofourmembersworkingwithNativeAmericanstudentsandtheirfamiliesandhasbeeninvolvedinthe

programselectionandplanningandwillhelpusensureweselectprogramsthatareinclusiveandrelevanttoourNative

AmericanPopulation.OurcoalitionmembersparticipatedintheSAMHSAfundedGatheringofNativeAmericans

(GONA)in2015andwillcontinuetolookforopportunitiestosupportandparticipateintrainingssuchastheseinthe

future.

KLASACwillactivelyusethemediatoofferopeninvitationstoalllocalresidentstoparticipateinthiseffort,including

PSAsontheSpanishradiostationsinHoodRiverandTheDalles,whichbroadcastinourarea.TheCoalitionCoordinator

willattendcommunitymeetingsandwillcontinuetolookforwaystobuildpartnershipswithdiversegroupsinourarea.

Allexistingmembersareencouragedtotalkwithlocalresidentsindividuallyabouttheimportantworkbeingdoneand

tosolicitnewmembers.

SustainabilityinOrganizationalDevelopment

TheKlickitat-LyleCoalitionisawarethatsustainabilityisimportantinthesuccessoftheplanswedevelopandthiswillbe

builtintoouractivitiesfromthestart.TheCoalitioniscurrentlyformedwiththeresourcesprovidedfromacombination

oftwoDBHRfundingsources,federalpreventionfundsandthePartnershipforSuccessgrant.Membersunderstandthat

tomaintainthesefundingsources,wewillformourplansandactivitiesaroundthefundingsourceguidelines.Mostof

ourprogramswillbefromtheExcellenceinPreventionevidence-basedlist,withprovenresultstoachieveourdesired

outcomes.Wewillbuildevaluationintoourwork,monitoroutcomesanddoallthingsnecessarytoensurethesefunding

sourcesarerenewed.Whenwetrainfacilitatorsforourserviceandeducationprogramswewillselectpeoplewitha

long-termcommitmenttoourcommunities,preferablyemployeesofthecounty,schoolsorotherstableservice

organizations.Wewillpartnerwithagenciesprovidingservicesthatmeettheidentifiedneedsofourcommunityto

ensuresustainabilityofourefforts.

Theschoolsaretheheartofourcommunitiesandourcoalitionwillalwaysremainawareofthevalueofourpartnership

withourschools.Anyeducationstrategieswillonlybeimplementedintheschoolswiththeagreementandsupportof

thesuperintendentsandtheirappointedstaff.TheschoolsandtheESD112providevaluableresourcestothecoalition,

especiallywiththeirsupportofthePreventionInterventionposition.Wewillcollaboratewithschoolgrantapplications

andprovideinformationandwritingassistance.

Asthecoalitionmatureswewillutilizetheknowledgegainedfromthisstrategicplanningprocesstoapplyforadditional

grantstosupportprojectsandneedsidentifiedbymembers.Becauseourpopulationissmallandwehavesomeofthe

mosttalentedleadersinthecommunitywithknowledgeofyouthandfamilies,wewillstrivetosupportourexisting

membersandkeepthemactivelyinvolved.Wewillofferservicesthroughoutourschooldistrictserviceareasandwill

thereforeneedensureengagementfromDallesportcommunitymembersandfamilies.

SharedGoalsandCollaborationEffortsThecoalitionandtheKlickitatDrugAwarenessTeam(formerlytheKlickitatMethActionTeam)sharethegoalof

communityawarenessoftheeffectsofillegaldrugs.AlthoughtheKDATislocatedinGoldendale,itsdirectorisa

partnertoourcoalition,attendsmeetingsandoffersinsight.SheisparticularlyknowledgeableassheisalsoaChemical

DependencyTreatmentproviderforDependencyHealthServices,arepresentedmemberorganizationonourcoalition.

Fromthefirstmeetingofourcoalitionmembersidentifiedthelackofaccesstotreatmentservicesforthemanypeople

sufferingfromaddictionandmentalhealthissuesinKlickitatandLyleasaproblem.Onekeyleader,Dr.Harpole,asked

ustoconsiderpartneringwithagroupofprimarycarephysiciansanddentiststoaddChemicalDependencyandMental

Healthtoaone-stophealthcareclinicinLyle,wherespaceisavailablenowandinKlickitatwherespacewillbeavailable

inthefallof2015.Althoughourmissionisfocusedonpreventionwewillsupporteffortstobringservicestoour

communitiesbyconnectingourpartnersandsharingresourcesrelatedtothiseffort.

OurcoalitionhaspartnerwiththeLyleActivityCentertoapplyforadditionalfundstoimprovelightingaroundtheir

building.WehavealsosupportedtheESD112intheapplicationprocessfora21stCenturyGrantfortheLyleand

WishramSchoolDistricts.WecurrentlypartnerwiththeColumbiaGorgePeaceVillageprogramtoprovidescholarship

opportunitiesto5youthlivinginourcommunitiestoattendtheirweeklongsummerprogram.

