On January 14, Mr. Speaker, we were in receipt of a message from the Office of the President, the message contains the veto of President Aquino of House Bill No. 5842, entitled: AN ACT MANDATING A P2,000.00 ACROSS-THE-BOARD INCREASE IN THE MONTHLY PENSION WITH CORRESPONDING ADJUSTMENTS OF THE MINIMUM MONTHLY PENSION UNDER THE SOCIAL SECURITY SYSTEM, AMENDING FOR THE PURPOSE SECTION 12 OF REPUBLIC ACT NO. 1661.

Mr. Speaker, in that veto message, the President brought to the attention of the House his veto of House Bill No. 5842. Under our Rules, this House may reconsider the veto message of the President and reconsider the vetoed bill or any item thereon, Mr. Speaker, and it is in this sense that the motion is being laid on the floor. This is our historic chance to grasp this opportunity to alleviate the plight of our senior citizens. Mr. Speaker, I move that we reconsider House Bill No. 5842 and override the veto of President Aquino of House Bill No. 5842 as contained in his veto message dated January 12, 2016, Mr. Speaker, and received by this House on January 14, 2016.

REP. COLMENARES. Mr. Speaker, if I may. Mr. Speaker, we have yet to receive the official message of sine die adjournment on the part of the Senate. Secondly, Mr. Speaker, it is incumbent upon us, whether the Senate has adjourned sine die or not, to tackle bills

and resolutions and legislative actions just like what we did a few minutes ago. Sine die simply means, Mr. Speaker, that the House adjourns without any specific date as to when we shall reconvene. That does not mean that we are no longer empowered to conduct legislative action. Our term ends on June 30, Mr. Speaker. In fact, there had been a lot of instances, Mr. Speaker, when the House adjourned sine die but the House reconvened on special sessions precisely because our power, our legislative power to conduct legislative actions and pass or approve bills or resolutions is not lost merely because one House of Congress adjourned sine die. In fact, even if the Senate has adjourned sine die, the Senate can always reconvene, Mr. Speaker, to tackle the override, especially since they have informed us that they believe that there should be a P2,000 increase in the SSS pension. So, the motion still stands, Mr. Speaker. I hope, as provided for under our Rules and in the Constitution, Mr. Speaker, that the nominal voting should be conducted forthwith to resolve the present motion, Mr. Speaker.

That is the only way. Since the Senate has already adjourned sine die, then there is no way that the Senate, if not called upon by the President on a special session, can still act on legislative matters without violating the period provided for by the Constitution.

So, whether this House could act on other matters, the Upper House having adjourned sine die already is a matter of law, and the law is simply that if the Upper House has adjourned, no other actions can be taken by the Lower House and no other procedural remedies may be entertained to overturn that.

So, let me go back to my ruling. The Upper House having adjourned sine die, no other matters could be taken up by this House and the motion of the Gentleman, if I may reiterate, is lost.

REP. BAGATSING. Let me just state for the record, Mr. Speaker, the definition of sine die. It is the understanding of this Representation that sine die does not mean that this Congress cannot act anymore. If my memory serves me right, any of the two Houses can still proceed for as long as it is not more than three session days.

By the way, Mr. Speaker, another definition of sine die means that you are stopping the clock. Iyon ang pagkakaalam ko, even under the old Congress. So, ang point ko, Mr. Speaker, that does not make this Chamber inutile just because the Upper Chamber is no longer functioning. We have three days, three session days. This is a very serious matter and if all of us are aware, even the incoming—President-elect Duterte said he is in favor of this.

So, be that as it may, Mr. Speaker, this is my last day and my last term in Congress after serving this institution for the last six terms for a period of 20 years. At least mailagay man lang sa record, Mr. Speaker, that we overrode a veto because this Chamber feels that it ought to do so, that it is the right thing to do. Kung hindi na maaaksiyunan ng Senate iyan, let it be but let it be said in the Journal of this Congress that this Sixteenth Congress, on its last day, overrode a veto and said its piece. At least masabi man lang for posterity, that we are truly independent from the Executive and truly independent from the Upper Chamber or the Senate, as we are called for, Mr. Speaker.

