SCOPE OF WORK
Concept, Design, Fabrication, Supply and Setting up of Wetland Diorama in area of
502 square feet approximately in the Birds Gallery at Pushpa Gujral Science City,
Kapurthala. The drawing of the area is enclosed at Annexure-II.
The diorama will depict an ecosystem of wetland with appropriate landscape
showing water body, made of fibre glass, polycarbonate sheets with lighting effect
from underneath giving illusion of water. The wetland / landscape terrain will be
made of ply-board platform on which the terrain will be created with PoP /
fiberglass and painted to look like mud land / wetland. Additionally, there will be
artificial grasses throughout the floor, few full plants made of PoP or fibreglass with
decorative leaves and flowers on it, half-relief plants that would stick from the
surrounding wall, on most of them the birds would be sitting, making the
environment look absolutely natural.
Half relief or full plants / trees made up of fiberglass will be created so as birds can
be shown sitting on them. The walls to be covered digital printed vinyl matching
with wetland landscape.
The curved wall and other area behind the wetland area wherever required will be
covered by ply-board on which a digital printed vinyl will be stickered, which will
absolutely match and beautify the wetland environment on the floor.
The 23 number of birds will be provided by PGSC. The list of birds with photographs
and dimensions is enclosed at Annexure - IV. The fixing of these models is in the
scope of tender. Tenderer has to provide suitable camouflaged arrangement of
fixing them on terrain or on the shrubs and branches of tree.
All the flora and fauna to be shown through models or paintings should
belong to wetland ecosystem.
Complete light arrangement for the wetland which will illuminate the whole of
wetland, spotting lights on specific birds and plants.
Sound System would be installed that will play bird chirpings and mild wind blowing
sounds.
Material to be used:
I) Landscape:

i) ISI marked water, termite and borer resistant 19 mm and 12 mm
thick ply-wood board
ii) 6 mm plyboard ISI marked for curved wall and floor work for the
terrain.
iii) High quality synthetic grasses, leaves and flowers would be used which
looks almost real.
iv) High quality quick setting Gypsum plaster would be used for designing
the terrain, with paints from approved makes would be used.
II) Fiber Models
All fiber glass models shall be designed and fabricated with standard quality
FRP. The minimum thickness shall be 3mm and for load bearing surface 4-6
mm with sufficient reinforcement. Following materials shall be used:
a) Fiber glass chopped strand (matt) – 450 gm/m2
b) General purpose (G.P.) polyester resin
c) Fiber glass woven roving – density 610 gm.cc
d) Hardener Catalyst 2% conc. and accelerator for setting
e) The FRP portions shall be painted with the best quality of FRP paints
with colourful texture
f) Premium quality fiberglass resin and polycarbonate sheets and water
effect reflector sheets would be used for the artificial water body
III) MS Armature
Mild steel made structure shall be used for the various postures of the
models. Painting in armature has to be done with anti-rust oil based paint.
IV) Printing
Digital printing by eco-solvent ink on high quality outdoor vinyl on which the
landscapes would be printed.
V) Light Arrangement
Adequate number of Beam lights is to be fitted on the ceiling. Sufficient
number of decorative wall hanging spot light will be provided to give
exclusive light effect.
LED lights, focus lights, halogen lamps and spotting lights would be used for
the lighting arrangement of the gallery and the artificial water body, all of
them shall be of standard brands.
Electrical wirings would have superior quality ISI marked wires and cables.

VI) Sound System
High quality speakers and its amplification system would be provided, along
with recorded sounds of birds and ambient sounds, with its automatic
programming for playback shall be present.
VII) Scaled Model
The scaled model has to be submitted by the successful bidder whom the work is awarded within 15 days from the date of placement of order.
A scaled model of Diorama (approx 1:20). Model should show the landscape placement of all the birds mentioned
in the tender document. All exhibits miniature models/illustrative models should be shown in the scaled model.
The scaled model will be property of PGSC and retained by PGSC.
VIII) Railing:
The ISI marked MS railing to be provided in front of two walls:
Wall having models and information about state level birds (Wall A)
approximate length 34 feet having a gate at one end.
Wall having model of one bird showing its anatomy (Wall C)
approximate length 26 feet.
The drawing and specifications for the railing are enclosed at Annexure: III
Note:
Agency representatives are advised to:
Visit the site (Pushpa Gujral Science City, Jalandhar-Kapurthala Road,
Kapurthala, Punjab) before designing the structure on any working day
between 1000 hours to 1700 hours.
Check the dimensions of the existing area and items in the surroundings.