Thecoalitionwillcontinuetodevelopapartnerslistfornotificationandinvitationofcommunitytrainingstobeoffered

andourmemberswillalsoattendtrainingsofferedbyorganizationsthroughoutthecounty.Allcommunitypartnersand

organizationswillbenefitfromthecoalition'splannedmediacampaign'Talk.TheyHearYou'aswewillutilizelocal

mediaoutletsthatouravailablethroughoutthecounty.OurcoalitionhaspartneredwithourlocalSheriff’sofficeanda

representativefromtheWAstateLiquorControlBoardtoimplementtheLawEnforcementPartnershipproject.Our

effortswillbesustainedbycontinuedplanningandimplementationeffortswiththesetwogroups.Oursheriffand

youthgrouphaverecordedPSAsrelatedtotheconsequencesofprovidingalcoholtominorswhichwillcontinuetorun.

Wewillcontinuetopartnerwithlawenforcementtoimplementcompliancechecksandotherstrategiestoincrease

visibilityofenforcementandperceptionofconsequences.

WewillhostatleastoneCommunityEventtoeducatethecommunityonthenewmarijuanalawsandseektheirsupport

andinputatthemeeting.Ourcoordinatorandexecutivegroupmemberswillattendcommunitymeetingsregularlyto

ensurecommunitymembersareawareoftheirefforts.

WehavehostedourfirstannualKeyLeaderEventandwillcontinuetoworktoengageourleaderslocallyandaround

thestatebyhavingatleastoneKeyLeaderEventannually.

KlickitatandLyleforthepastyear.OurpreviousCoordinatordevelopedtheKlickitat-Lylecoalitionfromtheinitial

communityselectionprocessandrecruitedinitialmembersataTownHallmeetinginKlickitat.Additionalmember

recruitmenteffortstoincludemembersfromthecommunityofLyle,aMemberOrientation,CommunitySurveys,Needs

Assessment,Monthlyfullcoalitionmeetings,resourcesassessmentanddevelopmentofthecoalition'sstrategicplan

occurredduringourfirstyearasacoalition.OurcurrentcoordinatorisacertifiedteacherandalsoaChemical

DependencyProfessionalinTraining.ShehascompletedfacilitatortraininginLifeSkills,NurturingFamilies,Sourcesof

Strength,YouthMentalHealthFirstAid,andplanstocompleteSAMHSA'sCertifiedPreventionSpecialisttraininginthe

summerof2015utilizingtheCertifiedPreventionProfessionalEnhancementFundsreceivedbyDBHRin2015.

Coalitionstaffwillparticipateintrainingstoremaincurrentonissuesinthepreventionfield.Coalitionstaffwill

participateintrainingsofferedbyDBHR,bothinpersonandonline.OurCoordinatorwillattendtheSummerInstitute

offeredbyDBHRinJuneof2015,theAllProvidersMeetingandWashingtonStatePreventionSummitinNovemberof

2015andtheSummerInstituteinJuneof2016.CoalitionstaffwillparticipateintraininginPositiveActionin

Septemberof2015.

andSpringYouthForumwillbemadeavailabletocoalitionmembersastheyoccurandfundingallows.Basedonthe

CoalitionAssessmentToolresults,coalitionmemberswillbeencouragedtoattendspecificworkshopsonassessment,

capacity-building,implementationandevaluationinordertoincreasetheskillsetofthemembers.

OurCoalitionmembershaveawealthofknowledgeaboutthecommunity,workingwithyouth,effectsofsubstance

abuseandtreatmentmethods,mentalhealth,lawenforcementandcommunityprotection,butingeneraldonothavea

strongbackgroundinPreventionScience.

Trainingneeds,inrelationtoourplan,willbefocusedonthoseinvolvedineachparticularprogram.Those

implementingPositiveActionwillparticipateintraininginSeptember2015forthiscurriculum.Wewillhostafollowup

traininginSourcesofStrengthforAdultAdvisorsandPeerLeadersinbothofourdistrictsintheFallof2015.TheLaw

EnforcementteamwillparticipateinatrainingonComplianceChecksinpartnershipwiththeWashingtonStateLiquor

ControlBoard.Wewilltrain2facilitatorsintheSPORTPreventionandWellnessPrograminMarchof2016.

withourlimitedfundingandwhatkindof“in-kinddonations”canbeexpected.

ThegoaloftheCoalitionistoservetheentirecommunityincludinghistoricallyunderservedpopulationsincludingour

NativeAmericanandHispanicCommunityMembers.Toaccomplishthegoalofinclusioninourefforts,thedifferent

cultureswithinourcommunityhavetobetakenintoaccount.Whencultureisspokenof,itisspokenofinthebroad

sense.Ourprograms,strategies,andtrainingswillbeselectedwithculturalinclusionandreadinessasapriority.

