THE SCOPE OF WORK

Process Consultants developed the commissioning strategy, procedures, and checklists for new Fire Water Pumps, Foam Concentrate Pumps, Foam Proportioning, Fire Water Ring Main, and Storage Tank Cooling Water Spray systems.Process Consultants also developed the commissioning schedule and resource requirements, and provided site personnel to execute the commissioning activities.

BP BROOME TERMINAL | FIRE WATER SYSTEM UPGRADE

WHY PROCESS CONSULTANTS?Process Consultants retains experienced Fire Safety engineers, as well as other engineering personnel with significant commissioning and operational experience to execute and co-ordinate such site works.The multi-disciplined teams at Process Consultants offices remain on hand to support troubleshooting and resolution of commissioning issues as they occur.

THE RESULTSProcess Consultants safely executed the commissioning to meet the requirements of AS1940, AS2941 and NFPA11. Operational impacts and risks were successfully identified and mitigated.Minimising the outage of fire protection services during commissioning was a key requirement for the project. Cutover to the new facilities was achieved in a three day window per agreed schedule.The new facilities were seamlessly handed over to operations.

COMMISSIONING SERVICES

THE SCOPE OF WORK

Process Consultants performed a Fire Study to support the upgrade of the fire water system at a bulk storage terminal.The assessment included the maximum firewater demand calculations to meet AS1940 requirements, and the sizing of associated equipment including new fire water pumps, fire water tanks, foam concentrate pumps, and foam tank.Process Consultants also performed the design and sizing of the replacement fire water ring main, and detailed design of new bulk storage tank cooling water spray systems.

BP PORT HEDLAND TERMINAL | FIRE WATER SYSTEM UPGRADE

WHY PROCESS CONSULTANTS?Process Consultants retains skilled Fire Safety Engineers, with significant experience in performing maximum fire water demand calculations, hydraulic design of fire water piping networks, and design of tank cooling water spray systems. Process Consultants utilize a suite of industry standard software packages, such as FluidFlow for hydraulic models, and TNO Effects for radiant heat consequence modelling.

THE RESULTSThe close proximity of eight bulk storage tanks in a compound presented multiple, complex “Tank on Fire” / “Tank at Risk” scenarios.Process Consultants successfully completed the analysis, and were able to offer tank cooling water spray arrangements that reduced maximum firewater demand by 15%, with an associated reduction in fire water pump and tank sizing. Following analysis of the fire water ring main network and proposed location of deluge supply lines, the ring main was able to be reduced by one line size compared to the original conceptual arrangement, and all equipment located outside critical radiant heat contours.

FIRE SAFETY DESIGN SERVICES

DESIGN & PROCUREMENT SERVICES

THE SCOPE OF WORK

Process Consultants performed the mechanical, civil, structural, and fire safety design for a new unit to recover vapours from tanker filling operations, and return the captured hydrocarbon to bulk storage. Process Consultants also performed the technical bid evaluation for the vendor supply equipment package.

BP NEWCASTLE TERMINAL | VAPOUR RECOVERY UNIT

WHY PROCESS CONSULTANTS?Process Consultants have in-house capability across all engineering disciplines, and utilise a suite of industry standard software packages to streamline delivery.Process Consultants personnel have significant experience in specifying and evaluating equipment, and integrating vendor supplied items into complex and challenging brownfields environments.

THE RESULTSProcess Consultants successfully supported the integration of this complex $2.2M package into the facility, within project schedule requirements.Engineering services were tailored to meet the specific project requirements, with non-essential deliverables eliminated from scope.A key project objective was to limit the impact of on-site construction activities on the facility. This was accomplished by meticulous review of the brownfields tie-in locations, and maximisation of off-site works.

DESIGN & PROCUREMENT SERVICES

THE SCOPE OF WORK

Process Consultants performed the process, civil, structural, mechanical, pipe stressing and fire safety design for a new system to expand the storage capacity of M98 fuel blend, including the installation of new ethanol storage tanks, and modifications to API 650 bulk storage tanks and piping.Process Consultants took the conceptual design through detailed design, including code checks to confirm the suitability of double walled tanks for ethanol storage.

