Background:
Tripura forms part of the most severe seismic zone in the country, namely, zone V of seismic
zoning map of India. A large number of moderate to large magnitude earthquakes have
occurred within the state boundary as well as within 100 km distance around it. An
Earthquake of measuring 8.7 on the Richter Scale occurred in 1897 with its epicenter in
Shillong, causing destruction in permanent infrastructures and lives. The state is now a
developing rapidly in all dimensions wherein it needs to adhere earthquake safety for ensuring
minimum risk in earthquakes. There are frequent slight and moderate magnitude of
earthquake are occurring in and around Tripura. As per the present estimate of National
Disaster Management Authority (NDMA) approximately 66000 may die and 432000 people
may be injured if 1897 earthquakes revisit the state. To see the efficacy of the earthquake
preparedness by the State and District Administration, a Mega Mock Exercise was conducted
with technical support from NDMA, Govt of India. The Mega Mock Exercise was conducted
simultaneously in 40 locations in the state (@5 locations (Hospital, Govt Office, School, Market
and Community) per district) on the 16th June, 2016. Before the Mock Exercise Day, orientation
workshop, coordination conference, Incident Response System (IRS) Training, location wise
meeting, site planning and Table Top Exercise were conducted at State, District and location
level. During the day of Mock Exercise, the use of Mobile Phone was restricted. It was advised
that the concerned authorities should use other available wireless communication system and
control room telephones for sharing information. The whole exercise was organized by
Revenue Department and monitored by NDMA, New Delhi.
Organizational set up:
National Level - NDMA, New Delhi –for monitoring and providing of technical support to the
state, providing national level observers at all levels, coordination with the Army &
Paramilitary Forces for support. NDMA independently monitored the preparedness and mock
exercise with the State, District and identified 40 locations.
State Level – Revenue Department, Govt of Tripura- for coordination of the exercise through
the District Administrations. Strengthening of State Emergency Operation Centre (SEOC),
setting up of Incident Response System, organizing orientation and coordination conference
and table top exercise with the District Administrations, organizing training to the key officials
and responding team members, support of wireless communications, providing financial and
technical support to the district administrations. Coordination with Army and Paramilitary
Forces and mobilization of resources from outside Tripura. Revenue Department triggered the
event on 16th June, 2016 and communicated to the district EOCs. Organised the State Executive
Committee meeting immediately on intimation of the exercise. IRS activated at State EOC.
Started collecting situation reports through police wireless from different locations and
provided support to the district authorities as per their requirements. Also communicated to
NDMA, MHA and NDRF on situations and sought additional supports.

District Level – District Disaster Management Authorities- for coordination with the line departments
and response teams, strengthening of District Emergency Operation Centre (DEOC), identification of
five locations, planning and coordination. Setting up of Incident Response System, Engagement of local
observers for each location.
Location Level – For orientation of the administrative and key officials, identification of type of
simulation in the location and selection of damage sites, constitution and sensitization of local quick
response team, identification of incident command post, victims, casualty collection point, setting up of
control room, lying down action sequences, security arrangement and mobilization of resources.
Steps taken of pre -mock exercise activities:
Activity 1 : Orientation conference (02/06/2016):
Objective:
i) To review Disaster Management Plans of the State. ii) To evaluate the Emergency Response Plan and SOPs of the Districts selected for the
Mock Exercise. iii) To highlight the Roles & responsibilities of various stakeholders. iv) Enhance coordination among Emergency Support Functions of various stakeholders at
District level. v) To generate public awareness by involvement of local govt, NGOs and community. vi) Identify the gaps in resource, manpower, communications and in any other field.
Maj. Gen. V.K. Datta (Retd), Sr Consultant, NDMA conducted a orientation meeting through
video conference with all the District Magistrate & Collectors in presence of Revenue Secretary.
In the video conference, representatives from line departments, Paramilitary Forces and NGOs
were present in state as well as district level.
Activity 2: Incident Response System (IRS) (08/06/2016 to 11/06/2016):
As per the guidelines of Government of India, the IRS needs to be set up from state level to
community level. In this regard, Mr B.B Gadanayak, Consultant, NDMA was deputed to Tripura
for setting up of IRS at the state and district level as well as successful organization of mock
exercise. Mr. Gadanayak oriented IRS to the state and district stakeholders and set up IRS
structure.
Orientation of IRS was conducted at State & District level as follows:
i) West Tripura & Sepahijala District : 8th June, 2016 at DM Office, West Tripura ii) State Level : 9th June, 2016 at Conference Hall, Secretariat Building iii) Gomati and South Tripura District : 9th June, 2016 at DM Office, Gomti District iv) Khowai & Dhalai District: 10th June, 2016 at DM Office, Dhalai v) North Tripura & Unakoti District : 11th June 2016 at DM Office, North Tripura
Activity 3: Preparatory meeting (09/06/2016) :

