INTRODUCTON

M/s Friends Oil & Chemical Terminals Pvt. Ltd. (FOCT) is located at Khari Rohar

Road, Old Kandla in District Kutch of Gujarat. The Kandla Port Trust has allotted the land

of 6.17 acres (25,000 m2) for establishing Liquid Storage Tank terminal in year 1995.

These 6.17 acres of land has been already developed for the storage of petroleum

products, chemicals, edible oils etc. Loading and unloading of import/export cargo are

main activity at major port of Kandla.

The unit has provided total 21 liquid storage tanks (Tank No. 101 to 121) to store

various Petroleum Product, Chemicals, Edible Oil, etc. with storage capacity of 50,904

KL. Storage capacity of 21 liquid storage tanks can be summarized as follows:

1). We have also obtained CTE vide no. PC/CCA·KUTCH-135/GPCBID17835/102299

dated: 17/01/2012 (Copy enclosed as Annexure – 2). We have also obtained valid CCA

order no. AWH - 63316 dated: 04/07/2014 and its Amendment vide no. PC/CCA-

6. For control of fugitive emission following

Following are the measures taken for

the control of fugitive emissions:

We have ensured that there is not

any leakage during the handling and

transportation of material.

The storage tanks are well

connected with various sizes of

transfer pipelines to and from to the

five vessel jetties enabling direct

discharging so there is no chance of

fugitive emission.

The length of pipeline from terminal

to vessel is provided very short to

avoid the chances of spillage and

leakages.

The storage tanks are hydraulically

tested in order to ensure that there

are no leak joints and welded joints

are also tested radio graphically.

All the pumps have been made with

the provision of magnetic seals to

prevent any leakages and thus to

reduce the fugitive emission.

In case of spillage, the immediate

actions are taken to control &

contain any spillage of chemicals so

by that way minimize the fugitive air

pollution.

The provisions of immediate

isolation of equipment have been

made in case of leakage.

In case of heavy leakage from the

storage tank, efforts are made to

quickly transfer product from the

leaking tank to other storage tanks,

so that the quantity of spillage is

minimized.

The Green belts have been

emission in to surrounding

environment.

7. The project proponent shall measure

ambient air quality for the parameter like

hydrocarbon and VOCs in and around

the project site and shall maintain its

records. The locations of the ambient air

monitoring stations should be done in

consultation with GPCB.

We carry out work area monitoring for

VOC (Methanol, xylene & Acetone) and

ambient air quality monitoring for PM,

SO2 and NOX within project site near

main gate, D.G. Pump and near fire

pump house through NABL accredited

laboratory and all the analysis results are

well within prescribed limits.

Work area monitoring, Ambient Air

Quality monitoring and Stack monitoring

reports are enclosed as Annexure-8, 9

& 10 respectively.

A3: SOLID WASTE

8. The company shall strictly comply with

the rules and regulations with regards to

handling and disposal of Hazardous

waste in accordance with the Hazardous

Waste (Management, Handing and

Transboundary Movement) Rules 2008,

as may be amended from time to time.

Authorization from the GPCB must be

obtained for collection / treatment /

storage / disposal of hazardous wastes.

Complying,

Authorization is taken for Used Oil (0.06

MT/year), Pigging waste (0.8 MT/year)

and Oily sludge (45.0 MT/year).

We have obtained membership of TSDF

site of Saurashtra Enviro Project Pvt.

Ltd., Bhachau for proper disposal of

Pigging waste (Copy enclosed as

Annexure – 5)

All the hazardous waste are handled and

managed as per Hazardous Waste

(Management, Handling &

Transboundary Movement) Rules-2008.

We also regularly submit the annual

return.

9. The hazardous waste shall be packed

and stored in separate designated

hazardous waste storage facility with

impervious bottom and leachate

collection facility, before its disposal.

We have provided isolated storage area

of 150 sqm for hazardous waste storage

within premises having proper roof cover

and impervious flooring with leachate

10. ETP waste shall be disposed at the

common TSDF.

Noted,

There is an oil water interceptor provided

in which water after washing the tanks is

received. Here, oil is removed & stored

in Barrels which is taken away by parties

utilizing the storage tanks.

This waste is generated only during

decommissioning of storage tanks which

is done sparingly.

