Germany: towards a « welcome and recognition culture »?
• Shortage of skilled workers and demographic change • Limi7ng the immigra7on of low skilled through strengthening family reunifica7on
• Making Germany a`rac7ve for skilled workers

Germany: towards a « welcome and recognition culture »?
Ø For the public administra7on (BMAF): Recogni7on of qualifica7ons as a central pa`ern of the recogni7on culture >> Federal Recogni7on act >> Ar7cle 1: Voca7onal Qualifica7ons Assessment Law (BQFG)

Recognitions of qualifications in Germany • Between 2012 and 2014, more than 44,000 applica7ons for recogni7on in a profession or occupa7on covered by the Federal Recogni7on Act were submi`ed.
• The most common states of training of new applicants were Poland, Romania and Bosnia and Herzegovina.
• More than 60 percent of applica7ons made in 2014 related to recogni7on as a doctor or registered general nurse, professions in which there is a high shortage of skilled workers.
21
Getting qualifications recognized … or not? Asked for a formal recogni&on: • in Germany : circa 1 migrant out of 3 and 45 % of those with university diploma
• in France: circa 1 migrant out of 10 and 33 % of those with university diploma

4 The situa&on of immigrants’ descendants
26
Initial constraints for the labour market participation of immigrant’s descendants • Lower educa7on on average
• Selec7on processes within the educa7on system • ins7tu7onal discrimina7on
• Lower social background • parents have experienced more omen unemployment, instability of jobs, difficult living condi7ons for some of them…

Closing remarks and open questions • The recogni7on of qualifica7ons improves the labour market trajectory but s7ll: na7ves do be`er
• How is the experience of unequal treatment and declassing perceived?
• What role play “horizons of comparisons” for the evalua7on of the own social posi7on, of the social trajectory?

• How is the experience of unequal treatment and declassing perceived?
• What role play “horizons of comparisons” for the evalua7on of the own social posi7on, of the social trajectory?
• Discrimina7on: an experience common to migrants and descendants of migrants
• Ethno-‐racial boundaries are clearly barriers: stronger in France? • An7-‐discrimina7on policy, how is it evaluated by minori7es? • Policy level: What about more ini7a7ves addressed to the majority?
