ThetimescalesofopportunitytobenefittheUKConnectedandautonomousvehiclesareevolvingatseparateratesandsoweseedifferentopportunitiestobenefittheUKatdifferenttimehorizons:
• Therearealreadyatleast3million2connectedvehicles3onUKroads,providingdataandreceivinginformation.Weshouldharvestthebenefitsfromthisdatafarmore.Therapidrateoftechnologydeploymentinnewvehicleswillbringfurtheropportunitiesforbetterconnectedbutconventionallydrivenvehiclesthatweshouldexploit;but
• Thesocietalbenefitsofautonomousvehiclesrequiresignificantpenetrationandcustomeracceptanceforcapacitygainswithexistingroadinfrastructure4.Safetyimprovementsarenotlikelytobeashighinitiallyassomeheadlinessuggest.Adoptionwillbeheavilyinfluencedbyuserandmarketacceptance,sotimescalesareunpredictable.Whenitdoesoccur,wideadoptioncouldofferbenefitstoUKproductivity,industryandtransportpolicyalikebutwillneedtrustanduseracceptanceintechnologythatconnectedvehiclescanhelpdevelop.
Theshort-termbenefitsTherearerealopportunitiesforbenefitstousers,authoritiesandUKPlc’sproductivitywithinthenext5yearsusingexistingconnectionstoconventionalvehiclesandfromdeployingnewones.Wecanthenusetheknowledgefromconnectedvehiclestohelpdesignanddefinehowmoreautomatedvehicleswillderivetheirpotentialonreal-worldUKroads.
TheseactionswillhelptomaximisetheuseofexistingroadinfrastructurethatcannotbeexpandedeasilyorquicklyandsupporttheRoadInvestmentStrategygoals.Theyarethereforeaquickwincomparedtophysicalinfrastructuredeployment.
Thekeyisthatasmorevehiclesbecomemoreconnected,thevolumesofdatatheyprovidecanreducerelianceonfixedinfrastructure(reducingcostsforbothstrategicandlocalroadauthorities)andimprovedatausedinroadsoperationsandassetmanagement.
Becauseofthetwospeedsanddifferentcertaintiesofdeployment,theForum’sfocusisonquickwinsviaconnectedvehiclesforimprovednetworkmanagementanddriverinformation,productivity,economicgrowthandotherpolicyandsocietalobjectivessuchasreducedemissionsandsafety.
Adoptingfurthertechnologiesgivespotentialforanadditionalannual£6.5bnofvaluetotheUK.Thiscanberealisedintheimmediateandnearfuture,socapturingthispotentialvalueisourfocus.

• Datafromvehiclesontheassetcondition—forexamplepotholes,roadpavementwearandskidresistance,andtemperatureforwintermaintenanceplanning.ThisbringssafetyandassetplanningandmanagementbenefitsreducingcostswhichtheForumconservativelyvaluesat£200mperyear5;
• Datafromvehiclestoreducecongestionandimprovetemporaryroadworkssignalsperformance6.Weseetotalcongestionsavingshelpingproductivityof£500mperyear;
• Datatoallowcreativeideasinimprovedemissionsmonitoringandmitigationmeasures.Wevaluethisat£200m.DataintovehiclestosupportSignalPhaseandTiming7(SPAT)informationcanalsoreduceemissionsbyreducingunnecessarystops;
• InformationtoandfromvehiclesforeCall,queuewarning,enhancednavigation,roadworkswarning,andalsoidentifyinghazardsinvolvingvulnerableroadusersbringingbenefitsof£100mayearfrombetterinformationandsafety;
• Usingvehiclestomonitorparkingavailability,andasmobileClosed-CircuitTVforincidentmanagement;and
• Newcustomerfacingservicestothevehicleuser,suchassmart‘one-click’parking8alongsideprovendrivercoaching,breakdownrepairmonitoring,fleetmanagementandbreakdownanalysis.WeestimatethiscouldsaveUKindustry£500mayear.
Informationintovehiclesalsooffersvaluefromvirtualvariablemessagesigns,reducingtheneedfornewroadsidetechnologyonunequippedbutnationallyimportantroads9andaidingthecustomerexperienceonSmartMotorways.Itwouldalsoreducecostsanddelaysduringinstallation.
Theseareinitialestimatesbasedonpublisheddatabutarebeingcontinuallyupdated.

50%ofallnewvehicleswillbeconnectedby202010.Butwith38mvehiclesontheUKroadsandanaverageageofjustunder8years11,wecannotrelyonnewvehicletechnologyalonetogivethevolumeofdataneededandcoveragequicklyenough,especiallyforservicesrequiringinteractionsuchasslowvehiclewarning.Useofsmartphonesand
Fromthesesources,weconservativelyestimatethenear-termvaluetotheUKtobe£1.5bnperannumfromconnectedvehicles,plusexportearningsforUKcompaniesprovidinginnovativeservices,hardwareandconsultancyof£500m.
Manyservicesareofferedbytheprivatesectorforakeypurposesuchasinsurancebutgivewiderbenefitsifthedatatheyprovideisadoptedforotheruses.Theconnectionweneedisthereforenotjustofelectronicdevicesandpeoplebutalsoofbusinessesandorganisations.