Huwag namang masabing we are so hopeless na just because nag-sine die sila ay inutil na tayo. That is not true, Mr. Speaker, and the records will bear me out. We can go on for the next three days kung hindi nga ito sine die. Congress can operate for the next three days. So, at least, let us go out with a bang, Mr. Speaker, and let us do what is right and if the records of the resolution of the Gentleman from the Party-List Bayan Muna is correct that he has 200 who signified the intention to override the veto, pabayaan mo namang matapos tayo na may nangyari, Mr. Speaker.

REP. FARIÑAS. Mr. Speaker, with due respect to the Gentleman from Manila, and the other Gentleman from Manila, the Constitution is very clear with respect to the override of a veto.

The particular provision is Section 27, subparagraph (1). It says:

Every bill passed by the Congress shall, before it becomes a law, be presented to the President. If he approves the same, he shall sign it; otherwise, he shall veto it and return the same with his objections to the House where it originated, which shall enter the objections at large in its Journal and proceed to reconsider it.

So, that is what happened, the President vetoed it. To continue:

If, after such reconsideration, two-thirds of all the Members of such House shall agree to pass the bill, it shall be sent, together with the objections, to the other House by which it shall likewise be reconsidered x x x.

E ngayon po, nag-adjourn na iyong other House, so whatever we will be doing here, will be an exercise in futility because the Constitution requires that, if indeed we muster two-thirds to override the veto of the President, we should send it immediately to the other House to reconsider the same kasi bicameral body po tayo. Since the other Chamber has adjourned, useless po for us to proceed to this exercise. Kasi po, graduation exercises ngayon ng mga third termer. Let us proceed to the graduation exercises. Kasi po, even if we are unanimous here and get one complete vote, 100 percent vote, we cannot send it to the other House dahil nag-adjourn na po sila. So, sayang po iyong gagawin po natin dito, sayang po, useless exercise, and it is a violation of the Constitution because we can only proceed to reconsider it if the other House is there to receive our reconsideration.

Representatives, and we have at this time, the chance to prove the principle of separation of powers between the Executive and the Legislature. The President has exercised an executive decision to veto, but the Constitution provides that that executive decision is still subject to the exercise of a coequal power of the Legislature. All I am asking is for this House to be given a chance to put on record that the House of Representatives is exercising its power to override the veto. Therefore, I would support the motion of the movant for appeal.

THE DEPUTY SPEAKER (Rep. Aggabao). The Gentleman had raised a parliamentary inquiry.

REP. BIAZON. That is correct, Mr. Speaker.

REP. GONZALES. He could no longer, much as the Gentleman from Muntinlupa would like to support the motion of the Gentleman from BAYAN MUNA, it has already lost, Mr. Speaker. It is true, Mr. Speaker, up to the time that the House of Representatives adjourns sine die, we can take up legislative matters and it is the reason we are able to debate because we are still doing our legislative duties. We have passed on Second Reading various bills, and we can even vote on matters on Third Reading. But can we send them to the Senate? No more, because the Senate could no longer act on them because it has already adjourned sine die.

While it is true, Mr. Speaker, that when both Houses of Congress adjourn sine die, then, there is no appointed time because the appointed time is provided for by the Constitution. It is provided for by the Constitution as to when it will be. Despite the fact that we will be adjourning sine die, as the Senate has adjourned sine die, does not mean that there is no permanent date or actual date when both Houses of Congress will be reconvening for its legislative function. It is provided for in the Constitution—every fourth Monday of July; but the Senate, as I have said, could no longer perform any legislative duties unless it is called by the President to a special session. That is the reason, Mr. Speaker, we keep on pleading to the Gentleman on the floor who would like to make an override of the veto. We could no longer do it much as we want to because the Constitution mandates, as I have said a while ago, that both Houses of Congress must be given the opportunity to override it. If only one House is given the opportunity, then that is not the override provided for by the Constitution because it will just be a statement for the record of the

sense of the House, which is far from what the override provided for by the Constitution.

