As Chairman of Istil Group and Publisher of the Kyiv Post I would like to welcome you to the second annual Tiger Conference. The timing of the conference could hardly fall at a more fi tting mo-ment, just days after the Eastern Partnership Summit in Vilnius, Lithuania. The outcome of discussions may not be what many hoped for, but this is undeniably a critical juncture for Ukraine, its citizens and its future.All of those who are gathered here today believe in Ukraine. Its people, natural resources and strategic geographic position are the key ingredients for an independent and promising future. At the same time, Ukraine’s tumultuous history and current chal-lenges mean that achieving this bright goal is no easy task. More than ever, the country needs positive partners in the business community to help it move forward.No conference can answer all the questions and fi nd a miraculous solution to all of Ukraine’s problems. There are simply no secret formulas — it will take a lot of hard work, integrity and a result-ori-ented attitude from all. I believe that only through inspired dia-logue and persistent cooperation between public leaders, interna-tional experts and the private sector we can build a better Ukraine.Thank you for your active participation in the conference.

Last year the Kyiv Post’s fi rst Tiger Conference asked the question of whether Ukraine’s economy could shift gears and become an East European tiger economy. The answer appears to be “not yet.” This year’s conference “Ukraine’s Future After the Vilnius Summit?” ex-plores an even more important theme: Where is Ukraine headed and what is its place in the world?In recent weeks we have witnessed extraordinary events involv-ing Ukraine, from the collapse talks with the European Union to the biggest protests since the Orange Revolution in 2004. There were also major breakthroughs for businesses: the signing of the Open Skies agreement and two major production sharing agree-ments with Western energy fi rms. This all reminds us just how dynamic, but also how tempestuous Ukraine can be. As those who live and work in Ukraine know, this is a country fraught with risks but also plentiful in opportunities.Ukraine’s oldest English-language publication, the Kyiv Post is also one of few independent media outlets in the country, with a reputation for excellence in reporting and tenacity in pursuing the truth. We are also a community newspaper, bringing together those who want to see Ukraine live free and prosper. Our annual conferences provide a forum for lively debate and informative analysis, but also a chance to convene with friends, colleagues and prospective partners.Thank you all for coming, have an enjoyable and enlightening day.

Finding a New Model for UkraineOver the past two decades of independence Ukraine’s socioeconomic transformation has been all tactics and little strategy. Has the country found its identity and path to prosperity? What role should business, politicians and civic society play in bringing the country where it wants to be?

Boris Krasnyansky, CEO of Group DF. Before joining Group DF in September 2012, Boris Krasnyansky worked for more than 15 years at PwC. For the last 7 years he held the position of a Managing Partner of PwC Ukraine and Chairman of the PwC Partner Council in the CEE and CIS region.

George Logush, Ph.D, Vice-Rector for Strategy and Program Development, Ukrainian Catholic University. Dr. Logush has served as Vice President of Kraft Foods international, Vice President of MHP, and a member of the Board of Directors at Milkiland. He helped set up the International Management Institute in 1989 and Ukraine’s fi rst MBA program.

Yaroslav Hrytsak, Ph.D, Professor of modern history at the Ukrainian Catholic University.Professor Hrystak is the director of the Petro Jacyk Program for Studies of Modern Ukrainian History. He has taught at Columbia University, Harvard University and the Central European University in Budapest, and has authored numerous academic publications.

Balázs Jarábik Project Director Pact. Based in Vilnius, Lithuania, Balázs Jarábik is an international development executive and political analyst. He works as a project director for Pact, an associate fellow at FRIDE and recently joined the Central European Policy Institute as a senior fellow.

Pawel Kowal, Member of European Parliament. Pawel Kowal is a MEP for the Poland Comes First (PJN) party. He currently chairs the EU-Ukraine Parliamentary Cooperation Committee in the European Parliament, and headed the European Parliament’s observer delegation during the 2010 Ukrainian presidential election.

Karl Robb, President of EPAM Systems Europe. Karl Robb served as an Executive Vice President and President of EU Operations at Epam Systems, Inc, the CEE’s biggest software services and solutions provider. He is an IT industry veteran with 20 years of experience, having worked 11 years in Europe and 9 in the USA.

Daniel Bilak, Managing Partner of the Kyiv offi ce of CMS Cameron McKenna. Before joining CMS Cameron McKenna Daniel Bilak worked as a senior United Nations Development Programme governance expert, and advised Ukrainian government offi cials, including the President, Prime Minister, and Justice Minister, on legal and administrative reform.

Oleksandr Klymenko, Ph.D, Minister of Revenue and Duties of Ukraine. A graduate of the Donetsk State University of Management and National Academy of State Administration, Minister Klymenko was appointed in November 2011 to chair the State Tax Service. In December 2012 he was placed in charge of the newly created ministry of revenues and duties.

Nicholas Burge, Head of the Trade and Economic Section of the EU Delegation to Ukraine.

