The office of UPBJJ-UT Jember on Jalan Kaliurang No. 2-A, Kabupaten Jember is one of the Open Distance Learning Unit that serve Government program in the Educational Field , Specially Open Distance Learning Program, and having Specific program of Strata-1 (S-1), Postgraduate / Magister Degree / Strata-2 (S-2) and the other eduacational programs that in Certificate state (Sertifikasi). IV. Vision :Vision of UPBJJ-UT Jember refers
to the main institution’s vision that is stated in Renstra of Open University at Tangerang. According to the internal and external situation analyze and institutions’s vision (UT) can be described : “Menjadi UPBJJ-UT yang berkualitas dalam bidang PTJJ untuk membantu mewujudkan Universitas Terbuka sebagai salah satu institusi PTTJJ berkualitas dunia dalam menghasilkan lulusan pendidikan tinggi yang memiliki daya saing tinggi serta dalam mengembangkan teori dan praktek PTTJJ”.
V. Mission :Missions of UPBJJ-UT Jember are
arranged according to the Open University’s mission (UT) that stated in Keppres Nomor 41 Tahun 1984. But, also refers to / according to TRI DHARMA, The Open University’s missions are perfected to be :

2. Implementation of the Long Distance Learning System for giving a Distance Learning Service at UPBJJ-UT Jember’s area.
3. Distribution and use of the Scientific Result and Institutions’s Result for Learning service at the Distance learning system to get more best result needed of the National Development.
VI. DestinationFor the best achievement result of
vision and implementation of mission, destination for making UPBJJ-UT Jember, are stated :1. Increasing efectivitines of the
quality learning services in the registration field, modul/books distributions, learning services, Examinations services, graduation and certification of the students
2. Providing for the educational acces of the World Quality Higher University in the all over society strata via Open Distance Learning Services.
3. Having graduation of the best and/or professional students at the global competitiveness graduations.
4. Increasing the Public Participation for the higher education that based on Knowledge/scientific athmosphere. (knowledge-based society).
5. Use and distribution the scientific result and institution for National Development Need.
6. Strengthen the unity of the nation via learning services widely spread.
7. Increasing the Cross Culture Understanding and widely network and partnership via Education partnership at the UPBJJ UT Jember area.
VII. Human Resources (SDM)Human Resources are the
strategic asset and dynamic for the institutions, specially UPBJJ-UT Jember, that having human resources management system. It refers to the ”Prosedur Pengembangan Kompetensi SDM” (JKUM-SM04). The Human Resources Management System have destination for making high competency of employee that could work in the high process and quality work. The Arrangement Scoupe of them, such as: (1) Identification of competency development need, (2) Needs planning, realization dan evaluation of effectivity for the Human Resources Competency Fulfillment, for all units at the UPBJJ-UT’s area. Tabel 4.1 indicate the numbers of active lecturers at UPBJJ-UT Jember.
