Community Health Promotion
Our goal is to empower our counties/communities (all ages) to make healthy lifestyle choices. We provide comprehensive health education programs utilizing the Best Practice guidelines. Our topics include: physical activity, nutrition education, tobacco prevention and cessation, hygiene, sexually transmitted infection education, and other health topics.

The WEDCO District Health Department service array includes preventive health care such as Well Child and Prenatal Clinics; early intervention and treatment clinics such as STD and TB; environmental services such as restaurant, swimming pool and hotel inspections; health education services such as drug prevention and
postponing sexual involvement education; as well as many other vital services such as home visitation to first time high risk parents (our HANDS Program). All locations also have home health services. Brief descriptions of some of our services are listed below. Contact your local health center for more information.
Clinic Services
The WEDCO District Health Department offers General Preventive Health Clinics in each of our three counties within our district (Harrison, Nicholas, and Scott). Preventive Health visits can detect minor health problems before they become serious. Services include:
• Immunizations to children and adults• Well child examinations for children• Limited family planning for women• WIC (Women, Infants & Children) nutritional
supplement program• Sports & CDL Physicals• Tuberculosis screenings• HIV/STI screenings• Hepatitis C Treatment• Disease investigation, surveillance and
prevention through epidemiology services
Many of our services are covered by Medicare, Medicaid and other insurances. Some services such as childhood immunizations and communicable disease screenings are offered at a minimal nominal charge set by the Kentucky Department for Public Health.
Home Health & Waiver Program
We strive to provide quality and cost-effective home health care to our patients and families in Bourbon, Harrison, Nicholas and Scott Counties. Our staff, who live and work within our community, are committed to making a positive difference in the lives of our patients. We assist our patients to remain in a safe home environment through education, home health services, community resources and teamwork.
Waiver Program: A Medicaid based service offered in Bourbon, Harrison, Nicholas and Scott Counties. Waiver is a way of helping people who,
Environmental Health & Preparedness
Environmental Health is the branch of Public Health that is concerned with all aspects of the natural and built environment that may affect human health. We inspect all public facilities such as: food service providers, hotels/motels, schools, swimming facilities, mobile home / RV parks, tattoo / piercing studios, confinement facilities and youth camps. In addition, we inspect/investigate nuisance complaints, animal bites, on-site sewage systems, West-Nile, radon, lead, mercury spills, natural disasters, bioterrorism, and water sampling.

EPSDT Special Services may only be provided to Kentucky Medicaid recipients under age 21. Services may be provided through the last day of the month in which the individual turns 21. For example, if someone is receiving services through the EPSDT Special Services Program, and their 21st birthday is March 16, they may continue to receive services through EPSDT Special Services through March 31st (if they are still eligible for Medicaid.)
Child Care Health Consultant (CCHC): This program provides a consultant who works with child care providers and their families to promote healthy, safe, and nurturing environments for optimal child development.
Health Access Nurturing Development Services (HANDS) Program: A volunteer educational program for families who are pregnant or have newborn babies (must be under 90 days of age to start). Our staff is specially trained to present new parents with educational information on critical development areas during pregnancy and throughout the baby’s first two years of life. This program was designed to assist parents in understanding child development and to develop parenting skills so that you can provide the best for your new baby. Cost is Free!
Syringe Exchange ProgramsThe Syringe Exchange Programs collect used syringes from people who inject drugs and exchange them for sterile syringes and access to social services, including substance addiction treatment. WEDCO currently offers 2 SEP’s at Harrison County Health Center and Scott County Health Center that are free, confidential and open to the general public. Other services provided include:
• STI testing and treatment referrals• Overdose prevention education and Narcan• Free HIV and Hepatitis C screenings and
treatment referrals• Harm reduction education • Safer sex materials

Harrison County was formed on December 21, 1793 from portions of Bourbon County and Scott County. It was named after Colonel Benjamin Harrison, an early settler in the area.
Cynthiana is the county seat of Harrison County; the county population was 18,886 at the 2019 census. The city of Berry is also located in Harrison County. This community gets its name from Colonel George W. Berry. He was a wealthy property owner who donated land for the town and built the first store in the community.

WEDCO Health Department Clinic services include health and prevention education, pregnancy testing, emergency contraception, (Plan B), sexually transmitted infections, (STI) screenings and treatment along with WIC, well child school and sports physicals and immunizations. In addition, we provide CDL physicals, fluoride varnish for children age 5 and under, and TB screenings.
WEDCO takes Medicaid/MCOs and limited private insurance. Patients with no insurance may qualify for sliding scale or coverage thru state funded programs.
Clinic hours are 8-4:30 Monday thru Friday with exceptions of two late clinics per month at each site. Scott County’s late clinic is on the second and fourth Tuesday of each month, Harrison County’s late clinic is 1st and 3rd Thursday.
Nicholas County late clinic is 2nd and 4th Thursday of each month and is not open on Monday and Fridays.