BP NEWCASTLE TERMINAL | M98 FUEL STORAGE & SUPPLY

WHY PROCESS CONSULTANTS?Process Consultants have in-house capability to ensure regulatory compliance, while delivering fit for purpose design that meets industry standards and practices.Process Consultants personnel provide innovative solutions that reuse existing equipment, and integrate new facilities into complex and challenging brownfields environments.

THE RESULTSProcess Consultants successfully supported the integration of the new $1.9M storage unit into the existing facility, meeting project schedule requirements.Engineering services were tailored to meet the specific project requirements, with non-essential deliverables eliminated from scope.Process Consultants scoped and specified modifications to the double walled ethanol storage tanks, allowing them to fully utilise available working volume, whilst meeting AS1940 requirements.

CONSULTING SERVICES

THE SCOPE OF WORK

Process Consultants were engaged to execute an Australia-wide site ‘dilapidation’ inspection of BP’s fuel terminals as part of their transition to a new management model. The purpose of the inspections was to provide a baseline for the state of the assets of each site for both contractual and operational purposes.

BP AUSTRALIA | TERMINAL DILAPIDATION INSPECTIONS

WHY PROCESS CONSULTANTS?Process Consultants have a highly capable multi-discipline engineering team. Our personnel have many years of experience working at industrial sites including oil & gas facilities in roles including operations, maintenance and project delivery. This experience meant Process Consultants was ideally placed to be able to develop the plan, estimate the overall cost and timeline, and manage and report outcomes of the site visits to the end customers.

THE RESULTSThe Process Consultants team developed the terms of reference, condition assessment criteria, project budget and timetable for the 4-month site visit and reporting program prior to submitting these to the customer for approval. Following approval, the three-man multidiscipline Process Consultants team commenced the 15-off site visits to South Australia, West Australia, Queensland, New South Wales and Tasmania.The site visits and subsequent reports were completed safely, on time and under budget, and with minimal impact of the day-to-day operations and personnel activities at each of the sites. The reports rated the condition of all assets in a hierarchy from unsafe, poor, fair to good and provided recommendations on rectification works required, along with a timeline for this rectification work and supporting documentation including checklists and photography. The outcome of these reports was also used as an input to the subsequent budget cycle for site improvements and project development.

CIVIL & STRUCTURAL ENGINEERING SERVICES

THE SCOPE OF WORK

Process Consultants was engaged to perform an independent constructability and compliance review of the bund upgrade design for the existing BP Largs North terminal. The bunds walls and floor were to be upgraded while the tanks and pipes remained operational. The purpose of the review was to identify elements of the design and/or site conditions that may have contributed to the higher than expected construction cost estimates and to look at cost saving options.

BP AUSTRALIA | LARGS NORTH BUND UPGRADE CONSTRUCTABILITY REVIEW

WHY PROCESS CONSULTANTS?Process Consultants’ Civil and Structural Engineers have extensive design and site experience across many industries including oil & gas, mining and manufacturing. They have successfully provided civil and structural design solutions for small to large complex projects and are focussed in developing designs that are both practical and cost effective.

THE RESULTSProcess Consultants reviewed the extent of works in the design and looked at the constructability of the proposed works. The assessment identified design elements such as the excavations, the use of Geofabric Clay Layer (GCL) and the thickness of the concrete, to be both conservative and difficult to construct, particularly for a brownfield site.It was found that the critical design elements such as the excavations, concrete slab and walls could be significantly reduced in size and still be compliant to Australian Standards.Process Consultants also proposed alternatives that were more suitable for a brownfield site such as a concrete slab in lieu of buried GCL and the use of fibre reinforced concrete under pipe runs instead of reinforced concrete.The quantities and cost of the proposed recommendations were calculated and found to be approximately 20% more cost effective than the designed works.

STRATEGIC ADVICE

THE SCOPE OF WORK

Process Consultants performed an independent technical assessment of a mercury removal concept to support our client in their commercial negotiations with JV partners.The assessment scope covered a broad range of considerations, from the adequacy of mercury sampling undertaken, to the suitability of the proposed mercury treatment concept to mitigate risks to product quality, facility integrity, operations personnel and the environment.

