CCIS Security – Current Status

CCIS is currently governed by the existing CCIS Security

Policy from 2005

Current Security Policy is based on:

Group Level Security based on the User’s Organization

Case Level Security based on UCN Court Type

Adoption, Sealed or Expunged Cases are not available for

any CCIS user currently

CJ/DP type cases can be seen on CCIS if the user has the

appropriate security level

CCIS will transition to the AOSC 16-14 Public Access Security Matrix in 2017

This will occur after the Statewide Implementation of CCIS 3.0

CCIS 3.0 data elements and web services are required to expand CCIS Security to include

Parties of Record

Party Level Security

Docket Level Security

Image Level Security

Advantages of transitioning CCIS to the AOSC 16-14 Security MatrixThe Matrix is similar to the existing CCIS security process and it makes sense to ultimately match the two to provide consistency and standardization.

·The CCIS Committee has discussed the option of opening up CCIS to attorneys and other non-governmental users. These types of users really want a single login system for statewide access. CCIS would need to comply with AO/Matrix security for this to be seriously considered.

CCIS 3.0 and the Portal

Attorneys in the portal get links to access their cases via

CCIS data.

They can only access a case in which they have filed and

the filing has been reviewed and approved by the Clerk. In

this scenario, they are treated like a party on the single

case and they have the right to see all the information on

the single case even if it is confidential.

Attorneys who access CCIS data this way cannot search for

other cases or access any other CCIS application

functionality.

CCIS Data Quality - Reporting

Data quality improved with current implementation

Each county implementation starts with a complete refresh

of data in CCIS that conforms to the requirements of CCIS

3.0

Four major versions of software have been implemented

instead of 67 greatly reducing variations

This is beneficial for statewide reporting, statistics and

business intelligence

Data Quality – For CCIS User

For the CCIS user, data quality will appear to be better

Cases are added to CCIS real-time

User views real-time dockets, court events, sentence, etc.

Case initiated on the Portal and processed by the Clerk, will

be visible to the CCIS user right away

CCIS - Even Better Data Quality

After current 3.0 implementation, additional CCIS

application features will be implemented

CCIS Audit Functionality implemented in CCIS application

New Security Profile for Clerk Staff CCIS users to view these screens

CCIS data errors and warnings will be more easily visible to clerk

staff

Statewide Reporting

CCIS 3.0 Benefit to the Clerk

Single interface can be programmed between CCIS and other

agencies to send Clerk data instead of Clerk staff manually

reporting or building system interfaces

FDLE is pursuing the project to obtain MECOM data from

CCIS

Project involves:

Enhancements to CCIS for Clerk staff to review eligible MECOM

reporting and submit the reporting

Enhancements to FDLE to provide received MECOM reporting from

counties to Clerk staff (like a receipt confirmation)

Design will commence once CCIS 3.0 project is mostly complete