Therewillbeatleastthreedifferentbasictrainingsforcoalitionmembersofferedonaregularbasisincluding:

1. OrientationTraining:Participantsaregivenanin-depthlookatthecoalitionstructure,management,membership

requirementsandgoals.Thissessionallowsparticipantstogettoknowoneanother,identifyexpectationsasacoalition

2. CulturalCompetencyTraining:Thistrainingwillaskparticipantstodiscussanddefinetheirownconceptsof

“culture,”“values”and“diversity.”Participantswillexplorewhatgroups,valuesandbeliefstheyidentifywithandhow

theyviewpeopleoutsideofthesegroups.Traineesshouldcomeawaywithadeeperunderstandingoftheirown

thoughtsconcerningcultureandideallytheimportanceofformingcomplexandvariedsocialconnections.

3. BasicOther-Trainings:Coalitionstaffwillcreateaseriesofmini-trainingsrelevanttothecoalition’sworkandsuitable

foruseincoalitionmeetings.ThesetrainingswillfocusonmaterialsfromprimersandstrategiespublishedbyCADCA

andotherpartners.ESD112willprovidefacilitatorsinsomeinstances.

Membersofthecoalitionareinvitedtoattendtrainingsastheyareavailable.Mosttrainingswillbeofferedtothewider

communityinordertobuildpartnershipsandsecondarilytorecruitnewmembers.Dependingonmembersuggestions

andcoalitionneedshighlightedinfutureCoalitionAssessmentSurveys,othertrainingsontopicsrelatedtosubstance

abusepreventionwillbesponsoredorarrangedbythecoalition.P/IstaffreceivestrainingthroughESD112andisalso

requiredtoattendthepreventionspecifictrainings.Members,staffandyouthwillalsobenefitfromprevention

trainingsofferedthroughESD112.

CulturalCompetencyinCapacityBuildingKLASACworkscloselywithitsmemberJulieLarsen,whoworkswiththemembersoftheNativeAmericancommunityin

Lyleandhasbeenanintegralpartofbringingtrainingresourcestothecommunityin2015.OurCoordinatorisbuilding

relationshipswithNativeAmericanleaderslocallyandthroughouttheregion.SeveralleadersintheNativeCommunity

areinterestedinourprocessandhaveagreedtoparticipateintrainingopportunitiesandassistthecoalitionastheyare

able.AtthistimewewillcontinuetofindwaystocreatesustainablepathwaysofcommunicationwithourNative

leadersandcommunitymembersthroughparticipatinginevents,ensuringinclusionofnativestudentsinour

schoolbasedprogramming,andsupportingfuturetrainingeffortssuchastheGONA.

WewillcontinuetorecruitmembershipfromtheHispanicCommunityincoordinationwithschool-basedoutreach

efforts,willensureourmediacampaignisconductedinbothSpanishandEnglish,andwilltrainfacilitatorstooffer

familymanagementandsupportprogramsinSpanishwhenweareableto.

TheCoalitionrecognized,fromtheonset,thechallengewehaveinaddressingthevariedneedsofourcommunity.For

thisworktobesuccessful,itisvitaltomoveforwardinsuchawaythatthereisinclusionofallmembersofthe

community.

SustainabilityinCapacityBuildingTheKlickitat-Lylecoalitionhasactivemembersinadditiontothe12sectorrepresentativeswhoknowtheircommunity

andhavelongtermtiestoboththestandardcommunityinstitutions(schools,lawenforcement,countygovernment,

localbusinesses)aswellasintimateknowledgeoftheactivitiesthatcapturethemoreruralcharacterofourcommunity,

suchas4H,NativeAmericanfishcamps,andhunting.Manymembersofthecoalitionareparentsorgrandparentsof

childreninthedistricts.Allthemembersofthecoalitionhavejobs/rolesdirectlyrelatedtothepopulationswewantto

serveandsupport.AnimportantobjectivewithinGoal1ofourActionplanistoexpandandimproveuponour

enforcementpresenceandconsequencesforusebyminors.Wewouldalsoliketoreviewlocalrecordskeptbyour

sheriff’sdepartmenttodeterminetheactualnumberofarrestsmade.

NeedsAssessmentConclusions:Thedatalistedabovegivesusabetterunderstandingoftheproblemsfacedbyyouth,familiesandothercitizens

livingintheKlickitat-Lylecommunitiesaswellasthestrengthsthatarepresentinourcommunities.We

consideredboththedataandvoicesofourcoalitionmembersandkeyinformantinterviewsindeterminingour

priorities.

