The price of oil and inflation are often seen as being connected in a cause and effectrelationship. The direct relationship between oil and inflation was evident in the 1970s,when the cost of oil rose from a nominal price of $3 before the 1973 oil crisis to around$40 during the 1979 oil crisis. Oil is one of the most important sources of industryand agriculture. Therefore the impacts of oil price fluctuations are risky in terms ofthe economies of countries. It is known that in the non-oil-producing countries, oilprice fluctuation have an impact on consumer prices and core inflation.In this article,by using nonlinear causality approach, the inflationary effects of crude oil prices areinvestigated for Turkey in the period of October 2005September 2017 by nonlinearcausality analysis. The nonlinear causal link found among the oil prices and inflationwhich is valuable for policymakers in Turkey. This findings indicates that increases inoil prices affect the inflation rate and make a crisis impact.

Inflationary Effects of Energy Prices in Turkey: ARegime-Switching Approach

Oil price has acquired increasing attention from both academicians and politiciansafter the dramatic rise in oil price in 1973. The reason is that understanding the in-flationary effects caused by an increase of oil price can assist politicians and centralbanks to implement policies to get inflation under control. Oil is one of the most im-portant sources of energy, and the impacts of oil price fluctuations are risky in termsof the economies of countries. Fluctuation in oil price affects both the oil-importingand the oil-exporting countries. Especially in the non-oil-producing countries, oil pricefluctuation can have a great impact on economic variables such as consumer prices andcore inflation. Moreover, it is generally accepted that instant and huge changes in oilprice can cause a rise in consumer prices and core inflation, which will result in eco-nomic recession in oil-importing countries. The purpose of this study is to contributeto the literature by studying the effects of sudden changes both on crude oil importprice and domestic gasoline price on inflation for Turkey, an emerging country. Sincean inflation targeting regime is being carried out by the Central Bank of Turkey, de-termination of such effects is becoming more important. Therefore empirical evidencein this paper will serve as guidance for those countries, which have an in- flation tar-geting regime. Using MS analysis two regimes have been determined for all variables,and the existence of different regimes has revealed that the series show different behav-iors in each regime. This result indicates that the political targets should be changeddepending on the change of the inflation rate. Additionally, the findings of the studyshow that Turkish policy makers should not ignore the pass-through of oil and domesticgasoline prices to macroeconomic variables such as consumer price inflation and coreinflation.The probabilities of being in low and high inflation regimes and transitionfrom one to another are very close in the inflation/crude oil price relationship. In theinflation/domestic gasoline price relationship, the probability is higher for remaining inhigh inflation and for transition from low to high inflation. This indicates that increasesin domestic gasoline prices affect the inflation rate and make a crisis impact.

Analysis of Health Care Seeking Behaviour Dynamics AmongMen in South Africa

Health care seeking behaviours of men has received little attention in the literatureand most of the research have focused on women and children. Men have been foundto use less health care than women do and this pattern has been associated with manyhypotheses. One of the hypotheses is that men ignore health problems and do notseek health care due to opportunity costs of doing so. While South Africa country isstriving to achieve universal access to health care for all, this universal access to healthcare might not have an effect on the health of men if these hypotheses are true.Thispaper aims to test this hypothesis for South Africa by analysing health care usage inscenarios depicting different levels of opportunity costs. Using data from the Nationalincome dynamics survey(NIDS) and descriptive statistics, it starts by analysing thepatterns of health care usage among men by levels of responsibility (by age, by familyresponsibilities and by job type) to depicts opportunity cost of using health care. Thenit tests various hypotheses related to whether various groups of men disaggregated byage levels ( young, middle age, adults) differ in the way they use health care that aretime consuming (public health care) versus those that are not time consuming (private).It further tests whether the levels of occupational commitment (informal versus formaloccupation) result in different health care utilization. The tests are conducted withinthe context of the logit model. The results indicate that most of these hypothesis aresupported by the evidence and data from NIDS. The results have various implicationsfor health policies.

Turkey in Somalia: Facilitating Womens Economic Empowermentthrough Humanitarian Initiatives

in political and economic issues. The budding and increasing tie with African coun-tries is likely to prolong in upcoming days as it is supported generally by civil societyin Turkey. Among others, Somalia continues to be among the top five countries con-cerning trade and aid based relationship with Turkey and is the largest beneficiary ofaid from Turkish NGOs after Syria. The activities of Turkish state agencies and NGOsin Somalia since 2011 have become a hallmark of Turkey’s foreign policy and under-pinned its global image as an emerging power. Beneficiaries of Turkish NGOs in So-malia comprised of both female and male and mostly the young segment of population.Present paper analyses the contributions of Turkish aid policies and implementationsin Somalia. It particularly draws on womens economic empowerment through theiror their spouses engagement to a Turkish NGO or project based in the Somali capitalMogadishu. It highlights that, how engaging to these humanitarian initiatives mightbenefit and empower women in the process. Since there are number of interventionsby different Turkish NGOs and TIKA, the paper particularly focuses on projects deal-ing with education, skill based trainings, health services and infra-structural supports.Data for this study was collected through a combination of quantitative and qualitativesocial research methods. Qualitative data was collected through in-depth interviewswith assistance of local interpreters in Somalia. In Somalia 39 respondents were pur-posively selected for in-depth interviews. The findings show that womens direct en-gagement to the Turkish development investment and related interventions channelsfinancial benefits, at least in short term. Even though 60 percent of the respondentswere engaged from 6 months to 2 years, income generation has been a motivating fac-tor behind womens engagement to these initiatives. The spouse and family membersreaction to womens engagement in this public domain were mostly positive. Only 20percent respondents reported family members negative reaction to their participation.