So, may we appeal, Mr. Speaker, to the Gentlemen on the floor that the public has already been made aware of their respective positions. Give us a chance to make our sine die adjournment ceremonies and later on, to give our Secretariat the opportunity to do their “Pagpupugay” thing to the graduating batch of the Sixteenth Congress, Mr. Speaker.

Sayang, Mr. Speaker, we could have made history that will long be remembered by the Filipino people but we will refuse that role in history, content in the comfort of oblivion.

If I may finish na lang, Mr. Speaker. Just give me a few minutes, Mr. Speaker. Sayang. We could have set a precedent of congressional intervention, Mr. Speaker, to an unjust veto of its legislative power, kaya dapat lalo nating ituloy. We cannot abstain, Mr. Speaker, on this role of Congress to check abuse of power on the part of the Executive. We could make history, Mr. Speaker, and make a strong legislative intervention to alleviate the plight of our senior citizens. We cannot renege or abdicate on that role, Mr. Speaker, merely because baka useless na iyon.

So, Mr. Speaker, I really appeal. Mano ba namang pagbotohan natin ito nang matapos na. Kung talo, talo. Kung panalo, panalo. But let it not be said that the House of Representatives abdicated on such an important and historic role, Mr. Speaker, never done before in legislative history. I reiterate the motion, Mr. Speaker, at nagpapasalamat ako sa lahat ng sumusuporta dito sa ating paglaban para sa ating senior citizens. I hope that more than one-fifth of the House Members present in plenary will stand up and support the motion for nominal voting, Mr. Speaker. That is the rule required here. The Presiding Officer has to find out, Mr. Speaker, if there is one-fifth who support the motion for nominal voting. There is no other way to resolve this, Mr. Speaker, and there are no arguments found in the Rules that I have heard so far that will defeat the motion.

Distinguished colleagues, ladies and gentlemen.As we end tonight’s plenary proceedings, we close

the Third Regular Session of the Sixteenth Congress with pride and honor at having served our country well by marking a first in election history: that we finished our mandate to canvass the votes for President and Vice President in the 2016 Elections in a record-setting three days, way ahead of the previous canvasses.

On behalf of my colleagues in the Minority and my equally distinguished colleagues in the Majority,

we commend our Speaker, Hon. Feliciano “Sonny” Belmonte for his outstanding leadership in steering the House from the First to the Third Regular Sessions of the Sixteenth Congress.

Speaker Belmonte first assumed the speakership of the House amidst a political crisis brought about by the EDSA Revolution II of January 2001 which resulted in the change of presidency of the Republic of the Philippines. His sterling record of performance from the Eleventh, the Fifteenth and up to our present Sixteenth Congress has been characterized by utmost dedication to duty; skillful steering of the House towards meaningful legislation that are responsive to the interest of the Filipino people; distinct ability to bring about unity and cohesion amidst fractious, competing interests; and the humility to accord all Members of the House respect, friendship and fair treatment, among other enviable traits.

Speaker Belmonte has proven himself to be a true leader who has made the House an effective partner of the Executive branch in realizing our collective goal of a better Philippines for the Filipino people. For all his hard work and dedication in making the House a fruitful institution through the economic and social bills it had passed, I call on each one of you, distinguished colleagues, to express our sincerest gratitude and recognition to Speaker Belmonte.

We, the Members of the Sixteenth Congress, graduate tonight in the cusp of change and transformation ushered in by the incoming administration. It is my hope that we will continue to do our share in making this House and our country proud of the legislative legacy we all have contributed to under the leadership of our beloved Speaker Belmonte.

REP. ABAD. Thank you, Mr. Speaker. Distinguished colleagues, ladies and gentlemen. It is a privilege to sponsor House Resolution No.

2719 and to commend Speaker Feliciano Belmonte for his steadfast stewardship of and leadership in the Sixteenth Congress.

I would like to begin my sponsorship speech with a quotation from Pope Francis on leadership: ”You cannot govern without loving the people and without humility.” He also said, “A leader who does not love cannot govern. At best, they can discipline, they can give a little bit of order, but they cannot govern.”