Studentswhoareinvolvedwithdrugsandalcoholatschooloratschool-relatedeventsaredisciplinedaccordingto

thedistrictDisciplinePolicy.TheLyleSchoolBoardhasrecentlypassedanewDrugandAlcoholpolicywiththe

helpofourcoalition.Withanewadministratortheywillneedcontinuedsupporttoensurethispolicyis

implementedandallowsforaccesstoservicesneededbyyouthandtheirfamilies.Studentswhoareinvolvedin

drugandalcoholuseandabuseoftenexperienceotherdisciplinarysituationsinschoolaswell.Theresultof

receivingmultipledisciplineinfractionsisthattheybegintoexperiencesuspensionsfromschoolforincreasing

lengthsoftime.Theendresultisthattheyfallfartherandfartherbehindintheirlearning–whichultimatelyleads

totheirlossofcredittowardgraduationandincreasechancesthattheywilldropout.TruancyisasignificantproblemintheLyleSchoolDistrict.Thisisapatternthatoftenbeginsattheelementaryschool.Thesepatterns

continuerelativelyunabatedintosecondaryschool.Asignificantnumberofourstudentscomefromhomeswhere

parents/guardiansliveinabjectpovertyandaretransientandoccasionallyorperpetuallyhomeless.

Anotherkeyinformant,JulieLarson,sharesherknowledgeofourNativeAmericanpopulationwiththecoalition:

“InourareaIcanreadilyidentifyover25Nativefamilieswithchildrenranginginagefromtoddlerstoyoungadults.

CurrentlyourK-12schoolhasatleast28childrenenrolledwhoidentifyasNative(outofatotalof230students).At

thehighschoolImeetregularlywithNativestudentsandhelpfacilitateaCultureClub,Ialsomeetwithfamily

membersandoccasionallyvisithomes,andhavebeenhonoredtoattendceremoniesintheLongHouseandto

meetEldersandleaders.ManyofthefamilieshaveancestralconnectionstotheColumbiaRivershoresdatinglong

beforeCeliloFallswasburied.TheymaybeenrolledinWarmSprings,UmatillaorYakamaTribalNations,butoften

identifyas“RiverPeoples”.Thesethreereservationshavetribalservicesavailable,butareaconsiderabledistance.Inaddition,manyRiverPeoplestronglyaffiliatewiththeirowncommunityalongtheshoresandcontinuepractices

thatarerichinfishing,rootdigging,andtheWashutReligion,inlocalLongHouses.

ItismyimpressionthatourNativestudentswalkintwoworlds.Schoolattendanceisoftenachallengeduetoculturalactivitiessuchasfishing,andtendingtofamilymatterssuchasfunerals,ceremoniesandtraditional

practices.Inaddition,therearechallengesduetolackofincome,familymembersinjail,physicalandmentalillnesses,substanceabuse,lackofhousing,familydiscord,andviolence.Sadlylastyearwelostayoungstudenttoanalcoholrelatedcaraccidentandthepainofthisandothersimilarlossesispalatable.Manyofthestudents

carrytraumafrompersonallosses,abuse,separationfromparentsandsiblingslivinginfostercare,aswellasthecollectivehistoricaltraumathatisbeingacknowledgedandtalkedaboutintheNativecommunities.Studentsand

familiesalsodescribetimeswheretheyfeeltheyhavebeenstereotypedortreatedinabiasmannerandexpress

distrustatseekingservices.Manyteensreportdrinkingordruguseatanearlyage,andattimestheiruseisquite

extreme.Asacommunitymemberwhohearsthestoriesonadailybasis,Ideeplyappreciatetheawarenessofthe

diversityandtheinclusionofNativeAmericancommunityneedsinourstrategicplanningandthehopeand

potentialastrongworkingCoalitioncanbring.”

Ourpredominantneedswereselectedwhenthedatamatchedthecommunities'perceptionsoftheproblems,

summedupclearlybykey-informants.Weconsideredacombinationofdataandcommunityvoiceinlookingatthe

impactofthelong-termconsequencesaffectingschoolattendanceandperformance,youthdelinquencyand

mentalhealthproblemssufferedbyyouthandadults.LookingatourInterveningVariableswerealizedouryoutharedrinkingandsmokingmarijuanabecausetheydonotthinkitisharmful,thesesubstancesareeasytoget,their

parentshaveattitudesthataretolerantofsubstanceabuseandtherehavetraditionallybeennoconsequences

fromlawenforcement.SomeofourContributingFactorsarethatourtownsareisolatedwithnotransportationoptionstoobtaintreatmentforsubstanceabuseaddictionsormentalhealthissuesofparentsandstudents.Thisis

alsoabarriertoparticipationinparentingprogramsandsupport.Ourcommunitiesaresomewhatisolatedina

countywithalargegeographicalareawheremostorganizedpreventioneffortshavetraditionallyfocusedonthe

highpopulationcitiesofWhiteSalmonandGoldendale.Ourtownsdonothavealocalpolicedepartmentandour

Sheriffanddeputieshavemanymilestopatrolwithinthecountywithlimitedresources.Studentsreportlackof

clearandconsistentconsequencesathome,andsaythatitiseasyforthemtogetalcoholfromstores,their

friends,andsometimestheirparents.

