WVSA's MS4 Program was established to bringtogether 32 municipalities under a regionalized effortto cost effectively and reliably meet state mandatedobligations of the Municipal Separate Storm SewerSystems (MS4) regulations. The WVSA MS4 Programis a comprehensive initiative that addresses regionalstormwater quality pollutant reduction goals throughthe implementation of both non-structural BestManagement Practices (BMPs) and structural waterquality BMPs, as well as concurrently prioritizing andaddressing other important municipal stormwaterissues including localized flooding, aged infrastructure,and mapping. The program is in year 2 of MS4 permitcompliance and has experienced many successes andchallenges with implementation of a large-scaleregionalized Pollutant Reduction Plan (PRP).

Critical Infrastructure Cybersecurity: Attacks,Mitigation and the Human Asset (1 PDH)
This presentation will discuss the current state of criticalinfrastructure cybersecurity from three perspectives:notable attacks on critical infrastructure, methods ofattack, prevention and mitigation, and the role of thehuman asset in cybersecurity. Cybercrime is on the rise;it is a low risk and high reward activity. As higher valuetargets harden their defenses, threat actors will start toattack soft targets – poorly defended or configurednetworks. Several notable cyberattacks on criticalinfrastructure will be described. Prevention strategiessuch as reducing the attack surface and defense indepth will be discussed. Finally, the role of the humanasset, which is the most often compromised element, willbe presented along with a discussion of Cyberhygiene. .