11. Oily sludge and pigging waste shall be

sent to the common hazardous waste

incineration facility for its disposal by

incineration.

Noted,

There is no oily sludge generated during

the above mentioned compliance period

and pigging waste generated is stored,

treated and disposed to SEPPL through

incineration.

12. Used oil shall be sold only to the

registered recyclers.

Complying,

There is no used oil generated during

the above mentioned compliance period.

A4: SAFETY

13. Necessary permissions from various

statutory authorities like Chief Controller

of Explosive, Factory Inspectorate and

others shall be obtained prior

commissioning of the project.

We have obtained permission from

Petroleum & Explosive Safety

Organization (PESO), Nagpur.

Copy of PESO permission, License to

import and store petroleum in installation

& license under the Factory Act were

submitted along with previous EC

14. Oil Industry Safety Directorate (OISD)

standards and other standards issued by

the Government of India for the

construction and operation of the storage

tanks shall be followed strictly.

All the applicable OISD standards have

been complied with. We have done all

the installations as per the standards

and approved drawings.

along with previous EC Compliance

report (Period: Oct’13 to Sept’15) on

04/02/2016.

15. All necessary precautionary measures

shall be taken to avoid any kind of

spillage and accident especially during

handling of the crude oil to and from the

tanks. are no leak joints. Welded joints are

also tested radio graphically. Each

storage tank has been provided with

pipeline for receiving the liquid cargo

from the main pipelines in the

Terminal, laid near the manifold of

the flame proof pump house.

The main receiving pipeline is

connected to storage tank with SS

flexible hoses. There is negligible

chance of spillage, leakage in the

pipeline as the length of the pipeline

is very short.

In the Terminal, centrifugal pumps

are installed in flame proof pump

house constructed opposite to

manifold of storage tank pipelines as

per the requirement of Petroleum

rules. Each pump is provided with

mechanical seal to eliminate

chances of leakages. Sufficient

numbers of pumps are provided to

unload cargo from various storage

tanks at a time. The pipelines of the

storage tanks from which the cargo

is to be unleaded is connected with

flexible SS hoses to the pump

coupled with flame proof motors.

The storage tanks in the Terminal

have been provided with elaborate

fire fighting system consisting of

main fire hydrant pipeline, with fire

hydrants, water monitor etc. water

sprinkler & foam sprinkler are

provided on periphery of storage

tank itself.

16. Necessary dyke walls, spill collection

sump etc. shall be provided as per the

necessary statutory requirements and

best practices adopted in the industries.

The dyke wall is provided to the group

of storage tanks. Impervious flooring is

provided in the tank area. However, in

case of any leakage, provisions are

the same into the buffer tank, specially

provided for the storage of spill.

17. Strict supervision by plant personnel

shall be carried out during oil transfer or

receipt of petroleum products.

18. Proper earthing shall be provided on the

pipelines and storage tanks. The tank

gauging operator shall not be earthed

with the tank (i.e he shall wear non

conducting shoes).

19. Lightening protection devices shall be

provided for all the storage tanks

20. Fire protection facilities and fighting

equipments shall be maintained in the

terminal as per OISD-117.

21. Height of two existing above ground Fire

Water Storage Tanks (12 m dia x 10 m

height, 18 m dia. x 10 m height, MOC:

MS) of 1130 KL & 2544 KL capacities

shall be increased by 3 m thus

expanding their volume to 1470 KL &

3306 KL respectively.

22. Personal Protective Equipment shall be

provided to workers and its usage shall

be ensured and supervised.

We provide personal protective

equipment like Helmet, Hand gloves,

Safety boots, Face Shield and safety

goggles to the workers and its usage is

ensured and supervised regularly. We

also give training to the worker for the

usage of personal protective

equipments and their benefits.

23. First aid box, fire extinguishers, foams,

sand etc. shall be made readily available

in adequate quantity at all the times.

time in case of any adverse conditions.

requirements like first aid box, fire

extinguishers, forms, sand, fire hydrant

system and fire water reservoir in

We have also tied up with nearby

firefighting facility like IFFCO Fire

Station, Gandhidham Fire Station &

Kandla Fire Station for emergency

situation.

24. Training shall be imparted to all the

workers on safety aspects of which shall

include regular mock drill.