ResourcesAssessment

Process: Becauseourcommunitiesaresmallitwasnotnecessarytoconvenea

separateresourceworkgroupandweworkedasafullcoalitionatour

meetinginMarchtoidentifytheresourcesavailable.Atthismeeting

wedevelopedacommunitymaphighlightingresourcescurrently

availableinourcommunityandaroundthecounty.Fromthe

formationprocessofthecoalitionitbecameclearthatwewillbe

pullingresourcesfromthecountyandneighboringcitypartnersto

accomplishourgoals.Keyinformationwediscoveredaboutpartnerresourcesoutsidethecommunityduringthisprocess:

• Manyresourcesareavailable,however,transportationisa

majorissueinconnectingourcommunitymemberswiththe

manyresourcesavailableinourarea.

• FamilyprogramsarebeingofferedbyseveraldifferentagenciesincludingTheNextDoorInc,TheKlickitat-

SkamaniaCommunityNetwork,andComprehensiveMentalHealth.Again,theissueisconnecting

parentstothesealreadyexistingservicesandresources.

• Manyofourmembersseeournaturalresourcesasanunder-utilizedresourceandwouldliketoseeour

youthconnectwiththewidevarietyofoutdoorsummerprogrammingavailableinthefuture.

Wehavecommunityeventswherewecanadvertiseourcoalitionandrecruitnewmemberswhowillbringfurther

awarenessofresourcestothetable.OurcurrentpartnershipswiththeSheriff’sDepartment,ComprehensiveMental

Health,ourSchoolDistricts,andouryouthofferawidevarietyofresources.

Ourschooldistrictsprovidethelibrariesintheirhighschoolsforourfullcoalitiontomeetinalternatesitesmonthly.

Theschoolsalsosharethemuch-neededtransportationresourceofvans,busses,driversandmaintenancebutdonot

havetheresourcesforasecondrunforstudentstoparticipateinafter-schoolpreventionactivitiesorotheractivities

thatbuildschoolconnections.Wewillworktoincludeatransportationcomponenttoourstrategiesandactivitiesfor

studentsandfamiliesasanoperatingcostinimplementingdirectserviceprograms.Thiswon'taddressthegapintransportationforadultsandfamilieslongtermandwewillworktodeveloparelationshipwithMt.Adams

Transportationasasustainableresourcefortransportationinourcommunities.

Wehavecoalitionmemberswhoareskilledinplanningandhostingeventstopromotethecoalition,includingCarl

Coolidge,owneroftheCanyonMarket,DebbiePyle,presidentoftheKlickitatPTOandSundaySutton,Chairof

partnerorganizationKlickitatDrugAwarenessTeam,andwehaveeventspaceinthecommunityofLyleattheLions

ClubCommunityCenterandTheLyleActivityCenter.Wehaveactiveyouthwithapassiontolearnabouttheeffects

ofalcoholanddrugs,bullyingandtobaccouseandsharetheinformationwiththeirpeersandthecommunity.We

havetalentedadultleadershipwhohavepulledtheyouthmovementtogether,YvetteSchultz,AthleticDirectorat

KlickitatHighSchool,LauraBales,TeacherandCounseloratKlickitatHighSchoolandJeffWolfanger,Prevention

InterventionSpecialistatbothschools.AfullResourceAssessmentisincludedasAppendix5.

ProcessAftercompilingallofthelistedresources,wecomparedwhatwasavailabletomeetthespecificstrategiesdevelopedto

addresslocalconditionsandcontributingfactors.Ifaprogrammettheseconditionsweappliedcriteriatodetermineif

theprogramwouldsupportthecoalition'sgoals:1)ifaprogramisalreadyinplacedoesitaddressuniversalsubstance

abuseprevention;2)isitlistedintheExcellenceinPreventionbestpracticeprogramsontheAthenawebsite;3)isit

deliveredwithfidelity;4)doestheprogrammeetnationalrecognizedcriteriaand;5)istheprogramaculturalfitforour

population.Wethendecidedwhethertoaddaprogramtoaddresstheidentifiedissueorpartnerwiththeagency

providingtheprogramandenhancetheirefforts.

Ourfullcoalitioncontinuestodiscusshowtoaddressthesocialaccessofalcoholandmarijuanainourcommunitiesand

favorableattitudestowardsdrinkingandmarijuanause.Wedecidedtofocusinitiallyonreducingretailaccessby

partneringwithourSheriff’sDepartmentandtheLiquorControlBoardtoconducthigh-visibilitycompliancechecksover

a5monthperiod.Throughthiseffortwesawa30%increaseinour10thgradersperceptionsthatlawenforcementis

effectivewhentheyarecalledouttounderageparties.Wewillcontinuetoworkwithourretailersandlocallaw

enforcementtoconductcompliancechecksandtrainretailers.Ourmediagroupwillcontinuetoutilizethe'Talk,They

HearYou'campaignofferedthroughDBHR/SAMHSAwhichhasprint-readyarticlesfornewspapers,newsletters,

websitesandfacebookpages,PublicServiceAnnouncementsandadsforradioandmovietheaters.Wealsohave

severalestablishedlocalcommunityeventsthatoffertheopportunityforourcoalitiontodistributematerialsandshare

information.