Manyoftheabovedatasourcescanbeprovidedbysmartphones.Increasingly,theycanalsobeprovidedviablackboxesandOBDdevicespaidforbyprivatedrivers,theirinsurancecompaniesorrecoveryclubs.Thisisatnocosttothepublicpurseforinstallation.
So,olderandnewervehiclesandtheroadusersinthemcanbeequallyconnected.Thiscouldallowaroadsauthoritytobeseentobeinclusivetoallitscitizens,althoughnewvehiclesarelikelytooffermuchmoreintegratedanduser-friendlyservices.
Datafromconnectedvehiclescanhelpallroadusersofalltypes,notjustthoseinconnectedvehicles.Andinformationintovehiclescanalsoimprovesafetyforall.

Thereisaneedtoprovethemarketapproachesandbusinessmodelstoexploitingthisdatasource.
IncreasingconfidenceinroadauthorityinvestmentHowever,dataavailabilityisnotenough.RoadsauthoritiesneedtoseemoreexamplesofhowdatacanbeusedandreceiveguidanceonhowtomakethemostofdevelopmentsintherealworldoftheBritishtownandcity.Theyneedsupportinmakinginvestmentdecisionsonnewtoolsandusingnewdatasources,builtfromevidencefromawiderangeofusecasesanddifferentnetworktypes.Theyneedadviceinareassuchascommunicationswhicharenotnormallyinaroadoperator’sskillset.
TheForumhasalreadystartedthis17butthereisaneedfortechnicalevidencefromUKroadsonnewcommunicationssystemsperformanceinrealdeploymentsandonhowtoconnectintolegacysystemssuchasUrbanTrafficControl.
UserexperienceandconfidenceTheUserExperienceisfundamentaltocustomeradoptionofmanyconnectedservices–iftheydon’tworkwellinusers’eyesandgiveabenefit,thentheywillfailtobetakenup.

Equally,usersneedconfidenceandtrustinconnectedvehiclesandtheuseofthedatafromthem.
THE FORUM’S STRATEGY
TheForum’sStrategyOurstrategyforconnectedvehiclesis:
1) Toquicklyprovidethisconfidencethroughsupportingguidesfor
roadsoperatorsandindustryonconnectedvehicles,useoftheirdataintrafficsignalsandcommunicationschoices.Someoftheseareavailableonourwebsiteandlinkedintheappendixandwewilldevelopfurtherguidesasroadsauthoritiesneedthem.Uniquely,theForumisalreadyfillingagapbyassistingUKGovernmentandindustryandhighlightinginvestmentopportunitiesfromaroadsviewpoint.
2) Weseeourwiderandlonger-termroleashelpingconnecting
vehicles,roadsandparkingnotjusttechnicallybutinbusinessproductivity,andinstitutionaltermsthroughuserfacingdeployment.Weaimtoshowthevalueofconnectedvehiclestosupportingpolicyaimsandconsumerservicesaswellasroadusers.ThisisauniquerolefortheForumandonewheretheUKcanleadtheworld.Thisreportisthefirststepinthatrole.
3) Weseearoleinsupportingthedevelopmentofspecifications
andstandardstosupporttheconvergenceofroadsandconnectedvehicles—toperhapsmovefromaDesignManualforRoadsandBridgestoaDesignManualforRoads,BridgesandConnectedVehiclesthatsupportsallUKroadsandtheexportsofourhighwayandtrafficmanagementskillsaswellasconnectedvehicleexpertise.
Thereisaninternationalperspectivehere,wemustensurethatUKnetworkmanagementandindustrialinterestsaresupportedbytheEUandotherstandardswewillstillworkwithpostBrexit.Equallywecanlearnfrominternationalprojectsandbeinvolvedinsettingtheinternationalagendaespeciallyforconnectionstoroads.Wehaveaspecificworkstrandtoassistthedevelopmentandchoiceofstandardsandspecificationstobridgethegapbetweenautomotive,roadsandparkingandaNetworkUserGroupthatoffersinsightintothecustomerneedforroadmanagement.
Ourviewisthatforconnected—asopposedtoautonomous— vehicles,thereismoreofaneedtodevelopanddeploysolutionswiththemarket,andmoreuserfocusedresearchthanpureresearchintotechnicalsolutions.Henceourfocusisontheshort-termbenefitsto2023.
MovingforwardTherearestillsometechnicalandmarketquestionstoaddress.Examplesincludespeedofdeliveryofdataandcoveragebetweendifferentcommunicationsoptions,howtosafelyshowinformationtoUKdriversandthebusinessmodelsforsupplyofnewdata.Thereisafurtherneedtomakesurethedataprovidedissecure,privateandcanbeaccessedforthepublicgoodviaavarietyofmodels.
Andaboveall,understandingwhatroadusersandroadauthoritieswantandwilladoptisneeded.