25. Occupational health surveillance of the

shall be obtained before commissioning

of the project, if applicable.

A.5: NOISE

29. The overall noise level in and around the

plant area shall be kept well within the

prescribed standards by providing noise

control measures including acoustic

insulation, hoods, silencers, enclosures

vibration dampers etc. on all sources of

noise generation. The ambient noise

levels shall confirm to the standards

prescribed under the Environment

(Protection) Act and Rules. Workplace

noise levels for workers shall be as per

the Factories Act and Rules.

We provide ear plug/muff to the workers

working in high noise area.

The noise area monitoring is regularly

carried out by NABL accredited

laboratory.

A.6: CLEANER PRODUCTION AND WASTE MINIMIZATION

30. The company shall undertake following

waste minimization measures:

A.7: GREEN BELT AND OTHER PLANTATION:

31. The unit shall develop green belt within

premises as per the CPCB guidelines,

preferably with local species. However,

if the adequate land is not available

within the premises, the unit shall take

up adequate plantation on road sides

and suitable open areas at nearby

schools, gram panchayat areas and any

other open areas in consultation with

the local bodies / GPCB and submit an

action plan of plantation for next three

years to the GPCB.

B. GENERAL CONDITIONS

32. The project proponent shall strive to

adopt environment and occupational

health and safety management system

standards like ISO-14001and OHSAS-

18001.

We have already obtained ISO-14001,

ISO-18001 and ISO 9001. Copies of the

same were submitted along with

previous EC Compliance report (Period:

be minimal and if occurs, shall be

The main receiving pipeline is connected

to storage tank with SS flexible hoses.

There is negligible chance of spillage,

leakage in the pipeline as the length of

the pipeline is very short.

In the Terminal, centrifugal pumps are

installed in flame proof pump house

constructed opposite to manifold of

storage tank pipelines as per the

requirement of Petroleum rules. Each

pump is provided with mechanical seal

to eliminate chances of leakages.

Sufficient numbers of pumps are

provided to unload cargo from various

storage tanks at a time. The pipelines of

the storage tanks from which the cargo

is to be unleaded is connected with

flexible SS hoses to the pump coupled

with flame proof motors. Standby pumps

are provided and regular checking of all

mechanical equipments and their

maintenance is also carried out.

36. In the event of failure of any pollution

control system adopted by the unit, the

unit shall be safely closed down and

shall not be restarted until the desired

efficiency of the control equipment has

been achieved.

The proposal was considered by SEIAA, Gujarat in its meeting held on 30.07.201 1 at Gandhinagar. SElAA hereby accords Environmental Clearance to above project under the provisions of EIA

9. The hazardous waste shall be packed and stored in separate designated hazardous waste storage facility with

impervious bottom and leachate collect~on facility, before its disposal.

10 ETP waste shall be disposed at the common TSDF.

11. Oily sludge and pigging waste shall be sent to the common hazardous waste incineration facility for its disposal by

incineration.

12. Used oil shall be sold only to the registered recyclers.

13. Necessary permissions from various statutory authorities like PESO, Factory Inspectorate and others shall be

obtained prior to commissioning of the project.

14. Oil Industry Safety Directorate (OISD) standards and other standards issued by the Govt. of India for the

construction and operation of the storage tanks shall be followed strictly.

15. All necessary precautionary measures shall be taken to avoid any kind of spillage and accident especially during

handling of the crude oil to and from the tanks.

16. Necessary dyke walls, spill collection sump etc. shall be provided as per the necessary statutory requirements and

best practices adopted in the industries.

17. Strict supervision by plant personnel shall be carried out during oil transfer or receipt of petroleum products.

18. Proper earthing shall be provided on the pipelines and storage tanks. The tank gauging operator shall not be

earthed with the tank (i.e he shall'wear non conducting shoes)

19. Lightening protection devices shall be provided for all the storage tanks.

20. Fire protection facilities and fighting equipments shall be maintained in the terminal as per OIDS-117.

21. Height of two existing above ground Fire Water Storage Tanks (12 m dia x 10 m height, 18 m dia. x 10 m height,

MOC: MS) of 11 30 KL & 2544 KL capacities shall be increased by 3 m thus expanding their volume to 1470 KL 8

3306 KL respectively.

22. Personal Protective Equipments shall be provided to workers and its usage shall be ensured and supervised.

23. First Aid Box, fire extinguishers, foams, sand etc. shall be made readily available in adequate quantity at all the

times. Necessary tie up with the nearby fire stations and other emergency services shall be made to ensure that

the required aids reach within the shortest possible time in case of any adverse conditions.

