the Balandra Flora and Fauna Protection Area, as well as the regulations
that apply to the touristic and recreational activities, sport and commercial
�shing established in its Management Program.

To talk about Balandra is to talk about a place that is unique in Mexico due to its biological and social values, as well as its landscapes; it has been a harmonic space for families to recreate through several generations.
The Balandra Flora and Fauna Protection Area o�ers attractions that ful�ll the visitor’s expectations. The beauty of its landscapes, its easy to access pristine beaches of high biological and touristic value, the safety and calmness of the water, its land and sea �ora and fauna, the rock known as “Hongo de Balandra” (“Balandra’s mushroom”); make this place unlike any other in La Paz Bay.
This Summary for the Management Program of Balandra is a management support tool for the Natural Protected Area (NPA) administration. It summarizes the zoning, allowed and forbidden practices in each subzone based on the administrative policy and the current regulations. This document is addressed to the di�erent users of the NPA: researchers, tourist service providers, �shermen, owners, developers and visitors of this beautiful place.
The National Commission for Protected Natural Areas (CONANP) acknowledges the collaboration of every individual and every institution that took part in the making of the Management Program for the Balandra Flora and Fauna Protection Area as well as of this summary. Thank you very much.

INTRODUCTION
Located in the municipality of La Paz, Baja California Sur, the Natural Protected Area Balandra was decreed as a Balandra Flora and Fauna Protection Area on November 30th, 2012. Made up by 2,512 hectares and located only 24 km away from downtown La Paz. It is a unique place due to its biological and social values and its landscapes; it has been a harmonic space for local and foreign families to recreate through several generations.
The area covers Balandra and El Merito estuaries, and due to its ecological importance, the zone has also been designed as an Area of Importance for the Conservation of Birds (AICA) and as a Ramsar site. The Balandra estuary is particu-larly important since it hosts the largest mangrove of La Paz Bay; this is relevant because the mangrove works as a nest-ing, reproduction and shelter zone for several species, many of which have commercial value.
The Management Program was published on October 29th, 2015. This tool establishes the objectives, subprograms and key points, as well as the zoning, allowed and forbidden practices and regulations, all of which makes it a critical element for its operation and management.

CORE ZONE
The core zones of the Balandra Flora and Fauna Protection Area (APFF) cover relevant habitats, species and ecosystems that work as shelter, feeding and nesting zones for many species, some of which are subject to special protection under Mexican law. For this reason, its Decree states that the only allowed activities in these zones are those that seek to preserve and restore the ecosystems, environmental monitoring, scienti�c research and sample collection, envi-ronmental education, sustainable tourism and non-extractive use of wildlife.
The APFF Balandra is divided into �ve core zones, which are divided in protection and restricted use subzones. These cover an area of 309 hectares, which represents 12.3% of the NPA’s total surface, and are divided as follows:

This subzone is made up by two polygons, and covers well preserved red, black and white mangroves; all of these species are endangered according to the Mexican O�cial Norm NOM-059-SEMARNAT-2010. This subzone is included in the site RAMSAR 1767, being an important place for shelter and nesting of migratory and resident birds, and for the breeding of species of commercial interest such as �sh and shrimp.

Low-impact environmental tourism
This subzone contains sandy areas and rocky reefs where polychaetes, bivalve mollusks, crustaceans, sponges, calcareous algae, red algae, ophiuroids and sea urchins can be found. It is ecologically relevant for marine species since it works as an extension of the mangroves. There is a temporary �shing camp in the polygon and tourist activities of low impact take place there, such as �ora and fauna watching from the boats.

Bordered by cli�s and formed by beaches, dunes and salt mines, this subzone is located north of the Natural Protected Area. The sand dune vegetation is made up by some species endemic to La Paz Bay, such as Coulterella capitata, which belongs to a monospeci�c genus. The touristic activities that take place in this subzone have a low environmen-tal impact, such as �ora and fauna watching and swimming.

