Organizations function by assigning different tasks to different individuals and groups. Not everyone can do everything. Though they operate under the same organizational umbrella, these groups inevitably develop their own points of view, goals, and priorities.

Every group depends on other groups in the organization to do its work. No group can function or succeed on its own.

No organization can do everything that those in it would like to do. Choices must be made. When resources like money, people, space, time, and attention are divvied up, there will always be winners and losers. Obviously, every group wants to win.

According to a report by the Coalition to Stop the Use of Child Soldiers, a non-governmental alliance that includes Amnesty International and Human Rights Watch, an estimated 300,000 child soldiers, some as young as seven, are actively fighting in 41 countries, with about 120,000 of them in Africa. Another 500,000 children worldwide may be in paramilitary organizations. For those who recruit them, "children are cheap, expendable and easier to condition into fearless killing and unthinking obedience," the report comments.

The UN-Security Council must ensure that the optional protocol is fully implemented by governments.

Those who recruit children must be prosecuted by the International Court.

Governments must promote dialogue between the conflict parties. Peace agreements must include measures for the release and

rehabilitation of child soldiers. Appropriate support must be provided for the children affected, in

order to reduce their suffering and to promote their integration into society.

There must be an immediate demobilization of all child soldiers. More money must be provided within the framework of development

co-operation for the integration of former child solders into society.