This, I believe, characterizes Speaker Belmonte’s leadership as we experienced it in the Sixteenth Congress. Speaker Belmonte treated each and every Member of this House with respect, understanding and empathy. He was the understanding father to everyone, resolute in his desire to deliver to the rest of the nation the necessary legislation with the country’s inclusive and sustainable development. He remains sympathetic and considerate that each Member of this House has a constituency to whom they are accountable and yet, consistently brought to our understanding that there are things that needed to be accomplished for the rest of the country. It is in the House of Representatives that each and every Member is made accountable to their respective constituencies in their districts. However, we are also a deliberative Body that needs to articulate what is the common good to the national interest.

To say that this is a daunting task is probably an understatement, primarily because we all know that local and national interests need not always be perceived to be immediately compatible. But precisely, it is

because of the leadership style of Speaker Belmonte that the House of Representatives in the Sixteenth Congress was able to produce landmark legislation that were for years stalled in the legislative mill, so to speak. These include laws that are meant to improve the competitiveness of the country’s economy, for example, such as: RA 10667 which provides for a national competition policy; RA10668, allowing foreign vessels to transport and co-load foreign cargoes for domestic transshipment; RA 10708, instituting the Tax Incentives Management and Transparency Act; and, RA 10679, promoting entrepreneurship and financial education among Filipino youth, among others.

The challenge remains for all of us here, that we need to continue the task of nation building, and I would like to present this challenge to all of us and perhaps remember the leadership of Speaker Belmonte. The ultimate challenge then is for us to wield politics pro-actively and decisively as a force for unification rather than to succumb to it as an instrument of division. It is with such an end in view that we can begin to imbue our participation in the political process with a higher, nobler meaning and substance.

The task of nation-building is not yet finished but we would like to express our sincerest gratitude to Speaker Belmonte for effectively steering this difficult House to be able to present to the nation its legislative legacy, the legislative legacy of the Sixteenth Congress.

As we bring the Sixteenth Congress to a close, it is our tradition to convey to the Speaker of the House our

appreciation for his stewardship of this Chamber. But I am not compelled to speak because of this tradition; rather, with the knowledge of how the Speaker made us work together beyond our differences and divergent beliefs and thus, we were able to work above our partisan compulsions.

Speaker Belmonte has shown the true qualities of a leader as he pushed forth meaningful and vital legislation aimed to promote the security and stability of the Filipino people. In his effort to pursue the national interest, he cultivated a fruitful partnership with the Executive to attain the common good and to lead the nation close to its development goals.

Under his effective leadership and steady commitment, the Speaker weathered challenges, responded to rapidly changing circumstances, and encouraged us to create positive results that led the House of Representatives to become a more transparent and dignified institution. His able guidance prompted the House of Representatives to effectively perform its legislative duties with dignity, thereby bestowing upon each Member the pride of being part of this august Chamber.

It is therefore an honor to express our sentiment and appreciation to the Speaker for his dynamic political leadership, fairness in chaos and misunderstandings, dedication and inspiring stewardship in steering the House of Representatives during the Sixteenth Congress.

As we bring to a close this Sixteenth Congress, let me express my personal gratitude to this institution and to the Speaker, the Hon. Feliciano “Sonny” R. Belmonte Jr., under whose stewardship I was given the opportunity to serve during the Eleventh and Sixteenth Congresses as his Deputy Speaker. It is likewise an honor to have been associated with you, my esteemed colleagues. 2016 marks the 29th year of my legislative service, starting as a young legislator in the Interim Batasang Pambansa.

Let me mention that some of you here were my contemporaries in previous Congresses where I served in various capacities: as Chairman of the Committee on Cultural Communities; Chairman of the Committee on Education; member of the Electoral Tribunal; member of the Commission on Appointments; and Minority Leader during the Twelfth Congress.

With a heavy heart I leave this institution that has given me the experience and knowledge I hope to make good use of when I assume the governorship of the province of Nueva Vizcaya. It is with ardent hope and optimism that the coming years will bring us working closer although afar geographically.

SPONSORSHIP SPEECH OF REP. AGGABAO

REP. AGGABAO. Thank you, Your Honor.The honorable Speaker, distinguished colleagues,

ladies and gentlemen.It is my cherished privilege to be asked to give

a sponsorship speech on Resolution No. 2719, commending the honorable Speaker Feliciano Belmonte.