Severalmembersfromschooladministrationandstaffalongwithourcoordinatorreviewedtheschooldrug/alcohol

policesintheLyleSchoolDistrictandfoundthatalthoughtheymeetsomestandardcriteriathereisaperceptionamong

studentsthattheyarenotconsistentlyapplied,andtherearegapsinproceduresattheschools.InMayof2015the

LyleSchoolBoardadoptedanupdatedDrugandAlcoholPolicyandourcoalitionhassupportedandwillcontinueto

supportaCAREteammodeltoensureimplementationandenforcementofthisnewpolicy.

Inthecommunityyouthdonotthinktheywillbecaughtbylawenforcementorhaveanyconsequencesiftheyare

drinking.OurSheriffiswillingtoworkwiththecoalitiontocreateaplantocontinueoureffortstoreduceunderage

drinking.Ourcoalitionisworkingwithourcountycommissionerstobeawareofthedevelopingmarijuanaretail

saleslawsandlocalfactorsthatmaycontributetoretailaccessforouryouth.Manyyouthalsodonotfeelthatthey

areconnectedtotheircommunity.WewillpartnerwithTheNextDoorInc.tocreate2newmatchesintheMentors

forSuccessprogram,amentoringprogramforat-riskteens,inLyleandKlickitatin2016.

OurdataindicatedtheyouthinKlickitatandLylehavealowperceptionofriskofharmandalowunderstandingofthe

dangersofusingalcoholandmarijuana.Theyalsodonotbelieveitiswrongtodrink.Wereviewedwhatiscurrently

beingofferedtoaddresstheseissues.TheProjectSuccessProgramisbeingimplementedatbothofourdistricts’middle

andhighschoolsthisyear.WehavealsoofferedLifeSkillseducationtostudentsinGrades3–8inbothofourdistricts.

Basedonourpostsurveydata,student,andfacilitatorreportswehavefoundthatLifeSkillsisnotanappropriatefitfor

ourMiddleSchoolstudents.Thereisaneedforalternativebestpracticeprogramstobeofferedtomiddleschool

students.WewillprovidecurriculumandtrainingforPositiveActiontobeimplementedinGradesPreK-6duringthe

2015-2016SchoolYear.WewillprovidecurriculumandtrainingforimplementationofSPORTPreventionandWellness

inthespringof2016.

Otherschool-basedactivitiesinplacearetheTADAA!(TeensAgainstDrugandAlcoholAbuse)alcohol/drugprevention

groupandSourcesofStrength,asuicidepreventionprogrammanyofouryouthandadultadvisorsrecentlyreceived

trainingin.Ourlocalsheriff’sdepartmenthaspartneredwithourschooldrugandalcoholpolicyenhancementgroup

andisavailabletoassistourschoolsonrequest.

Familymanagementproblemsremainasasignificantconcern.WeofferedtheNurturingParentingprograminKlickitat

thisyearandserved8familieswithschoolagechildren.Afterstrugglingwithgroupattendance,wereviewed

informationontheresourcesavailabletofamiliesfromourcoalitionmembersandpartnersincludingacountywide

parentingnetworkgroupcurrentlyprovidingLoveandLogicclassesforparentswithtoddlers,preschoolersandyoung

children;ComprehensiveMentalHealthofferingStrengtheningFamilies,andTheNextDoorInc.whooffersavarietyof

programsforparents.NurturingParentingwasoriginallyselectedbecauseitoffersseverallevelsofparentingsupport,

communitygroupsandindividualin-homesupportforfamilieswithtransportationchallenges.Itisalsoinclusiveof

NativeAmericanandHispaniccultures.WehavesomeinterestfromourHeadStartpartnersincontinuingonwiththis

programandhaveinvitedarepresentativefromeachofthesegroupstoparticipateinafocusgroupoverthesummerof

2015todevelopalongterm,sustainableplanforparentingsupportandprogrammingforfamiliesinourcommunities.

variables)wethenlookedatlocalconditions.Welookedatdatahighlightedbythedatareviewcommitteeandapplied

knowledgegainedthroughinformalinterviewswithcommunitymembers,andreliedontheexpertiseofmembersto

determinelocalconditions.ThecoordinatorguidedthegroupdiscussionbyfollowingproceduressetoutbyDBHRto

helpusdevelopconclusions.Thisprocessincludedlookingattheareasofidentifiedconcernsinthecategoriesof

consequences,consumption,andinterveningvariables.Wethendiscussedourlocalconditions.