CONFIDENTIAL CLIENT | MERCURY IMPACTS ASSESSMENT

WHY PROCESS CONSULTANTS?Process Consultants retain skilled Process Engineers with highly sought after expertise in Mercury Removal from hydrocarbons. We are experienced in the facilitation of options identification and selection workshops which are highly effective in aligning stakeholders on technical, environmental, OH&S, regulatory and commercial risks associated with delivery of these types of projects. Our established relationships with leading mercury adsorbent vendors, chemists and sampling experts, along with an end-to-end multidiscipline engineering and design capability, underpin our unique and impartial service offering.

THE RESULTSProcess Consultants quickly responded with a mercury mitigation concept that provided our client with a strong strategic position to protect their commercial interests in the facility, but also provided sufficient background and basis for further negotiation with JV partners. We demonstrated an in-depth understanding of the customer’s facility and our ability to assess the broader risks associated with the various treatment options. Bottom line savings for our client and the other JV partners were in the millions of dollars.

THE SCOPE OF WORK

Process Consultants delivered the engineering and procurement of a new gas dewpoint analyser. The analyser was required to automatically sample the process stream and display and alarm both hydrocarbon and water dew points on the site DCS.

To reduce the cost of engineering work, drawings that were not required for as-building were redlined using iPad mark-ups, instead of CAD.

CAPITAL COST ESTIMATION

Process Consultants were engaged by Hexion to prepare a +/-50% cost estimate for a new facility, comprising more than 40 process equipment items, 100 instruments, civil / structural, electrical and piping works. Hexion’s basis of estimate required a bottom up approach with full supporting definition including all assumptions, exclusions, contingencies, allowances, factors, indices, quotes and tools we used, together with full traceability back to the source documents. Detailed man hour costs were also required, broken down into design (FEED and detail by discipline) and management, procurement, construction (supervision, non-supervision by discipline) and pre-commissioning / handover.

WHY PROCESS CONSULTANTS?Process Consultants can mobilise a full multidiscipline engineering and design team, supported by an experienced estimator, to deliver detailed cost estimates for new facilities in short time frames. We have Aspen Capital Cost Estimator, in-house estimating sheets and an excellent rapport with local manufacturers and equipment suppliers who support us with quick turnarounds on budget pricing. Our people have the experience to develop conceptual designs and construction strategies sufficiently to bring the required confidence to the overall execution costs.

THE RESULTSOne of Process Consultants key achievements was mobilising a multidiscipline team to deliver the estimate to Hexion in the required time frame of 3 weeks.Our engineers engaged with 18 individual vendors, developed the conceptual design and prepared documentation including drawings, sketches, lists, material take-offs and engineering man-hour estimates. Our construction expert outlined the EPCM schedule and the basis for local site productivity factors, construction rates and indirect costs. Process Consultants undertook an engineering review to ensure the estimate details were accurately quantified in accordance with the scope documents, and then a peer review to verify all parameters of the estimate, including: • Basis of estimate in terms of engineering deliverables, level of definition;• Estimate details, pricing, man-hours and quantity review;• EPCM determination review;• Subcontractor indirect costs overview;• Estimating allowances; and• Contingency determination.

The estimate was well received by the Hexion and will be used to support the final investment decision on the facility.

PROJECT SCOPING SERVICES

THE SCOPE OF WORK

Process Consultants were engaged to complete early to mid-phase scoping of a portfolio of projects that had been identified by the customer for future execution. The projects ranged from hot oil system improvements, gas quality measurement, plant isolation improvements through to multiple equipment access upgrades (platforms & ladders). The projects were in a preliminary stage which, due to the customer’s existing operational workload, had not been scoped. With the yearly project budgeting cycle being imminent it was necessary for the scoping to be completed quickly.

THE RESULTSProcess Consultants quickly mobilised to site with a multidiscipline team with engineering, design and construction know-how to scope each of the projects. Due to our high familiarity with the site, and the operational team, Process Consultants self-managed access to the relevant plant and equipment with minimal support from the customer who were engaged in day-to-day plant operations.Each of the projects was scoped with input from the relevant engineering disciplines and the next steps for each project was agreed and documented with the site personnel. For each project an early phase total installed cost (TIC) estimate was then developed and a report written for each project including confirming the next steps, relevant photographs and sketches, and TIC estimate. This report was submitted to the customer for inclusion in their project budget cycle. All work was completed successfully and to the satisfaction of the customer ahead of their project budget submission timeline.