I have a fairly good sense of my inadequacy, but I have accepted the invitation to speak to afford me the opportunity of expressing my respect and admiration, and the respect and admiration of this Chamber for our Speaker.

It would be impossible to adequately express the gratitude felt by every Member of this Chamber for the sincerity, the modesty, the fairness and the dignity that the Speaker has shown during his term as Speaker. I can only ask the good Speaker to believe that the sentiments I will articulate tonight, as well as the sentiments that the Lady from Batanes and the Gentleman from Nueva Vizcaya had articulated, are expressed with the deepest of sincerity.

Many prominent legislators have graced the speakership of this august Chamber. Indeed, it is a great honor and distinction to become the head of Congress. The speakership requires a man of experience, a man of ability and fortitude with a knowledge of life, but above all, a heart and mind imbued with a passion to help the country. We are fortunate, indeed, that Congress has elected Speaker Belmonte to this exulted seat for the Fifteenth and Sixteenth Congresses.

I have stated many times, both publicly and privately, the high regard that our party, my party, the Nationalist People’s Coalition, have for Speaker Belmonte. We have learned to admire him for his personal qualities and have appreciated the splendid fashion in which he reached out to my party.

Indeed, the Speaker’s paramount duty is to preserve peace and harmony in a Chamber populated by 290 individuals, whose view of their own talents or importance are sometimes inflated, but he has led in a just and fair manner and thus has gained the respect and support even from those who do not agree with him.

It is to the credit of the Speaker that during the Sixteenth Congress alone, vital measures were approved and signed into law. I have in mind the Philippine Competition Act, the Tax Incentive Management and Transparency Act, the Customs Modernization and Tariff Act, and so many other equally important bills and resolutions.

It is also to the credit of the honorable Speaker that the House had managed the gruelling deliberations and successfully tackled critical issues and initiatives that are beneficial to our people, such as the measures that will establish the foundation for good governance, and promote lasting peace and economic policies that will advance trade and investments.

Speaker Belmonte’s intensive efforts to pursue the national interest also cultivated the dynamic and fruitful partnership between the Executive and Legislative branches of the government which greatly facilitated the achievement of the development goals with much efficiency and effectiveness.

Honorable colleagues, Speaker Belmonte has led this House ably and well. He has proven himself as a true leader who has led this House and its legislative agenda with a vision of a more stable, more developed and more productive Philippines. Thus, it is only fitting for us to commend his valuable contribution and extraordinary services.

On a personal note, this is the first opportunity I have had to thank the good Speaker for the very great honor of serving with him.

This is my last term, and I would not be joining him in the Seventeenth Congress, but I give the assurance of his colleagues, those who are graduating like me, that he has their confidence, their good wishes and their affection.

Honorable Speaker, you have made an enviable record and earned the privilege of leading us in two Congresses. You are worthy of the honor conferred upon you tonight.

say “Thank You” to the Deputy Speakers who spoke. It occurred to me and I inquired, did this happen at the end of the Fifteenth Congress? And they said, “Yes, but you were not within hearing distance, so you did not hear the accolades in the Fifteenth Congress.” But now, I decided to just stay there at the corner and listen, and let me just say, my colleagues, the Deputy Speakers who spoke, that I am very, very much touched and grateful for their kind words. So, thank you very much sa mga colleagues. (Applause)

REMARKS OF THE SPEAKER THE SPEAKER. My dear colleagues, it is my honor

and privilege to address all of you here at the close of the Third Regular Session of the Sixteenth Congress.

Let me express my deepest, most sincere thanks to each and every one of you for all your efforts, for your dedication to our work, and most especially, for your support throughout these past years.

As we meet today on the last day of the last regular session of the Sixteenth Congress, we gather to assess our performance as a legislative Body. In our own humble way, we have regained the credibility of Congress with our people as seen in the marked increase in the trust ratings we were given in the various surveys compared to past Congresses.