Butdespitetheseunknowns,thestrategicopportunitiesareclear.Manyservicesarealreadyinplaceandreadytobeexploited.Thisistrueforbothnewandoldervehiclesandmuchworkisunderwaylookingatlongertermsolutions,butweshouldnotletaimingforacompleteanswergetinthewayofcapturingtheearlybenefits.
Keyareaswhereearlybenefitscanbesecuredinclude:
• Assetmanagement—helpingreducethecostofmaintenanceofallroadsandstructures.HighwaysEnglandistaskedwitha30-50%reductionincostsandweseeconnectedvehicledatahasgreatvalueinassistingthis,learninglessonsfromaviationforexample18.Incrementalimprovementwillnotdeliverthis;
• Emissionsmanagement—developinganddeployingnewcreativeideastomonitorandcontrolemissionsthroughbettertrafficmanagementanduser-facingservices;
• Congestionidentificationforinfrastructureplanning—tobetterplaninterventionsandusenewcapitalfundsforbettervaluetoaidproductivity;
• Trafficmanagement–tomonitorandincreaseperformanceofexistingtrafficsystems,withfargreaterbenefitsfromfutureconnectedvehiclestooinmodellinganddecisionmaking;
• Weatherdata–forhelpinginformonfloods,icingandroadclosures;
• Smarterparking,helpingreducecongestionandsupportingtheUKhighstreet;
• Avoidingnewroadsideinfrastructure,toreducecostsandaidnewservices;

LeveroffwhatistherenowforrapidbenefitDfT’srecentCo-operativeITSpilotsareastrongstarttouseofdatafromvehiclesandtovehiclesinUKtownsandcitiesforimmediatebenefit,buttheinvestmentislowcomparedtotheresearchintovehicleautomationthathaslongerpayback.Governmentshouldsupportroadsauthoritiestoafargreaterextentintheadditionaluseofcurrentandemergingconnectionstovehicles,tomatchtheemphasisonautomatedvehicles.TheForumiswell-placedtoassistthis.Forexample,weproposethattheCentreforConnectedandAutonomousVehiclesshouldlookinitsfuturefundingtolarge-scalequick-windeploymentsinvolvinglocalroadsoperators.TheForumcanprovideadirectchanneltothese.ThiswillsettheinvestmentlandscapeforUKindustryandroadsoperatorsalikeanddevelopanexportablesetoftoolsandservices.DfTshouldalsofundfurtherprojectsthatlinkits19C-ITSdemonstratorsandseveraloftheCAV1and2projectsinvolvingconnectedvehiclessuchasUK-CITEtohelpnationalratherthanpiecemealadoption.
2.Showcasethebenefits
Governmentshouldmakeitarequirementthatforallfundsthesocietalbenefitsarecapturedinacommonlyuseableway.Thiswouldgiveotherusersconfidenceinbenefitsforfurtherinvestment.Acentraldepositoryofcostandbenefitintelligencewouldassistdecision-makingbylocalauthorities.TheForumiswell-placedtocaptureandpromotethislearning.Keyareasofbenefitareemissionsandproductivity.
3. Developthemarketandcustomer/userconfidenceThereareunknowntechnicalandmarketareasforfutureconnectedvehicles.Pilotingandtestingthesewillincreasetheabilitytoinvestandcriticallyensureuserandcustomertake-up.Governmentneedstoensurethenewconnectedvehicletechnologyisexplorednotjustfromatechnicalperspectiveandincludesallroadusers.TheForumcanbringaroadoperatorperspectivethatlooksatalignmentwiththevariouspolicyaimsofUKauthoritiesandhenceincreasemarketconfidence.
Muchoftheadoptionofsystems,suchastrafficsignalgreeninformationinthevehicle,reliesonarealuserchoice,unlikefollowingamandatorydevicelikearoadsidetrafficsignal.This‘voluntary’aspectneedsmuchmoreattentionincustomerfacingtrialsandtests—toaddressroadusers’“What’sinitforme?”questions.TheForumhasalreadyexploredmanyoftheunknownareasincustomerconfidencetohelpsteersuchtestsbuttheanswerswouldonlycomefromlargescaledeploymentonUKstreets.
ThismeansGovernmentencouragingprojectsacrosstheecosystem—withcollaborationbetweenmajorsupplierstoensureopenandinteroperableconnectedsystemsfacilitatedbytheForum.
Governmentshouldthenusethisintelligencetohelpinformdecisionsonspecificationsandlegislationandonfurtherinvestmentsandfunding.
Governmentneedstonotjustlookfordisruptionintechnologybutevolution,too.
Thetrustgainedthroughexposureofuserstoconnectedvehiclesisakeysteptofullerautonomy.
GovernmentshouldaboveallundertakeuserfocusedresearchtoanswertheunknownsoflinkingUKvehiclesandroads,andtheForumwillhelpbringingthesetogetheranddistillingvalue.

Equally,Governmentshouldnotseejustnewvehiclesasthosethatconnect,butremembertheabilityofanyvehicletobecomeconnectedtogivesocietalbenefitandimproveproductivity.