BasedontheKeyFindings,wehaveconcludedthereisaneedfor:

programproveneffectiveatreducingsubstanceuseandabuseaswellasimprovingmentalhealthoutcomes.Wewill

providetraining,curriculum,andtechnicalassistanceforimplementationofSPORTPreventionandWellness,an

evidence-basedprogramproventoreduceyouthsubstanceuseandabuse.WewillpartnerwithTheNextDoorInc.to

expandtheirservicestoourcommunitiesbycreatingatleast2matchesintheMentorsforSuccessProgram.

CulturalCompetencyinAssessmentOur2014HealthyYouthSurveyshowsusthat5%ofstudentsintheKlickitatSchoolDistrictidentifyasNativeAmerican;

8%ofLyleMiddleSchoolstudentsand7%ofLyleHighSchoolstudentsidentifyasNativeAmerican,15%ofLyleMiddle

Schoolstudentsand1%ofLyleHighSchoolstudentsidentifyasHispanic.TheLifeSkillsprogramwasselectedin

partnershipwiththeschooladministrationandstaffwhoworkwithourincreasinglydiversestudentbody.LifeSkills,

ProjectNorthland,PositiveActionandClassActionhavebeenshowntobeeffectiveinworkingwithmanyminority

groupsincludingHispanicandNativepopulationswhichareclassifiedasunderservedcommunitiesinourarea.Wehave

identifiedschooldisconnectednessasanissueinourcommunityandthisisespeciallytruefornativeyouthwhohave

highratesofabsenteeism.InourresourceassessmentwelearnedthereiscurrentlyaCultureClubattheLyleHigh

SchoolandMiddleSchoolforNativeYouthWesupporttheseeffortsandwillcontinuetoexploreotherwaystosupport

nativeyouthandtheirfamilies.

IntheassessmentprocessweidentifiedaculturallyspecificprogrambeingofferedbyleadersoftheYakimaTribe,the

GatheringofNativeAmericans.Wewillcontinuetosupporteffortstobeingthisprogramtoourcommunityandworkto

engageleadersoftheNativeCommunitytoparticipateinourprogramandstrategyselections.

ThecoalitionwillneedtoreachouttocommunityleadersinboththeNativeandHispaniccommunitiestolearntheir

ongoingneeds.Thiswilllayafoundationforfutureparticipationinthecoalitionandensurethatvoicesofthese

typicallyunderservedpopulationsareincluded.

SustainabilityinAssessmentOurassessmentprocessallowedustorecognizeanddevelopabetterunderstandingoflocalorganizationsthatare

currentlyprovidingservicesrelatedtoourgoals.Wealsoidentifiedanddevelopeddirectpartner-organization

relationshipswhowillbeeffectiveinhelpingusservetheyouthandfamiliesoftheKlickitatandLylecommunities.

WehavecollaboratedwithCentralWashingtonComprehensiveMentalHealthtoprovidefacilitatortraininginthe

NurturingParentingProgramtotwooftheirstaffmembersalongwithourcoalitioncoordinator.Wehavelearnedfrom

previousexperiencethatitisimportanttoselectandtrainfacilitatorswhohavealong-termandvestedinterestinthe

populationsweserveandarestable,employedstaffwithasolidagency.OurinitialimplementationoftheNurturing

Parentingprogramhasalsoshownusthattherearemanyotheragenciesprovidingsimilarparentingprogramsthatmay

ProcessforPlanningResultsfromourHealthyYouthSurvey,2014CommunitySurvey,anddataavailableinourCommunityNeeds

AssessmentDatabookbegantheinformation-gatheringtoupdateourassessmentofneedsinthecommunitiesofLyle

andKlickitatin2014.TheCoalitionDataCommitteeformedinMarchof2014whentheCommunityDatabookand

HealthyYouthSurveydatawerereleased.Thedatacommitteeledtheselectioncriteriaprioritizationandthen

identifiedtheareasofhighneedintheareasofconsequences,consumptionandInterveningvariables.Wedetermined

prioritiestohelpdecidetheorderofourselectedareasforintervention.Theresultsofthisprocesswerebroughttothe

fullcoalitionatits’Aprilmeetingfordiscussion.Membersweredividedintosmallgroupstodiscussresultsandaddto

ourlistofinterveningvariablesbasedontheirknowledgeandtofurtheridentifythelocalconditionsandcontributing

factors.Thesesmallgroupsbeganthediscussionofadditionalstrategieswecouldimplementlocally.AlthoughourData

committeewasinvolvedintheinitialselectionofpriorities,membersatourAprilandMaymeetingshadtheopportunity

toacceptandsuggestgoals,objectivesandstrategies.OurexecutivecommitteewillholdanextendedmeetinginJune

toreviewthisinformationandmakefinaldecisionsregardingourselectedstrategiestobeincludedinour2015–2017

ActionPlan.