I am confident that history will show that we have conducted ourselves creditably. The Sixteenth Congress will leave behind a remarkable legacy. Inspired by the significant growth of our economy, we passed laws which enhanced our competitiveness as an investment destination.

The World Economic Forum, in its report on the competitiveness of 140 countries from the year 2010 to the year 2016, noted that the competitiveness rankings of the Philippines rose by 38 notches, from 85th to 47th. This, no doubt, was underpinned by our strong and stable

macroeconomic environment and the structural reforms we initiated through legislation. The upward trajectory in our economic growth finally broke through the boom and bust cycle which we have been experiencing since we regained our independence as a nation.

For years, the Philippines was labeled as the “Sick Man of Asia.” Today, our country is hailed as “Asia’s Rising Tiger,” “Asia’s Rising Star” and “Asia’s Bright Spot.”

Equally notable and inspiring has been the 6.2 percent annual average growth of our Gross Domestic Product for the last six years, the highest average in the last four decades. This is truly remarkable despite the almost successive disasters which devastated our country and the slowdown in the international economic situation.

Among the most important economic measures enacted in the Sixteenth Congress are: Republic Act No. 10667, the Philippine Competition Act; Republic Act No. 10668, the Cabotage Law; Republic Act No. 10846, amending the PDIC Charter; Republic Act No. 10708, the Tax Incentives Management and Transparency Act; and Republic Act No. 10863, the Customs Modernization and Tariff Act. I think, to tell you frankly, all of these laws that I have enumerated, if properly and vigorously implemented, will make a great impact on our economy and competitiveness.

We have also focused on legislation aimed towards good governance such as Republic Act No. 10844, creating the Department of Information and Communications Technology Act of 2015; Republic Act No. 10644, the Go Negosyo Act; and Republic Act No. 10742, the Sangguniang Kabataan Reform Act.

The most significant and outstanding achievement of the Fifteenth and Sixteenth Congresses has been the timely passage of the annual General Appropriations Act for the past six years, avoiding the woes of a government running on a re-enacted budget.

While we belong to different political parties, we found common cause in the passage of highly controversial measures such as the Sin Tax Law and the Reproductive Health Act, the Kasambahay Law, and the Human Rights Victims Compensation Act. All of them had been pending for years and years and finally, we tackled and passed them.

We supported and strengthened the government’s program to promote inclusive economic growth. We raised the budget for social services to provide more direct assistance to the impoverished sector. We passed laws which sought to generate more jobs and opportunities for self-employment. The unemployment rate reached a record low of 5.6 percent which is below the government’s target of 6.8 percent.

This Congress has passed laws which introduced meaningful reforms in education such as the K to 12 Program, Republic Act No. 10533; Republic Act No.

10647, the Ladderized Education Program; Republic Act No. 10648, the Iskolar ng Bayan Act; Republic Act No 10650, the Open Distance Learning Act; Republic Act No 10665, providing for an Open High School System for out of school youth; and Republic Act No. 106587, the UniFAST Act.

We manifested our abiding concern for the marginalized and underprivileged sectors by enacting laws such as the mandatory PhilHealth coverage for senior citizens, Republic Act No. 10645; strengthening NGOs engaged in microfinance operations for the poor; Republic Act No. 10694; and granting of VAT exemptions to persons with disabilities, Republic Act No. 10754. We also supported the Pantawid Pamilyang Pilipino Program which has gained widespread appreciation and support.

We initiated several measures to increase investments in the country, including a proposal to amend the very restrictive provisions of the Constitution on foreign direct investments and this is my big disappointment—that we failed to pass that. We deliberated on the Bangsamoro Basic Law, which the Seventeenth Congress and the next administration may have to address or overhaul. We stood firm and resolute on the issue and showed the world that there was never any doubt as to our sincerity and determination to address the problems peculiar in Mindanao.

The Fifteenth and Sixteenth Congresses passed a total of 719 Republic Acts, approved 1,922 bills on Third Reading, adopted 1,870 resolutions and our Members delivered 978 privilege speeches—truly an achievement we can all be proud of.