i) To delineate the roles & responsibilities of the state level line departments and key agencies.
ii) Orientation of IRS to state stakeholders.
A preparatory meeting on state level mock exercise was conducted under the Chairmanship of
Chief Secretary, Tripura in presence of State Executive Committee (SEC) members and
representative from the line departments, Paramilitary Forces, Red Cross and NGOs of Disaster
Management.
Activity 4: Coordination Conference (13/06/2016): There was a coordination conference by
Maj. Gen. V.K. Datta (Retd) in a conference hall of Secretariat. The Revenue Secretary, Shri
Puneet Agarwal was also present in the conference. In the conference state level key
stakeholders were participated.
During this Conference the aims and objective of the exercise were explained to the participants
and their roles were delineated. The conduct of the Table Top and Mock Exercise was explained
and dates for Table Top and Mock Exercise were finalised.
Activity 5: Table Top Exercise (TTE) (14/06/2016): TTE was conducted by Maj. Gen. V.K.
Datta (Retd) through video conference with all the District Magistrate & Collectors. During
discussion the gaps and identified situational activities were addressed.
• Table Top exercise was conducted by the NDMA coordinator based on the Scenario
created in collaboration with the TDMA.
• Overall preparedness of the state and district for the exercise was discussed and necessary
modifications were recommended.
• Readiness for the Mock Exercise was confirmed by all the stakeholders.
• Observers were detailed and briefed about their role & responsibilities.

Activity 6: Final Mock Exercise:
Scenario of mock exercise:
On 16th June 2016 at 10.00 am an earthquake occurred in Tripura of an 8.7 M. Information on
the impact of earthquake were received in the District Emergency Operation Centres (DEOC)
as well as State Emergency Operation Centre (SEOC). DEOCs and SEOC were activated. All the
Quick Response Teams of line departments were informed to gather in staging area
immediately. The QRTs were reported to the Staging Area Manager in the staging area. In the
staging area Task Forces were formed involving of QRTs. The Task Forces rushed to the
incident spot for rescue operation.
a) State level activities:
On 16th June, 2016 final exercise was conducted under the observation of Maj. Gen. V.K.
Datta (Retd) from State Emergency Operation Centre (SEOC). The Revenue Minister Shri Badal

Choudhury, Vice Chairman of TDMA, Chief Secretary and Chairman of SEC and all the SEC
members were present during the exercise. After the exercise there was a meeting of SEC in
the conference hall of SEOC.
Activities undertaken at State level

Places of Mock Exercise:
NDMA had decided to conduct State level Mock Exercise in 40 locations @ 5 locations in each
district. The locations were identified by the District Authorities. The Locations were identified
in such a way like one school, one hospital, one office, one residential complex and one market

Activity 7: Debriefing: There was a debriefing session after the exercise with all the DM &
Collectors and observers of each district. During debriefing session DM & Collectors and
Observers discussed about the good practices, short coming, weaknesses and gaps of mock
exercise. In the debriefing session Maj. Gen V.K. Datta, Sr Consultant and Sri Punnet Agarwal,
Revenue Secretary discussed with the District Magistrate & Collectors through video
conference.

1. A mass population was sensitized.
2. Strength and capacity of QRTs were demonstrated.
3. Disaster Management Plan was implemented.
4. Gaps were identified which can be rectified.
5. Awareness generated among public about the mechanism of rescue operation by
administration and forces.
6. Awareness generated about the scientific method of search and rescue of wounded
victims.
7. Spontaneous participation of civil society and general public in search and rescue, thus
inculcating a sense of readiness among people.
8. Coordinating among various participating departments and forces and creation of a
permanent network and communication channel among the official stakeholders.
9. Inculcation of a sense of structured response and executing orders from a central
command.
10. Realization among stakeholders about the goal of maximum damage control by means
of a concerted effort with a central decision making system and avoiding ineffective
scattered response.
11. First aid training with easily available material in addition to formal medical aid.
12. Psychological counseling and extending mental support to the victims by the public and
officials.
13. Exercising the material resources and equipment and finding out the sufficient/
insufficient/ technical fault of the same.
14. Inculcation of mind set of collective response at the time of urgency.
The observers were provided a format for observation and assessment of the mock exercise.
Accordingly the observers were submitted the report of mock exercise for the locations they
were deployed. The Observers mentioned in their remarks that conducting such type of mock
exercise is itself a good practice. But during mock exercise observers found few weakness and