This subzone covers the beach of the same name and dunes and salt �ats bordered by cli�s, where �ora species such as the Mammillaria baxteriana and the Acacia pacensis, endemic to La Paz Bay can be found. This subzone covers the largest mangrove surface, distributed in stripes starting with the white mangrove (Laguncularia racemosa), red mangrove (Rhizophora mangle) and the black mangrove (Avicennia germinans). It is a breeding, feeding and protection site for several organisms, some of which are commercially important, such as shrimp and red snapper. It also covers sand and marine grass areas (Halodule wrightii), substrates important to crusta-ceans and chocolate clams.

This subzone is ecologically relevant for the marine species with economic importance for the regional �shing (Snappers and shrimp), and for other groups such as crustaceans and mollusks (which include the brown chocolate clam (Megapitaria squalida) and the red chocolate clam (M. aurantiaca)). The iconic “Hongo de Balandra” (“Balandra mushroom”) is located in this subzone.

This subzone is located South of Balandra’s general polygon. It covers marine, coastal and beach areas, which hold sandy areas and rocky reefs of Porites californica, Pocillopora elegans and P. damicornis.It is highly important in ecological terms for the preservation of the mangroves in El Merito. The activities that take place in this subzone have low environmental impact, particularly the �ora and fauna watching.

BUFFER ZONE
The Bu�er Zone inside the Balandra Flora and Fauna Protection Area aims to lead the activities that take place here towards sustainable development, as well as to create the necessary conditions for the preservation of the ecosystems in the long term.
The Bu�er Zone covers 2,203.67 hectares, which represent 87.7% of the total surface of the NPA. It consists of subzones for preservation, traditional use, sustainable exploitation of natural resources and ecosystems, public use and recovery.

This subzone covers most of the land surface of the protected area and includes the mountains El Diablo, La Ventana and El Tecolote. It is home of �ora and fauna species that are protected under Mexican laws, such as the ironwood, the Western banded gecko and the Northeastern spinytail iguana. It includes the 12 microbasins that supply fresh water (both super�cial and subterranean) and that are critical for the existence of El Merito and Balandra mangroves.

This subzone covers the islet El Merito and La Gaviota Island, that shelters an important nesting sites for the great blue heron in El Merito and the yellow-footed gull in La Gaviota. It is also a resting site for resident birds such as the blue-footed booby, the double-crested cormorant and the brown pelican. Therefore is necessary to limit human activity in order to avoid interfering with the natural behavior of species.

This subzone comprises sites from the federal land-sea zone and places for the development of activities such as: the �shing of scaled species (with hook and nets) and octopus, the rugose pen shell, snails, chocolate clams (brown and red) and the cross-barred clam. The activities that take place in the zone are low-impact environmental tourism, aquaculture with local native species, and there is a �shing camp established before the decree.

This subzone comprises the islet of San Rafaelito where we can �nd the California sea lion. It is a resting area for the yellow-footed gull, the brown pelican, and the American oystercatcher. It is necessary to limit the access to the islet, in order to avoid interfering with the natural behavior of species. Fauna observation from boats, free and autonomous diving and swimming are the activi-ties that can take place here.

This subzone covers the ranches San Lorenzo and La Gaviota, where bovine and ovine cattle, goats, pigs and poultry are bred and fed before the NPA was decreed. These activities must be sustainable in order to be compatible with the NPA. The vege-tation is made up mainly of sarcocaule shrubs with species such as the Limberbush, Elephant Tree, Adam´s Tree, sour pitaya and red copal.

This subzone covers the area that is usually used for recreation such as: sun and beach tourism and �ora and fauna observation amongst others. It comprises Balandra’s beach, which is shallow and has a soft slope. The beach o�ers palm roofs (“palapas”) and public parking. The high rate of visitors during holiday seasons might cause adverse e�ects on dunes, their vegetation and some of the mangrove zones.

BUFFER ZONE
This subzone is made up of the polygons of Punta Diablo and El Merito. It comprises surfaces of soft slopes with sarcocaule shrubs. It is intended to build low-impact infrastructure for supporting tourism in this subzone, according to the landscape and using eco techniques. Some of the species present are red copal (Bursera epinnata), Elephant Tree (Bursera microphylla) and Adam´s Tree (Fuquieria burragei).