Toaddressouryouthreportinglowperceptionsofharmrelatedtounderagedrinkingandmarijuanausewereviewed

theimpactofourLifeSkillsprogramanddecidedthatthisprogramisnotanappropriatefitforourmiddleschool

students.WewillbereplacingthisprogramwithPositiveAction,anevidence-basedprogramthatoffersmaterialsfor

GradesK-12inadditiontocommunity,family,andcounselingkitstoensureongoingcontinuousmessagesforstudents

atallgradelevels.WewillstartimplementationwithGradesPreK-6duringthe2015-2016SchoolYear.Wereviewed

ouravailableoptionsandfoundthatbothTheProjectNorthlandandClassActioncurriculumsareavailablethroughthe

SustainabilityinPlanThroughthisassessmentandplanningprocesswehavebecomeveryawareoftheimportanceofsustainabilityinour

activities.Wehaveinvolvedkeypeoplesuchasschools,theMentalHealthandTreatmentproviders,ourcountyPublic

HealthDepartment,AdultProbation,mediaandlawenforcementtomakesurewehavehumanresourcesandlocal

supportfortheprogramsweareundertaking.Overthenexttwoyears,muchofthecoalitionbudgetwillbeusedto

buildcapacityandtrainstaffandcoalitionmembersontopicsrelatedtosubstanceabuseprevention.Ourfundingwill

alsobeusedtosupportimplementationofourselectedprogramswithafocusonensuringsustainabilityofprograms.

Wewillinvestourtrainingfundsinstaffofsolid,long-termentitiessuchasschools,mentalhealthandtreatment

centers,thecountypublichealthdepartmentandlong-standingnon-profitorganizationssuchasProgramsforPeaceful

Living.TheschooldistrictshavebeeninvolvedintheWashingtonStateStudentAssistanceProgramformanyyears.

Theyprovideofficespace,technologyresourcesandneededsuppliesfortheStudentAssistanceProfessional.Further,

theyprovideofficespace,technologyresourcesandsuppliesfortheCoalitionCoordinator.

TheCoalitionwillworkwiththelocalmediatodeterminewhatmonetaryneedsmayexistinthefutureandpotential

waysaddressthoseneeds.ThereareanumberofradiostationsinHoodRiverandTheDalleswhoarecommittedto

providingfreepublicserviceannouncementsandwewillprioritizethosestationsinourmediacampaigns.Oneof

thesestationsbroadcastsinSpanish.

EachExecutiveCommitteememberwillbegivenacopyofourStrategicPlaninaprotectivebinderandwillbeaskedto

bringittoourExecutiveCommitteemonthlymeetings.Copieswillbemadeavailabletoourcoalitionandwillalsobe

Goal4:ReduceUnderageDrinkingandDrugUse.Ourcoalitionwillformafocusgroupofpartneragenciescurrentlyprovidingparentingprogramsinourareaanddevelop

sustainableplanforparentstoattendexistingprogramsorbringfacilitatorsoftheseprogramstoourcommunity.We

anticipatetheneedtoworkwithMt.AdamsTransportationtopartneroureffortsinsupportingfamiliestoaccessthese

services.WewillalsocontinuetoexploreapartnershipwiththeMid-ColumbiaChildren’sCouncil(HeadStart)to

supportourNurturingParentingProgramastheirprogramalreadycontainsofastronghome-visitingpiecewhichcould

ofyouthreportingregularalcoholandmarijuanausearenotrisky.

Ourcommunitysurveyresultsfor2015willshowadecreaseinthenumberofpeoplewhoreportthat“smallamountsof

marijuanacanbeusedinpublic”from10%to8%andthenumberwhobelieveitis“legaltoprovidemarijuanato

minors”from14%to10%.

ProjectSuccesscontainsaninterventioncomponentalso.Selected/Indicatedstudentswillbereferredforservices.The

StudentAssistanceProfessionalwillprovidescreeningandmakeareferralforappropriateplacement;educational

supportgroup,orformalsubstanceabuseassessment.Studentsparticipatinginsupportgroupswillreceiveinformation

problems.WhenparentingclasseswereofferedinthepastbytheSkamaniaKlickitatNetwork,theydidnothavestrong

participationorcompletionrates.Ourplanistoprovideassistancebywayoftransportationandincentives,tomotivate

parentstoattendclasses.

effortsandpartnerwithothersinthecommunitywhoareinvolvedinprovidingprogramsandactivitiestosupport

positivecommunitygrowthforyouthandfamilies.

Wewillregularlyshareourcoalitionplanswiththecommunitytomakethemawareofwhatwearedoingandwhatour

intendedoutcomesare;forthepurposeofgeneratinginterestincoalitionparticipationorinindividualactivitiesofthe

coalition,andtobuildcommunitysupportfortheworkofthecoalition.

progressbeingmade,allocationsoffurtherfundingandevidenceofcompliancewithprogramrequirements.

PBPSForourin-schoolprograms,includingPositiveAction,ourCoordinatorwillprovidefacilitatorswithclassrosterswiththe

informationneededtoregistereachparticipantandinfoneededtoenterdataintoPBPS.Facilitatorsforparenting

programswillcollectregistration,attendance,andprepandpostsurveyinformationneededforPBPSentrywhen
