Logistics Terms of participation The cost of participation in this certification programme is covered by central funds provided by HRD. For the workshop in Turin, participants will be provided free of charge with: Tuition, training-related documentation and use of campus facilities; and Single-room accommodation, full board (breakfast/lunch and dinner at the ITCILO self-service/two daily coffee breaks) and minor medical care on the ITCILO Campus, from Sunday, 2 April to Friday (inclusive) 7 April 2017. Participants coming from the field are entitled to DSA: 35% on Sunday, 2 April and 20% the other days. 50% of the DSA and the travel costs will also be covered by HRD. The remaining 50% should be covered by the Country Office’s Staff Development Devolved Funds. Participants coming from the field by plane to either Geneva or directly to Turin remain however responsible for booking their own return ticket. Participants from HQ are entitled to DSA: 35% on Sunday, 2 April and 20% the other days and are invited to use their Department’s Staff Development Devolved Funds to cover these costs. Travel by bus from Geneva for those participants will be provided free of charge. Please note that the presence of all participants is required as from 18:00 on Sunday, 2 April to the last session of Friday 7 April finishing at 13:00. Participants travelling with additional family members should inform the organizers in advance regarding accommodation requirements, it being understood that they will have to bear any additional costs that might be involved. Colleagues who are not eligible for HRD funds may participate by paying a participation fees of Euro 1,915 (an additional amount of Euro 100 will be requested to the colleagues who will take the bus from/to Geneva). Travel and arrangements Participants coming from the field by plane to either Geneva or directly to Turin remain responsible for booking their own return ticket. Please note that ITCILO will organise bus transportation from Geneva to Turin and back, which is provided for participants free of charge through HRD funds. Departure from Geneva is scheduled on Sunday, 2 April at 13:30 from the ILO building (north gate R2). The return to Geneva from the Turin Centre is scheduled on Friday 7 April at 16:00. All participants wishing to use the above shuttle service are invited to mention it in their application form. Visa applications Please note that a visa for Italy is normally not needed for UN officials who are holders of a valid UN Laissez Passer. Holders of a UN Laissez Passer travelling on mission status with a travel authorisation and with their national passport are normally exempt from a visa for Italy but are invited to also enquire about visa requirements with their local Italian Embassy. Allow at least two to three weeks for visa application/processing. Participants from the field travelling through Geneva may require a visa for Switzerland, depending on their nationality. ContextBeyond frameworks and theories, the operationalization and integration of Results-Based Management into the daily work of the organization demand the establishment of feedback loops that aim at continuous improvements of programmes and projects and organizational learning. These loops are materialized through systematic monitoring and evaluation.

To this end, the ILO Evaluation Offi ce has published a complete set of evaluation policies, guidance and tools in recent years to increase the quality and use of evaluations. The focus so far has mainly been on independent project evaluations. The certifi cation of evaluation managers -a fi rst of its kind training programme in the United Nations – has allowed the ILO Evaluation Offi ce to contribute to more professionalized evaluation management. Despite these important accomplishment in contributing to better independent project evaluations, the need to support ILO staff in carrying out internal and self-assessments remains. Several certifi ed evaluations managers have expressed willingness to continue their learning and personal growth in the path towards evaluation techniques and culture. That demand can be summed up in the following sentence: “Now that I know how manage independent evaluations conducted by external consultants, I would like to acquire the competencies to undertake myself evaluations for the ILO programmes and projects. As part of the Evaluation Policy, internal evaluations could be excellent opportunities to do so”

Building on the ILO Evaluation Offi ce (EVAL)’s training and certifi cation programme for evaluation managers, this new training course designed by the Evaluation Offi ce seeks to enhance the capacity of ILO staff to undertake internal project evaluations, in line with the institutional goal of achieving an effective application of a results-based management.

This training is intended for ILO staff who may be responsible for self-evaluations of projects or programmes, and staff who might be called upon to conduct internal evaluations of ILO projects and programmes or who may decide to conduct a self-evaluation exercise of their work.

ObjectivesThe overall objective of the training programme is to increase the frequency and enhance the quality of internal evaluations, improve their utility, and contribute to organizational learning.

The specifi c objectives are to:• Provide participants knowledge on the fundamental

concepts, processes, and methods which defi ne programme and project evaluations;

• Enhance participants’ technical skills in designing and conducting evaluations of ILO programmes and projects;

• Understanding the right attitudes to use in engaging evaluation stakeholders;

• Join a community of practice made of ILO staff who promote the use of evaluations in the Organization.

ContentThe training includes 22 modules on the following topics:• Defi ning evaluations: purpose, users, timing, scope and

objectives• Evaluation in the ILO: internal and self-evaluations• Results-Based Management: the Monitoring and Evaluation

function• Evaluation Criteria• Ethics and standards in evaluations• Evaluability assessment and criteria• Approaches to developing theory for evaluation• Identifying evaluation stakeholders• Engaging stakeholders in the evaluation process• Contrasting approaches to evaluations• Defi ning the appropriate evaluation questions• Introduction to study design: experimental and quasi-

experimental approaches to evaluation• Data collection methods: linking evaluation questions,

indicators to sources of information• Using adequately surveys• Data processing and analysis methods• Reporting and dissemination

Target AudienceEligible participants are ILO technical specialists or project staff who are responsible for designing and delivering evaluations of ILO programmes and projects.

Participants who have already completed the Evaluation Manager Certifi cation Programme are given priority.

In order to be considered, participants must also have completed the ILO Internal Governance e-learning Programme.

Course methodologies, format and certifi cation:

Format and methodologies

The training programme is delivered through a blended format mixing a distance-learning module, with a face-to-face workshop and an application/coaching phase.

The E-learning pre-course will contain three weekly and scheduled webinars and individual assignments such as reading, quizzes, homework, etc. This three-week phase will introduce basic evaluation concepts and will require 12 hours of work from participants.

The training methods used for the workshop are based on a combination of theoretical presentations, group work and individual assignments in which participants will apply evaluation concepts and techniques in order to prepare for the third phase, when they will be asked to perform evaluation activities. The objective is to transfer knowledge and skills to participants, but at the same time to assist participants in starting to produce their evaluation terms of reference, work plan and resource plan. At the end of the workshop, participants will be almost ready to conduct the internal evaluation.

ogrammes and projects

For the third phase, the post-workshop phase, participants are requested to choose between one of the following options prior enrolling in the training programme.

Tier 1- Coaching and Practicum (Light format)

In the post-workshop phase and under EVAL/ITCILO guidance, participants opting for the light-format will be asked to complete an evaluation related activity within the context of their own work. Participants selecting this option will have the freedom to select the activity and to conduct it at their convenience within the timeframe of the training programme.

Participants enrolling for the light format will be awarded a certifi cate of participation

Tier 2 – Coaching and Practicum (Full-fl edged format)

Participants opting for the full-fl edged format will be asked to design a complete evaluation plan (evaluation Terms of References, work plan and resource plan) in a post-workshop as well as to conduct the internal evaluation under EVAL guidance and coaching. Participants selecting this option should complete the internal evaluation within one year of the workshop.

Participants enrolling for the full-fl edge format will be awarded a certifi cate of achievement