short comings which may be rectified and incorporated in the disaster management plan. Few
important observations extracted from observers report which are mentioned below district
wise.
1) West Tripura:
Overall observation was good. As per the observers few things should be developed.
I. Entry and exit route not marked properly.
II. Concrete and rod cutter to be procured by PWD.
III. Disposal of dead body bags to be procured.
IV. Wireless handsets/Sat-phones are required.
2) Sepahijala:
I. Overall observations were good.
II. All the QRTs worked well in all locations.
III. Coordination among the QRTs was good.
IV. Tentage for casualties’ collection point and first aid was not available.
V. Casualties were not transported to hospital properly.
VI. There were no facilities for clearing of debris.
VII. There was no provision for cremation or burial of dead bodies.
3) South Tripura
I. Disaster Response team was properly trained.
II. Evacuation of students from school was properly done.
III. Every QRT responded and acted properly.
IV. There should be separate disaster management store, building, hospital equipment,
tentage and other equipment which can be easily used by a common man at district
and sub divisional level.
V. Site security team was not identified in one mock drill site.
4) Unakoti-
I. The whole operation was conducted comprehensively and comparatively in a short duration.
II. The coordination between the line departments was clearly visible. III. The formation of task forces in the staging area was performed in a disciplined
manner. IV. The road blockades were removed quite quickly allowing the normal movement of
traffic. V. The response and reactions by the components of all the task forces were
spontaneous. VI. At some points there was lack of traffic managements.
VII. Delay in response by the medical team particularly at Dalugaon market area. VIII. Shortage of rescue materials.

5) Gomati District
I. Overall assessment on performance of mock exercise was successful.
II. Need more inter departmental coordination and cooperation at lowest level.
III. It is necessary to take step towards making the common people more aware.
IV. It is necessary to keep available store of machines and equipment at district, sub-
division and GP/village level.
V. On part of 1-2 departments, there was reporting delay at base camp.
VI. Proper segregation in crowed area is required.
6) Dhalai
I. Establishment of Joint Control Room (JCR) in Dhalai was a good practice in the mock
exercise.
II. Categorization of casualties by TRIAGE and erection of tent with in 5-6 minutes
showed the good preparedness.
III. There was miscommunication between task force commander and JCR.
IV. Traffic management system was not proper.
V. Somewhere medical team performance was not good.
VI. There was a communication problem in some places.
7) Khowai
All the QRTs performed well in the mock exercise. But there were some short comings /
weakness as mentioned by observers are given below-
I. More practice is required for QRTs.
II. One observer observed that there was not available at rescue site.
III. Lake of traffic management rescue team reached at incident site lately.
IV. Lack of resource.
V. Wastage of manpower
VI. Proper task allotment of police not carried out.
VII. No communication was there at temporary hospital accommodation at one site.
VIII. No oxygen cylinder and musk were available at temporary hospital.
IX. There was no vehicle for shifting casualties to hospital.
X. No water facility was there at temporary hospital.
8) North Tripura
I. All the QRTs worked well.
II. Temporary shelter established adjacent to the District Hospital.
III. Separate cattle shed were set up.
IV. There was a provision for dead bodied disposal.
V. Incident traffic control was not good
VI. PA system was not there.
VII. Staging area and reporting system was not good
VIII. Communication between agencies was not good
IX. Medical staffs were not sufficient
X. Sufficient equipment were not there.

Unakoti District-
1. Communication system to be up graded. 2. Cold storage for dead bodies to be constructed. 3. PWD should purchase more JCBs to deploy at the time of disaster. 4. open discussion and preparatory sessions. 6. The efficiency of the rescue team to be developed to a higher grade in terms of handling
the victims especially at the temporary shelters. 7. Minor gaps like arrangement of water in the rescue shelter providing food and
restoring electricity to be rectified.
South Tripura-
1. Wireless sets should be installed in all SDM and BDO offices for more proper and effective communication.
2. More tents should be made available for setting up relief camps.
Gomati District-
1. During course of Mock exercise it is found that most of the wireless set are not about to make communication with DEOC from the incident places since it’s coverage area is too low to make communication. Hence improved communication system is required at district level; may be in form of wireless sets or satellite phones.
2. It is necessary to make available equipment like JCB machine, drilling machine, cutter machine, ladder, bags for dead bodies at District level, SUb-division level for which govt may take proper step in this regard.
3. Need for updation of District DM Plan, to make it more realistic and continuous updation with essential information and contact numbers shall be done.
4. Disposal of dead bodies / morgue proper system should be identified for this. There is no morque in Gomati District, hence the capacity of available ice factories to be assessed. The NDMA guidelines for disposal of dead bodies shall be incorporated in DDMP.
5. SOPs for each major disaster as per IRS shall be developed at district level and circulated upto GP/VC level.
6. A team of female volunteers shall be identified and trained in each GP/VC for rescue at time of disaster.
7. Improvisation of permanent DEOC infrastructure. 8. Regular training of identified volunteers and officials upto Panchayat level to be
ensured. 9. Number of places to be used as shelter house shall be increased and atleast one location
within a radius of 3-4 kms shall be identified. Also nearby PHC/CHC/ration shop / markets etc shall be identified for medical help and supply of food materials.
10. At industrial sites, gas plants etc trained group officials shall be kept available 24x7 for meeting any unforeseen disaster since the impact in the periphery due to gas/chemical leakage shall be enormously destructive for the human race.

