The information in this handout will assist you in providing directory service to the various classes of mail. You need to understand all the tables, rules and notes. Use this handout in conjunction with the Conduct Postal Directory Functions Lesson Plan and practical exercises. Use the Table of Contents given below for quick access to the information in this handout.

SPECIAL INSTRUCTIONS FOR PROVIDING DIRECTORY SERVICE
1. Correcting illegible or insufficient addresses -- In this case write, "DELIVER TO ADDRESSEE" on the disposition line.
2. Forwarding the mail to the addressee -- In this case write "FORWARD TO ADDRESSEE" on the disposition line.
3. Returning the mail to the sender -- In this case write, "RETURN TO SENDER" on the disposition line.
4. Holding the mail -- In this case write "HOLD XX XXX XX" on the disposition line. (xx xxx xx is the day, month, and year you'll hold the mail to.) For Example, if you were to hold the mail until 28 Sep 17, you will write "HOLD 28 Sep 17."
5. Treating articles as “Dead Mail” -- In this case write "DEAD MAIL" on the disposition line. Send the mail to the appropriate MRC address shown below.
6. Treating articles as waste -- In this case write "WASTE" on the disposition line.

Table 6-2, Treatment of Undeliverable as Addressed Periodicals
RULE MAILER ENDORSEMENT MILITARY POSTAL DIRECTORYSERVICED BY THE MPS SHALL:
1 NO ENDORSEMENT Forward all Periodicals for a period of 60 days (for newspapers, see 'Note' below.) Endorse each copy: "CHANGE OF ADDRESS DUE TO OFFICIAL ORDERS" and "TO AVOID DELAY OF YOUR MAIL PLEASE OBTAIN A FORM FROM THE POST OFFICE FOR NOTIFYING CORRESPONDENTS AND PUBLISHER OF YOUR CORRECT ADDRESS."
After 60 days, or if a forwarding address is unknown, attach a completed PS Form 3579 to the portion of the wrapper, cover, or envelope and place in a USPS envelope and address to the publisher. Compute the postage for each form enclosed.
NOTE: Newspapers are forwarded for personnel reassigned in an area served by the same postmaster for 60 days. For example: APO AE 09xxx to APO AE 09xxx, APO AP 9xxxx to APO AP 9xxxx, or CONUS to CONUS.
If newspapers are received for individuals reassigned to an area not served by the same postmaster (for example, APO AE 09xxx to CONUS or APO AE 09xxx to APO AP 9xxxx), they will not be forwarded. They will be treated as waste. Attach a completed PS Form 3579 to the portion of the wrapper or cover and place in a USPS envelope and address to the publisher. Compute the postage for each form enclosed.

Checklist
DIRECTORY MAIL CHECKLIST
1 Date stamp the back of the article (Back Stamp)
2 Look up directory card for your branch of service
3 If delivering article to addressee skip to rule #8
4 Check for Hold, AWOL, Dead Mail (see handout)(If none of the above, go to step 5)
5 Draw line through old address and bar code
6 Refer to Table 6-5 and follow instructionsEndorse (stamp) as necessary
7 Refer to appropriate table for class of mail for any additional instructions as neededEndorse (stamp) as necessary
8 Write disposition on the disposition line
NOTE: If article is REFUSED, go to table 6-5 rule #15, draw line through address and bar code
HOLD MAIL, AWOL, DEAD MAILHOLD MAIL: (If you have a directory card it WILL NOT be Hold Mail
- Person is UNKNOWN (No directory card) and Same Last Name? Hold 30 days from today (ie today is 3 May 10, Hold til 3 Jun 10
- Hold 15 days past EDA/PG/RNLTD
DO NOT line through address, skip to step #8
AWOL: (You have directory card)
- Less than 30 days? Hold mail 30 days from date of AWOL
DO NOT line through address, skip to step #8
- More than 30 days? “Return to Sender”, “Moved left no address”
If SAM, then add “Postage Due” and “Not deliverable as addressed unable to forward”
Line through address and bar code and skip to step #8
Dead MailDead mail is First Class, Priority, or SAM that can’t be delivered, forwarded, or returned (KEY: no return address)
- Unknown? Stamp “Attempted not known” put MRC address in lower right corner
- AWOL over 30 days?Stamp “Moved left no address”, put MRC address in lower right corner