INSTRUCTIONS
CONCEPT, DESIGN, FABRICATION, SUPPLY & SETTING UP OF WETLAND
DIORAMA, Pushpa Gujral Science City, Kapurthala, Punjab.
1. The offer should be submitted in three separate envelopes.
Part - I (Envelope - I): containing Earnest Money Deposit
Part – II (Envelope - II): containing Technical Bid / DESIGNS
Part – III (Envelope - III): containing Financial Bid
2. The procedure for submitting the tender shall be as under: -
ENVELOPE – I: superscribed “EARNEST MONEY DEPOSIT” should contain
Earnest Money Deposit in the form of Demand Draft
Tender submitted without the Earnest Money will be summarily rejected.
The earnest money deposited with PGSC will be refunded to the
unsuccessful tender after finalization and the award of work as per terms
& conditions of the contract.
In case of successful Tenderer, the Earnest Money will be retained as part
of the Security Deposit/ Retention Money for satisfactory execution of the
contract. In case the Tenderer does not return the signed copy of the
work order within 15 days of the award of work, the earnest money shall
be forfeited by the PGSC.
No interest will be payable on the EMD.
ENVELOPE - II: superscribed “DESIGN / TECHNICAL BID” should contain

Design should have the following information:
o Sketch design
o 3D View of Design
o Materials to be used with technical specifications
Agency can submit more than one design option (Option: I, II ,..). Each
design has to be submitted along with corresponding separate financial
bid (for Option: I, II ,..). Only one common earnest money need to be
sent.
ENVELOPE III: superscribed “FINANCIAL BID” should contain only the
price bid. The price bid shall be opened on the date and time as decided by
the Committee to be constituted by the PGSC for this purpose.

Budget: Rs. 6 Lakh inclusive of taxes (Approximately).
However, the Committee has the right to accept higher bids than the
budgeted amount mentioned in the tender document depending upon the
selected design, suggested materials and overall appeal of the design.
All the envelopes mentioned above should be submitted in a larger envelope
double-sealed cover, super-scribing the Tender for CONCEPT, DESIGN,
FABRICATION, SUPPLY & SETTING UP OF WETLAND DIORAMA at Pushpa
Gujral Science City, Kapurthala, Punjab.” within due date.
3. PROCEDURE
The procedure of opening the tender shall be as follows:
Envelope – I shall be opened in first instance. Bids without proper Earnest
Money shall be out rightly rejected and Envelope – II and III shall not be
opened.
Envelope – II shall only be opened with Earnest Money in Envelope–I as
required.
The Design /Technical Bid will be evaluated by Technical Evaluation
Committee.
Envelope - III of only that bidder(s) shall be opened who have been
qualified by the Technical Evaluation Committee.
Conditional bids will be out rightly rejected.
4. SELECTION CRITERIA
The overall score of the Agencies (Technical, Presentation and Financial) will
be calculated as under:

The presentation would include:

Agencies will make presentation before the Technical Evaluation Committee
as and when asked for. Decision of the Committee will be final.
Note: A soft / hard copy of the presentation would be submitted at the time
of presentation.
FINANCIAL SCORE MAXIMUM MARKS: 25
Financial Scores (SF) will be calculated as under:
SF = (100 x Fm / F) x 0.25 Fm – Lowest bid received.
F – Price quoted by the bidder under consideration.
OVERALL SCORE (SO) MAXIMUM MARKS: 100
The sum of Technical Score & Presentation Score and Financial Score. SO = ST + Sp + SF
The agency having maximum overall score will be considered for award of
work.

GENERAL CONDITIONS OF CONTRACT
1. WORKING CONDITIONS
1.1 The contracting firm has to work under the guidance / supervision of the
officer(s) authorised by the Director General / Director, PGSC.
1.2 The standard quality of materials / components and ISI marked, wherever
applicable, will only be allowed for use in the fabrication.
2. Inspections
2.1 Should any inspected or tested goods fail to conform to the specifications, the
PGSC may reject them and the supplier shall either replace the rejected
goods or make all alternations necessary to meet specifications requirements
free of cost to the purchaser.
3. PAYMENT SCHEDULE
3.1 No advance payments will be made at the time of placing of firm order.
3.2 90% payment of the quoted amount will be released after the supply and
installation of the wetland diorama at PGSC, Kapurthala to the satisfaction of
the PGSC.
3.3 Remaining 10% payment will be retained as performance warrantee for a
period of three (3) years and would be released after receipt of Bank
Guarantee of equivalent amount valid for next three (3) years.
3.4 TDS and/or any other tax will be deducted as per rules.
4. TIME SCHEDULE AND DELAYS
4.1 Contract time: The time of completion of the work would be 3 months from
the award of work.
4.2 Within one fortnight of the occurrence of any of the following, which the
contractor might regard as impediments in the progress of work, the
contractor shall apply in writing to the Director, PGSC for extension of time,
setting out the reasons for delays sought to be condoned.
a. Addition, alteration or substitution ordered in the work, which could
have a significant time impact and issued to the contractor under an
official change order only.
b. Act of God or force majure, i.e. a situation arising out of any
occurrence totally beyond the control of the contractor, and explicitly
excluding consequences of actions of the contractor or his staff or
agents.
c. Forced closure of the works by a general political strike and unrest not
related to contractor’s labour or personnel.