This subzone consists of two polygons and covers mangrove surface of the red, black and white species (Rhizophora mangle, Avicennia germinans and Lagun-cularia racemosa). These are threatened according to the Mexican O�cial Norm NOM-059-ECOL-2010. This mangrove presents anthropogenic impacts due to clearing vegetation and waste dumping. For this reason it is necessary to take actions to restore the original conditions of the ecosystem.

The rules must be followed by all visitors, users and tourist service providers in the Balandra Flora and Fauna Protection Area. The application of these rules corresponds to the Secretaría del Medio Ambiente y Recursos Naturales (SEMARNAT) set forth by the Comis-ión Nacional de Áreas Naturales Protegidas (CONANP) and the Secretaría de Agricultura, Desarrollo Rural, Pesca y Alimentación.
All visitors to the Natural Protected Area must pay the entrance fee established by Federal Right Law. With the exception of permanent residents of the towns nearby the NPA, crew of boats providing nautical-recreational or water-recreational services, children under 6 years old and people with disabilities.
All users who participate in activities inside the Balandra Flora and Fauna Protection Area must:
Pick up and bring back all the trash and all generated waste during their stay.
Park their vehicles only in the areas destined for that purpose.
Avoid taking home “souvenirs” such as rocks, plants, shells, corals and archeological pieces.
Respect other visitors, do not make excessive noise. Do not alter the order and the conditions of the place you are visiting.
Avoid disturbing wildlife in any way.
Bring pets along only in the Public Use Subzone of Balandra Beach and always pick up the feces and dispose properly.
Respect minimum distances when approaching bird repro-duction colonies (50 meters, 164 feet) and sea lions (30 meters, 100 feet).
Only used authorized roads and camping zones; it is forbidden to dig, level or modify the vegetation of the land you are camping on. It is forbidden to camp on top of coast dunes.

PRINCIPLE ADMINISTRATIVE RULES
GENERAL REGULATIONS
Start �res only in allowed, vegetation-free zones. The timber used must not come from the protected area; place rocks around the �re to avoid its spreading and make sure it is completely extinguished once the activities are over.
While snorkeling or diving always maintain a minimum distance of 8 feet (2.5 meters) o� coralline formations. It is forbidden to use gloves for these activities.
The use of a life vest while snorkeling or free diving is mandatory for all visitors, including guides.
All tourist service providers must make sure their sta�, as well as clients, know and follow the rules stated in the Management Program.
BOATS
All boats entering the Natural Protected Area must be in optimal working and safety conditions. All foreign boats should comply with all applicable regulations in the matter.
All boats entering the Natural Protected Area must follow the signals and buoys, as well as inform the NPA sta� if these are harmed in any way.
Boats cannot be cleaned, repaired or refueled while in the natural area. Other activities that might alter the area’s ecological equilibrium are also forbidden.
In case of an emergency, motor repairs or other equipment that could cause spillage of fuels or oils, must be avoided in the Natural Protected Area waters.
The boat owners and service providers that navigate inside the Natural Protected Area must have on board grease traps or similar devices to avoid any wastewaters mixing with fuels, greases or oils that could be spilled in the natural protected area waters.
It is forbidden to anchor in rocky and coral reef zones, as well as to use �shing or dragging devices that might harm them. Any stranded boat must be reported to CONANP, SCT, PROFEPA, SAGARPA or SEMAR, for them to determine the conditions for its rescue while making sure that it harms the least possible the coral formations or the ecosystem.
Boat owners, users and service providers are responsible for having a waste container on board and disposing of the organic waste properly in the places determined for this purpose by the authorities outside the protected area.