Sergey Yevtushenko, Director of InvestUkraine. In addition to managing the One-Stop-Shop project, Sergey Yevtushenko heads the Coordination Council of State Enterprise National Project “LNG Terminal” and the Coordination Council of the “Kyiv Ring Road from Stolychna Street to M-03 highway Kyiv-Kharkiv-Dovzhanskyy on the Kyiv-Boryspil Section” project.

Tomas Fiala CEO of Dragon Capital. Tomas Fiala has over 15 years of experience in the CEE securities markets. Since December 2010, he has served as elected President of the European Business Association (EBA). He is also a member of the Council of Investors, established by the President of Ukraine in January 2011.

Agribusiness: Driving the EconomyUkraine’s much vaunted agribusiness sector is finally starting to pull its weight, becoming the leading source of hard currency revenues together with food exports. While access to European markets has improved, many restrictions remain. Meanwhile, highly anticipated reforms have been dormant for years.

Vadim Triukhan, Foreign Economic Relations Director, Ministry of Agrarian Policy and Food of Ukraine.Since 1997 Vadim Triukhan has worked in the civil service, including units of the Ministry of Foreign Affairs, the Presidential Administration and the Cabinet of Ministers. Since September 2013 has served as Director of the Department of Foreign Economic Relations Ministry of Agrarian Policy of Ukraine.

Hennadiy Novikov, Head of Ukrainian Agrarian Union. Hennadiy Novikov was elected as head of the Ukrainian Agrarian Union in May 2010. He is a board member of the Agrarian Policy of Ukraine organization and a chairman of the Association of Agricultural in Zaporozhia Oblast. He received the Order “For Merit” III degree in 2009.

Alex Lissitsa, CEO of IMC. The founder of the “Ukrainian Agribusiness Club,” Alex Lissitsa has advised the Minister of Agrarian Policy and the Committee on Agrarian Policy and Land Relations of the Verkhovna Rada of Ukraine since 2007. He is a member of the World Association of Agricultural Economists.

Bogdan Chomiak, Director and Co-Founder of Lapersa Enterprises. Bogdan Chomiak spent the last 21 years living and working in Ukraine as an agricultural advisor to the governments of Ukraine, the USA, Canada and Great Britain and managed agricultural projects whose value exceeded US $150 m.

Mykola Myrkevych, President of the Ukrainian Association of Farmers and Landowners. Before joining Ukrainian Association of Farmers and Landowners, Mykola Myrkevych worked as the Deputy of the Standing Committee of the Regional Council Heads in Ivano-Frankivsk Oblast. He later served as Deputy Chief of Agricultural Development of the Regional State Administration.

Jean-Jacques Hervé, Counselor to the Board for Agriculture at Credit Agricole Group. Before joining Credit Agricole Group in 2009, Jean-Jacques Herve was assigned by the French Foreign Ministry to advise the Ukrainian government on agricultural issues. He holds degrees from the Paris National Agronomic Institute and the Paris Sorbonne University.

Economic and trade policy risksA prolonged recession has driven Ukraine to the brink of financial crisis, making it vulnerable to bullying trade policy tactics. But just how attractive are the European Union’s promises, and can the country reduce its dependence on the Russian market? Is a new International Monetary Fund deal the only solution, and is it realistic?

Jérôme Vacher, IMF Representative to Ukraine. Before joining the Fund, Jérôme Vacher was a Public Finance Economist in charge of emerging markets at Dexia Credit Local in France (1998-2001), and a Financial Attaché at the French Embassy in Poland (1997-1998).

Ricardo Giucci, Ph.D, Head of the German Advisory Group in Ukraine. Dr. Giucci is the managing director of Berlin Economics and the head of the German Advisory Group’s mission to the Ukrainian government. He is active as a high ranking economic policy advisor in several countries, such as Belarus, Germany, Moldova and the Russian Federation.

Steven Fisher, CEO of Citibank Ukraine. A 29-year veteran of the Citigroup, Steven Fisher served as the corporate banking head for Russia, Ukraine and Kazakhstan and underwrote over $150 billion in financing for clients in the region. He earlier served in regional and country roles across Asia, Europe, the Middle East and Africa and North America.

Jock Mendoza-Wilson, SCM’s Director of International and Investor Relations. Before joining SCM in 2005, he worked for international communications consultancy Mmd as Regional Director for Eastern Europe. He earlier served as Regional Director for the Middle East and North Africa at Promoseven Weber Shandwick PR, and advised the US government on their public diplomacy programme in the region.

Oleg Ustenko, Executive Director at The Bleyzer Foundation. Oleg Ustenko has worked on economic projects with the World Bank, the OECD and leading universities, including Harvard University and MIT. He also advises the Ukrainian government and other CIS governments, and is one of the most published and quoted economists in Ukraine.

Jakub Parusinski, CEO of Kyiv Post. Jakub Parusinski joined the Kyiv Post in September 2011, after working as a political and market analyst for BG Capital investment bank, the International Center for Policy Studies and Thomson Reuters. He holds degrees from the University of Gdansk and the Central European University.