4.3 The contractor’s application for extension of time in any of the above
circumstances shall be considered by DG, PGSC and his decision shall be final
and binding.
4.4 The granting of any extension of time shall not entitle the contractor to claim
any additional remuneration or consideration whatever for costs incurred as a
result of such delays or due to cost escalation.
4.5 Compensation for Delay: The time allowed for carrying out the work as
entered in the Tender shall be strictly observed by the Contractor and shall
be reckoned from the date on which the order to commence work is given to
the Contractor. The work shall throughout the stipulated period of the
Contract be proceeded with all due diligence. If there is delay then contractor
shall pay an amount equal to 0.5 percent of accepted Tender for every
week or part of a week that the work remains not commenced or
unfinished after the expiry of the completion date.
Provided always that the entire amount of compensation to be paid under the
provisions of the clause shall not exceed ten percent of the value of the
accepted Tender. Director General, PGSC may on representation from the
Contractor reduce the amount of compensation and his decision in writing
shall be final.
5. PGSC RIGHT TO TAKE OVER WORK OR TERMINATE CONTRACT
5.1 PGSC shall be entitled to take possession of the site and works and to
remove the contractor giving to the contractor seven days notice under any
of the following circumstances:
i. If in the opinion of the PGSC, the contractor has failed to proceed with
the work with due diligence and failed to make such progress as would
enable the works to be completed within the stipulated time.
ii. The Contractor has suspended the work in contravention of the
conditions of the contract and failed to resume the work within seven
days of a receipt of such notice from the Director, PGSC.
iii. The contractor has abandoned the work.
iv. The contractor has neglected or failed persistently to implement
instructions of the Director after due written warnings.
v. The contractor has sub-let or assigned the work or any part thereof
without the written consent of the Director.
vi. The contractor has become or is adjudged to be insolvent.
5.2 Use of completed portions: PGSC shall have the right to take possession
for any use any completed or partially completed portion of the work not
withstanding that the time for completing the entire work may not have
expired. Possession and use shall not be deemed acceptance of any work
completed in accordance with the terms of this contract.

5.3 In the above circumstances the contractor shall neither claim compensation
of the use of his property by PGSC nor other agency completing the work,
nor shall he claim any losses on account of damage to or wear and tear to his
property.
5.4 Should it become necessary for PGSC to take over the works under the
above circumstances the contractor shall be liable to make good all
construction costs exceeding the agreed rates in the contract and also
incidental expenditure of every nature incurred in completing the Work and
duly certified by the Director.
5.5 The total sum payable by the contractor to PGSC by way of costs incurred in
completing the works, damages, and compensation shall be deducted from
amounts payable to the contractor. If the amount payable to the contractor
is not sufficient to cover the sum due to PGSC, the contractor is bound to pay
the difference to PGSC.
6. PERFORMANCE WARRANTY
6.1 In case the structures develop cracks or defects within 3 years from the date
of supply the Tenderer will have to replace / rectify the same without claiming
extra charge whatsoever.
6.2 The decision of the DG, PGSC will be conclusive and binding on the tenderer in
so far as the quality of the goods / material and installation and of
workmanship are concerned.
7. WARRANTY / QUALITY: 7.1 The Warranty period shall be 3 years after successful installation of the Gate
Structure at the site.
7.2 The supplier firm shall rectify defects developed in the system within guarantee period within 5 days of occurrence of any fault promptly. In case
the supplier firm does not rectify the defects in further 10 days, PGSC shall have full liberty to restore the system in working condition. The expenditure so
incurred by PGSC shall be deducted from the supplier firm pending claims, security deposit or in other law full manner.
8. PATENT RIGHT AND ROYALTIES:
The tenderer shall indemnify the PGSC against all third party claims of
infringement of patent, royalties’ trademark or industrial design rights arising
from use of the goods or any part thereof.
9. GENERAL
9.1 Director General, PGSC reserves the right to increase or decrease the quantity
or delete some of the items depending on the needs of the institute.
9.2 The Director General, PGSC reserves the right to reject any or all tenders
without assigning any reason whatsoever.

9.3 All damaged or unapproved goods shall be returned at the risk and cost of the
tenderer and the incidental expenditure thereupon shall be recovered from the
concerned party.
9.4 Any damage which may occur on the Site, while transporting, installation of
will have to be rectified by the firm or paid in lieu of, as decided by the
competent authority.
9.5 Water and Electricity will be supplied free of cost at the site.
9.6 Legal jurisdiction will be judicial courts of Kapurthala District.
9.7 No accommodation shall be provided by PGSC for storage of materials or for
labour and the Agency shall have to arrange it at its own cost.
9.8 All disputes and differences arising out of or in connection with, touching or
concerning this work shall be referred to the sole Arbitrator appointed for the
purpose by the Director General. The decision of the Arbitrator shall be final
and shall be binding on both the parties subject to the provisions of the Indian
Reconciliation and Arbitration Act, 1996 or any statutory modifications or
reenactment there of and the rules made thereunder and for the time being in
force shall apply to the arbitration proceeding under this clause. Place for
Arbitration will be Kapurthala, Punjab
9.9 Clean up of the site after completion of work will be the entire responsibility of
the contractor.