Lifeline Phone Assistance Program The Lifeline program was designed to preserve and promote telephone services to qualified low-income households. The program provides a monthly discount on local service, which can be either LANDLINE or WIRELESS service. The combined federal and state discount in Kentucky is up to $12.75 per month.
Who Is Eligible? You are eligible if you participate in one of the following: Medicaid, Supplemental Nutrition Assistance Program (SNAP), Federal Public Housing, Supplemental Security Income, Veteran Pension and Survivor Benefits Program OR have income at or below 135% of the federal poverty guidelines AND you have paid or made payment arrangements for any outstanding balance for telephone services provided to you or any member of your household at your current address

Nicholas County was founded in 1799 and is named for George Nicholas, the "Father of the Kentucky Constitution.” As of 2019, the population was 7,269. The county seat is Carlisle; Carlisle-Nicholas County is a small community with the beauty of 350 buildings on the National Register of Historic Places. Within the historic downtown district is the recently restored Old Jailer’s Home, built in the mid-1800s. Adjoining this structure is the dungeon, with a log ceiling and dirt floor. The old passenger depot, built in 1912, features a museum with information for genealogy seekers. The focal point of Main St. is the 1893 Courthouse with an original tin ceiling in the courtroom. Old churches with lavish stain glass abound in the community.

Affordable Housing Trust Fund, KHC Small Rental ProgramThese are two housing programs funded by KHC to finance affordable rental housing for low income families. Contact the property to determine availability and eligibility.
Housing CreditThe Housing Credit (HC) program provides tax incentives for the development of multifamily housing for families whose incomes are less than 60 % of area median income. Contact the property to determine availability and eligibility.
HUD Section 202 Supportive Housing for the ElderlyHUD provides capital advances to finance the construction, rehabilitation or acquisition with or without rehabilitation of structures that will serve as supportive housing for very low-income elderly persons, including the frail elderly, and provides rent subsidies for the projects to help make them affordable. Some supportive services may be available on the premises. Occupancy in Section 202 housing is open to any very low-income household comprised of at least one person who is at least 62 years old at the time of initial occupancy. Project-Based Section 8The Section 8 program helps low and very low income families pay their rent. Eligible tenants must pay
the higher of either 30 % of their adjusted income or 10 % of their gross income. Many Section 8 apartments are reserved for the elderly. A small portion of the units are specially designed for the mobility impaired. Contact the property to determine availability and eligibility.
Rural DevelopmentThe Rural Development Program serves low and moderate income families in rural areas. Low income senior citizens or families paying rent of more than 30 % of their adjusted annual incomes can qualify for rental assistance. Part 4:Scott County Resources
In 1792, Scott County became one of the first two counties created by the newly formed Kentucky Legislature, and was named for General Charles Scott, a Revolutionary War hero who later served as the Commonwealth's fourth governor from 1808 through 1812. In 1790, the county seat’s name was changed to George Town in honor of President George Washington. In 1792 it became George Town, Kentucky, when Kentucky became the15th state of the union.
Georgetown College was founded in 1829 by orthodox Baptists to provide education for clergy to combat the reforming threat of the Disciples of Christ, and by those men simply interested in providing a superior classical education. Thereafter the college continued to prosper and in 1898 became one of the first such institutions in the South to become coeducational.
In the 2019 census, the population in Scott County was 57,004. The largest industry is manufacturing with the largest employer being Toyota Motor Manufacturing. (Historical information was adapted from the City of Georgetown website www.georgetownky.com)

Part 5:Bourbon County Resources
Bourbon County is nestled in the heart of Kentucky's famous Bluegrass Region. Its very name evokes visions of Thoroughbred horses grazing in lush green pastures bordered by age-old stone fences; lovely historic homes and buildings and beautiful rolling countryside. The area also offers an unusual group of sites and attractions for visitors to enjoy. As of 2019, the estimated population was 19,788.
Long-known for agricultural products and livestock grown and raised on the county's 292 square miles, Bourbon County is one of the leading producers of Thoroughbred horses in the world. More than 50 horse farms are located in the county, including world-famous Claiborne Farm, where Secretariat stood at stud for many years.

Lifeline Phone Assistance Program The Lifeline program was designed to preserve and promote telephone services to qualified low-income households. The program provides a monthly discount on local service, which can be either LANDLINE or WIRELESS service. The combined federal and state discount in Kentucky is up to $12.75 per month.
Who Is Eligible? You are eligible if you participate in one of the following: Medicaid, Supplemental Nutrition Assistance Program (SNAP), Federal Public Housing, Supplemental Security Income, Low-Income Home Energy, Temporary Assistance to Needy Families, National School Free Lunch Program OR have income at or below 135% of the federal poverty guidelines AND you have paid or made payment arrangements for any outstanding balance for telephone services provided to you or any member of your household at your current address.