11. Proper documentation of training and mock drills/exercise shall be maintained at district upto block level at least and more such mega mock exercises shall be organised at least twice a year.
Khowai-
1. After activation of DEOC and conduct of meeting by DEOC following by activation of Incident Response System (IRS) as well as of activation staging Area, the QRTs started moving in the staging area and all the QRT reached the staging area within a span of 20 minutes. However, the dispatch of the task forces from the staging area towards the location of incidences could be possible within a period of 50 minutes from the activation of the Incident Response System. The District Disaster Management Authority, Khowai felt that the reaction time of QRTs and Task force can considerably be minimized in near future if proper training is arranged for all the stakeholders belong to various state and Central Govt. agencies those who took part in the exercise.
2. It was felt important to maintain sequencing of the movement of the Task Forces by
arranging vehicle including JCPs, Bulldozer etc. in front of and there- after other QRTs
on the way to location of incidence as obstacles are to be removed by the QRTs using
tools and heavy machineries so that the entire convoy of the Task Forces can move in a
smooth manner and will be able to reach within the expected time and thus be able to
save lives of many victims following golden hour rule.
3. It was observed that the channel number of the wireless communication of the Police
Radio Organizations used by the member of Task Forces, Staging Area Manager as well
as Incident Commander and DEOC were changed several times causing difficulties to
some extent to users. In future a Dedicated Communication of Network may be made
available by the District Disaster Management Authority along with provision of FM
Transformer, HAM radio and Satellite phone for ensuring smooth communication in
between user agency in the District and State.
4. Availability of drone or chopper may be ensure to that District Disaster Management
Authority on call in case the area got affected by disaster is inaccessible in normal
course. Capacity building of the stakeholders in sufficient number and in regular
manner is to be ensured with updation of knowledge and inputs from the incidents
occurring across the Globe.
5. Treatment of the seriously injured person due to earthquake demands ensuring the
availability of blood bank, mobile intensive care unit, ECG machines, service of
Orthopedic Surgeon and OT facilities with oxygen cylinder etc. at least in every Sub-
division for quick development and use.
Dhalai District-
1. Such type of mock drill should be conducted in a regular manner for general awareness.
2. Establishment of Joint control room is required.
3. Training of establishment of tents.
4. Traffic management system is needed.
5. Task force system is required.
6. Adequate numbers of hand set wireless is required.

Many mock drills were conducted at state and district level in the state. But in this State level
Mock Exercise few good initiatives were taken, which is a good lesson learnt for the State
Government. Such type of innovative initiatives will help the state to develop and update
Disaster Management Plan accordingly.
i) Mock exercise was conducted simultaneously in 40 places in all districts throughout
state. Tripura is a first state in India to have conducted a mock exercise on any
earthquake scenario.
ii) Setting up of Incident Response system (IRS) at state and district level and
implementation in mock exercise.
iii) Using of chopper in rescue operation and transportation of casualties.
iv) A Gas Based Power Plant namely ONGC Tripura Power Corporation (OTPC) was
selected for mock exercise site, where mock exercise was conducted creating a
situation on Chemical, Biological, Radiological and Nuclear (CBRN) hazard. National
Disaster Response Force (NDRF) and Disaster Management Team of OTPC
performed together.
Overall mock exercise was observed by Maj Gen V.K. Datta (Retd), Sr Consultant, NDMA. He
monitored all the activities from State Emergency Operation Centre (SEOC) and visited few
mock exercise locations under West Tripura District on the day of final drill. He appreciated
the initiatives of State Government and District Administrations. He made following
recommendations:
1. Incident response system (IRS) should be set up at state, district & Sub- Divisional
Level.
2. Satellite phone communication system should be installed.
3. India Disaster Resource Network (IDRN) should be updated regularly.
4. DM plan should be updated regularly.
5. SEOC and DEOCs should be more functional.