A lack of energy independence and poor policy choices have held the Ukrainian economy back for years and constrained the nation’s sovereignty. The development of alternative and unconventional sources could bring about revolutionary transformations. But can these new sources really deliver and can Ukraine modernize its energy sector.

Energy Security Prospects

Oleksiy Tatarenko, Deputy Country Chair at Shell Ukraine. Before becoming Deputy Country Chair Oleksiy Tatarenko served as the government relations manager and principal lobbyist for Shell with key government stakeholders. He earlier supervised an investment program at the Ministry of Fuel and Energy of Ukraine.

Jonas Graetz, Researcher at the Center for Security Studies, ETH Zurich. Before joining CSS Jonas Graetz held a position of a doctoral fellow and research fellow in the Russia/CIS Research Division at the German Institute for International and Security Affairs (SWP) and worked as a visiting researcher at the Norwegian Institute for Defense Studies (IFS).

Andrey Favorov, DTEK Commercial Director. He was appointed as Commercial Director of DTEK in 2012. From 2005 to 2009, he served as Business Development Director of international energy corporation AES in Kazakhstan, Russia, Great Britain, Turkey and Africa. He holds degrees from the State University of Georgia and Georgetown University

Armen Khachaturyan, Senior Partner Asters Law Firm. Armen Khachaturyan has extensive banking, finance and project finance experience. He frequently advises foreign and Ukrainian clients on cross-border legal planning and regulatory issues related to foreign investment.

Dmytro Fedoruk, Counsel at the Clifford Chance Kyiv office. He has advised foreign investors on two out of three PSAs signed in Ukraine to date, as well as numerous other investment projects in the Ukrainian oil and gas sector (including the joint ventures of Vitol / Geo Alliance and ADM Capital / GNG). He also recently advised TNK-BP in connection with the Ukrainian refinery project.

Developing the IT SectorThe youngest of Ukraine’s growth sectors and arguably the most promising still has a long way to go compete with regional rivals. Financing is not always easy to come by and respect for intellectual property rights is almost non-existent. New business models have shown promise, but systemic solutions are needed.

Dmitry Shymkiv, General Manager at Microsoft Ukraine. Dmitry Shymkiv has been the General Manager of Microsoft Ukraine since 2009 and is a member of the Young Presidents’ Organization (YPO), the world’s most powerful community for young business leaders. He sits on boards of the American Chamber of Commerce, AIESEC Ukraine and the Bohdan Havrylyshyn Charitable Foundation.

Victor Galasyuk, First Vice President at BIONIC Hill Innovation Park. He is a member of the Community Council at the Ukrainian Finance Ministry of and an Executive Committee Member of the Ukrainian Society of Financial Analysts. He has lectured at leading Ukrainian universities and authored two monographs and over 70 other works in reputable Ukrainian and foreign trade magazines.

Jon Fredriksen, Fredriksen, Ambassador of Norway in Kyiv. Jon Elvedal Fredriksen has served as the Norwegian government’s representative in Ukraine since and has also been accredited to Minsk, Belarus, since 2012. In this capacity, he has overseen Norwegian government funding for startups in the CEE region.

Andrey Kolodyuk Manager Partner of AVentures Capital. A serial entrepreneur and venture capital investor, Andrey Kolodyuk is the founder of DIVAN.TV, the fi rst multiscreen Russian-speaking service, and founder and president of the Information Society of Ukraine Foundation. In July he became the Head of the Public Working Group E-Ukraine.

Dimitri Podoliev, Co-Founder and Managing Partner of iHUB.Dimitri Podoliev is an investment professional with a passion for entrepreneurship and early stage startup companies, as well as the Co-Founder and Chairman of Seed Forum Ukraine. From 2013 he was appointed Ukraine Private Sector Liaison Offi ce at the World Bank.

For good of bad the Eastern Partnership summit in Vilnius marked a critical juncture for Ukraine’s relations with its neighbors. The country appears to have successfully pursued its multi-vector policy, but many believe a choice, East or West, is inevitable. Which way will it go, and what risks does this entail?

A New Geopolitical Paradigm?

Geoffrey Pyatt, US Ambassador to Ukraine. A Senior Foreign Service Officer, Geoffrey Pyatt arrived in Kyiv in August 2013 as the eighth United States Ambassador to Ukraine. During his 24 year State Department career he has worked in Asia, Europe and Latin America.

Victor Likhachev, Senior Advisor to the Russian Embassy in Ukraine.

Marek Siwiec, Member of European Parliament. A Polish politician and Member of the European Parliament for the Greater Poland Voivodship with the Democratic Left Alliance-Labor Union since 2004, Marek Siwiec is a member of the Socialist Group and sits on the European Parliament’s Committee on Foreign Affairs.

Vitaliy Kalyuzhniy, Chairman of the Verkhovna Rada Committee of the Foreign affairs. A Ukrainian Member of Parliament Vitaly Kalyuzhny focuses on issues pertaining to international relations. Before entering political life he worked on IT systems at several private companies. A member of the Party of Regions, he was first elected to parliament in 2006.