This Congress raised the bar when it did not only pass several measures that have languished in the legislative mill for decades but most importantly, for its record breaking four-day Presidential and Vice Presidential canvass. Congratulations to the Joint Canvassing Committee led by Sen. Koko Pimentel and our very own Majority Leader, Cong. Boyet Gonzales.

With pride, let me congratulate the COMELEC and everyone who made the 2016 elections credible, honest and peaceful.

We likewise congratulate President-elect Rodrigo Roa Duterte and our colleague, Vice President-elect Maria Leonor Gerona-Robredo. (Applause) We wish both of them the best as they perform their constitutional mandates.

We welcome the incoming administration of President-elect Rodrigo Duterte with high hopes and unwavering faith in our collective love for the Filipino nation. Whatever changes or reforms the incoming administration may pursue, we hope that it will further strengthen and continue the reforms initiated by the Aquino administration.

Pres. Benigno S. Aquino III’s single-minded dedication to his duties and responsibilities, and his

unblemished integrity, has gained the admiration and high regard of other countries in our economic and geopolitical endeavors. The campaign against corruption has been the hallmark of his administration. The accomplishments of the outgoing administration are remarkable, so let me take this chance to say, “Congratulations and thank you, Mr. President PNoy. Thanks also for your trust, confidence and support.”

The Aquino administration and the Fifteenth and Sixteenth Congresses have put in place a sound and viable economic foundation for our country, as well as the policies and the infrastructures needed, but the challenges confronting us remain daunting and formidable.

The incoming Duterte administration has already declared war on drugs, poverty, and all forms of corruption. It has vowed to prioritize education and health care for our people.

To all of us who will be part of the Seventeenth Congress, let us strengthen our resolve to help the incoming administration by crafting and formulating laws required to move our country forward even as we exercise our powers of oversight.

Our country must be primed to take a leading role in the integration of the economies of the Southeast Asian Region. The dispute on the West Philippine Sea will test the mettle of the next administration in diplomacy. We hope that the incoming administration will confront these challenges with wisdom and resolve.

My dear colleagues, it has been a memorable privilege and honor to have been your Speaker for the Fifteenth and Sixteenth Congresses.

I am deeply grateful for your cooperation and support. I will always treasure your friendship and the camaraderie we shared in the service of the people.

To our colleagues in the Senate led by the Fifteenth Congress Senate President, Juan Ponce Enrile, and the Sixteenth Congress Senate President, Franklin Drilon, my personal gratitude and utmost respect. Congratulations to our colleagues who will be joining the Senate in the Seventeenth Congress—Senators-elect Win Gatchalian and Manny Pacquiao. (Applause)

I will not be able to equal the record of Deputy Speaker Padilla, but let me just say that I have so far spent a total of 15 years in Congress surrounded by the best and the brightest through five Congresses. I was in the company of true visionaries, of statesmen, of principled reformers, of genuine revolutionaries, of talented strategists, of articulate debaters, of skilled politicians, and of dedicated advocates.

But more than being any or all of this, with all of you, I was truly in the company of a band of brothers and sisters, and for this, I am forever grateful to all of you. (Applause)

My warmest thanks to Deputy Speakers Dina Abad, Gigi Aggabao, Serge Apostol, Ali Balindong, Caloy

Padilla and Robbie Puno. To Majority Leader Boyet Gonzales, let us give him a big hand (Applause) and Minority Leader Ronnie Zamora (Applause), whose short speech I heard from this side being given by his surrogate, Neri Colmenares. Thank you for keeping the House in order. Iyan naman talaga, it is not me, let us give credit where it is due, and it is to Boyet and to Ronnie to whom the credit for keeping the House in order is due. Maraming salamat sa inyong dalawa. Thank you to all our Committee Chairpersons and Vice Chairpersons for your leadership and tenacity in the performance of our legislative functions.

With you all as my friends and inspiration, I will endeavor to remain in the service of our people in any capacity whatsoever for as long as I am able to and as long as the people need me and call on me.

My dear colleagues, the Fifteenth and Sixteenth Congresses have done their level best. We are proud of what we have accomplished. We have performed our constitutional duties without fear or favor.

Let us all continue to serve our country with honor and dignity in whatever capacity we may find ourselves.