24. Training shall be imparted to all the workers on safety aspects of which shall include regular mock drill.

25. Occupational health surveillance of the workers shall be done and its records shal! be maintained. Pre-.

employment and periodical medical examination for all the workers shall be undertaken on regular basis as per

Factories Act 8 Rules.

26. The company shall carryout rlsk assessment based on the Worst Case Scenario and Maximum Credible Accident

scenario by competent agency. The company shall implement all preventive and mitigation measures suggested in

letter and spirit based on study carried out by the agency.

27. The company shall revise their Onsite Emergency Management Plan in view of the proposed expansion and take

additional safety measures as required.

28. The project management shall strictly comply with the provisions made in Manufacture Storage and Import of

Hazardous Chemicals Rules 1989 as amended in 2000 for handling of hazardous chemicals. Necessary approvals from the Govt. Authorities shall be obtained before commissioning of the project, if applicable. -

29. The overall noise level in and around the plant area shall be kept well within the standards by providing noise

control measures including engineering control like acoustic insulations, hoods, silencers, enclosures etc. on all

consultation with the local bodies I GPCB and submit an action plan of plantation for next three years to the GPCB.

32. The project proponent shall strive to adopt environment and occupational health and safety management system

standards like ISO-14001 and OHSAS-18001.

4.5 The industry shall take adequate measures for control of noise levels from its own sources within thepremises so as to maintain ambient air quality standards in respect of noise to less than 75dB(a) during daytime and70 dB (A) during night time. Daytime is reckoned in between 6a.m. and10 p.m. and nighttime isreckoned between 10 p.m. and 6 a.m.

5. CONDITIONS UNDER HAZARDOUS WASTE:

5.1 The applicant shall provide temporary storage facilities and maintain the record for each type of HazardousWaste as per Hazardous Waste (Management, Handling & Transboundary Movement) Rules, 2008 asamended from time to time

5.2The applicant shall be obtain membership of common TSDF site for disposal Hazardous Waste ascategorized in Hazardous Waste (Management, Handling & Transboundary Movement) Rules, 2008 asamended thereof.

6. GENERAL CONDITION:

6.1 Unit shall develop green belt within premises as per the CPCB guidelines, However, if the adequate land isnot available within premises, the unit shall tie up with local agencies like gram panchayat, school, socialforestry office etc. lor the plantation at suitable open land in nearby locality and submit an action plan ofplantation for next three years to GPCB.

6.2Adequate plantation shall be carried out ail along the periphery of the industrial premises in such a way thatthe density of plantation isat least 1000 trees per acre of land and a green belt of 10 meters width isdeveloped.

6.3The applicant shall have to submit the returns in prescribed form regarding water consumption and shall haveto make payment of water cess to the 'Board under the Water Cess Act- 1977.

6.4ln case of change of ownership/management the name and address of the newownerslpartnersldirectors/proprietor should immediately be intimated to the Board.

6.5 The applicant shall however, not without the prior consent of the Board bring into use any new oraltered outlet for the discharge of effluent or gaseous emission or sewage waste from the proposedindustrial plant. The applicant is required to make applications to this Board for this purpose in theprescribed forms under the provisions of the Water Act·1974, the Air Act-1981 and the Environment(Protection) Act-1986.

6.6The applicant also comply with the General conditions as per Annexure· I attached herewith (NO.1 to 38)(whichever ap~icable).

6.7The over all noise level in and around the plant area shall be kept well within the standards by providing noisecontrol measures including engineering control like acoustic insulation hoods, silencers, enclosures etc on allsources of noise generation. The ambient noise level shall conform to the standards prescribed under theEnvironment (Protection) Act, 1986 & Rules.

6.8Applicant is required to comply with the manufacturing, Storage and Import of Hazardous Chemicals Rules-1989 framed under the Environment (Protection) Act-1986.

6.91f it is established by any competent authority that the damage is caused due to their industrial activities toany person or his property ,in that case they are obliged to pay the compensation as determined by thecompetent authority.
