The objectives of the National Rural Health Mission, Jharkhand has made efforts to work with the wider determinants of health like nutrition, women empowerment, education, sanitation etc in coordination with respective stakeholders at different levels. Providing accessible, affordable and accountable quality health care to its people particularly those in remote and difficult areas has been one of the priorities for the State of Jharkhand since its formation. Compliance under section 4(1) (b) of the Right to information Act, 2005

1. The particulars of the Organization, Functions and duties.

The objectives of the National Rural Health Mission, Jharkhand has made efforts to work with the wider

determinants of health like nutrition, women empowerment, education, sanitation etc in coordination with

respective stakeholders at different levels. Providing accessible, affordable and accountable quality health care to

its people particularly those in remote and difficult areas has been one of the priorities for the State of Jharkhand

since its formation. Inception of the National Rural Health Mission has provided the scope to restructure and bring

about reforms into the existing Public Health system in the state.

“Health care to the last village, the last household and the last person,” facilitate easy accessibility of information

regarding healthcare advancements in the state and to encourage participation of a wider range of people in

health development in the state. The registration on Model Memorandum of association Rules and regulations

Generic Bye Laws are annexure in the document. ( Annexure-1)

2. The powers and Duties of its officers and employees. JRHMS has a three-tier implementation structure at the State, District and Block Level. At each level, a team of

professionals are inducted to ensure the programmes undertaken meet its objectives. The power and duties are

vested in the post, NHM Jharkhand has good span of control top management middle management and

implementation team.

3. The procedure followed in the decision making process, including channels of

supervision and accountability. Jharkhand Rural Health Mission Society (JRHMS) is led by its General Body (GB) that is chaired by the Chief

Secretary/ Development Commissioner, Govt. of Jharkhand, all the proposal from Executive Body (EB) will

present in GB for approval. Representatives from the Health Services, Government of Jharkhand form the

Executive Body of the Society. Executive Body (EB) which is chaired by Secretary health Department of Health

Education and Family Welfare will review on policy level decisions and advising the functionaries of the society.

The day-to-day management of the JRHMS is carried out by the Mission Director (MD) and his/her team of

Officers and consultants.

4. The norms set by it for the discharge of its functions.

In NHM Executive body is chaired by secretary health, mission director & director in chief health services are the

members of the executive body. When any issue or proposal got approval from EB the agenda/ proposal goes

Governing body (GB) which is headed by chief secretary and there the agenda/proposal is vetted and get

approval, After getting approval from GB the policy is implemented in NHM Jharkhand. Each step is monitored

by senior officers, concern cell heads are supervising the implementation of policy consultants and coordinators

are responsible for implementation of the policy.

5. The rules, regulations, instructions, manuals and records, held by it or under its

control or used by its employees for discharging its functions.

The overall objectives and framework of rules and regulations of the NHM Jharkhand is laid down in the

Memorandum and Articles of Association. Each Cell under NHM Jharkhand while discharging its functions, is

guided by manuals, policy and guidelines NHM Jharkhand has developed HR manual for employees. Human

Resource (HR) Policies & Procedures has been taken to create clear and transparent rules & regulations and an

equal platform to resolve issues for all the contractual employees working with Jharkhand Rural Health Mission

Society (JRHMS).

The contents of HR manual apply to all the contractual employees across all levels of JRHMS. The magnitude of

the HR Policies & Procedures will make the society grow manifolds and enhance the efficiency & effectiveness of

the working of JRHMS.

6. A statement of the categories of documents that are held by it or under its control. NHM Jharkhand maintains various statutory documents, registers, and books, licenses, ROP and guidelines that

NHM received from GOI. NHM Jharkhand also keep Various Health books references and guidelines various

statutes, rules and regulation as well as Delegation of authorities for the smooth functioning .The Policies &

Procedures of HR sets forth personnel policy guidelines to assist Consultants and coordinators with their

operational responsibilities and to make them informed about the working of the JRHMS. HRD Manual lay down

principles, guidelines, and rules/norms to ensure smooth functioning of the staff. HR Manual provides equal

opportunity for all staff across all levels to display performance ability and exercise rights as available within

organization framework.

7. The particulars of any arrangement that exists for consultation with, or

representation by the Members of the public in relation to the formulation of its

policy or implementation thereof

The members of the public, who are dealing with NHM Jharkhand in its business transaction have any complaints/

grievances, they can approach through e-mail or through the concerned officers for redressed as hosted in the

web-site www.jhrms.jharkhand.gov.in

8. A statement of the boards, councils, committees and other bodies consisting of two

or more persons constituted as its part or for the purpose of its advice, and as to

whether meetings of those boards, councils, committees and other bodies are open

to the public, or the minutes of such meetings are accessible for public.

In JRHMS the policy which are passed in the General Body meeting are put in JRHMS website. The Minutes

Books of the GB and EB are not open for inspection by public

State makes District Resource Envelop (DRE) and forward to district for expenditure. Latter-on Districts make

submitting Utility Certificate (UC) to state.