In the restricted use subzones Balandra B, El Merito B and La Gaviota, only boats no longer than 12 meters are allowed to enter, with a speed no higher than four knots and avoiding getting close to the sea lions and birds colonies at all times.
In the restricted use subzone Balandra A only boats no longer than 12 meters and with no motor are allowed to enter.
The transit of any kind of boat is forbidden in the protection subzone El Merito A.
PRODUCTIVE AND EXTRACTIVE ACTIVITIES(Fishing, aquaculture and sports-recreational fishing)
In order to carry out �shing and aquaculture activities it is mandatory to have a permit issued by SAGARPA and depend-ing on the case, also an environmental impact from SEMARNAT.
Fishermen must use only the �shing equipment authorized by SAGARPA and carry out the activities allowed in their permit.
Sports-recreational �shing must be carried out according to the dispositions of the Mexican O�cial Norm NOM-017-PESC-1994 and other applicable legal dispositions.
Aquaculture activities must not alter the hydrological �ow of the mangrove, its natural productivity or risk the zone’s primary productivity.
All �shing or aquaculture activities are forbidden in the Core Zones.
New �shing camps might be installed only in the traditional use subzone Ensenada Falsa and using eco techniques.
Livestock activities will take place only inside the subzone for sustainable exploitation of ecosystems Los Ranchos, avoiding extensive and over shepherding.

INFRASTRUCTURE AND ITS MAINTENANCE
Infrastructure can be built using eco techniques and avoiding the modi�cation of the habitats of the natural protected area.
The infrastructure must respect the integrity of the basin, the hydrological �ows and the landscape.
Maintenance of roads will be carried out as long as it does not imply their widening or pavement and without interfering with water harvesting or its �ltration to the ground.
Maintenance tasks of Faro San Rafaelito will take place as long as they do not interfere with the bird nesting season.
The only signals allowed inside the Protected Natural Area are those for management and authorized subzones.
ACTIVITIES NOT ALLOWED IN ALL THE BALANDRA FLORA AND FAUNA PROTECTED AREA
Throw, pour or spill polluting substances in the soil, basins or aquifers; or carry out any activity that pollutes the environment.
Build containers for solid waste or dangerous materials and substances.
Cut, alter the course, �ll or dry out water �ows.
Introduce exotic animal species or populations, as well as genetically modi�ed organisms.
Remove, �ll, transplant or prune any organism that might endanger the integrity of the mangroves or the ecosystem’s hydrological �ow, as well as its area of in�uence.
Carry out activities related to the exploration or exploitation of mineral resources.
Throw away or abandon waste outside the authorized areas.
Modify or destroy feeding, nesting, shelter or reproduction sites for wildlife.
Authorize the foundation of new population centers.
Use of explosives.
Exploit the forest in any way.
Build new roads.
Exploit banks of materials.
Remove archeological remains of any kind.
Use lamps or light sources to exploit or watch wildlife.

Natural Protected Areas are powerful tools for the preservation of the natural assets located there. Therefore, beginning with the decree of Balandra as a Natural Protected Area, the activities that take place there must aim to preserve the natural balance, as well as to soothe the negative impacts to the ecosystem caused by human activity. The area is divided into core and bu�er zones: the activities allowed and forbidden are di�erent in each case.
Balandra has the potential to be one of the best managed Natural Protected Areas of the state and country. One of the main goals is for it to continue being a place for recreation where people can enjoy its unchanged landscape. For this to become a reality, it is necessary in the �rst place to take into account the people’s interests and the experts’ recommendations, to put together a management program that seeks its preservation and traditional use; the second step is to make sure there are enough resources available for its management.
However, even if the available resources where unlimited, it is impossi-ble to run a place without the active participation of all its users. For this reason and acknowledging that social participation is critical to achieve a better management and administration of the NPA, CONANP settled the Advisory Board for the area on September 12th, 2013. The Board is made up by representatives of all sectors, users and the three levels of government.
It is necessary for public servants to use their criterion and for citizens to be active and well informed in order to establish an e�ective public policy, since care and respect �ourish through information and appreciation. The road towards a successful future will be drawn through the strengthening of the government agencies, the development of civil society organiza-tions and an increasingly informed and committed population: we need to consider a long term plan of the future and avoid short-term planning related to political cycles.
